The past, present, and future of online journalism in Korea are inextricably bound up with the portal site news services. In traditional journalism, finite news media took hold on news consumption completely because of performing news production and distribution simultaneously. Since then, in the age of multi-media and multi-channel, the audience selection has become more important because of greatly increasing news media and then exploding news production. In online journalism, the news distribution have emerged as the most important field because of the intensive consuming the portal site news services making use of various news easier, the characteristic of news consumption focusing on not news media brands but news media contents, etc. Therefore, the news present landscape of Korean journalism oriented news distribution has been completed by that the portal site news services became the symbol of online journalism. That the portal site news services performing only news distribution have more influence than the paper based online newspapers and Internet based online newspapers producing news means the change of media power. By this, a conflict between news media and portal site news services appears at all times.

2010년 8월 오리고기 원산지 표시제가 제도화되어 시행중이다. 그러나 지난 연말 발생한 AI로 인해 오리고기 수급상황이 악화되면서 오리가격이 상승하였다. 그에 따라 중국산 훈제오리고기와 대만산 냉동오리의 수입량이 증가, 값싼 수입 오리고기를 재포장하여 국내산으로 둔갑 판매하거나 원산지 미표시 등 부정유통 사례가 크게 늘어나고 있다. 이에 협회는 국내 오리산업을 스스로 지키자는 취지에서 지난 5월 25일, 오리고기 유통 감시단을 발족하고 오리고기 원산지표시제의 조기정착을 위해 부정 유통 신고센터 운영을 본격 가동하고 있다. 지난 5월 전임 유통감시원으로 위촉된 김순이 양은선씨는 소비자 시민모임 회원으로 오리고기의 주요 소비처인 서울, 경기를 집중적으로 홍보 감시하면서 오리고기 원산지 표시제의 유통거래질서 확립에 기여하고 있다. 오리고기 유통감시원은 오리고기 원산지 표시 점검 및 부정유통을 감시함으로써 불법유통을 차단하고 오리고기 원산지표시제 정착을 위해 노력함은 물론 판매점 출입 시 명예감시원증을 제시, 방문목적을 밝히고 감시원으로서 품위를 유지하는 임무를 갖고 활동하고 있다. 오리고기 부정유통 사례를 막는 이들의 활동은 소비자와 오리 사육 농가를 보호하고, 올바른 정보전달을 통해 소비자의 신뢰를 구축할 수 있으며 이는 향후 오리고기 소비 확대에 기여할 수 있는 촉매의 역할이다. 평소 자발적으로 소비자 시민모임 활동에 참여하고 있는 김순이 양은선씨를 본지에서 만나봤다.

Recent advances in sensor network technology have open up challenges for its effective routing. Routing protocol receives most of the attention because routing protocols might differ depending on the application and network architecture. In the rapidly changing environment and dynamic nature of network formation efficient routing and energy consumption are very crucial. Sensor networks differ from the traditional networks in terms of energy consumption. Thus, data-centric technologies should be used to perform routing to yield an energy-efficient dissemination. By exploiting the advantages of both ant colony optimization techniques in network routing and the ability of data centric muting to organize data for delivery, our approach will cover features for building an efficient autonomous sensor network.

에너지 소비 증가와 환경문제의 이슈화로 전력 산업의 고도화 및 에너지 고효율화에 대한 관심이 집중되고 있다. 이러한 요구에 따라 지능형 전력시스템과 같은 전력 IT 산업이 새로운 신 성장 동력산업으로 주목받고 있으며, IT 기반의 선진화된 고효율 전력 산업이 저탄소 녹색 성장으로 대표되는 국가 경쟁력 강화의 핵심 요소로 자리 잡고 있다. 지능형 전력시스템은 발전에서부터 송전 및 변전, 그리고 배전/수용가 시스템에 이르기까지 전력의 생산에서부터 소비에 이르는 과정에 자동제어, 센서, 통신망 등의 정보기술을 적용하여 효율적 전력관리를 수행한다. 본 연구에서는 유인 또는 무인변전소의 수배전반에 적용할 수 있는 실시간 전력감시(전류,전압,전력,역률,주파수), 환경감시(배수장수위, 국부적 위험지역의 온도등), 상태감시(진공차단기, 기중차단기의 이상 상태, 배수장 모터 작동상태 등) 등 통합관리 기능을 갖는 다기능 원격 관리시스템을 구현하였으며, 구현된 시스템의 평가를 통해 실제 현장적용 가능성을 평가하였다.

최근 IoT 기술이 대중화됨에 따라 커넥티드 카, 스마트 시티와 같은 machine-to-machine 기술의 활용 분야가 다양화되고 있다. 이에 따라, 기계 지향 비디오 처리 및 부호화 기술에 대한 연구분야에 산업계와 학계의 관심 역시 집중되고 있다. 국제 표준화 단체인 MPEG은 이러한 추세를 반영하여 기존 비디오 부호화 표준을 개선할 새로운 표준을 수립하기 위해 Video Coding for Machines (VCM) 그룹을 구성하여 기계 소비를 대상으로 하는 비디오 표준의 표준화를 진행하고 있다. 이에 본 논문에서는 VCM이 기계 소비를 대상으로 진행하고 있는 특징맵 부호화의 부호화 효율을 개선하기 위해 특징맵을 시간적, 공간적으로 재정렬하는 방법을 제안한다. 실험 결과, 제안 방법이 CityScapes의 검증 세트 내 일부 이미지에 대해 시간적 재정렬을 수행한 결과 random access 조건에서 최대 1.48%의 부호화 효율이 향상됨이 확인되었다.

As London and post-Koyto protocols presumably affect emission of organic waste in Korea in 2012, appropriate treatment of organic waste becomes very important. Organic wastes are regarded as non-point pollutants. It has been criticized that direct emission charges on the emission of non-point pollutants are not effective due to the high uncertainty in the relationship between pollution sources and pollution levels. This study suggests indirect emission charges on production of livestocks or consumption on foods. Furthermore, it is assumed that revenue from the emission charges will be recycled to support biogas production. Biogas can be fueled to produce energy. In order to evaluate potential economic and environmental impacts of recycling the indirect emission charges on organic wastes, a static CGE model was developed. Simulation results of emission charges on the production of livestock show that livestock, agriculture, and food industry will confront relatively high burden while emission charges on consumption of food will affect more broadly and consumers will suffer more. Production charge on livestock sector will lead to higher reduction in GDP and total expenditure relative to the consumption charge. GHGs reduction effect was higher for the consumption charge relative to the production charge. Synthetically, consumption charge on food sector is more desirable as an alternative charge for the emission of organic wastes.

The Supply side of performance arts has been pretty much developed since the establishment of ARCO. The development level of the demand side, however, was much lower than that of supply side. This unbalance make it difficult to achieve the goal and to complete the mission of ARCO's assistant to the performance arts. Unlike the existing research for solving this problem, this study suggests the positioning strategy of a new value of performance arts for solving this problem. This positioning is, instead of meeting the experiential and symbolic needs, targeting the functional needs to solve the life problems to be faced with aging, for example, the problems from education, human relationship and health. The new positioning will make the demand for the performance arts belong to the top priority group in the expenditure list of consumers because the perceived concept of performance arts will be changed from the "Wants" consumption to "Should be" consumption like a expenditure of private education for children and that of health problems. Therefore, this new positioning is surely expected that the development of new demand from the new position is pretty much higher than that of present positioning. This study also suggests practical strategies, PR and cross functional management system for the implementation of this new positioning.

오늘날 우리사회는 환경변화와 기후 위기 가속화로 인하여 삶의 질 악화는 물론 인류 생존까지도 걱정해야 시기에 이르렀는데, 이러한 변화의 주범인 온실가스의 75%가 도시에서 발생되고 있다(Global Sustainable Development Repor, 2019), 이에 국제 사회는 도시 중심의 녹색 전환 정책 추진 중인데, 우리나라는 2017년부터 '도시재생뉴딜사업'을 추진하고 있다. 이에 본 연구는 지자체가 주도적으로 환경성과 창출 방안을 마련, 도시의 지속가능성 높이는데 일조하고자 탄소중립 선도 도시 사례와 도시재생의 문제점을 살펴봄으로써 도심 내 과밀화 문제와 탄소배출 해결 방안을 제시하였다. 당초 '도시재생뉴딜' 사업은 도시의 다양한 니즈를 충족시키기 위하여 시작되었으나, 최근에는 도시 노후화와 탄소배출 문제에 대응하기 위하여 '그린도시', '친환경 도시'를 지향하고 있다. 그러나 이를 뒷받침할 법·제도의 제·개정 및 이를 바라보는 이해관계자의 시각 전환이 이루어지지 않아 크고 작은 많은 문제점이 발생하고 있다. 도시재생의 첫 번째 문제점은 정책지원의 30% 이상이 일반근린형에 집중됨에 따라 주거형 도시재생 양상을 띄고 있다는 점이다. 이는 임기가 제한된 지자체장이 가시적인 성과를 위하여 도시 내 인프라 확충에 집중한 결과로 지속가능한 도시재생을 저하시키는 요인이 되고 있다. 두 번째, 도시재생 뉴딜사업이 계획수립과정에서 지속가능성에 대한 검토와 환경성 평가에 대한 고려 부족으로 기후 위기 대응에 미흡한 실정이다. 노후 도시의 주거 과밀화 문제를 해결하고 효과적인 도시 탄소 감축을 위하여 건물 - 마을 - 도시 등 여러 공간 단위의 온실가스 배출량 감축 전략 수립이 필요하다. 세 번째, 치·이수 위주의 도시재생 뉴딜사업으로 탄소 중립 대책이 미흡하다. 대응 방안으로는 자원의 관점에서 물 소비 감소 촉진 및 재생에너지 증가 전략이 필요하다.

담배자판기는 되는데 주류자판기는 왜 안 되나? 담배자판기의 경우 성인인증장치를 도입해 부분적인 로케이션이기는 하지만 합법화되어 있음에 비해 주류자판기는 여전히 설치 자체를 규제한 채 철옹성의 장벽을 구축하고 있다. 이러한 현실에서 산업계는 성인인증장치를 도입한 주류자판기는 이제 규제가 완화되어야 한다는 목소리가 높이고 있다. 주력기종인 음료자판기는 극도의 시장불황에 시달리고, 이를 대신할 마땅한 사업아이템을 찾기 힘든 현실에서 주류자판기로 시각이 집중되는 것은 어찌 보면 자연스러운 일이다. 성인인증 주류자판기 시장은 규제만 완화된다면 산업계의 숨통을 틔어 줄 유망아이템이라는 점에서 결코 포기할 수 없는 영역이다. 산업계는 성인인증 주류자판기의 규제완화의 명분을 강화하고, 적극적인 산업계 자율대책을 제시하며 규제완화에 총력을 기울여야 한다. 협회에서는 산업계의 규제완화에 대한 열망을 반영해 최근 재정경제부 소비세제과를 대상으로 하는 건의 작업을 진행했다. 성인인증장치 도입을 통해 청소년 보호, 탈세방지 등 과거 주류자판기가 가질 수 있었던 위해요인을 극소화하는 산업계 자율대책을 바탕으로, 건전하게 주류자판기가 유통될 수 있게 해달라는 게 건의안의 골자이다. 이 건의안은 앞으로 적극적으로 검토가 될 예정이지만, 여전히 관련부처에서는 주류자판기에 대한 부정적인 시각을 가지고 있다는 점이 넘어야 할 벽이다. 재정경제부 소비세제과는 성인인증장치를 도입해 청소년 보호를 하는 측면은 높게 평가하지만, 과연 주류 유통기기로서 주류자판기가 필요한 것인 가에 대한 부정적인 시각을 가지고 있다. 또한 주류정책 자체가 유통을 억제하는 방향으로 나아가고 있다는 점, 또 탈세 방지 등 세원관리에 대한 문제점을 들어 주류자판기 자체를 부정적으로 보고 있다. 이 모든 벽들을 극복하고 규제완화의 길을 가는 것은 쉽지가 않다. 하지만 시대가 변하고, 관련 기술은 첨단화되고 있는 데 규제가 만사인 정책으로 주류자판기를 보는 시각을 곤란하다. 산업계가 얼마든지 위해요인을 해결하겠다는 자세를 보이는 마당에 이를 묵살하는 행정만능주의적 자세는 결코 올바른 행정이라 할 수 없다. 오랜 시간이 걸려도 산업계는 강력한 의지를 가지고 성인인증 주류자판기의 생존권을 확보해야 한다. 협회에서는 재경부 이외에도 국세청, 규제개혁위원회 등을 통한 규제완화 작업을 지속적으로 진행해 나갈 계획이다. 금호 정책초점에서는 성인전용 주류자판기 규제완화에 대한 뜨거운 열망을 담아, 협회에서 재정경제부 소비세과에 건의했던 건의안의 세부내용을 게재했다.
