As a new library system, the 'human library', in which a man becomes an information resource, provides a library service through face-to-face communication in delivering knowledge and information to users. Since the human library exchanges information with 'human books', it shows some characteristics that are different from traditional library services and connotes some meanings as a new library service. In that, this study focuses on the human library of Seongbuk-Gu, Seoul. Specifically, in order to enhance our understanding of the human library, this study looks into the theoretical underpinnings and the background of human library in Seongbuk-Gu, examines the case of the human library in Seongbuk-Gu, analyzes the factors that influence the human library, and makes some suggestions for improvement.

The research was undertaken to explore the role of the public library as a public sphere. For this, the characteristics and meanings of the library's role were examined by analyzing the public spheres operated by the public library. Data were collected through interviews with librarians at Seongbuk Public Libraries in Seoul. Data collected were coded using NVivo for thematic analysis. As a result of the study, the characteristics and meanings of the library's role in the public sphere were identified in the following five types; 1) A place for meeting, communication and interaction of citizens, 2) Supporting citizen learning and growth through information services and discussion on the subject, 3) Expanding civic participation in the community and strengthen civic power, 4) Strengthening citizens' experience of democracy, 5) Improving citizens' perception of libraries and expanding the library's influence on citizens. In particular, it was found that information services enhance citizen interaction and spread of public opinion on the agenda. The results of this study can be used as a basis for developing and supporting libraries as community public spheres.

The aim of this study is to investigate whether library public forums, which are conducted as a part of the library's information services, affect users' perception of libraries. We analyzed the variations in users' perception of libraries based on their participation in public forums held by the public libraries. Data was collected through a survey of users from the Seongbuk Public Libraries in Seoul, which hold public forums. It was discovered that users' perception of public libraries varied depending on whether they had attended the library's public forums or not. The study revealed that users who participated in library public forums had a better understanding of the public libraries compared to those who did not. Specifically, users who participated in public forums exhibited a deeper comprehension of the library's roles, higher trust in the library, and a greater willingness to visit the library. In addition, we found that users acknowledged the importance of public forums in libraries and expressed a high level of interest and willingness to participate in them. Based on these findings, we discussed the implications of library public forums on users' perception of libraries and highlighted the need for information services that are based on public forums.

During the COVID-19 period, public libraries produced and provided a variety of online contents to users as an alternative to offline services. The purpose of this study was to analyze the overall management of online contents in public libraries in the post COVID-19 period and to provide a methodological basis for improving online contents management. This study surveyed the overall current state of online content management in 305 public libraries in terms of production, services, and preservation. We also analyzed the librarian's perception of the online contents management process. As a result of the analysis even after the COVID-19 period, public libraries are efficiently producing and providing online contents and are actively providing this through the library website and social media. In addition, librarians recognized that online contents produced by public libraries are valuable as library resources and predicted that the online content would be produced more in the future. Also, they faced difficulties in production and management due to a lack of professional capabilities and extra workload, but they have recognized the high need for online contents management. Online contents is leading a paradigm shift in public library services. Therefore, attention and effort to activate online content is no longer an option but a necessity.
