본 연구는 한국어 학습자 작문의 자동 평가 시스템 개발의 일환으로, 자동 평가 결과에 대한 설명과 근거가 될 수 있는 평기 기준 범주를 선정하기 위한 데이터 구축과 선정 방법을 제시한다. 작문의 평가 기준의 영역과 항목은 평가체계에 대한 이론적 연구에 따라 다양하다. 이러한 평가 기준은 자동 평가에서는 식별되기 어려운 경우도 있고, 각각의 평가 기준이 적용되는 작문 오류의 범위도 다양하다. 그러므로 본 연구에서는 자동 평가 기준 선정의 문제는 다양한 평가 기준에 중 하나를 선정하는 분류의 문제로 보고, 학습데이터를 구축, 기계학습을 통해 자동 작문 평가에 효과적인 평가 기준을 선정 가능성을 제시한다.

The purpose of this study was to develop an evaluation tool for selecting new projects for R&D project planning level of K Research Institute. For this purpose, items and questions for R&D project selection evaluation were developed based on the CIPP model and previous studies on selection evaluation and evaluation indicators for research project evaluation, and then two Delphi surveys were conducted. The developed evaluation tool was surveyed by 13 experts to verify contents validity ratio, convergence and consensus. The finally selected evaluation tool for R&D project planning consisted of 21 questions in 8 items, including 5 questions for context evaluation, 2 questions for input evaluation, 8 questions for process evaluation, and 6 questions for product evaluation. The evaluation tool developed will contribute to the solution of problems in the bottom-up planning process and to the improvement of the planning competence of the researchers. It will also contribute to improve the consistency and efficiency of evaluation during the selection process.

본 연구는 기술개발지원사업의 선정 평가지표를 개발하고, 사례에 적용하여 그 타당성을 파악하고 있다. 개발된 선정평가지표의 기업선정순위와 기존 선정평가지표의 기업선정순위를 비교하여 성과를 낸 기업의 순위를 어떤 선정평가지표가 더 정확히 유추해 냈는지를 확인하고 있다. BSC 및 AHP기법을 이용하여 기술개발지원사업 선정평가지표를 개발하였다.

The application field of OSS is being expanded farther and the existing studies are well established theoretically but not actually widely used. Because so many criteria and complexity of selection methods result in low efficiency and not proper for use. In this master's thesis, to solve these problems I propose a selecting technique for OSS with less criteria, which is more effective and easy to use than before. Based on the existing studies, we identify assessment criteria which common used and redefine 14 evaluation attributes as well as 31 assessment criteria through elimination and grouping. And evaluate the criteria in four steps such as Initial assessment, Functional assessment, Characteristical assessment and Supplemental assessment. To evaluate the adequacy of suggested technique, 29 database management tools for MySQL are selected as candidates, and applied to the technique I proposed. As the result, time and effort for evaluation is reduced sharply and we can use this technique more easily.

연평균 강수량의 60%이상이 3개월 동안의 우기에 집중되기 때문에 가뭄은 한국에서 관리가 필수적인 재해이다. 또한 가뭄은 지역별로 피해의 규모 및 대상이 달라 대응을 위한 방안 선정에 차이가 있다. 따라서 본 연구에서는 지역 환경 및 특성을 반영한 가뭄취약성 평가 요소를 선정하는 과정을 구조화하는 것을 목표로 하였다. 가뭄에 대한 취약 요인과 유발 요인을 선정하기 위하여 Delphi 방법을 이용하였다. 조사는 5단계로 구성되었으며, 가뭄에 대한 인식을 광범위하게 조사한 후, 이들 중에서 주요한 요인을 선정하는 과정을 반복적으로 수행하여 최종적인 평가 요인을 선정하였다. 취약요인으로는 농작물 피해, 하천 건천화, 제한 급수, 수질 악화 등이 주요한 요소로 도출되었으며, 유발 요인으로는 기후변화, 저수율 등이 선정되었다. 선정된 요인은 지역별로 차이가 있으며, 특히 도시지역과 농업지역의 선정결과는 많은 차이를 보였다. 본 연구에서 도출한 평가 요소는 가뭄 취약성 평가에 적용되며 가뭄 시나리오에 따른 평가를 수행할 예정이다.

동일하거나 유사한 기능을 수행하는 소프트웨어 제품들 중에서 사용자 요구사항에 가장 적합한 제품을 결정하기 위하여 측정과 평가 및 선정을 실시하는 것을 매우 중요한 일이다. 이러한 소프트웨어 제품의 평가와 선정은 대량 구매시 객관성 확보를 위해 특히 중요하다. 소프트웨어 제품의 평가를 위한 절차는 평가 대상 제품의 속성 결정과 측정, 속성의 중요도에 따른 가중치 부여, 그리고 평가와 선정 모형을 통한 최적제품의 선정이나 우선순위의 결정이다. 본 연구에서는 이러한 절차에 따른 가중치 부여 방법으로는 계층적 분석과정을 이용하고, 제품의 평가와 선정 방법으로는 4개 보상모형과 7개 비보상모형, 그리고 4개의 DEA(Data Evelopment Analysis)모형을 종합적으로 설명한다. 또한 본 연구에서는 위의 15개 평가와 선정모형을 사용하여 Infoworld(Jan.1997)에서 발표한 '문서 작업흐름 관리' 소프트웨어 제품의 속성에 대한 측정결과를 가지고 모형별 적용 결과를 분석한다.

It is hard, but important to evaluate and select a new service model for the public sector, accompanying unexpectable risk. The purpose of this study is to build and develop the evaluation framework of public projects and to present a project evaluation system which is more rational and methodical. The evaluation framework has been developed by calculating the evaluation criteria and weights resulted from an interview with an expert group and Analytic Hierarchy Process(AHP). Moreover, market-oriented characteristics, technology-oriented characteristics, service development capabilities and policy-oriented characteristics were predominantly chosen as the evaluation items. The re-evaluation of the app development support programs was conducted to check the feasibility as an evaluation system influencing the performance of firms. The result of an evaluation system proposed by this study showed better evaluation performance than previous ones, better predicting the actual business performance. Currently, though the policies of the public sectors and support programs focus on the outcome and performance management, the result of this study shows the importance of project selections. Also, implications of the study are discussed.

지금까지의 교통사업 평가 및 대안선정을 위한 평가 방법은 주고 경제성 평가에 치중하여 왔다. 또한 정부 및 공급자 외에 지역주민이나 이용자 등의 의견은 공청회등을 통한 의견 수렴을 제의하고는 계획 및 평가단계에서의 참여는 제도적으로 없는 실정이다. 이에 따라 적지 않은 수의 교통계획 및 대안 선정 사업들이 제반 평가요인에 대한 불충분한 고려와 또한 지역주민들의 반대에 부딪혀 취소 또는 재고되고 있다. 따라서 교통 계획 및 평가 단계에서의 관련 의사결정자의 제도적 참여를 가능케 하고 사업과 관련된 제반 평가 요인을 평가틀 내에서 고려할 수 있는 다 판단 기준분석 평가방법 (Multiple Criteria Decision Making Methods: MCDM)이 대두, 요구되고 있으며, 본 연구에서는 제 방법 중 순위 선정 및 제반 평가요인의 고려에 장점을 가지고 있는 계층 분석법을 이용하여 교통사업의 대안선정에 있어 최적노선을 평가 선정하고자 한다. 본 사례를 통하여 다판단 기준 분석 평가방법의 도입 필요성 및 교통사업평가에의 유용성 및 적용성을 제시하고자한다.

This paper finds the selecting evaluation index of technical development supporting business, applied to determine its validity. Measuring the new evaluation index for selection against the existing select evaluation index, it shows which index has accurately estimated the ranking of the companies with good performance. Using the BSC and AHP method, this study developed the select evaluation index of technology development supporting business.
