A Study on the status analysis and revitalization of traditional market - With a focus on the support for improvement projects in Daejeon and Chungcheong - (재래시장 현황 분석 및 활성화 방안에 관한 연구 - 대전.충청지역의 개선 지원 사업을 중심으로 -)

  • There are a lot of factors working to facilitate the decline of Korea's traditional markets including large-scale discount stores, convenience stores, businesses of new types such as non-store retailing, and fiercer competitions among retail shops. The changes to the business environment are never favorable to them, either; the consumers have developed more diverse tastes and altered their purchasing styles; and the trading areas around traditional markets have withdrawn in size and power as new towns attract more businesses. In a word, every factor and situation seems to push traditional markets down the slope. Reacting to the problems, the Korean government enacted and enforced the "Special Law for the Promotion of Traditional Markets and Shopping Streets" to provide proper financial and management support. The shop owners of traditional markets formed merchants and prosperity associations and took various initiatives to increase the competitive edge of their traditional markets. All those efforts on the part of the government and the merchants, however, do not seem to be enough to revive traditional markets. This study set out to compare and analyze the management of shop owners of traditional markets based on the support projects by the government, to conduct an empirical research and analysis of their management conditions, and to suggest a better policy model by making improvements for the government's support system and making revisions to the current directions.

Improvement Program of Osan College Students' Vocational Basic Ability (오산대학 재학생의 직업기초역량 향상을 위한 방안)

  • 본 연구는 산업체 임직원 및 오산대학 교수들이 학생들에게 우선 요구하는 직업기초역량이 무엇이고, 우리나라 대학들에서는 이러한 직업기초역량을 향상시키기 위해 어떤 노력을 기울이고 있는지를 파악하여, 향후 오산대학 재학생의 직업기초역량 향상 방안을 모색, 이를 대학의 정책에 반영하고자 수행되었다. 이를 위해 정승환(2005)이 개발한 직업기초능력 진단지를 연구의 목적에 맞게 수정하여 각 학과에 협조문과 함께 배포하여 이를 회수하였다. 그리하여 설문에 응한 총 292명의 산업체 임직원 및 51명의 교수들 자료를 최종 분석하였다. 한편, 우리나라 대학들에서 재학생의 직업기초역량 향상을 위해 어떤 노력을 하고 있는지를 문헌 등을 통해 분석하였다. 조사결과, 첫째, 각 직업기초역량별 하위 항목들에 대한 중요도 대비 현재수준을 통해 개발이 요구되는 직업기초역량을 산업체 임직원들의 담당업무별로 알아본 결과, 사무 관리직은 '자기개발 관리능력', '문제해결능력', 그리고 영업서비스직은 '문제해결능력', '자기개발 관리능력'을, 기술 생산직도 '문제해결능력', '자기개발 관리능력'을 기타 업무의 경우도 '문제해결능력', '자기개발 관리능력'을 부족한 역량으로 꼽았다. 둘째, 교수들이 속한 학과의 계열별로 볼 때, 공학계열은 '기획능력', '자기개발 관리능력', '문제해결능력', '비즈니스 예절'을 그리고 인문사회계열은 '자기개발 관리능력', '기획능력', '문제해결능력', '비즈니스예절', '직업윤리'를, 기타 계열은 '문제해결능력', '기획능력', '직업윤리', 자기개발 관리능력', '정보능력'의 순으로 부족한 역량으로 꼽았다. 이상의 결과를 토대로 오산대학 각 계열 재학생들에게 우선 요구되는 직업기초역량 둥에 대해 논의하였다.

Guidance system about closure using push notification of smart device (스마트 기기의 푸시 알림을 이용한 휴무 안내 시스템)

  • In this paper, we propose an guidance system about closure using push notification of smart device. Restaurant operators can use the proposed application to schedule and modify the restaurant closures for a week from push notification and users can check the restaurant information and whether it is closed or not through the proposed application. The proposed method uses a server system to provide closed information, and the proposed application performs push notifications to the restaurant operator every morning to confirm the day's closed again. To verify the utility of the proposed system, we built a closure management application, user application, and server system to conduct experiments for restaurant closures guidance, resulting in 96% about checking opening hours. And we confirmed that the proposed method is better than the existing information service in comparison experiments. Thus, the proposed method will be a useful service system that could easily share closure information with restaurant operators and users.

불공정거래행위 규제에 대한 발전적 입법론에 대하여

  • 비록 부정경쟁방지법의 제정 목적이 부정경쟁행위 등의 방지를 통하여 건전한 거래질서를 유지한다는 의미의 경쟁체제 확립에 있기는 하지만, 우리나라의 경우는 법 제정 당시와는 달리 사실상 산업스파이에 대한 영업비밀의 보호나 주지의 상표 영업표지의 보호와 같은 지적재산권의 보호 법률로서의 역할로 점차 변화하고 있고, 특히 부정경쟁방지법이 주지의 상표에 대한 출처의 혼동에 대한 규제뿐만이 아니라 별도로 저명상표의 희석화(稀釋化) 방지라는 법익, 이에 더 나아가 도메인 네임(Domain Name)의 선점과 원산지 및 품질의 오인(誤認) 야기행위, 주지 저명한 타인의 디자인(Design), 캐릭터(Character)와 같은 상품의 표지에 이르기까지 지적재산권과 관련된 보다 넓은 법익의 보호까지 수행하게 되면서 그 기능은 날로 강화되고 있는 상태이다. 이에 반하여 부정경쟁방지법상의 부정경쟁행위 자체에 대한 규제는 사실상 주지 저명한 타인의 상표나 상품표지의 식별력이나 출처표시기능 등의 보호라는 의미의 분쟁수준을 넘지 못하고 있어, '경쟁법'으로서의 역할은 상대적으로 미약해지고 있는 것 또한 현실이다. 또한, 공정거래법 제23조 제1항 제8호를 비롯하여 현행 공정거래법상의 불공정거래행위에 대한 규정체제를 살펴보면, 해석 여하에 따라서는 부정경쟁방지법상의 부정경쟁행위가 대부분 공정거래법상의 불공정거래행위의 범위 내로 포섭될 수도 있는 상황이기도 하다. 이에 양 법률의 성격과 역할, 앞으로 나아가야 할 방향을 고민하지 않을 수 없고, 이와 같은 논의는 발전적 입법론으로서의 가치를 갖는다. 물론 불공정거래행위(부정경쟁행위)에 대한 규제에 있어서 반드시 독일법체계에 따를 것인지 아니면 미국의 경우를 따를 것인지에 대한 선택 자체가 논리적으로 양립 불가능한 것은 아닐 것이지만 우리나라의 경우는 1980년 "독점규제 및 공정거래에 관한 법률"이 제정되는 과정에서 당시 부정경쟁방지법에 담겨 있던 기존의 부정경쟁행위에 대한 규정과 공정거래법상의 불공정거래행위와의 경합이나 중복문제는 마땅히 검토되었어야 했음에도 불구하고 공정 거래법의 제정과정에서 사실상 부정경쟁방지법의 존재 자체가 간과되어 오늘에 이르고 있다. 그동안 양 법률상의 규정 중복이나 충돌을 정식으로 문제 삼았던 바는 없었지만 '발전적 입법론' 이라는 차원에서 살펴 보면 부정경쟁방지법상의 부정경쟁행위에 대한 규제는 앞으로 공정거래법체계 내의 불공정거래행위로 포섭할 필요가 있고 이를 통하여 경쟁정책의 전문 전담기구로서 불공정거래행위에 대한 규제의 중심에 서 있는 공정거래위원회를 중심으로 효율적이고 통일적인 경쟁정책을 확립을 기대하여 볼 수 있을 것이다. 이 과정에서 공정거래법의 변화 또한 뒤따라야 하는데, 부정경쟁방지법상의 부정경쟁행위의 편입에 따라 불공정거래행위에 대한 규정 일부를 알맞게 다시 수정하는 것에 그치지 않고, 기존 부정경쟁방지법이 인정하고 있었던 사인간(私人間) 금지 또는 예방청구권 또한 공정거래법으로 그대로 편입되는 방향으로의 입법 개선이 이루어질 필요가 있으며, 그동안 '부정경쟁방지법의 공정거래법으로의 편입문제'와는 전혀 무관하게 공정거래법의 사적 구제 및 사소(私訴)의 활성화 차원의 논의로서 공정거래법상 사인간 금지청구권의 도입 여부가 검토되어 왔지만, 앞으로 이 문제는 부정경쟁방지법상 부정경쟁행위의 공정거래법체계 내로의 편입문제와 함께 이를 포함한 더욱 큰 논의로서 다시 적극적으로 검토될 필요가 있다고 본다. 이를 통하여 앞으로 부정경쟁방지법은 특허청을 중심으로 산업스파이에 대한 규제나 영업비밀의 보호와 기타 지적재산권의 보호에 온 힘을 다하고, 공정거래법은 공정거래위원회를 중심으로 불공정거래행위 (부정경쟁행위에 대한 보다 포괄적이고 통일적인 규제를 담당하여 '선택과 집중' 이라는 차원의 각 법률체계의 한 차원 높은 발전 또한 기대해 볼 수 있을 것으로 확신한다. 이러한 합의점을 시작으로 미시적인 다음 단계의 논의에 해당하는 사인간 금지청구권의 허용범위나 허용요건, 남용을 방지하기 위한 제도적 장치, 단체소송 등의 허용 여부 등의 논의도 함께 하여야 할 것이고, 이 과정에서 미국의 클레이튼법(Clayton Act)이나 가까운 일본의 입법례를 참고하여 우리의 실정에 맞는 규제의 틀을 마련함이 타당할 것이고, 이를 통하여 궁극적으로 그동안 공정거래법의 사적 집행의 활성화를 통한 경쟁질서의 확립의 강화라는 이상에 더욱 가까워질 수 있는 좋은 입법적 변화의 모습을 볼 수 있을 것이라 생각한다.

Financial Profile of Capital Structures for the Firms Listed in the KOSPI Market in South Korea (국제 금융위기 이후 KOSPI 상장회사들의 자본구조 결정요인 분석)

  • This study performed comprehensive tests on the four hypotheses on the capital structures for the firms listed in the KOSPI during the period from 2006 to 2011. It may be of concern to find any financial profiles on firms' leverage across the book- and market-value bases since there was relatively little attention drawn to any financial changing profile of the leverage surrounding the period of the pre-and the post-global financial crises. The findings of this study may also be compared with those of the previous related literature, by which it may be expected to enhance the robustness and consistency of the results across the different classifications on capital markets. It was found that three explanatory variables such as PFT, SIZE, and RISK, were found to be the statistically significant attributes on leverage during the tested period. Moreover, the outcome by the Fisher Exact test showed that a firm belonging to each corresponding industry may possess its reversion tendency towards the industry mean and median leverage ratios.

The Analysis of Korean Fair Trade Commission's Judgemental Cases of Cartels in Telecommunications and Media Industry (통신 및 미디어 산업에서의 카르텔에 대한 심결사례 연구 행정지도, 카르텔유형, 경쟁제한성 판단, 카르텔 제재를 중심으로)

  • This study analyzed Korean Fair Trade Commission's judgemental cases of cartels in telecommunications and media industry and presented the following results. First, cartels were formed frequently in multi-channel broadcasting industry, telecommunications industry, movie industry, and newspaper industry. In addition, price-fixing were observed in almost all subfield of telecommunications and media industry. Second, administrative guidance facilitated more opportunities for collusion in the telecommunications industry than in the media industry. Third, the telecommunications and media industry, similar to overall domestic industries, had a high proportion of hard-core cartels. Fourth, the depth of judgemental case in evaluating agreements among competitors was generally low, even though detail evaluations were found in the cases of large fines. Fifth, the overall level of sanctions was relatively low.

  • The dissertation presents the portfolio construction method using the score sheet so that general investors can utilize it easily. This study draws the significant variables to contribute the enterprise value and suggests the combined models by applying the single methodology, which private investors can easily utilize. The results of the research can be classified into 2 areas. Firstly, the significantly affecting variables were selected for analyzing the enterprise value. The variables and the method for the enterprise value analysis were studied from the existing researches to choose the optimal variables. The variables were identified by using AHP method and the structure equation method from the investigation of the previous researches. And the critical variables were added extracted from the common denominator of variables which the 3 grue investors used for their investment. The final variables identified are dividend yield, PER, PBR, PCR, EV/EBITDA, ROE, net income, sales growth rate, net current asset, debt ratio, current ratio, rate of operating profits, ratio of operating profit to net sales, ratio of net income to net sales, net profit to total assets, EPS growth rate, inventory turnover ratio, and receivables turnover. Second, the new methodologies for forecasting enterprise value modifying the existing methods were developed. The result of the Logistic regression analysis for forecasting showed that the equation could not be suitable as the accuracy with 91.98%.

Isolation and Identification of Flavonoids from Corn Silk (옥수수수염에 함유된 Flavonoids의 분리 및 동정)

  • This study was carried out to isolate and characterize the flavonoids present in corn silks. Maysin content in the unpollinated corn silks (Kwangpyeongok) showed its highest level at 3 days after silking, and decreased thereafter, while the content of open pollinated silks were consistently decreased after silking. This result indicates that the maysin content is considerably affected by the pollination of corn silk. Unpollinated corn silks were collected with excising, and ethanol employed to extract flavonoids at common temperature for 9 days. After extraction, chlorophyll, lipids etc. were removed with methylene chloride, then submitted to flash column cartridge ($150{\times}40mm$ i.d.) packed with a preparative $RP-C_{18}$ bulk packing material ($125{\AA}$, $55-105{\mu}m$), and monitored at 352 nm. Four fractions, fraction-I, -II, -III, and -IV, were isolated from ethanolic extract of corn silks. Absorption spectrum of fraction I showed its maximum intensity (${\lambda}_{max}$) at 327 nm and 239 nm, fraction-II showed its maximum intensity at 339 nm and 274 nm, fraction-III showed its maximum intensity at 345 nm and 277 nm, and fraction-IV showed its maximum intensity at 352 nm, 270 nm, 257 nm, respectively. On the baisis of ESI micro-TOF analysis, fraction-I was identified as chlorogenic acid (m/z 355, 3-(3,4-dihydroxycinnamoyl) quinic acid, $C_{16}H_{18}O_9$), fraction-II identified as a mixture of chlorogenic acid and luteolin 3'-methyl ether 7-glucuronosyl-($1{\rightarrow}2$)-glucuronide (m/z 653, $C_{28}H_{28}O_{18}$), fraction-III identified as a mixture of chlorogenic acid luteolin 7-O-neohesperidoside (m/z 595, $C_{27}H_{30}O_{15}$), and luteolin 3'-methyl ether 7-glucuronosyl-($1{\rightarrow}2$)-glucuronide, and fraction-IV identified as maysin (m/z 577, 2"-O-${\alpha}$-L-rhamnosyl-6-C-(6-deoxy-xylohexose-4-ulosyl)luteolin, $C_{27}H_{28}O_{14}$), respectively. From the ethanolic extract of corn silks, fraction-I was obtained about 35 mg/100 g F.W., fraction-II was about 48 mg/100 g F.W., fraction-III was about 46 mg/100 g F.W., and fraction-IV was about 138 mg/100 g F.W., respectively.

A Study on the Selection of Service Business for Introduction of R&D Center Accreditation System for Knowledge Based Service Firm (지식기반서비스 산업 기업연구소 인정제도 도입을 위한 업종선정에 관한 연구)

  • Korea has accomplished rapid industrial development based on the manufacturing industry. However, the growth potential has been slowing down lately due to some reasons including low employment creation rates. Also, competitions in the manufacturing industry with China and developing countries in Asia are constantly intensified. Advanced countries maintain economic growth based on the competitiveness secured by changing its industrial structure into service oriented economy. Accordingly Korean government announced various policies to promote service industry and stimulate R&D activity for the advancement of knowledge based service industry. For promoting R&D of private firm, R&D center accreditation system for knowledge based service firm is going to be introduced. However, the accreditation system needs to be revised because it was established based solely on manufacturing business. Under the existing system, subject firms for government support are selected based on R&D activities. However in service area, the difference between R&D activity and business activity is indistinctive due to its nature so that the range of subject firms can be expanded too much. So it is more practical to select major service businesses and operate the system with selected businesses. There also should be proper logic to select major service business from the whole service businesses. We have to consider Koean industrial structure which is heavily dependent on manufacturing business and has weak competitiveness in service business when preparing the logic. In this paper, we study how to set up the range of service business and the requirements for R&D center accreditation. For this, this paper analyzed the ripple effect on the economy of service businesses based on input-output analysis, R&D activity and capability to put the resource for R&D. Based on the analysis result, we suggest methods to screen subject companies for R&D center accreditation among service business and present possible measures on manpower and physical requirement for service industry's R&D center accreditation system.

Recognition and Satisfaction of National Oral Examination for Workers in Incheon and Daejeon (인천·대전지역 근로자의 직장구강검진 인식 및 만족도)

  • Workers' oral health is important to guarantee workers' right of health and increase productivity. The aim of this study was to investigate recognition and satisfaction of national oral examination for workers in Incheon and Daejeon. Three hundred seventy-nine workers who were selected by convenience cluster sampling answered the questionnaire about experience, recognition and satisfaction of national health examination and oral examination by self recording type. A total of 76.0 percent of the subjects had national health examination, and 51.7% had national oral examination. A total of 64.9 percent had experienced notice about national health examination from the company, and 28.2% about national oral examination. The subjects had high positive score about intention of treatment, dental scaling, and change of toothbrushing method depending on oral examination, need of national health and oral examination, and usefulness to one's health through national health and oral examination. Office workers, regular workers, and the workers with monthly income more than 2 million won had more notice about national health and oral examination compared with sales and production workers, contract workers and the workers with monthly income less than 2 million won. We suggest institutional management of the notice about national oral examination be needed, especially for economically poor, or contract workers to increase the ratio to have national oral examination.
