The Prospects for Underground Transmission System m Korea (수도서울의 161KV 지중선계통의 타당성검토 1)

  • 본고에서는 지중선로는 그 시공이 곤란하고, 사고수리기간도 길고, 한편 가공선로에 비교해서 9배이상의 건설비가 소요되고, 따라서 전기요금도 인상케 할 요인이 되므로 그 건설은 가능한 기피해야하나, 고층건물이 속출하는 도시에서는 그 사용이 불가피하고, 현재로서는 별다른 대안이 없다. 현재 한전은 당인리발전소와 용산변전소간에 간에 154KV OF cable 지중선로를 건설중에 있고, 1973년경에는 본문의 pipe type cable의 지중선로가 실현될것이 예기된다. 그리고 이외에 서울에서 5개소, 부산에서 2개소의 지중선로계획이 추진중에 있다.

  • 원가대비 낮은 전기요금 현실화율에 따라 최근 3개년에 걸친 한전의 전력비 인상과 2015년 탄소배출권거래제 전면시행에 따른 추가적인 생산원가 상승요인은 산업현장 전반에 걸친 기업의 경쟁력 약화와 신규 투자의 위축으로 이어질 것으로 예측된다. 이 같은 시장 환경 속에서 생산원가 상승 잠재력 최소화에 도움이 되고자 본 논문을 작성하였다. 본 논문에서는 상하수도 사업장 전력비의 대부분을 차지하는 회전기계(펌핑시스템)의 최적화 방안에 대하여 연구하였으며, 전력사용량 절감을 위한 펌핑시스템 최적화 방안의 일환으로 인버터 최적운전 시뮬레이션 어플리케이션을 적용한 상하수도 사업장 펌핑시스템 특성 해석 사례에 대하여 살펴보고자 한다.

  • 본 연구는 지난 12월(12월 10일 ~ 12월 23일) 충청남도 서부권 지역에 거주하는 가구(515개)를 대상으로 2015년 하반기에 발생한 가뭄으로 인한 물 소비 패턴을 조사하고, 이를 통해 해당 지역의 수돗물 소비 특성과 소비 구조에 미친 영향을 분석하였다. 우리나라 물 공급 상황, 가뭄의 심각성, 용도별 가구 내 수돗물 소비 실태와 수돗물 절약에 대한 인식 및 노력 정도를 조사하였다. 수돗물을 절약하고 있는 가장 큰 이유는 우리 지역의 가뭄 극복에 동참하기 위해서'가 73.2%로 가장 많았으며, 그 다음으로는 '수도요금 절약으로 가계 지출을 절감할 수 있어서'(55.9%), '정부의 물 절약 홍보'(52.4%) 등의 순으로 많이 나타났다.

  • Besides insufficient water, water contamination confronts us with 'water crises' of both quantity and quality. However, the daily water consumption per capita of Korea is greater than that of other developed countries. Because of the current low water price, which is lower than a half of production cost, not only does it become difficult to cope promptly with rapidly increasing water demand and water contamination, but it also causes waste of water. We should, therefore, switch over from supply side management-oriented policy to demand side management-oriented policy through a raise of the water rate. This study carries out a cost analysis based on fair return method which is the principle of water pricing in Korea, and it estimates, through equilibrium analysis, long run marginal cost(LRMC), which satisfies allocative efficiency and reflects true social cost to additional one-unit water supply. Based on the results, this study proposes that the estimated LRMC is the optimal price level in water pricing, which is the most important of the demand side management policies. In the end, water conservation effect, price pervasive effect, and social welfare effect are analyzed.

A study on stormwater fee imposition for sustainable rainwater management (지속가능한 빗물관리를 위한 강우유출수 부담금 도입방안 검토)

  • Management of stormwater runoff is considered a nationwide challenge. To deal with this challenge, many researches have been conducted to study initial stage of stormwater fee imposition. The objective of this study was to recommend a framework for stormwater fee imposition not only for funding the stormwater management programs but also for encouraging people to decrease impervious area. This study focused on, regulations, financial resources and international cases related to stormwater runoff management. Polluter pays principle, which is generally recognized environmental policy principle is regarded the basis of stormwater fee imposition. Three components suggested for the stormwater rate structure are 1) stormwater utility revenue requirement, 2) billable equivalent stormwater unit, 3) system unit cost. The key point of stormwater rate structure is the "Equivalent Residential Unit(ERU)". The concept of an ERU is one residential area with a runoff coefficient. The runoff coefficient is that portion of rainfall that becomes runoff rather than infiltrating into the ground. In addition to this, this study took into account the observed data simulation for the separation of stormwater treatment expenditure from the comprehensive wastewater treatment cost.

A Study on the Effect of Parents' Water-Saving Mind in Adolescence on Children's Water-Saving Consciousness (청소년기 부모의 절수 마인드가 자녀의 절수 인식에 미치는 영향)

  • This study verified the effect of parents' water-saving mind in adolescence on children's water-saving consciousness. The study results showed that parents' water-saving mind in adolescence positively affected one's water-saving consciousness(${\beta}=.627$, p<.001) and one's water-saving mind positively affected children's water-saving consciousness and intention to emphasize water saving for their children(p<.001). Also, education, occupation, type of residence, monthly water rate significantly affected the between-group differences of one's water-saving mind and women's water-saving mind were higher than men's. This study provided implications for confirming the effect of parents' water-saving education for child in home by verifying the effect of parents' water-saving mind in adolescence on children's water-saving consciousness.

  • In Korea, water supply capacity and facility investments had been emphasized around the 1980s. The water pricing have gained focuses in water policy since the 1990s. This study analyzes a water demand and estimates the relation of water demand and other socio-economic variable, using econometric models on the city of Busan. Water price and income are two key elements to explain water demand. Modeling approach using translog function provides better results, and water demand responds positively to population and income. Energy and water prices are negative factors in deciding water demand. It is requested that water pricing needs to reflect more production costs. Alternative approaches such as water saving facilities by household and use of digital water information should be emphasized for efficient water management in a local community.

Determinant Factor Analysis for the Spread of Water Reuse (물재이용 활성화를 위한 결정요인분석)

  • The purpose of this study was to survey Suwon citizens over the age of 20 in order to provide basic data on the extent of coverage of the city's water reclamation system and to set guidelines for a policy on water reuse. The survey used a questionnaire with two fields, rainwater use and wastewater recycling, for analyzing factors that influenced water reuse. A factor analysis of 19 questionnaires gave a Cronbach's alpha coefficient greater than 0.4. Factors that influenced rainwater use were environmental protection, water charges, and the risk of climate change. Of the total explanatory power, the share of rainwater use and environmental protection was 39.7% and 28.1% respectively. Environmental protection (explanatory power 24.2%) had an effect on the explanatory power of wastewater reuse. When factors influencing wastewater recycling, like cost of recycling, water management policy, climate change, and suspension of tap water supply were included, the explanatory power of each of these factors went up by 4.3%, 2.8%, 3.3%, and 1.1%, respectively. For more effective wastewater recycling, a water management policy that factors in the above is required, along with a campaign to educate citizens on water management and environment conservation. Additionally, it may be necessary to improve the reliability and the quality of water supply.

  • The introduction of reseller In Australian Fixed Telecommunication Market resulted in the reduction of Telstra's local call market share by 13 percent and average fall rate was reduced. Thus, Telstra increased basic rate at 14.5 percent to compensate loss revenue in the local call market. With the deployment of carrier pre-selection of long distance and international calls, it reduced long distance rate at 23.5 percent and international tall rate at 53 percent, and increased the Churn rate. Therefore, the deployment of service-based competition brought efficient results for long distance and international call market. However, LM market created 13.4 percent reduction in call rates, complications in charge system, technical barriers and the preference of one-bill by customers.

An Evaluation of the Economic Value of Outsourcing of Water Supply Services Considering Uncertainty of Water Price (수도요금의 불확실성을 고려한 상수도 사업의 가치 평가)

  • It is essential to carry out an economic analysis on public water supply projects so that policy makers and water enterprises are aware of the actual value of the project. However, many popular approaches based on discounted cash flow analysis do not capture the uncertainties inherent in cash flow. In order to analyze the economic values of the water supply project of local governments, we utilize real option model, which considers uncertainty in future water price behavior and captures the value of real life flexibility. The real option model is designed to incorporate the option to expand and abandon, and it is applied to a local government case. Furthermore, we assess the project by exploring Luehrman's option space to accommodate the more efficient decision making. The results show that substantial amount of potential value is included in the public water supply service, and the overall value is greater than the value obtained from the discounted cash flow model.
