Identifying the perception on the introducing of Construction Management(CM) in the civil infrastructure project delivery system (사회간접자본 프로젝트의 CM제도 활성화방안에 대한 인식분석 연구)

  • Current environment in civil and construction industry has changed to actively adopt construction management (CM) in various areas. While it is found that exemplary CM projects have been carried out in many civil engineering sectors, concrete system framework has not been suggested due to ambiguous boundary between CM and supervision system, unclear perception of CM's role, and inexperienced organization and regime. This paper investigated the challenges faced in civil and construction industry, and analyzed the strategy that could improve the current immature CM system by conducting questionnaire survey from experts in various construction sectors. The results could provide valuable information that can involve diverse opinions and view points in project participants.

  • Due to the decreasing of Korean Construction market situation, recently a lot of medium & small size contractors, engineering firms and consulting firms are extending their business area to overseas market. To compare with 80${\sim}$90's situation at that time only Contractor provide service to overseas but in recent, there are number of Design, CM/PM and other consulting services which provide service to overseas. With this figures, the number of nation also increased from middle east and South east asian area to central asia and african nations and among them Kazakhstan has became as new market for the construction industry based on it oil money and up stream of real estimate market. Based on this fact, we will explain one of our recent project case for PM service in Almaty, Kazakhstan to show others who have interest to do business in their.

건축실무 전문화에 관한 UIA 국제 표준안

  • WTO 세계무역기구의 발족과 더불어 국가간의 개방과 정책에 따라 건설시장은 물론 사회 전 분야에 걸쳐 새로운 시도가 이루어지고 있다. 건축 관련 부분은 민간사업뿐 아니고 정부 조달시장까지도 개방되어 정부부처나 지방 자치단체에서 구매하는 물품(설계 및 시공 포함)에 외국업체가 참여하고 있는 실정이다. 그러나 건축 설계의 경우 "서비스 무역에 관한 일반 협정"에 의해 원칙적인 기준만 체결되어 있을 뿐 상호인증에 관한 세부사항은 서로의 제도가 동일하거나 합의한 나라를 제외하고는 당사국간의 상이한 제도와 운영체제로 인하여 실용화되고 있지 않고 있다. 국내에서는 지난 4년간 "국가를 상대로 하는 계약에 관한 법률"을 제정하고 건설제도 기획단을 운영하여 시장개방에 대처해 왔으나 국제적인 건축 설계 관련 단체인 UIA와는 의견 교환이 없었다. 특히 상호인증에 따른 기본 요건으로 대두되고 있는 건축교육, 실습 및 훈련, 건축사 자격 등에 대한 우리의 입장을 정리하여 국제적으로 대응할 필요성이 요구되고 있으며 건축설계 관련자들에게 매우 중요한 관심사의 하나로 되어 있다. 따라서 이러한 문제를 논의하기 위해 국제건축가연맹(UIA)에서는 용역실무협의회를 설치하여 이미 2년여에 걸쳐 인정방법에 대한 세부사항을 검토하고 있으며, 올해(6월) 북경 총회에서 상호인정 표준안을 공포할 예정이다. 이와 관련하여 건축3단체(대한건축사협회, 대한건축학회, 한국건축가협회)주관으로 건축사자격 상호인정에 대한 공동 대응책을 논의하고자 건축계와 정부가 함께 참석하여 토론회를 개최한 바 있으며, 또한 본협회 국제위원회에서 한국측을 대표하여 지난 98년 12월에 열린 UIA 용역실무위원회(PPC)에 참석하여 상호인정에 대한 우리측 입장을 개진한 바 있다. 이에 본지에서는 문호 개방에 따른 한국건축의 현안에 대한 현실적이고 구체적인 문제점이 검토되고 아울러 우리 건축계의 입장 정리와 실질적인 의견을 수렴하고자 UIA 국제 표준안 전문에 이어 부록을 정리하여 게재한다

A Case Study of the Improvement of the Structural Work of a Logistics Facility by Using PC Member (PC부재에 의한 물류시설의 골조공사 개선사례 연구)

  • As logistics facilities have a high ceiling height, simple structure, and the need for a quick return on investment, it is usually essential to advance the construction schedule of such facilities. Accordingly, PC structures, which require less labor, cost and schedule, can be more competitive than RC structures. However, most construction companies in Korea are familiar with RC structure design, have negative perceptions regarding PC structures, and do not sufficiently adopt new construction techniques. The structure that this research features has 110 columns that are 14 m high and are built to the same specification, and applying an RC design to the structure will lead to issues related to constructibility, economic viability, project duration and safety. Therefore, this study intends to feature PC design as an alternative to the RC warehouse design, and perform a comparative analysis of the reduction in labor, cost and construction schedule to highlight benefits. The research outcomes herein will provide inputs to subsequent studies on new construction strategies to advance the construction schedule, improve quality and constructibility, enhance safety and save costs.

  • For successful waterproofing construction, it is very important to secure construction quality as well as material performance of waterproofing materials used in construction. Due to the long-term cost reduction policy following the economic downturn in the construction market, most construction companies are using general low-priced waterproof materials rather than high-quality waterproof materials without clear quality control standards. Without clear education on construction, construction is being carried out with meaning only on construction activities. In addition, the waterproofing method applied in combination is a situation where water leakage occurs due to waterproofing failure due to insufficient construction quality because the construction method is complicated. Therefore, it is necessary to review the quality control measures(design, materials, construction) for successful waterproofing work and improve problems that are derived so that stable waterproofing work can be done. In order to expect the leakage prevention effect of a building, first, it is required to select appropriate materials for each part of the building and environment in the design stage, and the selected materials must satisfy all items of the Korean Industrial Standard(KS). Second, to secure the quality of waterproofing construction, sincere construction by workers is required. In this paper, we tried to describe "review of waterproof design", "constructor education", "site inspection", and "criticism(correction/supplementation)" as quality control measures after material selection.

A Study on Dispute Claim to the Apartment Reconstruction Projects (공동주택 재건축 사업의 분쟁 클레임에 관한 연구)

  • Because a procedure is complicated and various related parties participate in the redevelopment and reconstruction project, it can be extended to diverse disputes when the relation with the related parties is smoothly adjusted. In particular, when the dispute occurs in a phase of occupancy after the complete construction, the regional residents-centric association must give up many rights of invisible parts caused by the construction company's profit maximization because they are short of professionalism about the business. Accordingly, this study is aimed at providing the construction project manager's dispute and claim process for responding to the dispute or claim reasonably and for obtaining the client's (association) rights for the reconstruction project, and at developing the checklist for obtaining the necessary documents by each phase, when the dispute or claim is made by the association against the construction company after the completion of construction. Through this study, the association can obtain the related documents in advance and can implement the reasonable response data when the dispute or claim occurs due to it. Also, it will enable the construction manager to analyze the project costs reasonably and will reduce the estimated wastes. That is, the work efficiency is expected to be improved.

  • The landscaping of Amore-Pacific's new building has received various awards since its construction. This study attempted to identify the mechanisms of planning, design, and construction of this project through the ground theory. The results of the study are summarized as follows. The client's place attachment of the sites, which was the company's parent, was the driving force for an international design competiton in which architecture and landscaping were integrated. After that, in the detailed design stage for the actual implementation of the contest-winning plan, competent local designers and contractors were selected, and a consultative body was operated to engage in various opinions and promote rational decision-making. As for consultative body's operation method, simulation, physical model production, and detailed drawings were created after sharing opinions, and landscape design supervision played a major role. Establishing consistency in design and construction through integrated planning and landscape design supervision is required to cultivate craftsmanship and foster landscape coordinators in today's industrialized practice. The accumulation of related follow-up studies and supplementation of the system is anticipated.

Field Validation of Earthwork Compaction Quality Control Based on Intelligent Compaction Technology (지능형 다짐 기술 기반 토공사 다짐 품질관리 실증 연구)

  • This study implemented intelligent compaction technology at the construction site of the AY Highway in Gyeonggi Province, with a focus on obtaining the representative intelligent compaction value, CMV. The target CMV for quality control was established through trial construction, and the validation of the compaction quality control process based on intelligent compaction was conducted. The optimal approach for determining the target CMV was confirmed to be through linear regression of the average CMV measured within a 5-m radius from the plate load testing location. Upon assessing compaction quality against the target CMV, it was observed that the quality criteria outlined in the domestic intelligent compaction standard were met. However, the criteria outlined in Austria and the United States were not satisfied. Notably, indicators related to the variability of compaction quality did not meet the specified criteria, suggesting a stringent standard compared to the observed variability of CMV, ranging from 17% to 55%. Consequently, it is recommended to conduct additional field tests to further validate the compaction quality control process based on intelligent compaction. This will aid in confirming and enhancing the appropriateness of the regulations stipulated in each standard.
