Recent studies have offered ambiguous definitions of smart ports. These include smart ports being the only way that fully integrated ports can survive (Deloitte 2017) or ports that have a design based on Internet-of-Things technology to minimize waste of urban space and resources (Port Technology 2016). In addition, many port authorities are creating smart port strategies and have held research seminars focused on smart ports. This study sheds light on the following questions: Why do we need smart ports? Why should all ports be smart ports? Why are overseas advanced ports promoting smartization as soon as possible? What does the future look like for smart ports? Therefore, in this study, we explored the concept of smart ports based on previous research and examined the trends in smart port policies in the Netherlands, Germany, the UK, Italy, and Singapore. Finally, this study proposes useful policies for smart ports and also discusses policy directions that could make our ports truly smart ports.

IT 기술의 발전은 다양한 산업군의 변화에 영향을 미쳤고, 그중 스마트기기와 무선네트워크로 대변되는 스마트항만은 IT 기술의 발전으로 인하여 급속하게 변화하고 있다. 하지만 이러한 IT 기술의 발전은 해킹, 웜, 바이러스, 사이버테러, 인터넷사기, 기술유출 등 정보보안에 관한 위협 역시 같이 가져오게 되었다. 하지만 항만 보안의 경우 국제협약이나 법률 등을 통한 보안지침을 가지고 있지만 대다수의 지침은 항만에 관한 물리적 보안에 초점이 맞추어져 있는 실정으로 항만의 변화와 IT 기술의 도입에 따라 발생할 수 있는 정보보안에 관한 대비는 되어 있지 않은 상황이다. 이러한 상황에서 국내 외에서 활용중인 정보보호관리체계에 관하여 알아보고 기존의 정보보호관리체계와 선행연구를 바탕으로 스마트항만에 활용 가능한 정보보호관리체계를 도출하고자 한다.

스마트 항만 전문인력 육성을 위한 교육훈련(프로그램, 컨텐츠, 교육장비)에 관한 내용을 토대로 스마트 항만 분야별 교육장비시스템 개발 방향을 제시하고자 한다. 특히, 스마트 항만 각 분야별 교육시스템과 교육/훈련/실습을 위한 모델링 및 시뮬레이터, 원격제어 장비 등을 개발하기 위한 방향을 제안하고자 한다.

Overseas advanced ports are promoting smartification, as well as full automation of the terminals surrounding container terminals. A smart port can be defined as a comprehensive concept that pursues increased operational efficiencies, maximization of profit, efficient use of energy, and construction of eco-friendly ports with the introduction of fourth-industrial-revolution technology, including port automation. However, Korea is making efforts to introduce fourth-industrial-revolution technology into ports, but indications are that they are somewhat insufficient compared to advanced ports abroad. Therefore, this study conducted a survey about operators and users of container terminals in Gwangyang Port by deriving the factors determining the introduction of smart ports, such as cost, service, time, safety, and environment, from previous studies. This study analyzed the factors determining the introduction of smart ports and moderating effects when the adjustment variables of operators and users were applied to the pros and cons. As a result of the analysis, it was found that port operators and users have a moderating effect on cost, time, safety, and environmental factors, but not on service factors. These results indicate that port operators try to reduce costs through efficient operation, time management, and by reducing safety accidents by building smart ports, but analysis showed that the negative effects of smart ports have affected port users. The results of this study were derived through a moderated regression analysis and suggested implications for introducing smart ports in the conclusion.

Competition between global ports is intensifying as the number of calling ports has decreased due to the growth of ship size and the implementation of global environmental regulations has begun. Global ports are pushing for a strategic and concrete transition to smart ports in order to secure port competitiveness in the future. In Korea, however, the government plans and projects for promoting smart ports have yet to materialize, and related papers and research are lacking. In this paper, the concept of smart port was established, and the current status of technology and introduction of smart ports was analyzed. 4차 산업혁명으로 산업간 기술융합이 가속화되면서 세계 선진항만들은 스타트업 육성에 주력하고 있다. 국내에서 혁신성장 정책으로 스타트업을 장려하고 있으나, 항만물류 분야에서 스타트업 등장은 요원하다. 이 주제에서는 국내에서 항만물류 민간비즈니스 생태계 조성에 대한 문제점과 이를 해결하기 위한 스마트 항만물류 지원센터 추진과정과 실증사업 효과를 설명한다.

전세계적으로 스마트 항구 및 스마트 해상물류 시장의 패권을 장악하고자 EU, 싱가폴, 일본, 중국 등 범국가적으로 스마트 물류(해운, 내륙, 항공) 생태계 촉진을 위한 정책을 추진하고 있음, 이에 각 국의 스마트 해상물류 정책 동향과 향후 기술 개발 방향성을 전체적으로 조사하고 시사점을 공유하고, 특히, 네덜란드 로테르담 항만청와 로테르담 시는 전 세계 항만 시설 중에서도 체계적인 전략과 방법으로 혁신적 스마트 물류 시스템을 빠른 속도로 만들어 나가고 있기에 스마트 해상물류와 연관된 로테르담 항구의 혁신 (Innovation) 전략과 디지털화 (Digitalization)를 중심의 정책 현황과 ICT기술의 적용 전략과 주요 프로그램을 소개함.

The purpose of this study is to derive priorities for the introduction of smart port technology by utilizing domestic and foreign prior research and AHP analysis to establish an automated pier at Gwangyang Port. 스마트폰 기술이 항만물류 산업에도 혁신적 변화를 일으키고 있다. 2010년 국토해양부는 '유무선 통합 Smart-Port' 정책을 발표하고 스마트폰과 Wibro, 3G, Wifi 등 통신망을 이용한 항만물류서비스를 통하여 항만자동화와 효율성 제고를 꾀하겠다는 계획을 발표하고 실행에 박차를 가하고 있다. 국내 항만물류 분야에서는 국토해양부의 정책에 발맞추어 다양한 형태의 항만물류 모바일 서비스를 제공하고 있다. 본 연구에서는 국내 항만물류 분야에서 도입, 사용되고 있는 스마트폰을 이용한 모바일 애플리케이션 사례를 분석하고, 활성화방안을 제시하였다.
