Improvement of Public Announcement of Topographical Drawing for Linear-Type Infrastructure (선형형태 사회기반시설물의 지형도면 고시 개선방안)

  • Linear form of public works such as roads, railways and rivers, generally used as long work crossing administrative districts, can be several hundreds km length and narrow. These linear forms use SCM sheets, which do not include the quadrangle shape, to make a public announcement of topographical drawing in order to get the work approval. the Integrated measurement channel investigation and cadastral act that are established in 2009 apply the ITRF for the composition of design and construction books and coordinates of topographical map in order to get the work approval. However according to the article 5 of additional clause, while the cadastre is maintaining local coordinates, if there is a technical error in the content of the Public Announcement of Topographical Drawing that used the SCM, the question of responsibility of land borders and the efficacy or not of the announcement is raised as an administrative measure. After analysing the causes and enforcing coordinate conversion and correction taking into account linear form work's features, the result was reflected in the existing SCM. As a conclusion, the present study proposes the improvement of the procedures of the Public Announcement of Topographical Drawing.

Efficiency Improvement of Environmental Assessment Procedure through Introduction of Screening (스크리닝 도입을 통한 환경평가 절차 효율화 방안)

  • This paper proposes an improvement to differentiate assessment procedure for projects in consideration of their environmental impact as a means to improve efficiency in environmental impact assessment ("EIA") procedure. The targets of analysis were limited to lower impact projects. The current EA system in Korea has already attempted to introduce separate proceedings for certain projects.Tangible results from these efforts, however, have been limited. Other countries have adopted a "screening" system to determine whether EIA is applicable to a particular project, and if so, what procedure will be used therein. Therefore, this study suggests the screening as the process wherein need for EIA is determined with respect to projects which have undergone Prior Environmental Review System(PERS) and which appear to have comparatively negligible environmental impact. In this case, EIA can be omitted and the developer can then draft a mitigation plan instead. This study found that exempting certain projects deemed as having low environmental impact can considerably shorten the duration required for both environmental assessment and consultation, thereby improving efficiency. Other expected effects from the adoption of this screening include reduction in delays in project execution due to environmental assessments and reduced red tape through the provision of increased autonomy to developers and the approving authorities.

A Study on the Transnational Identity of Diaspora and Diversity (디아스포라의 초국적 정체성과 다양성에 관한 고찰)

  • The purpose of this study is to consider the appearance of the global generation transnational identity and forming process, existence aspect, functional role, and on the actuating mechanism, and etc. The results about the transnational identity of Diaspora and diversity are as follows. First, as to the transnational identity, the emigrants had been being determined by the relation with the accreditation and how type had been deal with one's decision about the self-identify. Second, the individual experience of the emigrant, interaction, and unstable status political support etc. various factors were combined and the diversity of the Diaspora identity showed. Third, the identity concept had been performing the function in the more expanded meaning called the nation and nation through the continuous meaning expansion than the individual as the national ideology. Fourth, the transnational identity of Korean-Chinese was specialized into the nation identity, double identity, and 'the identity of the third' etc. Fifth, the transnational identity of the Nikkei-Brazilian appeared for Japanese identity, Brazilian identity, and Nikkeijin identity etc. in Japan. In conclusion, the Transnational identity of the Diaspora is reproducing the identity of the emigrant, it suggests through the differentiation in the settlement and exclusion.

The Influence of Awareness of Healthcare Accreditation, Job Stress and Organizational Commitment on Turnover Intention of Small and Medium sized Hospital Nurses. (중소병원 간호사의 의료기관인증제 인식 및 직무스트레스, 조직몰입이 이직의도에 미치는 영향)

  • This study examined the awareness of the healthcare accreditation system, job stress, organizational commitment, and the turnover intention to determine the effects of these factors on the turnover intention of small and medium sized hospitals. A total of 202 nurses who worked in hospitals with less than 500 beds located in Gyeonggi-do, participated in this study. Questionnaires were given to the nurses who experienced healthcare accreditation, and data were collected between 1 December 2015 and 30 March 2016. As a result, the factors and general characteristics, influencing the turnover intention were found to be age (F=4.68, p<.001), marital condition (F=3.92, p<.001), and department of work (F=3.23, p<.008). The turnover intention was negatively correlated with the awareness of the healthcare accreditation system (r=-.46, p<.001) and nursing organizational commitment(r=-.35, p<.001), but positively correlated with the job stress (r=.21, p=.002). Regression analysis showed that the turnover intention of nurses from small and medium sized hospitals had 22.0% on the organizational commitment, department type, and job stress. Therefore, to decrease the nurses' the turnover intention, managers of small and medium sized hospitals need to draw up measures to support job involvement and policy improvement. The results also showed the difference in turnover intention according to the department type. Accordingly, there is a need for a differentiated approach according to the department of work, such as a special unit, ward, and outpatient department.

The Diagnosis and Treatment of Osteoporosis (골다공증의 진단과 치료)

  • Osteoporosis, a disease characterized by low bone mass and microarchitectural deterioration of bone tissue leading to enhanced bone fragility and fracture risk, is a major public health problem. The diagnostic methods for osteoporosis include simple radiography, bone scan, DXA (Dual energy X-ray Absortiometry) and biochemical markers of bone turnover. Optimal treatment and prevention of osteoporosis require modification of risk factors, particularly smoking cessation, adequate physical activity, and attention to diet, in addition to pharmacologic intervention. The estrogens and raloxifene both prevent bone loss in postmenopausal women, and the estrogens probably also decrease the risk of first fracture. There is good evidence that raloxifene prevents further fractures in postmenopausal women who already have had fractures and some evidence that estrogen does as well. Bisphosphonate prevents bone loss and reduces fractures in healthy and osteoporotic postmenopausal women and in osteoporotic men as well. Risedronate is more potent and has fewer side effects than alendronate and reduces the incidence of fractures in osteoporotic women. Calcitonin increases bone mineral density in early postmenopausal women and men with idiopathic osteoporosis, and also reduces the risk of new fractures in osteoporotic women. All of the agents discussed above prevent bone resorption, whereas teriparatide and strontium increase bone formation and are effective in the treatment of osteoporotic women and men. New avenues for targeting osteoporosis will emerge as our knowledge of the regulatory mechanisms of bone remodeling increases, although issues of tissue specificity may remain to be addressed.

  • 본 논문은 현행 전력기술 관리법에 의하여 시행되고 있는 전력시설물공사 감리제도의 제도개선에 관한 연구로서 연구자의 현장 실무경험과 감리제도의 일반사항, 감리업자와 감리원에 대한 사항, 감리업자 선정 및 입찰에 관한 사항을 조사하여 전력시설물공사 감리제도의 현황과 실태분석 및 개선방안을 제시한 내용으로 연구결과는 다음과 같다. 첫째, 법적 및 제도적 측면에서 시급히 개선될 사항이다. 정부는 1995년 12월 법률 제5,132호로 전력기술관리법을 제정하여 전력시설물에 대한 공사감리 업무를 별도 분리 발주하여 전문성을 높이도록 전기 분야 전문기술자에 의해 수행토록 하는 것을 골자로 하는 책임 감리제도를 도입하여 오늘에 이르고 있다. 그러나 공사 준골단계에서 전기사업법 제98조 2항에 의해 위탁업무를 하고 있는 전기 안전공사가 사용전 검사를 함으로서 책임 감리제도의 도입 취지를 무색케 한 정도로 심각한 국면에 접어들었다. 전력기술관리법이 제정되어 13년이 지난 오늘까지도 책임 감리제도가 성공적으로 정착되지 못한 근본적인 문제는 사용전 검사를 전기 안전공사에서 대행하고 있다는 것이다. 물론 그동안의 많은 노력으로 어느 정도의 개선은 있었지만 근본적인 문제가 해결되지 않고서는 전력시설물공사의 감리기술의 전문화를 기대하기 어려운 실정이다. 따라서 책임 감리계도의 성공적인 정착을 위해서는 전기사업법 제98조 2항에 의한 위탁 업무인 사용전 감사 제도를 감리업자에게 돌려줌으로서 책임과 권한을 실질적으로 부여하고 감리회사 자체의 기술력 및 기술자 확보와 기술개발에 필요한 운영자금 및 투자 확대를 유도해 나가야 하며, 무엇보다도 확실한 법적 제도적 뒤받침이 선행되어야 한다. 둘째, 제도적 측면에서 일반건축물은 사업주가 전력시설물공사 감리업자를 임의선정 및 수의계약에 의해 감리업자를 지정하고 해당 공사기간동안 전기 감리원을 투입토록 되어 있어 인건비에 미치지 못하는 저가수주와 다음계약을 위해 어쩔 수 없이 사업주에게 종속되는 경우가 많으며, 이로 인해 감리수행에 혼란이 야기되고 책임소재의 불분명 책임 감리원의 조정 및 통제기능이 약화되는 부작용이 나타나고 있다. 전력시설물공사의 감리는 전력시설물의 안전사고, 비효율 및 부실소지 둥을 방지하기 위해서 필수적이고 발주자 감리업자 시공업체에게 모두 도움을 주는 업무이며, 일정규모이상의 건축물은 자발적인 참여로 유도할 수 있도록 적격심사제도(PQ심사)도입이 적극 필요한 실정이다. 셋째, 운용측면에서 공동주택의 주택법에 의한 전력시설물공사 감리는 사업승인권자가 사업수행능력 평가기준(PQ 심사)에 따라 감리업자를 지정하고 해당 공사기간 동안에 전기 감리원을 투입토록 되어 있으나 평가기준이 세대수에 따라 정해져 있어 효율적, 기술적 측면에 미치지 못하는 경우가 많다. 수준 높은 감리를 수행하려면 그에 맞는 적정한 감리원의 투입이 필수적이다. 넷째, 운용 및 제도적 측면에서 공공발주 건축물(공동주택 포함)의 전력시설물공사는 사업수행능력 평가기준(PQ 심사)에 따라 감리업자를 지정하고 해당 공사기간 동안에 전기 감리원을 투입토록 되어 있으나 발주자 소속직원의 감리수행 근거에 의해 자체 감리를 함으로서 시장경쟁 및 민간경제 활성화의 제약, 부정부패 및 비효율 등 사회에 전반적으로 악영향을 끼쳐 하루 빨리 민간 감리업자에게로의 개선이 시급한 실정이다.

A Study on Developing and Using Mathematics Learning Program which can be used to Connect Schooling and Home Education for the other days of 5 days-schooling - Centered on Project Learning - (주 5일 수업제 시행에 따른 학교와 가정을 연계한 수학학습프로그램 개발과 활용에 관한 연구 - 프로젝트형 과제를 중심으로 -)

  • The purpose of this study is for developing and using project tasks which can be used to connect schooling and home education for the other days of 5days-schooling; to promote students' mathematical ability and to let students have positive cognitions toward mathematics and self-controled learning attitudes. For this study, two classes of 4th graders(56 students) were sampled from a school in D city. Half of them were assigned to the experiment group(EG) and the other to comparison group(CG). In the experiment group, students completed 16 project tasks and we investigated whether there is an effect on students' academic achievement and mathematical disposition. Two kinds of test instruments, pre-test and post-test were used. The pre-test scores guaranteed that both groups were homogeneous. Post-test scores were used to identify three effects and the post-test scores were analyzed by t-test. The result of this study is as follows: (1) There was significant difference between EG and CG in academic achievement (p=0.010). (2) There was significant difference between EG and CG in mathematical disposition(p=0.007). (3) There was no significant difference between EG's pre-test and post-test in mathematical disposition at the 5% significant level. But the average score of mathematical disposition improved from 3.3333 to 3.5375. Mathematical disposition was composed of 6 factors. One of them was mathematical value and there was significant difference between EG's pre-test and post-test at the 5% significance level(p=0.030). But other factors were not. The average scores of mathematical reflection improved a little. So we can say that the activities with project tasks brought an positive influence on students' mathematical disposition.

  • The purpose of this study is to identify the accomplishments and limits of the local governments' environmental impact assessment operation system and to propose a policy plan to improve it through an analysis of the current status of the operations by local governments. As the research method, based on an understanding of the basic purpose and concept of the local government's environmental impact assessment, the current status of environmental impact assessment by major local governments such as Seoul, Jeju, Busan, Daejeon, etc. is analyzed and in-depth interviews with public officials in charge are conducted. Through the extensive discussions, the current situation and the problems are identified. The accomplishments of the local governments' operation of environmental impact assessment are: it is possible, first, to select evaluation targets and items in accordance with regional characteristics; second, to continuously strengthen the management and monitoring the evaluation result after through its own follow-up control. The limits revealed are; first, internal organization problems, which are largely due to the fact that the project approvers and the environmental impact assessment consultants are the same; second, poor cooperation system between the department of environmental impact assessment and other departments; third, lack of professionalism in the working forces; and forth, a limited pool of the skilled judges; and last, it was found that there could be frequent problems of overlapping regulation during coordinating target projects and evaluation contents.

  • Recently, local government has established a development strategy which takes into account the quality of each area, in order to solve the problems posed by poor development, hindrance of the urban landscape, the limits imposed by relevant laws, etc. However, the number of floors is an important factor which determines the urban landscape, planning density and quality of the external space. This planning factor has a very different effect according to the terrestrial circumstances, number of households, underparking ratio, green space ratio and floor area ratio. Therefore, in this study, a case analysis and case study are conducted and the correlation between each index is clarified. The conclusions of this study are follows. Firstly, flexibility should be ensured by taking into consideration the density indicators, average number of floors, and residential environmental performance measures in related laws and systems. Secondly, it is necessary to develop a wide-area planning method that extends the planning concept from the beginning of planning to neighboring blocks or cities. Thirdly, deregulation measures should be implemented, such as establishing specialized strategies for each region, and regulatory measures for encouraging different types of development.

The Calculation Standards of a Unit Cost of Water in River Water (하천수 용수단가의 산정기준)

  • "하천법" 제50조는 하천수의 사용용도를 생활 공업 농업 환경개선 발전, 그리고 주운 등 하천수 사용용도를 다양화하고 있으나, 하천수 사용료의 징수대상은 발전용수, 농업용수, 생공용수, 그 밖의 용수 등 4개 용수를 대상으로 하고 있다. 발전용수는 $100m^3/d$ 에 대하여 연액 231원, 농업용수는 $1,000m^3/d$에 대하여 연액 231원(발전용수의 1/10), 생활 및 공업, 기타용수는 댐용수대를 적용(2018년 현재 52.7원/$m^3$)하고 있다. 댐용수 요금의 산정은 '댐용수를 공급하는데 소요되는 총괄 원가를 보상하는 수준'에서 결정되며, 총괄원가는 '댐용수를 공급하는데 소요되는 적정원가에 댐용수사업에 공여하고 있는 자산에 대한 적정투자보수를 가산한 금액'으로 한다. 우리나라의 생활용수 및 공업용수는 이처럼 "한국수자원공사법" 제16조제2항에 따라 국토부장관이 승인한 댐용수 단가를 적용한다. 댐용수의 산정기준은 댐용수를 공급하는데 소요되는 총괄원가이지만, 하천수로서의 생활용수 및 공업용수가 이러한 댐용수 단가를 적용하는 이유에 대해서는 이론의 여지가 있을 수 있다. 댐용수는 1987년 최초로 전국 동일요금이 적용되었고 그 이후로도 주기적으로 요금이 인상되었으며, 발전 및 농업용수는 2008년 "하천법 시행령" 개정에 의해 사용료가 결정되었다. 농업용수와 발전용수는 각 지자체의 조례에 의해 요금을 부과하였는데 최초의 단가는 농업용수가 톤당 0.00032원, 발전용수는 톤당 0.0032원, 그리고 공업용수는 톤당 0.0076원이 부과되었다. 이후 1981년 조례의 개정에 따라 공업용수는 관경에 따라 차등적인 요금체계가 확립되었는데 대략 톤당 0.01원으로 기존에 단가에 비해 비약적으로 증가하였다. 농업용수 및 발전용수의 단가가 1984년 대비 2배 상승한 것에 비해 공업용수단가는 약 7,000배가 상승하였다. 생활용수의 경우, 기존 조례에서 따로 정하지 않았고 2008년 하천법 개정과 더불어 각 조례에 규정되었다. 즉 2008년 이전까지는 생활용수에 대해 따로 요금기준이 없었던 것으로 파악된다. 이에 비하여 농업용수 및 발전용수는 1984년 2배로 상승한 뒤 현재까지 동일한 요금을 부과하고 있다. 2008년에 개정된 "하천법 시행령" 제57조(하천수 사용료의 징수)의 농업용수 및 발전용수의 단가는 기존 조례의 단가를 그대로 "하천법"이 계승한 것으로 해당 용수의 단가가 특정한 과학적 기준으로 정해진 것으로 보기는 어렵다. 따라서 현재와 같이 용수단가별로 나타나는 커다란 차이는 각 용수의 용도 및 성격, 사회적 영향 등 용수 속성에 관한 사항과 더불어 회귀율과 취배수거리 등 다양한 요인을 적용한 산정기준을 적용하는 것이 바람직할 것이다.
