Poverty Alleviation Effect for the Old Aged of Public Pension in Advanced Capitalist Countries : a Difference in Difference Approach (선진자본주의국가 공적연금의 노인 빈곤완화효과 : 이중차분접근)

  • There have been many studies on the relationship between welfare states and the poverty. Yet, only a few studies have been addressed the poverty alleviation effect of public pension using difference in difference(DID). This study aims to analyze poverty alleviation effect for the old aged of public pension in 10 OECD countries using DID considering welfare states regimes. The empirical analyses are based on panel data of individuals aged 50 and over from two sources: SHARE in Europe(wave I~II) and HRS in USA(2004~2006). As a result of simple DID, this study provides evidence that the poverty rate of the old aged who has not been received the pension is increased, while the poverty rate of pensioner is sharply decreased. The anti-poverty effect of public pension using DID is 45.6% which is bigger than that of pre/post approach. The policy impact used by pre/post approach in conservative welfare regime is underestimated while those in liberal and socialist regime are overestimated. In last, GDP growth rate has not significant while public pension contributes to poverty alleviation effects of the old aged. Poverty alleviation effects of public pension are also varied with welfare state regimes. The poverty alleviation effects of public pension in conservative welfare and social democratic welfare state regime are significantly bigger than that in liberal welfare state regime.

  • 1997년 IMF 경제위기 이후 한국사회의 뚜렷한 변화의 하나는 빈부격차의 확대와 함께 사회계층의 양극화가 진행되고 있다는 점이다. 이 논문의 목적은 사회적 양극화의 주요 원인은 무엇이며, 사회적 양극화가 공간적으로는 어떻게 나타나는가를 서울을 사례로 하여 규명하는 데 있다. 서구 선진자본주의 국가에서 사회적 양극화에 대한 논의는 이미 1990년대 초 세계화 또는 세계도시가 주요한 연구주제로 등장하면서 시작되었다. 1980년대 이후 선진자본주의 국가를 중심으로 한계에 도달한 포드주의 축적체계가 포스트 포드주의로 급속히 전환되면서 사회적 양극화가 자본의 유연화 및 세계화 전략과 맞물리는 현상으로 인식되었기 때문이다. 이런 점에서 최근 전개되고 있는 한국의 사회적 양극화는 서구 선진국과 유사하다. 1997년 경제위기 이후 세계화가 급속히 진행되는 가운데 지식기반경계의 대두로 고소득 전문직이 등장하는 반면, 중산층의 몰락과 더불어 임시적 고용이 확대되고 실업이 만성화되는 등 자본의 세계화와 유연화 과정에서 나타나는 양극화 양상이 보이기 때문이다. 이와 같은 맥락에서 한국의 사회적 양극화는 이미 1990년대 초부터 진행되어 왔으며, IMF 경제위기는 단지 그러한 사회적 양극화를 급속히 진행시키는 방아쇠 역할을 하였다고 할 수 있다. 그러나 양국의 사회적 양극화는 직업구조와 임금소득의 격차만으로 설명하기 어려운 또 다른 특성을 갖는다. 왜곡된 시장구조에서 무엇보다도 부동산과 같은 자산소득의 격차가 큰 역할을 하기 때문이다. 서울은 이와 같은 한국의 사회적 양극화가 한 도시 내에서 전형적으로 전개되는 곳이라고 할 수 있다. 한국 내 어떤 도시보다도 세계화되어 있고 전문지식을 기반으로 하는 산업이 발달하고 있기 때문이다. 서울의 사회적 양극화는 공간적으로도 나타난다. 일반적으로 서울은 크게 주거지로서는 공동화되고 있는 중구 종로구 용산구 등 사대문안의 구도심지역, 강남구 서초구 송파구 등을 중심으로 한 1970년대 이후 계획적으로 계발된 이른바 강남의 신흥주택 및 신산업 지역, 영등포구 구로구 금천구 성동구 동대문구 등 제조업 중심의 구 산업 및 저소득층 주거지역 그리고 그 나머지 강북 강서 강동 등의 전형적인 주거지역 등 4개 유형으로 지역이 구분된다. 그러나 IMF 경제위기 이후에 강남구 서초구 송파구를 중심으로 하는 고소득증의 주거지와 그 나머지 주거지로 공간적 양극화가 이루어지고 있다. 사회적 양극화의 이와 같은 공간화 과정에는 자산소득의 격차를 확대하는 강남구 서초구 송파구의 높은 지가 및 아파트 가격이 중요한 역할을 하고 있다. 높은 부동산 가격이 이 지역에 대한 일종의 진입장벽을 참음으로써 고소득층에 의한 공간독점을 가능하게 하기 때문이다. 공간적 양극화를 촉진하는데는 지하철 및 문화복지시설의 집중 둥 불균형적인 공공투자와 강북에서 이전한 명문고등학교를 중심으로 형성된 8학군 등 양호한 교육환경 또한 중요한 역할을 하고 있다. 서울의 사례에서 확인할 수 있듯이, 한국에서의 사회적 양극화는 직업구조와 임금소득이라는 일반적인 요인 외에도 부동산 가격 및 소득 그리고 생활인프라의 격차를 통해 공간적 양극화물 야기하고 있다. 이러한 현상이 한국내 다른도시에서도 전개되고 있는지, 공간적 양극화로 인한 도시문제는 무엇이고 대처방안은 무엇인지 등에 대해서 후속연구가 요구된다.

Institutional Complementaries of Production and Welfare: Some Evidences from the Advanced Welfare Capitalist Countries (생산과 복지의 제도적 상보성에 관한 비교연구: 선진자본주의 국가를 중심으로)

  • This study empirically examines if there is a certain linkage between the production regimes and welfare systems; and if linked, how they are linked. It also investigates what the different regimes performed in terms of economic growth and redistribution. As a matter of fact, we have a series of studies that explores structural diversity of production and welfare. However, the existing studies are limited in that they consider only specific facets of the structure, although the structure of welfare capitalism should be studied as a comprehensive whole. This is the gap which this study tries to overcome. The study is composed of two major parts. The first one is the cluster analysis that examines if Esping-Andersen's notion about three different welfare regime and the thesis of diversity of capitalism can be dealt within a single research framework. The second is the ANOVA analysis investigating if variables of production and welfare are to be statistically different in the trichotomy framework. According to the result of the analyses, we can find at least two important evidences about institutional complementaries of production and welfare. First, Esping-Andersen's framework is useful to comprehensively deal with production as well as welfare. Secondly, there are statistically different regimes of production and welfare in the context of political economic and social policy variables. What is the most striking conclusion of the study is that there is no difference among the regimes in terms of the level of economic efficiency; while we can find a huge differences in terms of the level of welfare effectiveness. In conclusion, there is no substantive evidence to argue that welfare is innately antithesis of economic growth.

  • Present-day world economy is characterized by : technology nationalism, economic regionalism, market protectionism, multinational corporations, efc. All nations are striving for intensifying national economic rivalry and seeking after their own interests above everything else. Many regions of the world are also forming trading blocs, which could negatively affect nonmember states. The ultimate way to meet these difficulties is to establish production facilities in the countries imposing trade regulations. However, as the existing models of direct forrign investment (DFI) do not account for the particular nature of Korean firm's DFI activities, a new point of departure is imperative. It is because of this that Korean firms have only limited firm-specific advantages, the basic precondition of extant DFI theories, compared with their developed counterparts.

A Study on the Consumption of Nordic Design as Japonisme (자포니즘으로서의 북유럽 소비에 대한 연구)

  • This article investigates the role of Japan in Korean consumption of Nordic design. In spite of the development of greater access to wide information and global markets, the popular trends in Korea have been mediated by Japan. The cultural power of Japan comes from otaku subculture. Japanese influence can be discussed by two sides. One is the images or symbols composing the Nordic style in Korea. The other is the way how to consume the Nordic design. Japanese neopop images combined with the Nordic design. Japanese 'slow movie' has combined American Kinfolk style with Nordic style. 'Database consumption' from otaku subcultre conceptualized by Azma Hiroki can be applied to Korean consumption of Nordic design.

Flexible Specialization: A New Paradigm for Modern Industrial Society ? (柔軟的 專門化(Flexible Specialization) : 현대 産業社會의 새로운 패러다임 ?)

  • There is much speculation that modern capi-talist society is undergoing fundamental and qualitative chnge towards flexible specialization. The purpose of this study is to examine this hypothesis. This paper focusses on: the idea of flexible specialization; the significance of this transition; industrial district; and the implicati-ons of this new production system for Korean industrial space. Main arguments of this study are as follows: First, as all different groups of researchers apply the idea of flexible specialization according to their own specifications, the current debate on this topic is not much fruitful. Not surpri-singly, the concept of flexible specialization has overlapped with subocontracting. This intergration of subcontracting into flexible specialization systems, however, is inappropriate because the two concepts have different historical contexts. The other cause of this controversy is its inherent weekness, conceptual ambiguity. Thus, today's flexibility becomes tomorrow's rigidity. Secondly, transition towards flexible speciali-zation has only been partially achieved even in advanced capitalist countries. The application of dualistic explanatory framework, such as rigidity versus flexibiity, mass production versus small-lot multi-product production, and de-skilling versus re-skilling, has resulted in great exaggeration of the transformation, from Fordism to post-Fordism. There is no intermediary part between two places. Considering that the workers allocated to the Fordist mass production assembly line are not as large as one might imagine, the shift from mass to flexible production has only limited implications for the transformation of capitalist economy. Thirdly, 'industrial district' contorversy has contributed to highlighting the importance of small firms and areas as production space. The agglomeration of small firms in specific areas is common in Korea, but it is quite different from the industrial district based on flexible specialization. The Korean phenomenon stems from close interactions with its major parent firm rather than interactions between flexible, specialized, autonomous and technology-intensive smll firms. Most Korean subcontractors are still low-skilled, labour-intensive, and heavily dependent on their mojor parent firms. Thus, the assertion that the Seoul Metropolitan Area adopts flexible specialization has no base. Fourthly, the main concern of flexible speciali zation is small firms. However, the corporate organization that needs product diversification and technological specialization is oligopolistic large corporations typified by multinational corporations. It is because of this that most of these organizations are adoptiong Fordist mass production methods. The problem of product diversification will be resolved naturally if economic internationalization progresses further. What is more important for business success is the quality and price competitiveness of firms rather than product diversification. Lastly, in order to dispel further misunderst-anding on this issue, it is imparative that the conceptual ambiguity is resolved most urgently. This study recommends adoption of more speci-fied and direct terminology (such as, factory automation, computer design, out-sourcing, the exploitation of part-time labor, job redesign) rather than that of ideological ones (such as, Taylorism, Fordism, neo-Taylorism, neo-Fordism, post-fordism, flexible specialization, peripheral post-Fordism). As the debates on this topic just started, we still have long way to go until consensus is reached.

Diffusion equation model for geomorphic dating (지형연대 측정을 위한 디퓨젼 공식 모델)

  • For the application of the diffusion equation, slope height and maximum slope angle are calculated from the plotted slope profile. Using denudation rate as a solution for the diffusion equation, an apparent age index can be calculated, which is the total amount of denudation through total time. Plots of slope angle versus slope height and apparent age index versus slope height are useful for determining relative or absolute ages and denudation rates. Mathematical simulation plots of slope angle versus slope height can generate equal denudation-rate lines for a given age. Mathematical simulations of slope angle versus age for a given slope height, for equal denudation-rate at a particular profile site, and for comparing to other sites having controlled ages.
