The Effect of Fairness of Personnel Management Systems on Job Satisfaction and Job Performance -Focusing on Chungcheongnam-do's Personnel Management Systems- (인사제도의 공정성이 직무만족과 직무성과에 미치는 영향 -충청남도 인사제도를 중심으로-)

  • This study analyzed the effect of fairness of personnel management systems of public organizations on job satisfaction and job performance. For hits, satisfaction, problems, and improvements of personnel management systems were investigated targeting 4 personnel management systems which are being operated in Chungcheongnam-do and analyzed the correlations between job satisfaction and job performance with it. Personnel fairness has the positive effect on job satisfaction and performance of public servants. When personnel management is done by considering career, degrees of work difficulty, and efforts, job satisfaction and performance can increase. This shows that fair personnel management plays the important role in organizations and employees' morale. As the various personnel management systems are being operated in Chungcheongnam-do, the fact that personnel management of public servants is done according to objective evaluation materials and procedures with the same principles should be recognized.

Evaluating the Efficacy of Income Security System of Korea (한국 소득보장제도군의 효과성 평가)

  • It is essential in social policy evaluation to examine how effectively they protect people from social risks. The aim of this study is to evaluate the effectiveness of five income security programs of Korea in coping with poverty, using KoWEPs data. We analyse the coverage and adequacy of these programs, joint as well as individual, for each sub-groups. As a result, it was found that 35% of the poor get none of the benefits. The coverage and adequacy for the aged is rather high. However, for the working age people, the unemployed in particular, are very poorly covered and average benefits levels are very low. These findings imply that there are much room and demand for improvement of Korean income security program, especially for working age population.

  • The overseas military education, which began in 1948, and the commissioned education of professional degrees, which was implemented in 1958 to obtain a degree for a professor at the Korea Military Academy, are expected to be expanded further in order to nurture talent who will lead the future and transformation of the Army in the era of the fourth industrial revolution. However, the Army's commissioned education system has been criticized for being high-cost and low-efficiency, and the systematic evaluation of the performance of commissioned education has also been insufficient. Therefore, this study examined the transition process of commissioned education by the ROK Army. The validity of the assessment area the CIPP evaluation model for the performance evaluation of commissioned education in the Army was verified through expert Delphi survey. According to the Delphi survey, the validity of the assessment area for the performance evaluation was all appropriate and various opinions on commissioned education were obtained.

  • This study aims to stratify consumer market evaluation items from the Consumer Decision Journey(CDJ) perspective and understand the relationship between laws/systems and consumer orientation through the Korea Consumer Agency's '19 Korea Consumer Markets Evaluation Indicators. This study divided consumer market evaluation items into the selection comparison stage, selection decision stage, and post-purchase experience stage. And present a model that stratified the relationship with consumer orientation of laws/systems and verified using the CDJ model's experience as a control variable. Studies have shown that the relationship between the consumer market evaluation index that evaluates consumer orientation can be stratified according to the consumer decision-making stage and positively affects the relationship with consumer orientation of laws/systems. In addition, the impact of consumer market evaluation variables (reliability, and price) on the consumer orientation of laws/systems was different depending on the presence or absence of consumer damage experience.

  • 대학을 평가하여 그 사회적 신뢰나 책무성을 강화시키면서도 기관의 통합성과 생산성을 높이는 데 기여해야 할 평가제도는 그 긍정적 측면이나 성과와 함께 많은 위험이나 부작용도 수반하므로 어떤 사업보다도 신중하고 차원 높은 접근이 전제된다. 대학평가가 성공적으로 수행되려면 다음과 같은 전제조건이 충족되어야 한다. 즉, 대학평가의 주체는 바로 대학사회 자신이며 대교협의 평가가 합법적 공신력을 갖고, 대학의 다양성을 존중하여 평가기준이나 척도를 마련해야 하며, 물량적 측면보다 질이 강조되어야 하고, 평가과정의 합리화와 피평가대학의 적극적.자발적 참여가 수반되어야 하며, 대학 서열화는 어떠한 경우에도 금기시해야 하고, 평가결과를 재정지원의 기준으로 삼는 차원낮은 활용을 삼가해야 할 것이다.

Performance Management in the R&D Sector (연구개발 분야에서 성과관리제도의 도입현황 분석)

  • This paper aims to review and analyse the introduction process of performance management system(PMS) in the R&D sector. It also examines initial problems and future policy directions of the new system. Theory part deals with various approaches to the PMS and the relation between research evaluation and performance management. The paper then describes how the PMS has been introduced in the National R&D Program by the MOST in terms of the contents of strategic goal, performance goal and performance indicator together with their development process. After this, it captures problems arising in the initial phase and then suggests how they should be solved on the ministerial and cross-ministerial level. Discussed are following topics: lack of strategic planning, grouping of heterogeneous sub-programs, duplication between the OMS and other existing research or performance evaluation. The paper finally suggests policy implications using the logic model which has been developed in a series of recent international conferences.

  • Design-build, which is defined as single source responsibility for design and construction, has been widely used in large public works since governmental formulation of measure for encouraging use of design-build in 1996. However, civic groups and small and medium sized enterprises are highlighting over-competition and unbalanced market shares of conglomerate in domestic design-bid market and insisting on decrease in the use of design-build and absorption into the lowest-price bidding. This study collected information about cost, schedule, quality, new technology adoption from 51 civil design-build projects and measured their performance.

A Case Study on BSC System Implementation of Korea Minting & Security Printing Corporation (한국조폐공사 BSC 시스템 구축 사례)

  • This study analyzes the process of establishing BSC based strategic performance evaluation system of KOMSCO. This case could be a reference to other public institutes for BSC introduction and efficient BSC usage. Internal control system of KOMSCO has been improved by EVA system in 1999, BSC introduction and Job analysis in 2001 through 2002, and BSC performance evaluation system in 2004. KOMSCO tries to reflect BSC concept by inducing employees to cooperate selection process of CSF and KPI and by considering the organizational characteristics of KOMSCO in constructing it's performance indices. It is suggested that these processes are very important and should be followed by other institutes in their BSC introduction. By applying BSC, KOMSCO provides improvement in employees' understanding of strategy, performance management, and performance evaluation. KOMSCO' information system based on ERP and efficiently connected to EIS, KMS, and BSC seems to play an important role of BSC application. BSC system of KOMSCO is now in the early stage of application and needs to be evaluated by the efficiency of usage in terms of overall performance evaluation system, deduction system of evaluation point for excess accomplishment over target, and connection to budget system.
