  • 본 연구는 온라인 상용법률데이터베이스 인터페이스를 인포메이션 아키텍쳐 측면에서 평가하여 개선점을 도출하고자 한다. 평가기준은 문헌조사를 통해 조직구조 네비게이션, 디자인, 검색 및 출력, 상호작용으로 크게 나누고 각 항목을 세부하여 총 56개의 정량적 평가항목을 선정한 후 심층분석을 위한 정성적 평가항목 15개를 선정하여 설문조사 실시 후 결과를 종합 분석하여 개선점을 제안한다.

  • 국토해양부에서는 2010년 공동구 관리의 필요성을 절감하고 국내 현황을 분석한 결과 공동구 관련 설치 및 유지관리 지침, 지자체별 또는 공공기관별로 법적 장치가 있으나 명확한 규정이 필요하여 공동구 관련법률(국토의 계획 및 이용에 관한 법률)을 제정하였다. 공동구의 관리는 공동구 설계기준, 공동구 시방서를 제정하였으며 설계 및 시공시 각 지자체, 시설관리공단 등에서 활용될 수 있도록 공통되고 일괄된 설치기준이나 유지관리항목이 확립되어 효율적인 제도를 확립하였다. 본 논문은 공동구 설계 항목 및 기준을 고려하여 실무에 적용할 수 있는 공동구 설계 기준이 새로 제정되어 그 내용과 각각의 기준 항목에 대하여 공동구 설계를 통하여 시공이 가능하도록 설명하였다.

전기용품 기술기준 개정

  • 공진청은 최근 전기용품의 기술기준을 일부 개정했다. 이번에 개정된 전기용품의 기술기준은 우리나라가 국제전기인증위원회(IECEE)에 정회원으로 가입됨에 따라 국제간 상호인증을 대비해 기술기준에 국제안전규격을 반영하기 위해서이다. 개정내용을 보면 시험항목에 소형 단상 변압기류의 잡음세기, 충전식인 것을 충전성능시험, 기계적 강도시험, 전동기 내장제품의 시동특성 등을 추가했으며 시험기준에 있어서는 합성수지 성형품의 내열성능시험과 절연저항 시험기준을 강화했다. 또 전기적인 안정성과 무관한 시험항목은 국제규격에도 없기 때문에 삭제했는데, 형광등기구는 열률을, 전기스탠드는 차광$\cdot$조도시험 열률을, 휴대전등은 집광시험 등을 조정했다. 이밖에도 재료에 있어 폴리염화비페닐 사용을 금지시켰다. 품목별 개정세부 내용은 다음과 같다. 시험항목에 추가된 품목 및 기준이 상향조정된 기술기준은 기난 9월 15일부터 적용되고 있다.

  • ASP서비스는 사용기업의 데이터를 외부의 데이터센터에 위치시키고, 데이터에 대한 사용권만을 제공하는 극단적인 외주 형태의 서비스이다. 따라서 ASP서비스는 보안문제와 서비스 제공업체의 신뢰성 문제가 어떤 형태의 정보시스템보다 크게 부각된다. 이러한 ASP서비스에 대한 신뢰성과 효율성 확보를 위한 감리 프로세스는 필수적일 것이다. 본 논문에서는 ASP서비스에 대한 감리 프로세스를 제안한다. 우선, 기존의 정보시스템 감리의 정의를 통하여 ASP감리의 정의를 도출하고, ASP프레임워크를 제안하며, 제안된 프레임워크에 따른 통제항목을 설정한다. 마지막으로 검증단계에서 ASP감리 프레임워크를 기존의 정보시스템 감리 프레임워크와 비교분석하고, ASP서비스 수명주기 세부활동 별 통제항목의 중요도를 산출한 설문을 통해서 통제항목의 타당성을 검증한다.

Methodological Status and Improvement of Additional Evaluation of Health Impact Items in Environmental Impact Assessment (환경영향평가서 내 건강영향 항목 추가·평가의 방법론적 현황과 개선)

  • The addition and evaluation of health impact items in Environmental Impact Assessment document are written in hygiene and public health items only for specific development projects and are being reviewed. However, after the publication of the evaluation manual on the addition and evaluation of health impact items in 2011, there is a demand for continuous methodology and improvement plans despite partial improvement. Therefore, in order to propose a methodological improvement of the evaluation manual, this technical paper identified detailed improvement requirements based on the consultation opinions on hygiene and public health items, and investigated and suggested ways to solve this problem by reviewing the contents of the research so far. As for the improvement requirements, the contents related to mitigation plan, post management, effect prediction, assessment, and present-condition investigation were presented in Environmental Impact Assessment documents for the entire development project at a frequency of 93%, 85%, 80%, 74%, and 67%, respectively. Particularly, the detailed improvement requirements related to mitigation plan consisted of an establishment direction and a management of development project. Considering the current evaluation manual and the frequency of improvement requirements, this paper proposed concrete methods or improvement plans for major methodologies for each classification of hygiene and public health items. Furthermore, a comprehensive evaluation methodology related to whether a project is implemented was proposed, which is not provided in the current assessment manual.

Improvement for Technology Readiness Assessment with Weighting Method for Defense Acquisition Project (가중치 산출방법을 활용한 획득방안 분석단계의 기술성숙도평가 개선방안)

  • Technology readiness assessment is a procedure for managing defense project risk factors based on the preemptive identification of technical risks. Under current regulations, technology readiness is determined based on considerations of the ratings of factors itemized on a checklist, whether unsatisfied factors have a fatal impact on the project, and whether countermeasures for unsatisfied factors have been established. However, objective criteria for assessing the impact of unsatisfied factors have not been presented, and thus, at present, the results of technology readiness level determinations are largely subjective. In addition, the importance of questions on the checklist is dependent on individual project characteristics and this is not considered during the assessment process. In this paper, we propose an improved technology readiness assessment procedure that considers the characteristics of each project. Using the proposed procedure, we quantitatively determined the importance of each checklist item using a weighting method. We found the devised procedure improved the reliability and objectivity of technology readiness assessment results. A case analysis of a complex weapons system is presented to demonstrate these improvements.

  • This article analyzed the building regulations, the guidelines for the people with disabilities, and the interior environment of the transportation facilities of Stockholm and Oslo, which wee capital cities of leading countries in this field. Result showed that Swedish 'BBR 94' was made and based on accessibility, safety, and efficiency. But the mandatory items and detailed recommendations were minimal. 'The Swedish Handicap Institute' provided more detailed requirements. As a result of case studies of 4 facilities, it appeared that these facilities used sufficient dimension, variable color, different material, or adaptable lightings in order to provide easy accessibility, adaptability, safety, support, and mobility for the people with disabilities instead of keeping the building regulations and guidelines reluctantly.

  • This study aims to investigate meaningful relationship between technology appraisal indices and SMEs' financial performances for their continuous growth. The empirical data for this study were based on the technology appraisal results of Korea Technology Finance Corporation(KOTEC) and the financial data of the following 2 years 0f 3,688 SMEs. The meaningful differences between SMEs with superb financial performances and the others, by using t-test analysis, statistically were verified in 25 indices(75.8%) out of total 33 indices. All of five independent variables, namely CEO's capability, technology manpower, R&D intensiveness, market competitiveness and investment feasibility, were verified to have a positive effect on business feasibility respectively and business feasibility also has a positive influence on financial performance, such as sales growth, labor productivity and financial stability.

  • This study is about setting the weighed value of evaluation items for cultural tourism development project using AHP and it analyzed the cultural and ecological tourism infrastructure project in three cultural areas of Andong City. As a result of examining the reliability of evaluation items, it turned out to be 0.9, an appropriate level. In the analysis of weighed value, the items valued highly were in the order of validity of the plan, economic validity, validity of the policy. As for the detailed indices for the three that showed the highest weighed value, for validity of the plan, distinction of contents; for validity of the policy, compatibility of regional characteristics; for economic validity, sustainability were given high values. In the end, it could be concluded that as the cultural and ecological tourism infrastructure project in three cultural areas was delayed a lot more than previously planned, in order to flexibly respond to changing environment, it would be desirable to change parts of the previous plan before pushing ahead with it.

A Study on the Improvement of Evaluation Indicators for Small Library Operations (작은도서관 운영평가 지표 개선에 관한 연구)

  • The small library evaluation index, which was previously developed and is currently in use, needs to be improved because of two major reasons: inefficient allocation of points along with evaluation items and detailed indicators that are different from the actual environment of small libraries; and the lack of value as basic data for preparing policies relevant to small libraries. Therefore, the present study proposed a small library operation evaluation index (draft) that includes not only a quantitative evaluation but also a qualitative evaluation that allows the evaluation of the basic purpose and value of small libraries by reflecting the demands of the small libraries that are being evaluated. The proposed small library operation evaluation index (draft) was made to be an evaluation for self-inspection that enables small libraries to autonomously conduct operation evaluation and gauge their level by diversifying the evaluation methods and the evaluation scale of detailed indicators.
