A Study on the Evaluation and Validity of IMO Manoeuvrability Standards of Vessels (IMO 선박 조종성 기준의 계산 및 타당성에 관한 연구)

  • Many sea accidents such as collisions and groundings of vessels were occurred due to the lack of sufficient manoeuvring capability of vessels. Therefore IMO adopted 'The interim standards of ship manoeuvrability by Resolution A.751(18) and the standards have been applied to vessels of 100m or more in length and all chemical tankers and gas carriers regardless of the length, which were constructed on or after 1 July 1994. The IMO manoeuvrability standards are divided into three kinds as bellows; (1) Turning capability standards : Estimated values in design stage are to be certified by turning circle test of the actual vessel. (2) Course keeping quality standards : Estimated values in design stage are to be certified by $10^\sqsubset\;and\;20^\sqsubset$ Zig-Zag tests of the actual vessel. (3) Shortest stopping distance standards : Estimated values in design stage are to be certified by the shortest stopping distance tested by the actual vessel. In this paper, the authors computed the values of the manoeuvring standards of several vessels from their original design and compared them with those results from experiments of the model ships and also examined the values and concluded about the validity of IMO Manoeuvrability standards.

Prediction of Oil Outflows from Damaged Ships using CFD Simulations (손상 선박의 기름 유출량 예측을 위한 CFD 시뮬레이션)

  • This paper presents the numerical estimation results of oil outflows from damaged single-hull and double-hull ships by using computational fluid dynamics (CFD) simulations. A CFD method for multi-phase flow analysis was used, and the effects of numerical parameters on oil flows was investigated. Numerical simulations were conducted to predict the changes in oil outflows under various damage conditions owing to grounding or collision accidents and verified through available experimental results. The present numerical results showed a good agreement with the experimental results according to the geometrical characteristics of single and double hulls. In particular, the oil outflows from double hulls accompanying complex interactions between water and oil were reasonably predicted a shown in the experiment. This study established a reliable CFD technique necessary for estimating the oil outflows of damaged ships.

Study on the Establishment of the Separation Distance between Anchored Ships in Jinhae Bay Typhoon Refuge (진해만 태풍 피항지 정박 선박간 이격거리 설정에 관한 연구)

  • Jinhae Bay, characterized by frequent runaway ships and strong winds during typhoon attacks, poses a high risk of maritime accidents such as ship collisions and groundings. This study aims to determine a safe separation distance between ships in the Jinhae Bay anchorage, considering the unique environmental characteristics of the Korean sea area. Analysis revealed that an average of 100-200 ships anchor in the typhoon avoidance area in Jinhae Bay during typhoon attacks, with approximately 70% of ships experiencing anchor dragging owing to strong external forces exceeding 25 m/s wind speeds. In this study, we analyzed and presented the separation distances between ships during anchoring operations based on domestic and international design standards, separation distances between ships used as actual typhoon shelters in Jinhae Bay, and appropriate safe distances for ships drifting under strong external forces. The analysis indicated that considering the minimum criteria based on the design standards and emergency response time, a minimum safe distance of approximately 400-900 m was required. In cases where ample space was available, the separation distance was recommended to be set between 700 to 900 m. The findings of this study are anticipated to contribute to the development of guidelines for establishing safe separation distances between ships seeking refuge from typhoons in Jinhae Bay in the future.

  • Ships on the sea are exposed to the danger such as collision, stranding, sinking, capsizing and disaster and so on. So, we discuss the factors and the countermeasures for prevention a lot of marine casualty caused on the ship navigation. It is necessary to construct of cooperation system among all organizations relating to salvage on the sea. In order to prevent the marine casualty. it is important to reinforce the crew with safety education and to improve on navigation aids for ships in fairway.

  • 최근 대형유조선의 침몰로 인한 유류노출에 의한 심각한 자연환경의 파괴 등으로 인한 해양환경 보전을 위한 필 요성이 증대되고 잇으며, 특히, 시계불량 시 충돌, 좌초 등 대형 안전 사고를 방지하기 위하여 기존 레이다의 성능을 개선한 NT Radar를 개발하여 많은 선박에서 장착을 하고 있는 시점에서 기존 Racon에 대한 NT Radar의 적용 실험 결과 취약점을 발견하게 되었다. 이번 연구에서는 NT레이다에서 발생하는 레이콘을 개선하여 기존의 Radar와 NT Radar에서 같이 사용할 수 있으며, 나아가 AIS의 기능을 같이 가질 수 있는 e-Racon의 기술 개발에 관한 연구를 하였다.

  • "93년 국내 해상교통관제시스템이 도입, '06년 진도연안VTS개국 및 '12년 여수연안VTS 개국 이후 사고 위험성이 높은 연안해역에서 선박충돌 좌초 사고 발생율은 현격하게 줄어들었다. 그러나 관제를 위한 시스템은 나날이 발전하고 있으나 인적 요인 중 관제사의 관제이력정보 등 관제정보를 공유할 수 있는 시스템은 현 VTS 시스템에서는 개발 및 도입되어 있지 않은 실정이다. 이에 따라 해양경찰에서는 '23년 11개소 연안VTS 센터 확대 구축되기 전에 각 VTS 센터 간 관제정보를 공유할 수 있는 시스템을 연구하여 효과적인 관제사의 현장업무수행 능력 향상 방안으로 활용하는 방법을 제시한다.

A Study on the Collision and Grounding of Ships using HYDROCODE LS/DYNA3D (HYDROCODE LS/DYNA3D를 이용한 선박의 충돌 및 좌초에 관한 연구)

  • This paper describes a series of numerical simulations of colision between a 310, 000 DWT double hull VLCC (struck ship) and three 35, 000, 70, 000 and 105, 000 DWT tankers (striking ships) using LS/DYNA3D. Collisions are assumed to occur at the middle of the VLCC with the striking ships moving at right angle to the VLCC centerline. Striking ship speeds are varied to find a critical speed without failure of inner side shell, and the informations of collision force and absorption energy of each case are also reported. The validation of LS/DYNA3D in this study was made by comparing the result of numerical simulation of LS/DYNA3D with that of double hull tanker grounding experiment by the Carderock Division of Navla Surface Warfare Center (CDNSWC).

  • 운항사고는 충돌, 좌초, 화재, 사망 등 모든 해양사고가 내포된 것으로, 선박을 관리 및 운영하는 회사에 막대한 손실을 야기할 수 있다. 고도의 운항사고 예방기법과 예측 시스템 등은 비용손실 최소화를 위해 중요하다. 이 연구에서는 지금까지 연구 개발된 운항사고 평가와 예측에 관한 기법과 시스템 등의 개발동향을 조사하였다. 운항사고는 인적요인이 80% 이상을 차지하기 때문에 이에 대한 사고예방이 중요하지만, 더욱 중요한 것은 이러한 과실을 시스템적으로 평가하고 예측할 수 있는 시스템의 구현이 중요함을 알았다. 향후, 기존 연구를 토대로 실제 해운회사에 적용할 수 있는 첨단 시스템 개발을 지속 전개할 예정이다.

  • Since vessel traffic service system was introduced domestically in 1993, the incidence of vessel collision and grounding accidents has been diminished dramatically. However, recently the non-fishing boat incidents frequently occur outside boundary of vessel traffic control zone. Owing to this fact, before expanding and establishing 11 VTS centers all over the country by 2023, Korea Coast Guard has a plan to launch the nation's first researches on Mobile VTS Operation System utilizing Korea Coast Guard's patrol ships so as to devise practical countermeasures about those incidents.
