Elevators, an important vertical means of transportation used daily, have enriched the city into a state-of-the-art giant skyscraper forest. The purpose of this study is to analyze problems about elevator safety and present engineering and legal improvement measures. The research method adopted the important engineering elements that make up elevator safety and the elevator safety law and the method of analyzing the papers already studied. Based on his experience as a policy advisor to the Korea Elevator Safety Authority, he analyzed the problems of the related statutes, focusing on the construction, electrical, electronic, information and communication, and the elevator safety law, which comprise the elevator safety system. As a result of the research, it was suggested that the so-called legal engineering system should be established through the convergence of laws and disciplines related to elevator safety. This study is expected to be an alternative to establishing an engineering and legal convergence system for elevator safety in the future.

안전장치가 설치된 승강기는 1857년 Otis에 의해 개발되어 최근 건물의 고층화에 따른 사람들의 수직 및 수평 운송수단으로서 우리들의 일상적인 생활에 없어서는 안 될 시설임에도 불구하고 그 이용에 따른 안전사고가 발생하고 있다. 1993년부터 2000년까지 한국승강기안전관리원$^{1)}$ 에 따른 승강기 안전사고 발생현황은 총 승강기 설치대수에 대한 년 평균 재해발생율이 0.0414%로 총 안전사고 건수 143건에 대한 재해자가 180명이 발생하였으며, 그 중 승객용 승강기는 전체 재해의 약 42.6%를 차지하고, 180명의 재해자 중에서 중상 이상의 재해자가 약 80.1%를 차지하고 있다.(중략)

Recently, from 2008 to 2012, there are many of elevator safety patents from patent office survey. In this paper, we analyzed the elevator safety patent from 2009 to 2013, found out safety factor is safety control, emergency stop equipment and door opening equipment. Through reliability statistics, we defined the most important things for safety elevator factor is this three things, studied the reason about many patents. Finally, we propose the Kinect Scada elevator system for prevention safety accident.

With an elevator supply and demand increases, It has been enlarged various requirements for the safety of the elevator. Elevator safety requirements can be the ability to respond to emergencies quickly. Recently, QR code was attached to all elevator for the elevator safety and it is established by law for the Elevator rescue work. And also the elevator system is seeking to utilize more secure elevator with mandatory installation of CCTV and direct call devices. However, CCTV and direct call service is operating on an individual method and it has not been proposed integrated model. In this paper, we propose the safety elevator integration model with CCTV, direct call service and remote control based on smart phone. Using the proposed model, we can be improved the efficiency of maintenance and ability of prompt action in the event of a disaster.

This thesis suggests how to design and implement an Android smart phone application which can perform self check or safety inspection of lifts effectively. The safety checks of lifts go in the way that inspectors check the lifts' conditions generally and record manually following a form at the moment. This thesis analyses lift maintenance industry and introduces how to design a system to proceed effective self check using a smart phone with Android OS. By using a smart phone to check lifts, we can have advantages to improve the quality of self check and maintain careers establishing information database about safety items.

To operate a large structure or a high-rise building, elevator is essential. Nevertheless, elevator breakdowns or accidents have been consistently reported. When the accidents are not serious, the records are not reported and cumulated in the Korea Elevator Safety Agency. Additionally, in case of replacement or repair of the parts of elevator, conflicts about the person responsible for the expense of the replacement or repair are frequently occurred. However the record of accidents is not decreasing and the conflict about the fund of elevator repair is serious. So, it is needed to reduce the elevator accidents or malfunction, the operation stop of the elevator, the conflict between building owners and users. Therefore, in this study, the elevator maintenance procedures during defect liability period, the notification procedure in case of breakdown or accident elevator, the direction of elevator maintenance contracts, the direction of the elevator inspection were suggested.

건축물들의 고층화가 진행되면서 화재 시 불가능한 이동수단으로 인식되어 왔던 승강기를 적절하고 유용한 피난수단으로 사용해야 할 필요성이 증가되고 있다. 승강기 피난에 요구되는 사항 및 설계 시 고려할 점들을 살펴봄으로써 안전하고 신속한 화재 피난대책을 수립해 보자.

When a fire breaks out in a high-rise building, the firefighters must swiftly arrive at fire area with his equipments ready and use the emergency elevator for a more effective operation. In spite of the legal regulations about the emergency elevator, the ones currently installed show various problems and require improvements related to the fire fighting. This research work in to review the regulations on emergency elevator in Korea and other nations, and to conduct a questionnaire survey on the operation of emergency elevators to the fire officer, and finally to provide new standard and operation methods.
