Enhancement of the Roles of Physical Education to Prevent School Violence (학교폭력 방지를 위한 체육의 역할 제고)

  • The comprehensive countermeasures against school violence recently announced by the government include some content on physical education classes. Physical education has long been ignored in school paradoxically in spite of the deteriorating physical strength and health of adolescents. The physical education subject undervalued in the middle of overly excessive competitions for college entrance exams finds its core goal in whole person education and officially emphasizes the development of personality aspects, which means that physical education claims important significance by providing diverse approaches to school violence prevention. This study thus set out to enhance the roles of physical education for school violence prevention. In Korean society, school violence has taken deep root due to the combined results of individual, family, school and community factors, the growth-first policy driven by compressed modern growth, and neoliberalism based on economic efficiency. School violence possesses such fixed value systems and convictions in Korean society. Education has failed to achieve some effectiveness because of the serious level of school violence, which calls for assessment of ideology having big impacts on educational environments. Given that it has been rediscovered that physical education has legitimacy of alleviating or preventing school violence through its value, an alternative to eradicate school violence should start with physical education normalization in school. Specific alternatives including the activation of sports clubs in school will be established as more fundamental practical alternatives when accompanied by the development of school violence-related programs and the operation of in-service training programs for physical education teachers.

  • 올해로 창립 50주년을 맞은 한국제지는 건실한 성장으로 지난해 매출 4000억 원을 돌파한 인쇄용지 전문생산기업이다. 지난 1958년 설립 이래 다양한 인쇄용지를 개발하고 품질제일주의 정신으로 국내 인쇄용지 시장을 선도해 왔으며 2006년에는 고급 복사지 브랜드 '하이퍼 CC'를 출시하여 국내 복사지 시장 진화를 선도하는 등 과감한 마케팅을 시도하고 있다. 재무구조도 우수, 유보율(자본금 대비 잉여금 보유비율)이 1000% 이상에 이르는 등 안정적이고 신용도가 높은 우량기업으로 굳게 자리매김했다. 지난 2월 50주년을 맞아 한국제지는 국민기업으로서 역사에 기억될 수 있도록 창의적인 사고와 도전정신을 앞세워 새로운 50년을 준비하자고 다짐했다. 50주년 기념행사로 사진으로 보는 한국제지 발전사 50년 전시회 관람, 다과회 등 의미 있는 행사들이 진행되었으며, 노동조합의 주관으로 한마음축제가 열려 새로운 50년을 향한 힘찬 출발을 자축하기도 했다. 한국제지 창립 50주년을 맞아 사진으로 50년사를 되돌아 본다.

  • 21세기는 생명, 환경, 정보를 주제로 새 시대를 맞이하고 있다. 20세기 절대빈곤에서 벗어나기 위한 성장제일주의의 경제개발정책은 짧은 시간에 성공적으로 달성되어 높은 문화수준과 산업사회를 이룰 수 있었다. 한편, 국민생활향상과 산업발전에 결정적 역할을 해왔던 수자원개발은 동강에서, 시화호에서, 지리산, 인천 앞바다에서 개발 부작용으로 생태와 환경이 심한 몸살을 앓기 시작하고 있다. WTO에 의한 시장개방으로 생산구조가 붕괴되고 농촌지역이 공동화될 것을 걱정하고 있다. 누군가는 농촌에서 농사를 짓고 살아야만 국가의 산업구조가 유지되고 아름다운 국토의 자연환경을 보전할 수 있다. 농촌은 식량생산을 위한 공간과 인간생활을 위한 공간 등 두 가지 기능을 가진 공간이다. 쾌적한 농촌을 이룩하려면 농업생산성을 향상시켜 농업소득을 높이고, 농공단지의 활성화와 농촌관광과 휴양시설에 의한 농외소득을 강화해야 한다. 또한, 농업은 식량의 안정적 공급은 물론 홍수 및 토양침식 억제, 수자원함양, 수질정화, 대기정화, 생물 다양성 등 환경보전적 기능이 WTO에 대응하여 쌀시장을 지킬 수 있는 논리로 새롭게 평가받고 있다. George Brokeway (경제인의 종말, 1991)의 “ 이윤극대화라는 경제원칙이 인간의 자연파괴와 기상이변 앞에 모순을 드러내고 있어 경제학의 인간화를 요구하고 있다.”는 지적에 비교우위론자들은 다시 한번 귀기울여주기 바란다.

The Effects of the Heavy and Chemical Industry Policy of the 1970s on the Capital Efficiency and Export Competitiveness of Korean Manufacturing Industries (1970년대(年代) 중화학공업정책(重化學工業政策)이 자본효율성(資本效率性)과 수출경쟁력(輸出競爭力)에 미친 영향(影響))

  • Korea's rapid economic growth of the past thirty years was led by extremely fast export growth under extensive government intervention. Until very recently, the political regimes were authoritarian and oppressed human rights and labor movements. Because of these characteristics, many inside and outside Korea are under the impression that the rapid economic growth was made possible by the government's relentless push for export growth through industrial targetjng. Whether or not the government intervention was pivotal in Korean economic growth is an important issue because of its normative implications on the role of government and the degree of economic policy intervention in a market economy. A good example of industrial targeting policy in Korea is the "Heavy and Chemical Industry (HCI)" policy, which began in the early 1970s and lasted for one decade. Under the HCI policy the government intervened in resource allocation through preferential tax, trade, and credit and interest rate policies for "key industries" which included iron and steel, non-ferrous metals, shipbuilding, general machinery, chemicals, and electronics. This paper investigates the effects of. the HCI policy on the efficiency of capital and the export competitiveness of manufacturing industries. For individual three-digit KSIC (Korea Standard Industrial Classification) industries and for two industry groups, one favored by HCI Policy and the other not, this paper: (1) computes capital intensities and discusses the impact of the HCI policy on the changes in the intensities over time, (2) estimates the capital efficiencies and examines them on the basis of optimal condition of resource allocation, and (3) compares the Korean and Taiwanese shares of total imports by the OECD countries as a way of weighing the effects of the policy on the industries' export competitiveness. Taiwan is a good reference, as it did not adopt the kind of industrial targeting policy that Korea did, while the Taiwanese and Korean economies share similar characteristics. In the 1973-78 period, the capital intensity rose rapidly for the "HC Group" the group of industries favored by the policy, while it first declined and later showed an anemic rise for the "Light Group," the remaining manufacturing industries. Capital efficiency was much lower in the HC Group than in the Light Group, at least until the late 1970s. This paper acribes these results to excess investments in the favored industries and concludes that growth could have been faster in the absence of the HCI policy. The Korean Light Group's share in total imports by the OECD was larger than that of its Taiwanese counterpart but has become much smaller since 1978. For the HC Group Korea's market share was smaller than Taiwan's and has declined even more since the mid-1970s. This weakening in the export competitiveness of Korea's industries relative to Taiwan's lasted until the mid-1980s. This paper concludes that the HCI policy had either no positive effect on the competitiveness of the Korean manufacturing industries or negative effects.

Globalization and Independency of Populist Nations' Welfare Policies: Focusing on the Influences of Multinational Pharmaceutical Companies on the Korean Government's Policy on the Pharmaceutical Industry (세계화와 국민국가의 복지정책 자율성: 다국적 제약자본이 우리나라 제약정책 결정에 미친 영향을 중심으로)

  • Globalization has conflicting effects on pharmaceutical policies. A change into a 'populist competitive nation' due to globalization strengthens policies to reduce drug manufacturing costs while the WTO's TRIPS Agreement that is affected by multinational pharmaceutical companies increases drug manufacturing costs by bolstering the patent rights on new drugs. Currently, the independency of populist nations' policies to reduce drug manufacturing cost is being compromised because multinational organizations(such as the European Union) which represents the interests of the multinational pharmaceutical companies put restrictions on the pharmaceutical policies of populist nations for purposes of promoting the industrial goals of the multinational companies. Korea is no exception. Up until the late 1990s, the main feature of the pharmaceutical policies in Korea was keeping the drug price at the cost level based on a growth-driven ideology, and this was Korea's unique policy tools as a developing nation. However, the increase in the power of multinational pharmaceutical companies currently infringes on the independency of Korea's pharmaceutical policies. Expensive imported drugs were originally covered by the national health insurance plan, but starting from 1999 such drugs began to be covered by the plan. After separation of medical and pharmaceutical services, the use of expensive drugs was increased, and the Korean government planned to introduce the reference price policy in order to contain the cost of the national health insurance plan. However, due to pressures from the U.S. government as well as multinational pharmaceutical companies, implementation of the policy has been postponed. In addition, due to a pressure from the U.S. government, a working group was created which would affect the health care policy of the Korean government. Discussions so far on globalization was about whether the change into populist competitive nations due to globalization resulted in the reduction of welfare spending. However, this study shows not only the reduction of health care cost through policies to reduce drug manufacturing costs but increase in welfare spending by raising the strengths of multinational pharmaceutical companies that are for-profit providers of welfare service. While focusing on the contradictory effects of globalization on pharmaceutical policies of a nation, this study looked at how these conflicting effects end up promoting the interests of multinational pharmaceutical companies by examining the Korean case.
