내항선 안전관리체제 컨설팅 체계 구축방안 연구

  • 해사안전법 제46조에 따라 선박소유자는 선박과 사업장에 안전관리체제를 수립 시행하도록 하고 있으나, 안전관리 전담인력보유에 대한 부담감, 경영자의 안전관리 관심 부족, 선원의 고령화 등으로 안전관리체제를 형식적으로 이행하는 경우가 많다. 이에 따라, 선박과 사업장에 대한 안전관리 역량이 떨어지고, 해양사고 발생 가능성을 높이고 있다. 따라서 소형 내항선사의 안전관리체제 컨설팅 실시 통해 안전관리체제에 대한 필요성을 인식시키고 안전관리(책임)자 및 해상종사자의 안전관리 역량을 강화할 필요성이 있다. 본 논문에서는 소형 내항선사에 대한 안전관리체제 현황을 분석하여 문제점을 도출하고, 내항선 안전관리체제 컨설팅 서비스 체계를 수립하였다.

선박의 종류별 선원의 행동오류 추정과 예측에 관한 기초 연구

  • 선원의 행동오류는 해양사고를 야기하는 하나의 직접적인 원인이기 때문에 이를 이해하는 것은 해양사고 예방에 근본이 된다. 선원의 행동오류를 이해하기 위해서는 행동오류를 추정하고 예측할 수 있어야 한다. 본 연구에서는 은닉 마르코브 모델(Hidden Markov Model, HMM)을 이용하여 선원들의 행동오류를 추정하고 예측하였다. 아울러 5가지 선박의 종류 각각에 나타나는 선원들의 행동오류를 서로 비교 분석하였다. 모델에 사용한 데이터는 해양안전심판원의 해양사고 보고서에 기록된 내용을 SRKBB(Skill-, Rule- and Knowledge-Based Behavior) 모델을 기반으로 분류하고 관측 수열을 생성하며 라벨링 작업을 통해서 구축하였다. 구축한 데이터를 적용하여 HMM을 보정하고 파라미터를 획득하여 선원들의 행동오류에 관한 모델을 구축하였다. 실험 결과, 선박 종류별로 선원들의 행동오류의 패턴은 서로 다르고, 이를 통해서 선박종류별 해기사들의 행동오류의 추정과 예측이 가능함을 일차적으로 확인할 수 있었다. 추후 본 연구를 지속 전개하여 해양사고 예방을 위한 인적오류의 저감에 기여할 수 있는 방안을 모색할 에정이다.

  • 자율운항선박은 다양한 첨단기능을 활용하여, 선원의 의사결정없이 운항할 수 있는 선박으로 국내에서는 2020년부터 2025년까지 기술개발 연구가 진행되고 있다. 자율운항선박 기술개발 연구에는 자율운항선박의 안전 운영지원을 위한 6종류의 서비스도 동시에 개발 중이다. 자율운항 안전 운영지원 6종 서비스의 개발 내용이 미래 선박 운항환경에 적합하도록 개발자 및 사용자 관점에서 서비스의 성능 및 기능을 검증할 수 있는 시나리오가 필요하다.

Estimating the Behavior Path of Seafarer Involved in Marine Accidents by Hidden Markov Model (은닉 마르코프 모델을 이용한 해양사고에 개입된 선원의 행동경로 추정)

  • The conduct of seafarer is major cause of marine accidents. This study models the behavior of the seafarer based on the Hidden Markov Model (HMM). Additionally, through the path analysis of the behavior estimated by the model, the kind of situations, procedures and errors that may have caused the marine accidents were interpreted. To successfully implement the model, the seafarer behaviors were observed by means of the summarized verdict reports issued by the Korean Maritime Safety Tribunal, and the observed results converted into behavior data suitable for HMM learning through the behavior classification framework based on the SRKBB (Skill-, Rule-, and Knowledge-Based Behavior). As a result of modeling the seafarer behaviors by the type of vessels, it was established that there was a difference between the models, and the possibility of identifying the preferred path of the seafarer behaviors. Through these results, it is expected that the model implementation technique proposed in this study can be applied to the prediction of the behavior of the seafarer as well as contribute to the prioritization of the behavior correction among seafarers, which is necessary for the prevention of marine accidents.

The Study of Seafarers Education System for the Sea Power in Korea (해양력 강화를 위한 우리나라의 선원양성에 관한 연구)

  • This paper investigates university-level curriculum by comparing education systems among maritime universities, fishery universities and naval academy. It was found that maritime university programs are full of effective courses related to the concept of Sea Power along with the duties of maritime officers. It is recommended that more interest be paid to on the increase of national sea power by renovating current educational systems and adding more national supports by providing additional maritime policies to establish sustainable development goals for Sea Power.

  • 현재 방사선 비상훈련에 사용하는 TID-14844 의 방사선원항은 너무 보수적이고, 각 사고경로별로 방사선원항의 특성을 나타낼 수 없으므로, 원전의 비상사고 발생시 주민의 피폭선량을 최소화하기 위한 발전소 요원의 신속, 정확한 대처능력을 배양하기 위하여 현실적인 방사선원항 평가자료의 필요성이 대두되어 왔다. 본 연구에서는 보수성을 배제한 최적 분석기법을 이용하여 선정된 사고경로에 대해 MAAP 전산코드로 사고진행 및 방사선원항을 분석하였고, 격납건물내 방사선계측기의 예측치를 평가할 수 있는 방법론을 개발하였으며, 이를 통해 사고경로별 안전변수 및 방사선 계측기 등에서의 사고 진행에 따른 예측치 등을 계산함으로써 효과적인 비상대책 수립을 위한 실질적인 방사선원항 데이타 베이스를 구축하였다.

A Study on the Importance Analysis for Improving the Efficiency of Seafarer's Policy (선원정책의 효율성 제고를 위한 중요도 분석에 관한 연구)

  • This study aimed to determine the importance of the policies formulated through the Ministry of Maritime Affairs and Fisheries' master plan for Seafarer's policy. To confirm the importance of the Seafarer's policy, AHP analysis was conducted on the 3 main policies and 15 auxiliary policies established by the master plan for Seafarer's policy. To analyze the reliability of the survey, we investigated the inconsistency ratio of 34 respondents retrieved. We found that 25 respondents validated the reliability of the findings. The analysis showed that the policy of establishing a stable supply and demand system was the most important among the main policies for seafarers, while the policy of fostering seafarers linked to jobs was the most important one among the auxiliary policies. By group, the government recognized establishing a stable supply and demand system as a priority of policy. Dif erences were found on the fact that improving working conditions and expanding welfare were important for seafarers. This study, which analyzed the importance of the Seafarer's policy through AHP analysis, has the following implications. We established guidelines to enhance efficiency, such as budget allocation by policy according to the importance in implementing Seafarer's policies. Furthermore, our study can be used as basic data for establishing a master plan for Seafarer's policy by comparing differences in importance per group.

A study on applying of the ITC-Hulls & ISM Code for the Accident of Foundering Ship (선박침몰사고에 따른 ITC약관 및 ISM Code 적용에 관한 연구)

  • This paper was provided to apply the ITC-Hulls Clauses & ISM Code for the accident of sunken ship which was occurred by seamen's barratry. For the causes of the sunken accident, the underwriter insisted that shipowner submerged the vessel intentionally for the purpose of the insured amounts, while shipowner protests that the ship was submerged because of crews faults. In this connection, the judge sentenced that this accident was caused by humans errors as the Provisions of 6.2.4 of ITC-Hulls, however shipowner is responsible for hiring onboard qualified seafarers and carrying out the due diligence for performing ISM Code for ensuring ship's safety and seaworthiness.

A Study on the Systematization of Education after the Entry of Foreign Seafarers who is On-boarding in Ocean-going Merchant Vessel in Korea (외항상선 외국인선원 입국 후 교육의 체계화에 관한 기초연구)

  • In line with the transformation of the shipping industry, the number of mixed-manning ships is on the rise - bringing foreign sailors aboard with their local sailors. During on-board work, a culture is formed according to mixed-manning, which leads to changes in on-board living environment. This causes various problems such as communication problems, and lack of education and training. In order to identify and solve problems caused by mixed-manning, this study presented a plan for systematic education of foreign seafarers. The officials in charge of the affairs of foreign sailors conducted questionnaire surveys at various shipping lines. The questionnaire survey results were analyzed using the IBM SPSS Statistic 26 program. Three improvement measures were proposed to solve the problems after identification of the types of education, education methods, and problems of foreign employees. This study revealed that it is imperative to systematize related education of foreign seafarers based on the results of the survey.
