It seems extremely incongruous that genocide, crimes against humanity and war crimes could ever be justified or excused by 'defensive force'- self-defence, defence of others and defence of property. Nonetheless, art 31(1)(c) of the Rome Statute of the International Criminal Court codifies defensive force as a ground for excluding criminal responsibility. This provision was controversial and extremely difficult to negotiate at the Rome Conference of 1998, largely due to the conceptual differences that exist in respect of criminal defences between the various domestic legal systems of the world. This paper analyses the drafting history and wording of art 31(1)(c) in order to clarify the precise scope of defensive force under the Rome Statute. It then seeks to ascertain the applicability of the provision to genocide, crimes against humanity and war crimes, and to thereby explore the nature of these crimes and the intended prosecutorial strategy of the International Criminal Court.

The purpose of this study is to suggest formulation of collection development policies of electronic materials for special libraries related to economy and society. First, according to the basic directions and aims of special libraries, the written collection development policies should be codified. Second, the electronic materials selection committee or collection development committee should be formed at the organization level. Third, the special libraries should make advantageous contracts of purchase based on the cooperations between libraries through the formation of a consortium. Fourth, librarians in charge of collection development need to have substantial work abilities to cope with their role and expertism in the electronic environment. Fifth, to activate electronic materials, the strategy for budget increases should be made.

In modern Spanish culture, there is not other cineaste who has explored the controversial topic of sexuality deeper and more reiterative ways than Pedro $Almod{\acute{o}}var$. In our opinion, $Educaci{\acute{o}}n$> fundamentally, is a metaphoric work about the corruption of the Catholicism during Francisco Franco regime in Spain. This movie is a brilliant and solid critic to the abuses suffered by a child in a religious school during the Franco regime. This movie is about the forbidden desire in Catholicism and the tragic end of a priest. Father Manolo sexually abused one of his students at the school; as a result, this student loses his sexual identity and ends up ruining his own life due to using drugs. Eventually he is revenged by his younger brother. On this movie, $Educaci{\acute{o}}n$>, Pedro $Almod{\acute{o}}var$ portrays a sentiment of anticlericalism and blasphemy against God and Jesus Christ through a story which contains homosexual scenes and direct quotations of biblical cites, such as the expulsion of the merchants and sellers out of the temple in Jerusalem in the Mathew gospel to insinuate Jesus'lack of charity and love to others. We conclude that Almodovar's description of the fallout of this priest, caused by his forbidden desire, is not only beyond anti-Catholicism but it can also be seen as an actual reflection of the cultural and sexual change in the European and, in particular, Spanish society.

Libraries both in South Korea and abroad have been adopting 3D printers and related service. This indicates the need for documented 3D printer use policy to facilitate the service. This study investigates 3D printer use policies of libraries in Korea and best practices of the United States, and suggests contents for 3D printer use policies in Korea. The finding shows that Korean libraries with 3D printers did not have systematic and documented 3D printer use policies. After conducting content analysis of 16 best practices of 3D printer use policies from libraries in the United States, the authors identified five themes (purpose, users, procedures, limitations of use, and liability) and 21 sub-themes. The findings are informative for Korean libraries to develop 3D printer use policies and to understand various considerations in implementing 3D printer services.

Collection development policies(CDP) are becoming increasingly important to libraries of all types and sizes. The paper addresses the elements to develop a collection development policy to guide the librarians for the science and technology information resources. Instead of focusing on how well a given item fits into or supports the collection, the policy gives general guidance on the selection of information resources. The general collection development guidelines for the information resources include relevance and potential use of the information, demand for the information, ease of use of the product, subject and magnitudes, stability of the coverage of the resource, longevity of the information and evaluation mechanism.

For this article, we conducted frequency analysis, topic modeling, and network analysis on eleven texts related to collection development policy found in the National Library of Korea. We deduced the main keywords related to collection development policies and analyzed the relationship between them. We subsequently conducted a pie coefficient analysis to identify the characteristics of collection development policies of university libraries and public libraries by category. The results showed that keywords such as "material," "library," "collection development," "user," and "collection" were the main keywords in frequency analysis and network centrality. Meanwhile, the pie coefficient analysis revealed that keywords such as "university," "construction," "student," "target," and "cost" were prevalent in university libraries, indicating that the academic needs of users and the discussion of digital resources were primary issues, while keywords related to the information needs of various user groups-including "adults," "survey," "feature," and "religion" -appeared in public libraries.

This study is a basic research about present management condition of the School Library Committee. It conducted a survey on school librarian about the general present condition of School Library Committee and the need for it, the management/role/role performing ability of the council members, and difficulties they face in terms of management. 59 respondents submitted their responses and main results demonstrated that first, 94.9% of the universities the respondents are working for are running School Library Committee and the rate of configuration of the chairperson, vice chairperson, parent/teacher members of the committee are over 80%; second, teacher members of the committee were less active in role playing but are seeking more expectations and collaborations; third, School Library Committee is necessary for school library services and its management but is facing difficulty due to the lack of teachers' participation and collaboration. Based on the main results, this research suggests the codification/elaboration of School Library operation policies at the Education Office level, regulation of education training which deals with the role and obligations of the Student Library Committee and construction of public library-school library collaborative system which can facilitate appointment of outside committee members.

소비자의 욕구변화와 정보기술의 발전으로 정보경제시대, 신경제시대가 도래함에 따라 가치사슬이 변화하고, 새로운 가치를 창출하는 신산업이 등장하고 있다. 인터넷의 확산과 더불어 선으로부터의 자유, 개인성, 즉시성이 가능한 모바일 비즈니스가 우리나라에서도 태동하고 있다. 모바일 비즈니스는 금융업체, 정보제공업체, 통신망 운용업체, 최종이용자간의 새로운 가치의 결합이 특징이며, 막 흐름이 만들어지고 발전되고 있는 상황이다. 이와 같이 다양한 이해관계자가개입하고 있어 협력이 특히 강조되고 또 요구되고 있다. 이러한 중요성에도 불구하고 이들간의 관계에 대한 연구가 미흡한 편이다. 따라서 본 연구는 모바일 비즈니스를 주도하고 있는 통신망 제공업체와 모바일 컨텐츠 공급 파트너간의 조직간 협력관계에 대한 실증 연구를 수행하였다. 관계마케팅, 거래비용, 자원기반관점, 네트워크 이론 등 기업간 관계를 기술, 설명, 예측하는 주요이론에서 논의되고 있는 개념을 바탕으로 본 연구는 컨텐츠 공급파트너의 전략적 성과에 영향을 주는 연구 모형을 제시한다. 최근 중요성이 더 강조되고 있는 항목은 신뢰와 결속임을 감안하여, 매개변수로써 전략적 성과에 영향을 주는 주요한 요소로 신뢰와 결속을 제시하고 있다. 컨텐츠 제공업체의 전략적 성과는 서비스제공업체에 대한 신뢰와 결속에 큰 영향을 받고있다는 점을 반영하고 있다. 한편 신뢰에 영향을 주는 독립변수로는 서비스 제공업체에 대한 평판, 서비스제공업체와 컨텐츠 제공 파트너간의 상호의사소통, 그리고 업무처리의 절차에 대한 공정성을 제시하고 있다 결속에 영향을 미치는 독립변수로는 동의된 목표, 업무정보교류, 거래특유자산의 3개의 변수를 선정하였다. 독립, 매개, 종속변수간의 9개의 연구 가설을 수립하였다. 국내의 주도적인 이동통신망소유업체에 모바일 컨텐츠를 공급하고 있는 170여개의 파트너를 대상으로 실증연구를 수행했다. 공변량 구조분석을 위주로 분석한 연구의 결과에 의하면 본 연구의 모델은 충분한 적합성을 보여주고 있는 것으로 나타났다. 또한 가설의 상당수가 채택이 되었다. 그러나 모바일 비즈니스의 기업간관계의 실제측면을 나타내는 업무정보교류와 결속자의 관계의 유의하지 않게 나와 기각되었다. 기각에 대한 여러 가지의 해석이 가능하지만 측정의 신뢰성을 확보해야 하고 개념의 타당성을 더 엄격하게 준수할 필요성이 제기되었다. 본 연구는 조직이론에 근거한 변수를 채택하고 있으나 모바일 비즈니스의 생명주기특성상 태동기이기 때문에 기업간 관계를 연구하는 측면에서는 탐험적 연구성격이 강하다. 더 나아가 본 산업의 주된 연구가 질적이고 기업내부만을 연구했던 것에 비교하면 시초적이라고 할 수 있다. 또한 관계마케팅, CRM 등의 이론적 배경이 되고 있는 신뢰와 결속의 중요성이 재확인하는 결과도 의의라고 할 수 있다. 그리고 신뢰는 양사 간의 상호관계에서 조성될 수 있는 특성을 가진 반면, 결속은 계약관계 초기단계에서 성문화하고 규정화 할 수 있는 변수의 성격이 강하다고 할 수가 있다. 본 연구는 복잡한 기업간 관계를 지나치게 협력적 측면에서만 규명했기 때문에 많은 측면을 간과할 가능성이 있다. 또한 방법론적으로 일방향의 시각만을 고려했고, 횡단적 조사를 통하고 국내의 한 서비스제공업체와 관련이 있는 컨텐츠 공급파트너만의 시각을 검증했기 때문에 해석에서 유의할 필요가 있다. 또한 타당성확보 노력을 기하였지만 측정도구 면에서 엄격한 개발과정을 준수하지는 못했다. 향후에는 모바일 컨텐츠 파트너의 기업의 특성을 조사하여 관계성 변수와의 상호관련연구를 진행할 필요가 있다. 관계기간, 의존성, 거래처의 단/복수여부, 서비스 범주 등의 제반 변수를 고려하여 이러한 변수가 양사와의 관계성 변수에 어떤 영향이 있는가를 검증할 필요가 있다. 또한 신뢰, 결속 등 다차원의 개념에 대한 심도 깊은 연구와 최근 제기되고 있는 이론의 확대도 필요하다. 마지막으로 신뢰와 결속에 영향을 미치는 요소간의 개념적 분류, 차이의 검증, 영향력 등을 광범위하게 진행시킬 필요가 있다.

This study aims to identify individual and familial factors associated with youth sexual experience by using the nationally representative sample data in South Korea. Specifically, we select 68,043 students in middle and high schools participating in the 2015 Korea Youth Risk Behavior Web-based Survey. Considering the complex survey design, we conduct a descriptive analysis and multiple logistic regression for sexual experience. The main results identify factors on sexual experience such as age, type of school, stress level, drinking, smoking, economic status, and cohabiting parents. In particular, the drinking and smoking behaviors are positively associated with sexual experience and the youth living with neither parent is more likely to have a sexual experience than those who lived two parents. In conclusion, the plan of sex education should consider the risk factors and the quality of sex education should be enhanced in order to build more appropriate sexual culture and behaviors among the youth.

본 논문에서는 그룹별 가변 길이 직교코드 다중화를 이용한 OFDM (orthogonal frequency division multiplexing) 전송방식의 제안하고, 그룹별로 동일한 부반송파 개수를 가정하여 코드 길이에 따른 시스템 성능과 복잡도를 분석함으로써 최적의 시스템 파라미터들을 결정한다. 제안된 방식에서는 상호 상관성이 낮은 부반송파들로 동일 반송파 그룹으로 구분함으로써 부반송파 전체를 다수의 부반송파 그룹으로 나누고, 그룹마다 부반송파 개수와 동일한 길이의 직교코드들을 사용하여 다중화하여 전송한다. 따라서, 제안된 시스템을 사용하면 적절한 시스템 파라미터의 선정을 통하여 부반송파 전체를 하나의 그룹으로 하는 기존의 직교코드 다중화 방식에[2] 비하여 다이버시티 이득은 유지하면서 시스템 복잡도를 크게 줄일 수 있다. 또한, 제안된 직교코드 다중화 전송방식에서는 수신기에서 직교코드들간의 직교성 복원이 필수적이며, 수신기에서 불완전한 채널등화는 인접한 직교코드들 간에 상호 간섭을 유발하는 요인이 된다. 따라서, 채널추정 오류의 정도가 증가함에 따라 직교코드들 간의 상호 간섭으로 인하여 증가하는 비트오류를 줄이기 위하여 채널추정 오류의 정도에 따라 블록길이와 블록 인터리버 구조를 조절하여 시스템을 최적화 한다. 가변 길이 직교코드로는 길이에 상관 없이 직교성을 유지하며 에너지의 균등 분배가 가능한 DFT (discrete Fourier transform) 코드를 사용한다. 최적 시스템 파라미터를 결정하기 위하여 모의실험을 통하여 코드 길이에 따른 시스템 성능을 분석한다. 또한, 채널추정 오류가 존재하는 경우에 시스템 성능을 분석한다. 마지막으로, 채널 부호화를 적용하는 경우에 시스템 파라미터들을 최적화함으로써 부호화 이득이 시스템 성능과 시스템 복잡도 감소, 채널추정 오류의 극복에 미치는 영향을 분석한다. nature, in contrast to physical theories that are of a geometrical nature.
