산부인과 의사 모임인 '프로라이프(prolife)'가 불법 낙태 시술 병원 3곳을 고발한 것을 계기로 낙태문제가 사회적 이슈로 등장하고, 찬반논쟁이 뜨겁다. 전국여성연대 등 여성단체들은 여성의 선택권(prochoice)을 내세우며 낙태 병원을 고발한 의사들을 비난하고, 아기를 낳지 못할 상황이거나, 키울 수 없는 여성에게 낙태 선택권을 인정해야 한다고 주장하고 있다. 1970~80년대에는 정부가 인구억제 정책을 펴며 낙태불감증을 조장했다. 1년에 34만여 명의 태아가 사라지는 '낙태공화국'이 된 데는 정부의 책임이 적지 않다고 본다. 본고에서는 낙태와 관련하여 태아의 생명권을 우선해야 할 것인가? 여성의 출산권(낙태권)을 인정할 것인가에 대한 문제를 헌법적(憲法的) 관점(觀點)에서 검토하고, 우리나라의 판례와 미국의 판례를 중심으로 낙태문제를 논구(論究)해보고자 한다.

The purpose of this study is to examine the moderating effect of choice realization between service quality and user satisfaction to elderly home care services. For this purpose, we analyzed 258 respondents who received elderly home care service in Jeollabuk-do. Considering the assumption that the moderating effect of choice realization would be different by rural and urban areas because of the disparity of the elderly welfare infrastructure, the urban and rural areas were analyzed separately. The analyses showed that choice realization had a moderating effect on the relationship between service quality and user's service satisfaction for the service clients resided in urban areas. However, there was no significant moderating effect of choice realization for the service clients in rural areas. This result implies that the moderating effect of selection realization is different in rural and urban areas because of the poor elderly home care facilities in rural areas. In order for aged people to actively express the effect of service user choice, it is necessary to solve welfare imbalance between regions through expansion of welfare infrastructure and policy support to rural area.

영국의 전력산업 민영화는 고객우선의 입장에서 진행되어 왔는데 그 초기에는 전체 전력수요의 1/3에 해당되는 설비용량 1MW 이상인 5,000여호의 고객에게 전기공급사 선택권을 주었고 94년부터는 100KW 이상인 50,000여호의 고객들에게 전력회사 선택권을 주어 전력시장을 완전히 개방하기로 하였다.

This study is to analyze experiences and perceptions of care workers for enhanced user choice since the introduction of voucher in Korea. The analysis shows that as it has increased the influence of service users on care workers'employment, dismissal, labor intensity, and so on, more and more care workers appear to experience 'labor alienation'such as weakened position in the labor domain, the sense of loss and frustration in the meaning of work, and identity confusion as a care work. Because the labor alienation felt by them possibly has a negative impact on quality of social service, it suggests to address improving service users'rights as well as protecting human rights and rights to work of care workers to provide a high quality social service.

본 논문에서는 영상 내 존재하는 의미 있는 객체단위로 초상권을 보호하는 기법을 제안한다. 제안된 방법은 초상권 보호 객체선택 단계와 객체에 마스크를 적용하는 단계 그리고 마스크가 적용된 객체를 추적하는 단계로 나누어진다. 초상권 보호 객체선택 단계에서는 블록분류(block classification) 및 워터쉐드(watershed) 알고리듬을 이용하여 분할된 결과영상을 얻고 이를 이용하여 사용자가 원하는 객체를 마우스로 클릭함으로써 손쉽게 초상권 보호법을 적용시킬 객체를 추출할 수 있다. 이렇게 정의된 객체는 다음 단계에서 마스크를 적용 받게 된다. 첫 번째 프레임에서 마스크가 적용되면 다음 프레임부터는 객체추적과정에서 연된 화면사이의 움직임 및 밝기정보에 의해 객체를 추적, 계속 마스크를 적용함으로써 초상권을 보호할 수 있다. 제안된 알고리듬은 초상권 보호를 위한 모자이크 처리 시 화질 저하에 따른 시청자의 화면 거부감을 최소화시키고, 반자동영상분할 알고리듬을 사용하여 객체 단위로 초상권 마스크를 적용하여 초상권 보호대상물을 놓치지 않고 추적할 수 있어 신뢰도를 높일 수 있는 장점을 가지고 있다.

The issue of child care in family policy is one of the most important agendas. It is the primary task for a welfare state to form such conditions as socializing it to ensure labor rights and parental rights. The aim of this study is to review any controversies in the agenda of free choice in child care. But real 'free choice' comes true when all community members as individuals are able to enjoy their rights as both workers and parents without any restriction and sexual discrimination in the labor market. But in reality 'free choice' has not been realized in our society. This study is based on the analysis of these issues in free choice - the concepts of liberty, equity and equality, the role of the state, financial efficiency and the status of women in the labor market. Based on the analysis of the issues in accordance with the criteria, I suggest some policy recommendations: adequate and sufficient child care services, the introduction of univer sal child benefits and the expansion of public child care facilities.

본 연구는 사학연금 퇴직자 자료를 활용하여 공적연금 사각지대를 보완하기 위해 마련된 연계연금 선택자와 일시금 선택자간의 가입행동을 분석하였다. 분석결과에 따르면 남성이며, 연령이 높을수록, 재직기간과 소득수준이 높을수록 연계연금을 선택할 확률이 높아지는 특징을 지닌다. 첫째 퇴직자 중 직원인 경우 연계연금을 선택할 확률이 높아지는데, 초중고 및 대학교 교원의 경우, 연금수급을 위한 최소재직기간(2016년 이전 20년)을 충족하고 연금수급권을 확보하는 경향이 높다. 둘째, 여성의 경우 연계연금 보다 퇴직일시금을 선택하는 경향이 높은 것으로 나타난다. 셋째, 사학연금의 경우 남성에 비하여 여성의 가입비율이 월등히 높으나 직무와 학교급 별로 저임금-비정규직 등 취약한 지위에 놓인 여성이 남성에 비하여 연계연금 수급권을 확보하지 못하고 있다.
