By becoming 21st century which run be charactered as highly industrialized society which spreads diversification and individualization, there have been elevation of income level and increase of time for leisure activity by introducing 5 working days system. And this brings out increasing of aquatic leisure activity population and the contents of the leisure becomes very active. Static indoor activity which was the main current of the leisure activity in the past, however, it is now called for outdoor activity accompanied by the society growth and even expands towards that people get into action and experience by their own free will. With this point of view, the aquatic leisure run become a safe activity. But with a rapid growth of aquatic leisure activity, safety concerns become a serious problem. To prevent safety accident, training should be given, safety inspection and registration should be requested, and strong support of system is needed so users can have an insurance for safety accident. These complements are necessary for overall nourishment and management measure to charge in systematical safety for the users.

This study aims to prepare countermeasures to prevent and minimize drowning accident in inland waters by examining the current status of inland water safety management in Korea and diagnosing the defects. The defects in current inland water safety management is analyzed in four aspects. First is the legal defect that includes the absence of legislation that directs the inland water safety management. Second is the instructional defect such as the absence of educational program for prevention of inland water accidents and lack of professional water rescue experts. Third is cooperation defect such as dispersed reporting system and lack of private-public partnership in accident response. Fourth is the defect of emergency response ability, professionalism and accident response skills due to the dispersion and overlaps of safety management systems. In order to improve these defects, this study finds the countermeasures based on the survey of water sports professions and users and its analysis as follows: legislation of '(tentatively named) special act for water safety management in inland waters' is suggested in the legal aspects. A development of inland waters safety education program and training of water accident experts are suggested in the instructional aspects. Integrated operational system for water accident management, activation of safety network and re-establishment of private-public partnership are suggested in the cooperation aspects. Systematic and efficient inland water safety management plans such as enhancement of accident response skills and expertise and integrated inland water safety management with fire department-centered system were suggested in the aspects of emergency response ability.

노동부와 산업안전관리공단에서는 매년 7월 첫째주를 ‘산업안전보건강조주간’이라 지정하여 산업재해예방에 공로가 큰 산업안전보건 관계자들의 노고를 치하하고 산재예방에 관한 기술과 정보를 교류하는 행사를 거행한다. 본고는 지난 3일부터 개최된 ‘제39회 산업안전보건강조주간행사’에서 올해의 산재예방유공 정부포상자로 동탑산업훈장을 수상한 (주)제일바이오 심광경 대표이사를 만나 수상소감을 들어보았다.

국내 수상태양광 발전시스템에 대한 연구는 2010년 정부의 지원을 통해 본격적으로 시작되었으며 주요 연구 내용은 수상용 태양광 모듈, 수상 태양광발전 시스템 설계, 부유체 안전 기술 및 실증과 같은 형태로 진행되었으며, 주요 성과로 육상 대비 5~10%의 발전량 향상 검증, 수상 태양광모듈 개발, 수상태양광 부유체 설계 등이 있었고, 수상태양광설비의 가격이 육상 대비 높았던 것을 고려하여 2015년 수상태양광설비의 REC 가중치가 1.5로 신설됨에 따라 수상태양광설비의 보급이 증가하는 계기를 맞이하였다. 국내 저수지 및 댐을 관리하는 한국농어촌공사 및 한국수자원공사가 수상태양광 보급에 주요한 역할을 하고 있다. 본 논문에서는 2019년 8월 부터 시작된 한국농어촌공사가 관리하고 있는 수상 태양광설비에 대한 현장조사 내용을 공유하고자 합니다.

한국남부발전(주) 하동화력본부(이하 하동화력본부)는 2011년 대한민국 안전대상 행정안전부장관상을 수상하며 우수 안전관리 사업장 중 하나로 떠올랐다. 허나 이곳은 이에 만족하지 않고 본부장 이하 전 직원이 '현장위주의 안전관리, 안전경영시스템 확립, 소방방재시스템 강화' 등 지속적인 노력을 거듭해 올해 역시 대한민국 안전대상 국무총리상을 거머쥐었다. 전년도 수상이 우연이 아님을 입증하는 동시에 명실 공히 항구적인 안전문화가 정착돼 있음을 대내외에 명백히 알린 것이다. 이처럼 하동화력본부가 우수한 안전관리체계를 구축할 수 있었던 배경은 무엇일까. 이는 바로 노사가 일체가 되어 안전한 사업장을 만들기 위해 전력을 다했기 때문이다. '노사화합'은 안전과 더불어 하동화력본부의 최대 강점으로 꼽힌다. 실제 2012년도 노사문화우수기업 공공기관부문에 선정됐을 정도다. 끈끈한 노사 협력을 바탕으로 우수 안전사업장의 반열에 당당히 올라선 곳, 근로자들의 얼굴에 미소가 가득해 행복발전소라고 불리는 곳. 경남 하동에 위치한 하동화력본부를 찾아가 봤다.

최근 우수한 안전관리로 유명한 주요 건설사들이 각자의 안전역량을 겨루는 자리가 마련돼 화제가 됐다. 그것은 바로 한국도로공사가 개최한 '제1회 전국 건설안전 경진대회'였다. 이 자리에는 대우건설, 현대산업개발, 대림산업, 포스코건설, GS건설, 한화건설 등 내로라하는 건설사들이 대거 참여해 자사가 자랑하는 안전관리기법과 기술을 소개했다. 우열을 가리기 힘든 치열한 경합 끝에 대회 최우수상인 고용노동부 장관상의 영예는 대우건설 동홍천~양양간 고속도로 14공구 현장이 차지했다. 본지는 이곳 현장의 안전관리를 이끌고 있는 박성환 안전팀장을 만나 그만의 안전철학과 안전관리 비법 등에 대해 이야기를 나누어봤다.

7만 과천시민의 편익과 복리증진을 위해 체육 문화시설 등을 관리 운영하고 있는 '과천시설관리공단'은 지방 공기업의 모범이자 표상(表象)으로 유명하다. 이곳이 전국적으로 주목을 받는 가장 큰 이유는 '시민과 임직원의 안전'을 경영방침의 최우선으로 내세우고, 빈틈없는 안전관리를 펼쳐 왔기 때문이다. 이런 안전경영의 중심에는 이성재 이사장이 있다. 이 이사장은 2006년 취임 당시부터 고객 및 직원의 행복과 안전을 먼저 생각하는 '서번트 리더십'을 강력히 추진해왔다. 그 결과 안전보건에 대한 높은 공적을 인정받아 올해 산업안전보건강조주간 기념식에서 영예의 대통령표창을 수상했다. 안전경영으로 행복도시 과천을 만들어가고 있는 이성재 이사장을 만나 그만의 신념 등을 들어봤다.

본 연구의 목표는 RFID기술을 활용하여 선박검사업무의 신속한 처리와 2톤 미만선박 및 수상레저기구 등에 대한 선박관리, 유관기관과의 업무협조 원활 등 체계적이고 효율적으로 선박을 관리할 수 있는 선박안전관리시스템 도입에 대한 필요성및 타당성 검토와 이를 바탕으로 한 최적의 선박안전관리시스템 구축 방안을 제시하는 데 있으며,이를 위하여 각종 실험을 통하여 RFID시스템 선박적용 시 발생할 수 있는 기술적,환경적인 문제를 분석하고, RFID시스템 도입의 효율성과 활용방안을 제시하여본 연구의 달성도를 높이고자 함.

본 연구는 RFID기술을 활용한 선박안전관리에 대한 것이다. 최근 선박안전법 개정으로 2008년부터 2톤 미만의 선박검사와 수상레저기구의 검사 등 선박의 종류 및 형태가 다양해지고 있어 선박의 등록 및 관리에 많은 어려움이 예상된다. RFID기술은 다양한 산업기술 분야에서 빠르게 활용되고 있으며, 이를 선박안전관리법에 적용하고자 하였다. RFID기술을 선박에 적용할 경우 선박의 도난 및 미수검 선박 방지에도 큰 효과를 얻을 수 있을 것으로 사료된다.
