A brief review on the standards of regulations and compensation in the environmental noise and vibration disputes resolution (환경소음.진동 피해 분쟁 조정을 위한 기준설정에 관한 소고)

  • The standards of acceptable limit and compensation is one of the most important things in environmental noise and vibration disputes resolution. In this paper, review on the present acceptable limit level and compensation standard in National Environmental Dispute Resolution Commission is introduced. Discordance of standards between in the regulation law and in the dispute resolution commission and it's improvement are discussed. Abnormal reasoning for compensation standards is pointed out from a author's private view.

Examination of Method of an Aircraft Noise Reduction -Mainly the Window Installation Conditions- (항공기소음 저감방안에 대한 검토 -창호설치조건을 중심으로-)

  • 공항에 인접한 주거지역에서 항공기 소음문제로 인하여 거주자들에게 소음피해가 발생하고 있다. 이러한 항공기소음을 저감하기 위한 방법 중 건물외피를 차음성능이 높은 구조로 변경하여 건축물의 차음량을 개선시키는 수음원 대책이 일반적으로 사용되고 있다. 특히 건축물 방음시설 설치는 건물외피 중 외부소음에 가장 취약한 창호의 차음량을 증가시키는 것이 효과적인데, 본 연구에서는 기존 창호에 비하여 차음성능이 높은 창호를 교체 설치하여 건축물의 차음량 개선치를 $L_{max}$, SEL, $L_{eq}$로 각각 검토 비교함과 동시에 창호의 기밀성능을 위한 기밀재 및 추가 모헤어의 설치조건에 따른 차음성능을 검토해 보았다. 측정결과 방음시설 설치 후 항공기소음을 $L_{max}$, SEL, $L_{eq}$로 차음량 개선치를 각각 평가한 결과 1.8dB 이내의 편차를 갖는 것으로 나타났으며, 창의 차음성능 개선치는 기밀재 설치 후 $R'45^{\circ}$,w가 5dB, 기밀재 및 추가 모헤어 설치 후 8dB로 나타났다.

  • 오늘날 도시의 규모가 커지고 도시의 기능이 점점 복잡해진다. 또한, 도시에는 사람들이 많이 살고 있으며, 계속해서 도시로 사람들이 모이게 된다. 그러므로 도시에서의 삶은 서로 간에 점점 더 가까워지고 많은 부분에서 이웃 사람들과 연결되고 공간과 시간을 공유하게 된다. 특히, 사람들이 대중교통을 이용하면서 원하든 원치 않았든 많은 소리에 노출 되며, 그 소리에 대한 영향으로 서로 피해를 보기도 한다. 서울은 세계에서 가장 혼잡한 도시 중 하나이며, 이런 서울의 대중교통 중 마을버스는 좁은 골목길을 포함해 도로를 다니며 시민들의 공공의 이동을 담담하고 있다. 이 마을버스를 사용하는 사람들은 일반적으로 차량 내에서 좋은 승차감, 높은 공기질 및 적은 소음에서 이용하기를 원한다. 본 논문에서는 마을버스의 실내 소음에 대한 성가심도를 소음도 및 혼잡도에 관하여 분석한다. 그리고 이러한 상황별로 어떠한 경우에 성가심도가 높은지를 판단하고, 저감하는 방법을 마련하도록 하고자 한다. 분석결과 마을버스 내부 소음은 새 차와 오래된 차에서 큰 차이를 보이지 않았고, 성가심도 또한 도로 상황에 따른 소음의 정도에 민감한 반응을 보임을 확인하였다. 그래서 저감대안으로는 차량의 소음이 적게 발생 시키는 운전과, 차량의 정비 등을 제안하고자 한다.

A Study on Subjective Nise Evaluation of Rdesidential Area on Aircraft Noise near Airport - Case Study on Taegu Airport - (공항 인근주민들의 항공기소음에 대한 피해의식 구조에 관한 연구 - 대구공항을 사례지역으로 -)

  • Evaluation model for damage consciousness was established through the survey of 2,210 residents' consciousness on aircraft noise near Taegu Airport. There were none who replied that the level of the aircraft noise was as los as it was quiet. 77(3.5%) people replied the noise was normal, and 2,133(95.5%) people said it was noisy. As to the period of time when the aircraft noise occurred, 51%, 97%, 86%, 0.6% of the residents pointed out the morning time, the day time, the evening time, and the night time, respectively. Because of aircraft noise, 73%, 88%, 70%, 77%, 78%, and 33% of the residents felt it disturbing indoor conversation, telephoning, watching TV or listening to the ratio, reading or meditating, working, sleeping, and studying, respectively. It was examined that the bad effects of aircraft noise on the health were severe : 43% of the resident said they experienced embarrassment. 52% astonishment, 66% absence of mind, 61% heart-beating. 77% headaches, 78% earache, and 93% displeasure. For the survey of the residents' damage consciousness about aircraft noise, the level of aircraft noise was set as an objective variable, and gender, age, occupation. Education, the type of house, the structure of windows, the consciousness of settlement in the district, and the period of residence were set as explanatory variables. And the quantification theory I was applied to the analysis. The most influencing factor of the damage consciousness on aircraft noise was the education, the second occupation, the third age, the forth the consciousness of settlement, the fifth the period of residence, the sixth gender, the seventh the type of house, and the least influencing factor among them was the structure of windows. These findings will be a useful guideline when the government seeks to set up policies which will help solve the resident's noise problems near Taegu Airport.

  • After the Industrialization of 1960s, while it has greatly contributed to the industrial development owing to acceleration of mechanization, but it is real situation that the countermeasure to noise damage generating at the loud noise workshop is scarcely made. Especially, the machine noise made at factory and workplace is so shocking and repeatedly reiterating terrible noise that most of the spot workers are forcedly imposing such dangers as the severe unpleasant feeling and hearing impairments. On such point of view, this research has attempted to extract the proper rating vocabulary in order for evaluation on machine noise made at the high noisy workshop, therefore it is considering that those extracted vocabularies could be utilized as the useful psycho-acoustic experiment for evaluation on machine noise, also for establishment of regulation standard in domestic high noisy workshop.

  • The aircraft noise analysis area in this study is a training airfield where various kinds of aircraft are operated. It is difficult to identify the noise analysis as a real measurement in a training airfield. In order to overcome these practical limitations and to establish appropriate noise countermeasures, a noise map is prepared using the Integrated Noise Model Version 7.0 of the aircraft noise prediction program used by the FAA. The noise of C90GT aircraft was measured while flying the takeoff route, landing route, and long route. We want to identify areas where noise damage is more than 70 WECPNL. No area exceeding the legal standard of 70 WECPNL was found in all routes.

Effect of Military Training Noise on Life Satisfaction of Residents Living Near Military Facilities (군사훈련 소음이 주민들의 삶의 만족도에 미치는 영향)

  • This study was conducted to confirm the effect of noise generated by military training on the life satisfaction of residents living near military facilities. In 2017, an interview survey was conducted on 904 adult residents living near military facilities. The life satisfaction score of the survey subjects was analyzed to be 3.17 out of a total of 5 points, which was confirmed to be lower than that of previous studies on adults. Factors influencing the life satisfaction of residents around military facilities were analyzed. Life satisfaction as dependent variables, demographic factors and physical damage experience factors, and mental damage experience factors were selected as independent variables. As a result of regression analysis, it was analyzed that monthly average household income (coef.=0.09, p<0.001), emotional anxiety (coef.=-0.34, p<0.001), and stress (coef.=-0.05, p<0.001) affected life satisfaction. This study is expected to be used as basic data for establishing policies to improve the life satisfaction of residents living in areas around military facilities.

Presentation on Health Impact Assessment of Transportation Noise (교통소음 건강영향평가 소개)

  • Because many people suffer from physical and mental damage caused by the noise created by transportation infrastructure, including road traffic, rail, and aircraft, developed countries have conducted research on predicting and solving the impact to human health from being exposed to transportation noise. Therefore, this study suggests a fundamental plan to assess the health impact of transportation noise on the basis of domestic and foreign prediction results regarding the health impact of transportation noise. The domestic and foreign exposure-response expressions, including the noise index and the health impact indicator of annoyance and sleep disturbance, are compared, and it is found that domestic individuals show a more sensitive response to transportation noise. Based on domestic and foreign research, and a case study regarding the health impact of transportation noise, a fundamental plan to assess the health impact of transportation noise comprises the preparation of objective assessment standards through the improvement of exposure-response models, and the establishment of reduction measures which can improve the quality of the transportation noise environment.

  • 발파진동은 보통 지반진동속도로 계측되며, 발파설계나 구조물의 피해 산정에 사용된다 그러나 인체의 반응-이나 가축의 피해 산정 문제에서는 현행 소음진동규제법과 관련하여 인체의 감각적 감응척도에 따른 진동레벨을 주로 사용하므로 변환이 필요하다. 본 연구에서는 디지털 필터에 의한 진동레벨 변환 프로그램을 이용하여 진동의 특성이 따른 진동레벨 변환의 특성을 고찰하고 문제점을 제시하였다.
