Vulnerability Analysis on Fire Service Zone using Map Overlay Method in GIS (GIS 기반 중첩기법을 이용한 소방서비스 취약지역 분석)

  • Fire stations should be located in optimal location to act quickly in case of emergency and minimize damages as a public facility that protects life and property of local residents. Siting fire stations without regard for the accessibility and occurrence factors of an accident may provide fire service unequally. Therefore service analysis is necessary to reduce the blind spot of disaster and safety and to offer equal fire-service at this time. Especially fire stations can service more efficiently than before by reducing a more likely vulnerable area. This study suggests methods of mapping index of value that represents vulnerability of the occurrence of an accident and extracting service zone map of fire stations, as an initial research for offering efficient fire service. Geographical distribution mismatch between service zone map and vulnerability map is figured out and vulnerable area for fire service is defined by using map overlay method.

Spatial Equality of Firefighting Service in Daejeon Metropolitan City (대전시 소방서비스의 공간적 형평성)

  • Essential urban services that protect citizens' lives and property such as firefighting, disaster and crime prevention, should be provided equally to all citizens regardless of their location, personal status, and income. This paper analyzes the equality of firefighting services in spatial and social perspective in Daejeon Metropolitan City. For this the accessibility of fire service was analyzed for all settlements in the city. In addition, the distribution status of low-income class and forecasted income each region were compared to analyze whether the area where fire fighting service in 5 minutes was related to the distribution of income class. According to the analysis, the area where fire service can be provided within 5 minutes was 46.2% of Daejeon, and 98.0% of the population lived in this area. The proportion of old-age pensioners living in the area where fire service can't be provided within 5 minutes was 52.7%, reise than the average of 7.14% in Daejeon. In addition, in areas where the provision of firefighting services exceeds five minutes, the forecasted income tends to be lower in areas where service arrival is delayed. Therefore, it can be said that the economically vulnerable people living in the outskirts of Daejeon are not provided with equal urban services, and policy consideration is required accordingly.

  • 본 연구는 공공기반시설인 소방서 위치의 중요성을 인식하여 서울시의 소방서의 위치를 분석하고 최적의 위치에 있는지 평가하고자 한다. 소방서의 입지분석을 위하여 소방관서의 입지조건이 되는 연구의 밀집도, 건물의 수 자료와 소방방재청에서 분석한 통계자료의 정량적인 분석을 통해서 소방서의 공급량을 결정한다. 결정된 공급량, 즉 소방서 설치 개수에 따라 소방 서비스의 취약지점의 발생을 최소화하기 위하여 네트워크 분석과 입지조건 요소를 이용하여 서비스 수준을 평가한다.

A Study on the Financial System for Public Fire Services (소방재정 확충방안 -소방공동시설세를 중심으로-)

  • Central government moves welfare, education, and public fire service that need a lot of budget to local governments. But, central government don't give a enough finance support to local governments to implement those services. Therefore, local government suffer from the financial pressure. Fire service is supplied by province government in Korea. Public facilities tax is an object tax for fire service in province government. But, since total revenue of public facilities tax is just about 30% of fire service budget, the financial pressure of local governments has been increasing and the fire services could not been improved comparing with the increasing demands for the services. The purpose of this article is to examine a stable tax system for fire service. To do so, this study analyzes the fire public service budget, finds out some problems, and compares with developed countries to solve these problems.

  • The importance of fire safety services has increased expanding its services into prevention of danger and the reinforcement of safety services. The purpose of this study is to suggest a way for effective safety service by surveying fire fighters and residents of Gyeonggi Province and examining theories of safety services and actual status of 119 safety units. This study suggests the use of social capital by local community, establishment of cooperation between organizations, supports by citizens, cooperative activities by organizations, difference between emergency report and non emergency report and social safety net role of safety fire services.

  • 본 연구의 목적은 소방공무원에서 빠른 식사속도가 위장관계통을 비롯한 신체질환과 당뇨를 비롯한 대사증후군 질환에 어떤 영향을 주는지 알고자 하는데 있다. 이 연구를 통해 식사시간이 빠르면 당뇨병 발병률이 높아지고, 먹는 양이 많아져 체중이 증가되어 비만으로 이어질 수 있다는 것을 제안한다. 각 소방학교에서 신임 및 전문교육 시 올바른 식습관을 가질 수 있도록 특별교육 등이 필요하며, 긴장상태에서 근무하는 소방공무원의 심신을 이완 시킬 수 있도록 관리부서에서 많은 관심과 대책이 필요하다. 소방공무원의 건강이 국민들의 소방서비스 질 향상에 영향을 주는 것은 분명한 사실이기 때문에 올바른 식습관을 통하여 식사시간을 늦추어 소방공무원의 건강을 지키는 것이 국민들에게 더욱더 질 높은 소방서비스를 제공 할 수 있을 것이다.

  • Developed a service platform technology for automated that analyze the fire-fighting vulnerable area and equipped a map online. As a result, it is possible to provide the information necessary for the vulnerable area of the fire-fighting activity online. If progress on the study of the utilized service, it is possible to reduce the Golden Time of the fire fighting field. In this study, Confirmed the technical viability satisfactory to the management and service expansion improvements to fire-fighting vulnerable area.

An Analysis of Fire Area in Jinju City Based on Fire Mobilization Time (화재 출동시간에 근거한 진주시 소방권역 분석)

  • This study analyzed the present status of services by fire-suppression mobilization time of fire station where is located in Jinju city, by using network analysis of GIS targeting fire station(five 119 safety centers, one 119 division) in Jinju city area. As a result, it was indicated to be 15.9% in the ratio with less than 5 minutes of mobilization time, 34.7% in the ratio with less than 8 minutes, 94% in the ratio with less than 20 minutes out of the whole fire service area in Jinju city. Even districts with more than 20 minutes were analyzed to reach 6%. Especially, to solve vulnerability to approach the fire service in uptown districts(Jinseong, Jisu, Sabong, Ilbanseong, the whole area of Ibanseong), the 119 division is installed more to be operated. However, accessibility is still remaining in low level. Also, in case of 119 safety center of Cheonjeon, the national industrial complex and the general industrial complex are being formed on a large scale. However, analyzing the fire service level in the corresponding area, the districts with more than 8 minutes and less than 20 minutes were existing broadly. In consequence of analyzing the fire service area in Jinju city with the fire-suppression mobilization time as the above, the fire service level is failing to escape largely from the status prior to the urban-rural consolidation compared to what the jurisdictional area was largely expanded by which the administrative districts were integrated by the urban-rural consolidation in locally small-and medium-sized city. Thus, there is a need of a measure for improving this.

Fire District Adjustment for Improving Fire Service Vulnerable Areas in Jinju (진주시 소방서비스 취약지역 개선을 위한 소방권역 조정)

  • This study analyzed the vulnerable areas to the fire service in regard to 119 safety centers, currently established in Jinju city. In this study, the district of fire was examined through the analysis of the OD cost matrix to find the transference or increase methods of the existing centers for improving the fire services. The study results demonstrate that the numbers of 119 safety centers were lacking in comparison with the areas of the administrative district in Jinju. In particular, relocation and the transference or increase of centers were required for the Cheonjeon 119 safety centers, which is the creation area of the National Industrial Complex among five 119 safety centers located in Jinju, and the fire service jurisdiction of Munsan 119 safety centers (including Banseong 119 regional unit), which is the location of a big fire risk due to the increase of population according to the development of the new town. In addition, the OD cost matrix analysis in this study reveals the fact that the time of fire service in the Jeonchon Industrial Complex, which is the significantly vulnerable area, will be reduced from 8 minutes to 3.3 minutes if the current Cheonjeon 119 safety center is moved to Gaho-dong. It indicates that the increase of safety centers in Geumsan-myeon areas, where the population has increased rapidly in recent days due to the development of the new town, is keenly needed.
