Maritime Security Training: Evaluation of the Impact on Seafarers' Security Awareness and Security Performance (선박보안교육: 선원의 보안인식과 보안성과에 미치는 영향 평가)

  • Safety and security measures in the shipping industry play a pivotal role in ensuring efficient and reliable cargo and passengers operations at each stage of the supply chain. The ISPS Code was adopted into SOLAS convention to protect seafarers and vessels from security threats. Furthermore, according to the Manila amendments to STCW Convention in 2010, personnel employed on board are required to participate in security training. Effective seafarers' education and training programs are of major importance to guarantee satisfactory performance levels onboard to minimize security-related risks. The study's contribution focuses on empirically evaluating the relationship between personal level of awareness and security performance when seafarers undertake security training courses. Findings of this study suggest that (1) seafarers who undertake maritime security training have a higher awareness of ship security, (2) security training and security awareness have a positive influence on security performance, and (3) security awareness mediates the impact of security training and security performance. In conclusion, education and training programs are key tools in enhancing seafarers' security awareness and security performance which, from an industry viewpoint, can translate into major economic, operational and reputational benefits.

  • 선원의 직무상 재해율은 일반 산업 재해율 보다 12.6배(2018년 기준)높게 유지되고 있다. 이는 일반 산업재해와 선원의 재해 예방을 위한 근거법이 산업안전보건법과 선원법으로 이원화 되어 있고, 이에 따라 재해예방을 위한 제도가 달리 이행되고 있음이 하나의 요인으로 작용한다. 이에 선원법에 명시된 선내안전보건 관련 규정과 산업안전보건법 및 해사노동협약에서 요구하는 재해예방을 위한 규정을 비교분석하여 선원의 재해예방 방안으로 선내안전보건 관련 인명사고 통계 구축 방안에 필요한 시사점을 도출하고자 한다.

A Basic Study on the Introduction of Human Rights Education for Seafarers (선원인권교육의 도입 방안에 관한 기초연구)

  • In line with the United Nations' Action Plan for the First and Second World Programme for Human Rights, countries around the world are making efforts to strengthen and develop human rights education through voluntary participation and improvement of the legal system. South Korea is also trying to spread human rights education under the leadership of the National Human Rights Commission of the Republic of Korea, but there has been no significant progress so far. Moreover, it has failed to pay close attention to the human rights issues of seafarers on board. This study identified the phenomenological problems based on an analysis of domestic and international literature, and of cases of violation of seafarers' human rights. It utilized the interactivity research method to create an educational environment for improving the human rights situation of seafarers on board mixed-nationality crew vessels. In doing so, the research suggests the introduction of human rights education for seafarers and the implementation of a human rights education program in designated educational institutions as fundamental solutions to the human rights issues of seafarers, as these have been pointed out as the main cause of conflicts in mixed-nationality crew vessels.

A Study on the Systematization of Education after the Entry of Foreign Seafarers who is On-boarding in Ocean-going Merchant Vessel in Korea (외항상선 외국인선원 입국 후 교육의 체계화에 관한 기초연구)

  • In line with the transformation of the shipping industry, the number of mixed-manning ships is on the rise - bringing foreign sailors aboard with their local sailors. During on-board work, a culture is formed according to mixed-manning, which leads to changes in on-board living environment. This causes various problems such as communication problems, and lack of education and training. In order to identify and solve problems caused by mixed-manning, this study presented a plan for systematic education of foreign seafarers. The officials in charge of the affairs of foreign sailors conducted questionnaire surveys at various shipping lines. The questionnaire survey results were analyzed using the IBM SPSS Statistic 26 program. Three improvement measures were proposed to solve the problems after identification of the types of education, education methods, and problems of foreign employees. This study revealed that it is imperative to systematize related education of foreign seafarers based on the results of the survey.

  • The current maritime industry is expected to have a significant impact on the role of maritime-related technologies and systems, especially seafarers, in the rapidly changing Fourth Industrial Revolution. The Maritime Autonomous Surface Ship (MASS) aims to reduce the number of safety accidents and improve seafarers' working environment. With regard to MASS, the International Maritime Organization has been trying to minimize unexpected impact in the maritime education and training sector by establishing international conventions such as the Standards of Training, Certification and Watchkeeping for Seafarers. However, domestic designated educational institutions have not yet established an education and training scheme to develop seafarers who will be on board for MASS. Therefore, this paper reviews the technology of MASS, analyzes the changes in education and training in order to upgrade the qualifications, and suggests the competencies of smart seafarers equipped with the integrated management ability required for Artificial Intelligence, Big Data, Cybersecurity, and the Digital System Revolution through education and training. In addition, this study provides basic information for the education and training of seafarers who are optimized for the rapidly changing technological environment.

A Study on Improvement of Maritime Education by Aging Seamen (선원 고령화에 따른 해기교육 개선방안에 관한 연구)

  • Korea entered the aging society in 2000 and has been officially classified as an aged society as of 2019. As a result thereof, the number of aging seamen and the number of marine accidents of aging crews have consistently increased every year. The aging of drivers, in the relam of road traffic, is the same as those in the field of shipping. However, research and policy-making to solve these problems in the realm of road transportation are more active than in the shipping field. Therefore, this study is aimed at finding education methods for reducing traffic accidents by old aging drivers and determining the benchmark in terms of maritime education. In the area of domestic and foreign road traffic, traffic safety education for older aging drivers is implemented as a way to reduce the causes of human factors in traffic accidents. This study analyzed the current situation of the maritime education field and combined it with the solution in the field of road traffic. First, it is deemed necessary to implement professional license acquisition education. Second, job refresher training for the renewal of the license for aging seamen has to be implemented. Lastly, it is imperative to implement the age transition education for aging seamen. This study, however, is limited to determining the improvement plan for maritime education in relation to aging seamen. Therefore, it is necessary to investigate varying studies in the future.

해양안전 기초교육 실습교육 표준 모델 고찰

  • 세월호 이후 안전교육의 중요성이 강조되고 있어 해양안전 기초교육 표준 모델을 정립 할 필요성이 제기되고 있다. 해양산업계에서는 선원법에 의해 기초안전교육, 상급안전교육으로 법정 교육으로 강제하고 있으며, 해기사에 대해서는 BRM 교육이 실시되고 있다. 이를 일반 국민에게 적용하기 위한 바다 물놀이 안전수칙, 선박 안전수칙, 재난선박 안전수칙에 대한 표준 교육 모델을 제시하여 교육 현장에 적용하고 해양안전 문화확산의 기초 자료로 사용하고자 한다.

The Study of Seafarers Education System for the Sea Power in Korea (해양력 강화를 위한 우리나라의 선원양성에 관한 연구)

  • This paper investigates university-level curriculum by comparing education systems among maritime universities, fishery universities and naval academy. It was found that maritime university programs are full of effective courses related to the concept of Sea Power along with the duties of maritime officers. It is recommended that more interest be paid to on the increase of national sea power by renovating current educational systems and adding more national supports by providing additional maritime policies to establish sustainable development goals for Sea Power.
