A Study on the Universal Welfare Polices in terms of Constitutional Value Order (보편주의 복지정책에 관한 헌법 가치적 고찰)

  • Universalism and selectivism about welfare polices are a point at issue that is being discussed consistently. This issue is mainly discussed as the object of political selection because the selection of welfare polices are thought of discretionary powers. But welfare policies are issue of the constitutional value order. Therefore studies are need in this viewpoint. Accordingly this paper studied the aim of welfare policies to be based of social state ideology. Therefore this paper found the adequacy of selective universalism. Furthermore, This paper shows a distinguishing standard to select the welfare policies in selective universalism.

  • This study purports to explore potential determinants of welfare attitudes toward universalism vs selectivism. For this purpose, literature review upon such subjects as definitions of universalism and selectivism and welfare attitudes has been done. The hierarchical regression analyses show several major results. First and foremost, the effects of those variables such as political orientation and attitudes toward free education and gratuitous child care, categorized as political-social stance were found to be significant. However, it was unexpected results that those variables which have been found signigicant in predicting welfare attitudes in previous literature, that is to say age, education and economic status especially were not to be found significant in predicting welfare attitudes toward universalism vs selectivism. There could be many underlying causes for this result including measurement errors, and this study strongly speculates that the division between universalism vs selectivism itself exists only both in purely conceptual level and in political rhetoric and therefore, universalism or selectivism as people's consistent and logical attitudes or consciousness may simply not exist at all.

  • Universalism has received a considerable amount of attention in recent discussion of Korea welfare state. This paper explores tensions between universal, selective and residual welfare policies in Korea. It argues that selective welfare policies are useful allies for developing the universal welfare state. At the same time, principles of universalism are always formed in particular socioeconomic and historical contexts, and reflect the solidarity of various social stratifications or classes. This implies that the principles must be regarded as open to contestation, reformulation and change. The way to develope universal welfare state in Korea shouldn't follow the path observed in the Western welfare states. Korean society needs to find its own principles and path to develop a universal welfare state.

Selection of High Tobramycin-Producing Mutants (Tobramycin 고생산성 변이주의 분리)

  • An improved method for the selection of high tobramycin-producing mutants of Streptomyces tenebrarius ATCC 17920 was investigated. By the use of apramycin-containing media, low nebramycin-producing mutants were eliminated. Strain No. 23, resistant to apramycin and kanamycin B and sensitive to tobramycin, was isolated from soils, identified as Pseudomonas paucimobilis and used as a test organism for overlaying the mutants on agar plate. While inhibition zones were not shown when the parent strains were overlaid with soft agar containing the strain No. 23, clear zones were shown when high tobramycin-producing mutants were overlaid. Using this screening strategy, 58 mutants showing clear zones had been isolated. antibiotic activities of which were incresed to 3~8 fold compared to that of parent strain.

  • 본 연구에서는 cellulose생산균인 .Acetobacter sp. A9를 UV와 NTG mutagenesis를 통하여 선별된 변이주들을 HS 배지에 bromocresol green이 들어있는 HSB plate에 도말하여 gluconic acid를 생산하지 않는 것을 확인하였다. 그리고 calcofluor WT로 cellulose 생성능을 확인하였다.

  • 사랑시각은 입력되는 전체영상을 한 번의 필터링으로 처리하기 보다는, 여러 단계의 필터링을 통해 현저함이 두드러지는 지역을 탐지한다. 본 논문에서는 동물의 시각정보처리 과정에 기반을 두고 주의 지역을 찾아내기 위해 다중 해상도의 복수의 필터를 사용하여 선별된 각 후보지정의 이미지를 처리하는 것을 제안한다.

Direct detection of hemophilia B F9 gene mutation using multiplex PCR and conformation sensitive gel electrophoresis (Multiplex PCR과 Conformation Sensitive Gel Electrophoresis를 이용한 혈우병B F9 유전자 돌연변이 직접 진단법)

  • Purpose : The F9 gene is known to be the causative gene for hemophilia B, but unfortunately the detection rate for restriction fragment length polymorphism-based linkage analysis is only 55.6%. Direct DNA sequencing can detect 98% of mutations, but this alternative procedure is very costly. Here, we conducted multiplex polymerase chain reactions (PCRs) and conformation sensitive gel electrophoresis (CSGE) to perform a screened DNA sequencing for the F9 gene, and we compared the results with direct sequencing in terms of accuracy, cost, simplicity, and time consumption. Methods : A total of 27 unrelated hemophilia B patients were enrolled. Direct DNA sequencing was performed for 27 patients by a separate institute, and multiplex PCR-CSGE screened sequencing was done in our laboratory. Results of the direct DNA sequencing were used as a reference, to which the results of the multiplex PCR-CSGE screened sequencing were compared. For the patients whose mutation was not detected by the 2 methods, multiplex ligation-dependent probe amplification (MLPA) was conducted. Results : With direct sequencing, the mutations could be identified from 26 patients (96.3%), whereas for multiplex PCRCSGE screened sequencing, the mutations could be detected in 23 (85.2%). One patient's mutation was identified by MLPA. A total of 21 different mutations were found among the 27 patients. Conclusion : Multiplex PCR-CSGE screened DNA sequencing detected 88.9% of mutations and reduced costs by 55.7% compared with direct DNA sequencing. However, it was more labor-intensive and time-consuming.

Selection of Yeast Mutant Strain with High RNA Content and Its High Cell-Density Fed-Batch Culture. (고함량 RNA 효모 변이주의 선별 및 고농도세포 유가배양)

  • To obtain a yeast mutant with high RNA content and high growth rate, Saccharomyces cerevisiae MTY62 was mutated with ethylmethane sulfonate. Among the selected mutants that were sensitive to the high concentration of KCl, M40-10 strain was finally selected due to its rapid cell growth and high RNA content in the tube and baffled-flask cultures. In the batch culture of M40-10 mutant, the maximum specific growth rate ($\mu_{max}$) of $0.38 h^{-1}$ , RNA concentration of 3210 mg-RNA/1, and RNA content of 183 mg-RNA/g-DCW were obtained, which were 23%, 15%, and 12% increased levels, respectively, compared to those of MTY62 parent strain. The intermittent fed-batch culture of M40-10 strain resulted in the maximum cell concentration of 35.6 g-DCW/1, RNA concentration of 5677 mg/1, and RNA content of 160 mg-RNA/g-DCW. Through the constant fed-batch culture, the maximum cell concentration of 46.4 g-DCW/1, RNA concentration of 6270 mg-RNA/1, and RNA content of 135 mg-RNA/g-DCW were obtained. At the 20 h culture time in the fed-batch cultures of M40-10 strain, the cell and RNA concentrations were increased by 30% and 10%, respectively, over the parent strain MTY62. In addition, it was also found that the accumulated RNA within the mutant cell was not degraded until the end of fed-batch cultivation, indicating that the M40-10 cell is a mutant with weak acidic RNase activity.y.

The Effects of the Feuerstein's Cognitive Mediated Learning for Gifted Children on Attention Control and Attention Shift (Feuerstein의 인지적 중재학습이 영재아의 주의통제와 주의전환에 미치는 효과)

  • This study purposed to examine the effects of the Feuerstein's cognitive mediated learning for gifted children on attention control and attention shift. For the study, 40 gifted students were chosen from the 3rd graders in elementary schools and divided into test and control groups using K-WISC-III and Torrance Tests of Creative Thinking. The mediated learning program that is targeted to improve the executive functions of gifted children has used the tools of Organization of Dots, Analytic Perception and Comparisons among Feuerstein's Instrumental Enrichment(FIE). According to the results of this study, a significant improvement has been observed in selective attention, self-control, sustained attention, and attention shift through cognitive mediated learning. Therefore, it has been proven that the cognitive mediated learning is effective in reducing gifted children's problematic behaviors that are caused by a lack of attention control and attention shift and improving their cognitive functions and potentials.
