The purpose of this research was to provide the information of mandatory regulation for Korean sports facilities and the preliminary data for building sport safety management manual through sports facilities abroad and system status. Futhermore, based on the information of sports facilities safety management, this research performed the benchmarking of each country sports facilities safety management system. As a result, in the U.S, Department of Homeland Security(DHS) leads effort to achieve a safe, secure, and resilient homeland. In Germany, law & regulations, sports facilities safety guideline and expert extension have been reviewed. Germany is more realistic and practical than other countries. In Australia, Major Hazard Facilities(MHF) is responsible for eliminating the risk of a major incident. Emergency Management System(EMS) should spontaneously respond when the alarm is raised as early detection and intervention are vital to ensuring that a small incident does not escalate to become a major disaster.

본 논문에서는 스포츠 경기장에 경비 로봇의 안전대책에 관하여 위험성평가를 진행하였다. 스포츠 경기장에서는 다양한 형태, 종류의 이벤트가 진행되고 있다. 안전관리를 위한 안전 요원이 반복 순찰을 진행하고 있으나 대형 규모의 경기장의 경우 안전 요원이 전체적인 안전을 확인하고 책임지기 어렵다. 또한 스포츠 경기장에서 일어나는 대부분의 사고는 군중 관련 사고이다. 사고 예방을 위해 안전 관리자의 역할을 보조하는 로봇을 활용하여 사건 및 위험 상황에 대비하는 시스템의 구축이 필요하다. 스포츠 경기장 경비 로봇 안전 운영 안전대책 도출을 위해 선행연구와 참고문헌을 바탕으로 경비 로봇의 규제 및 특성을 탐구하여 연구를 진행했으며 경기장 답사를 위해 잠실 종합운동장 야구장을 3회 실사하여 위험한 사건이 일어날 수 있는 장소를 조사 하였으며, ISO 13489-1에 적용된 PLr 트리를 통한 위험성 평가를 진행하였으며 자체 위험성 평가 시트를 제작하여 위험 정도를 도출 하였다.

South Korea had experienced the great of sports since entered in advanced country group. International sports game such as Olympic developed nation. Sports is intermediate that improve Korean public information level in community of nations. It's difficult to find another contents. Also, sports is important means between south and north Korea in branch situation. Sports is expected to practical improvement of country more than ever. In this way, sports had become real means of nation development. Therefore, social effort about promotion of sports need to be engaged in continuous and various form. This research proposed legal improvement for safety promotion of sports equipment. Sports facilities utilization activation may be ended by country sports competitive power.

It is expected to continue to increase the number of people who enjoy marine and water sports due to the increase of leisure time because of income increase, the five-day workweek, etc. However, in the safety awareness, the development of equipment is just in the early stage. Established system for fundraising is required for Korean marine and water sports to be developed first. Should the fund be spent on the safety and development of domestic equipment for marine and water sports, it would make for a safer and more enjoyable sports for the people. The profit return measures of motor boat race, among marine and water sports, are surveyed and analyzed to suggest the measures stated above. Japanese legal structure and the profit return measures on motor boat race, which are about 60 years ahead than Korean systems, were analyzed and led to suggest the establishment of professional institutions which promote motor boat, etc. and the legal improvement for funding.

Due to the increased leisure time, national income levels, and increasing the desire for new experience, interest causes increasing demand for recent aviation leisure sport. This leads to the need for a competitive foundation of the expansion of aviation leisure sports market potential. In 2014, the MOLIT(Ministry of Land, Infrastructure and Transport) created definition of sport and recreational aviation industry in the Aviation Act. The most significant change in Aviation Act related to sport and recreational aviation, it allows easier access for those wishing to participate in the joy of flight and also creating a sport and recreational aviation business market expansion. Therefore, in this paper, by analyzing the trend of foreign policy trends and domestic policies that sport and recreational aviation has been enabled, it is trying to present the activation policy proposals of sport and recreational aviation that is suitable for Korea.

The purpose of this study was to verify a model for the structural relationships of safety education provided by a marine leisure sports experience center to first-aid coping skills and experience satisfaction. 307 male and female customers who used a marine leisure sports experience center located in the city of S-si, K-do Province, were investigated from June 15 to August 30, 2017. The collected data were statistically analyzed by SPSS/PC+ 20.0 and Amos 16.0. The findings of the study were as follows: First, the safety education offered by the marine leisure sports experience center was found to have affected first-aid coping skills(t=3.425, p<.001). Second, the safety education by the marine leisure sports experience center was found to have exerted an influence on experience satisfaction(t=3.751, p<.001). Third, the first-aid coping skills of the marine leisure sports experience center was found to have had an impact on experience satisfaction(t=6.781, p<.001). The measurement model for the hypothesis test in this study was found to be appropriate(GFI=.978, NFI=993, CFI=984). Given the findings of the study, more extended safety education is expected to be effective, as customers who use marine leisure sports experience centers will be able to enjoy marine leisure sports more safely and improve their quality of life when they are compulsorily required to receive safety education.

There are several dedicated individual chambers for sports that are supplied and used, but none of them are multi-pressured all-in-one chambers that can provide a sport-multi environment simultaneously. In this study, we design a multi-pressure (positive / atmospheric / negative pressure) integrated chamber that can be used for the sport-multi-artificial environment system. We presented new chamber designs with enlarged space for the tall users and then carried out structural analysis with maximum stress and structural safety. Under the targeted allowable pressure conditions, maximum stresses occurred at the joint of the shell and the entrance, the structural safety of the chamber was evaluated with the allowable stress of its material. As a result of the structural analysis of the multi-pressure integrated chamber, the maximum stress for the positive pressure and negative pressure conditions was much smaller than the allowable stress of its material. And as a result of the structural safety evaluation, it was confirmed that the design of the final prototype for the chamber was structurally safe by satisfying the safety factor of 2 or more.

Recently, alarmed by the frequent international terrorism or safety accidents, the host countries of world sports events are focusing on security activities for the sake of the participants, facilities, events and competitions. They are alarmed because in case any happenings like international terrorism or safety accident, the contest itself can be criticized to be a failure as much as the international reliability of the host nation may well crash. We can see that any failure in coping with terrorism or safety matters can lead to a nation-wise crisis in the case of Indonesia where the October 12th of 2002 terrorist bomb attack in Bali damaged the image of the nation followed by the similar case in Philippine (Oct. 20th, 2002) where the same terrorist attack dramatically scared away the tourists to the nation. Korea is scheduled to hold the World Championship in Athletics in Daegu Metropolitan City in 2011. Also, it is slated to host various world sports events such as Yeosu International Exposition and Incheon Asian Games. In these contexts, this study analyzes counter-terrorism cases related with the recent international sports events that have been organized in a variety of manners in the era of globalization. This study aims to show alternatives for the safety management in these events. In other words, it is focusing on giving directions to the safety policies of the nation -which may become the future hub of north-east Asia and the world - for more perfect guard and defense, and counter-terrorism activities in all the conferences, sports events and international festivals where any private defense and guard companies are allowed to cooperate with the police force or public security agencies.
