The main purpose of this study is to investigate influence of sheltered workshop management consulting on management performance and reflect its outcome in order to improve the rationalization of management at sheltered workshop. The major results of this study that are summarized as follows: First of all, executive of sheltered workshop has expected management consulting. Management performance consist of business management, marketing, accounting/finance, production/operations. Marketing appears to have the highest expectations of these. Second, executive of sheltered workshop has expected management performance. Management performance consists of customer satisfaction Performance, internal process performance, financial performance. Internal process performance appears to have the highest expectations of these. Third, executive of sheltered workshop recognize management consulting that affects customer satisfaction performance. In particular, appears to have the greatest impact on the field of business management. Fourth, management consulting performance of sheltered workshop affects management consulting that affects internal process Performance. In particular, business management, production/operations appear to have the highest affectability better than others of these. Fifth, executive of sheltered workshop recognize management consulting that affects financial performance. In particular, business management, production/operations appear to have the highest affectability better than others of these. Sixth, executive of sheltered workshop recognize management consulting that affects customer satisfaction performance, internal process performance, financial performance. customer satisfaction performance appear to have the highest, financial performance appear to have the lowest.

Commercial sports facilities dissatisfy and have the problem in facility management and social institution when we compare with advanced nation. To develop commercial sports facilities, government must improve facility management ability and increase social institutional support. First, to improve facility management ability, government must make effort for instructor's treatment better, employment extension, strengthening of management and marketing ability, improvement of service quality and consumer satisfaction, facility's modernization. Second, to extend social institutional support, government have to make effort for cultivation and disposition of specialized human power, deregulation and institution improvement of sports facility, support extension of taxes and finance, establishing information network of sports facility. Finally, the main body of commercial sports facilities have to make progressive effort for improving facility management ability, and government have to make excellent social environment developing commercial sports facilities.

본 연구는 북한의 식량난과 산림복구의 일환으로 추진되고 있는 임농복합경영의 현주소를 파악하고 북한의 임농복합경영이 가지는 대표적인 문제점이자 한국농어촌공사에서 접근할 수 있는 기술분야인 관개시설의 구축방안에 초점을 두어 해결방안을 모색하고자 하였다. 특히 임농복합경영 대상지의 경우, 산지를 개간하여 경사도 30° 이하의 경사지를 이용하고 있기 때문에 이 경우 토성이 사질 혹은 식질이 많아 보수력이 평지에 비해 크게 떨어지고 유효수분이 있는 토심도 낮기 때문에 가뭄 및 한발피해에 취약하다. 한발 시 관개를 위해 필요한 저수규모를 설정하기 위해서 강릉 안반데기와 영월 조전지구에서 산정한 단위용수량을 근거로 저수규모를 결정하였다. 계곡물이나 빗물은 자연흐름식 등의 방법으로 동력을 사용하지 않고도 집수할 수 있지만 하천이나 지하수를 퍼올려야 할 경우는 동력이 필수적으로 요구되기 때문에 대체에너지 활용을 고려하는 것이 필요하다. 따라서 임농복합경영을 위한 관개분야에 대한 대책으로 복합 취수원에 따라 하천, 지하수, 계곡, 빗물 등으로 구분하고 그에 따른 주요시설과 사업비를 산출하였다. 북한에서는 임농복합경영을 위한 경제성이 있는 규모로 50ha를 제안하고 있어 50ha규모의 임농복합경영 관수시설 부분에 대한 제안과 북한이 추진하고 있는 임농복합경영은 대부분 외부 지원에 의존하고 있기 때문에 지원의 용이성 및 가능성을 고려하여 10ha의 규모 역시 제안하였다. 50ha의 규모일 때 주요시설은 취수보, 양수장, 암반관정, 저수조, 물탱크, 송수관로, 급수관로, 급수대, 팜폰드, 둠벙, 배수로, 농로 등이며 수원공은 하천, 계곡, 지하수, 빗물이다. 동력은 태양광, 풍력으로 저수규모는 저수조에 2,000톤(40%여유수량), 팜폰드 및 둠벙에 800톤(60%여유수량)을 확보하였다. 10ha의 규모일 때 주요시설은 저수조, 물탱크, 급수관로, 팜폰드, 둠벙, 배수로, 농도 등이며 수원공은 빗물이다. 동력은 경사차를 이용한 자연흐름식 집수 방식으로 무동력이다. 본 연구는 향후 남북관계 개선시 우선 지원사업의 하나로 활용이 가능하다는데 의의가 있다. 50ha의 규모에 제시된 동인 태양광 및 풍력의 경우도 지속적인 유지관리 비용이 들지 않지만 초기 설치비가 높기 때문에 경제성이 있는 관개시스템을 개발할 필요가 있다.

The purpose of the research is to suggest the method to maximize management achievement of the sheltered workshops with analyzing the factors of organizational competencies which affect the business performance. The study was proceeded after suggesting the research model based on discussion on the business performance of Malcolm Baldrige (1987) model which assessed as the most optimized one for evaluation of the business performance of enterprise. First, the organizational competence of the sheltered workshop impact on commercial performance and noncommercial performance meaningfully. The commercial performance affects marketing competence, administrative competence, financial competence in order of mention, and noncommercial performance affects workshop cultural competence, financial competence, leader competence, human resources competence in order of mention. Second, the organizational competence of the sheltered workshop affects comprehensive business performance including commercial and noncommercial, in order of marketing competence, workshop cultural competence, financial competence, and human resource competence.

창업지원시설은 창업의 성공가능성을 높이기 위해 지방자치단체에서 시설과 공간, 교육프로그램 등을 제공하는 것으로 경영, 기술분야 등에 대한 지원을 목적으로 하는 사업장을 의미한다. 많은 지방자치단체에서 이러한 시설을 관련 법령에 따라 꾸준히 개설중이며, A시도 또한 2005년부터 관련 시설을 개설하였다. 본 연구는 국내 A시의 창업지원시설의 문제점을 구조적 문제와 관리상의 문제로 구분하여 조사하고, 그에 대한 해결방안을 각각 제시하였다. 구조적 문제로는 시설의 기능 중복 등이 부족하였으며 관리상 문제로는 외부 민간의 투자 연계와 담당 매니저들의 전문성 등이 한계로 나타났다. 이에 대한 해결을 위하여 A시 창업지원시설의 구조적인 재구조화와 관리상 문제에 대한 해결을 제시하였다.

우리나라 농업경영구조의 변천과정을 살펴보면 '60년대 이전은 식량작물 위주의 자급자족 경영단계였고, '70년대 후반 특히, '80년대 이후는 경제작물을 중심으로 상업농 경영이 본격화되는 단계였다. 이 같은 변천은 경제발전과 더불어 국민소득수준이 향상되면서 식량작물의 소비는 크게 감소한데 반해 원예작물의 소비가 급증하게된 것에서 기인한 것이다. '94년말 현재 전국의 원예시설 면적은 '80년에 비해 7배정도 늘어나 약 4만2천ha에 달하고 있으며 품목별로는 채소시설이 약 38,000ha로서의 전체의 90%정도를 차지하고 있다. (중략)

7만 과천시민의 편익과 복리증진을 위해 체육 문화시설 등을 관리 운영하고 있는 '과천시설관리공단'은 지방 공기업의 모범이자 표상(表象)으로 유명하다. 이곳이 전국적으로 주목을 받는 가장 큰 이유는 '시민과 임직원의 안전'을 경영방침의 최우선으로 내세우고, 빈틈없는 안전관리를 펼쳐 왔기 때문이다. 이런 안전경영의 중심에는 이성재 이사장이 있다. 이 이사장은 2006년 취임 당시부터 고객 및 직원의 행복과 안전을 먼저 생각하는 '서번트 리더십'을 강력히 추진해왔다. 그 결과 안전보건에 대한 높은 공적을 인정받아 올해 산업안전보건강조주간 기념식에서 영예의 대통령표창을 수상했다. 안전경영으로 행복도시 과천을 만들어가고 있는 이성재 이사장을 만나 그만의 신념 등을 들어봤다.
