A Study on the Calculation of GHG Emission for Domestic Railroad Transport based on IPCC Guideline (IPCC 가이드라인을 이용한 국내 철도수송에 따른 온실가스 배출량 산정에 관한 연구)

  • Recently, new climate change mechanism after 2020 year has been accepted with the parties, and so government is pushing ahead the GHG reduction policies to achieve the effective results. Especially, it is essential to enhance the role of railroad in the public traffic system as well as to develop new cars with high energy efficiency for the GHG reduction of transportation sector. Thus, the calculation method of GHG emission of railroad should be established to manage the emission continuously. In this study, the calculation method of GHG emission of railroad was defined with Tier level considering its emission sources to refer to 2006 IPCC guideline for national GHG inventories. Also, the GHG emission of railroad at Tier 1 level was investigated using the activity data related to the amount of diesel and electricity consumption from 2008 to 2010. As a result, total GHG emission in 2010 was about 2,060 thousands ton CO2e, which have 73% of electricity and 27% of diesel. In future, the plans on the GHG reduction of railroad will be accomplished by the analysis of the detailed trends on the basis of the emission management of Tier 3 level under operating patterns. Therefore, it is important to develop the specific GHG emission factors of railroad in advance.

  • Off-road transportation sector including construction equipment, ground support equipment in airport, cargo handling equipment and agroforestry machinery have not calculated as emission source classification in 1A3e2. In this study, the statistics of oil consumption for construction, aviation, shipping and agroforestry are separated for this sector by oil type. And the greenhouse gas emission by off-road transportation emission factor in 1996 & 2006 IPCC Guidelines are calculated and compared with each other. As a result, the nationwide $CO_2$ equivalent emission from off-road transportations by the emission factor of 1996 & 2006 IPCC Guidelines are calculated as 4,919 kton/yr and 5,530 kton/yr in 2007. The contribution ratio of off-road transportation emission by this study is estimated as 5.5% to the subtotal emission from on-road transport sector.

  • According to governmental policies for green growth, the increase in the traffic volume of railroad is a representative method to reduce total greenhouse gas (GHG) emitted from transport. Comprehensive assessment for the GHG emission of railroad has been studied to compare the difference of transport modes just in the operating step excluded the construction step. The purpose of this study was to evaluate GHG emissions in railroad construction sector. The targets were some construction works for civil, track, building, and electric system in A line. The GHG emission source of constructing railroad infrastructure was mainly the energy consumption of heavy equipments. As a result, the civil construction sector showed more than 96% of total GHG emissions and its specific GHG emission was 2.191 ton $CO_2e/m$. Also, the specific GHG emissions of civil construction works were of the order: earthworks > tunnels > bridges > station. In future, it will be required to calculate the overall GHG emission of railroad through life cycle approaches including operation, maintenance and disposal step.

자발적 온실가스 감축목표 수립을 위한 온실가스 배출통계 시스템 구축

  • 2007년이면 온실가스 배출통계 시스템 구축이 완료된다. 산자부는 에너지∙산업공정부문 배출통계 작성, 관리에 관한 법적근거를 에너지기본법에 신설하고, 『온실가스통계 DB구축 추진협의회』를 구성, 온실가스 인벤토리시스템(KONIS:Korean National Inventry System)을 구축한다. 또한 산업, 가정∙상업, 수송부문 최종소비단계의 온실가스 배출량 조사를 추진하여 국가에너지종합정보DB를 구축한다. 산자부는 온실가스통계 체계 구축을 통해 기술적, 경제적 감축잠재량을 분석하고, 정부-산업계가 수용 가능한 수준의 자발적 감축규모를 산정할 계획이다. 이를 통해 Post-2012 국제협상에 대비한 우리나라 대응전략을 수립하고, 산업계의 기후변화협약 대응능력과 조기감축 노력을 촉진할 수 있을 것으로 기대한다.

Estimation of Greenhouse Gas Emissions During the Construction of Jangbogo Antarctic Research Station (남극 장보고기지 건설 시 온실가스 배출량 산정)

  • In this study, greenhouse gas emissions occurring from the construction of Jangbogo Antarctic research station were estimated in terms of material production stages and building stages, respectively. In detail, greenhouse gas emissions during the building stages were estimated in terms of marine transportation, inland transportation, construction equipment utilization, and construction camp operation, respectively. As a result, greenhouse gas emissions from material production stages with life cycle assessment were 8,933 ton (as $CO_{2eq}$), equivalent to the 23.8% of total greenhouse gas emissions from the construction of Jangbogo Antarctic research station, and these results indicate that greenhouse gas emissions occurring from material production stages should not be ignored. During the building stages, greenhouse gas emissions occurring from first year were greater than those from second year due to the increase in fuel consumption of freighter during second year. Additionally, marine transportation compared to inland transportation, construction equipment utilization, and construction camp operation was found to be the greater contributor for greenhouse gas emissions during the building stages. The total greenhouse gas emissions estimated from both material production stages and building stages was 34,486 ton (as $CO_{2eq}$), and greater than those estimated from comprehensive environmental evaluation (CEE) of existing other research stations. This difference is mainly attributed from approximate estimation of greenhouse gas emissions of existing other research stations without considering material production stages.

저탄소 녹색성장 - 부문별.업종별.연도별 온실가스 감축목표 확정

  • 우리나라 전체 온실가스 배출량을 2020년까지 배출 전망치(BAU) 대비 30% 줄이기로 한 것에 맞춰 각 부문과 업종이 분담해야 할 감축 목표량이 정해 졌다. 수송 부문이 34.3%로 감축률이 가장 높고 다음은 건물 26.9%, 발전 26.7%, 공공 기타 25% 순이다. 관심을 끌었던 산업 부문 온실가스 배출량 감축률은 18.2%로 정해졌다. 폐기물은 12.3%이고, 농림어업은 상대적으로 부담이 덜하도록 5.2% 감축률을 배정받았다. 정부는 이같은 내용의 '부문별 업종별 연도별 국가 온실가스 감축목표'를 지난 7월 12일 국무회의에서 확정했다.

An Analysis of Energy Consumption and GHG Emission per Unit of Rail and Road Transportation (철도와 도로 수송부문의 에너지 소비 및 온실가스 배출 원단위 분석)

  • In general, the rail transportation recognized as a better transportation mode than road transportation in terms of the environment. However, due to a lack of quantitative analysis based on Korean data, foreign cases for environmental advantages of the railway have often been cited in Korea. To address this issue, we estimated the energy consumption of passenger and freight transportation using certified activity data from Korea Railroad Statistics and the Electrical Work Report for railway and the Energy Consumption Survey for road. We estimated the Green House Gas emission of passenger and freight transportation on a Tier 1 level by applying the IPCC 2006 Guideline. Finally, we calculated the energy consumption unit and GHG emission unit to determine the environmental impact of rail and road transportation. We also compared the analyzed results of high-speed rail and auto as typical means of rail and road transportation.

A Study on the Calculation of $CO_2$ Emission and Road Freight Environmental Index for Logistics Companies (물류기업의 온실가스 배출량 및 도로화물환경지표 산정에 관한 연구)

  • In order to reduce Green House Gas(GHG) reduction in the road freight sector and thus establish green logistics, running efficiency of goods vehicles is of paramount importance. Providing effective transportation infrastructure can contribute to achieve the green logistics by reducing empty running of heavy goods vehicles and van, increasing the average payload on the vehicle, and shifting the transportation mode. In order to reduce the environmental impact from the road freight sector, it is essential to quantify the amount of environmental loading from the sector. However, any systematic survey on the environmental loading from the logistics companies has not been carried out in Korea. In this study, the environmental index for the road freight sector is defined as the amount of $CO_2$ emission per ton km generated from goods vehicles. The computational analysis shows that the average $CO_2$ emission per ton km generated by the logistics companies in Korea is $363g-CO_2/ton{\cdot}km$. Compared to UK (=$130g-CO_2/ton{\cdot}km$) and France (=$97g-CO_2/ton{\cdot}km$), the efficiency of logistics in Korea is 2.8 and 3.7 times as low as in the advanced countries. It also indicates that the main reasons for the low efficiency are mainly due to the high rate of empty operation of goods vehicles and the low payload.
