The Situation Awareness Analysis of VTSOs in the Close Quarters Situation (선박 근접상황에 대한 VTSO의 상황 인식 분석에 관한 연구)

  • This study was carried out to analyze the risk attitude based on situation awareness of the Vessel Traffic Service Operator (VTSO) on the risk of collision between vessels during the monitoring of vessel traffic through the use of the VTS system. In general, when two vessels are in the close quarters situation, we analyzed the degree of risk of collision from the subjective viewpoint of the VTSOs through an administered survey. Chiefly, we analyzed the risk attitudes of each VTSO in the close quarters situation, by comparing it with the calculated value by the CoRi, which is the ship collision risk model from the VTSO's viewpoint. As a result, it was confirmed that more than 40% of the total VTSO was noted as being in a weak risk aversion type of category. Through a review of the results of analyzing the risk attitude of VTSO according to gender, age, VTS career, VTS center position, accident experience, and boarded career, it was found that there was a significant difference in the VTS career, VTS center position and accident experience. In addition, a regression model that is able to further explain the risk attitude of VTSO was derived as a factor that confirmed the significant difference and applied to CoRi to predict the collision risk according to the individual VTSO to be used as a fundamental information gathering tool for providing more accurate and safe VTS service at sea.

연안 여객선의 예매 및 발권시스템 구축에 관한 연구

  • 현재 연안여객선의 여객과 화물의 승선 예매 및 발권시스템은 타 교통수단에 비교하여 매우 부족하며 여객이 느끼는 실질적인 서비스 수준도 상대적으로 미흡하다는 평가를 받고 있다. 해양수산부 등 관련 기관에서는 이를 개선하기 위해 승선권 무인취급시스템 등을 구축하고자 노력하고 있으나 아직 부족한 현실이다. 본 연구에서는 여객 및 화물 정보를 QR-Code 등을 통하여 인식한 후, 선박 자체관리 프로그램 및 Web상에서 연동되는 선박예매/발권시스템을 구축하였다. 시스템의 Database 정보에는 승선객의 프로파일 정보, 중간기착지 방문 정보, 여객의 최초승선지 및 하선 정보, 화물 적양하 기록 등이 포함된다.

  • 해사안전법 제46조에 따라 선박소유자는 선박과 사업장에 안전관리체제를 수립 시행하도록 하고 있으나, 안전관리 전담인력보유에 대한 부담감, 경영자의 안전관리 관심 부족, 선원의 고령화 등으로 안전관리체제를 형식적으로 이행하는 경우가 많다. 이에 따라, 선박과 사업장에 대한 안전관리 역량이 떨어지고, 해양사고 발생 가능성을 높이고 있다. 따라서 소형 내항선사의 안전관리체제 컨설팅 실시 통해 안전관리체제에 대한 필요성을 인식시키고 안전관리(책임)자 및 해상종사자의 안전관리 역량을 강화할 필요성이 있다. 본 논문에서는 소형 내항선사에 대한 안전관리체제 현황을 분석하여 문제점을 도출하고, 내항선 안전관리체제 컨설팅 서비스 체계를 수립하였다.

  • 선박건조에 사용되는 도료 중 SPC(self-polishing copolymer) A/F(anti-fouling) 도료의 주된 기능은 해양생물의 부착 등 해양생물에 의한 오염을 방지하는 방오성능으로 인식되어 왔으나, 최근 방오성능 뿐 아니라 선박의 운항 시 선체저항을 줄임으로써 발생되는 연료절감효과와 선박의 미관을 위한 변색지연 등 SPC A/F 도료의 다른 기능에 많은 관심을 가지게 되었다. 이러한 관심과 사용자의 요구에 따라 도료사에서는 항력의 감소를 가져 올 수 있는 Silyl acrylate copolymer로 디자인 된 Silyl acrylate SPC A/F 도료를 개발하였으나 SPC A/F 도료의 방오제(biocides) 종류에 따른 방오성능 차이를 비교 평가 할 수 있는 객관적 자료가 부족하여, 본 연구를 통해 SPC A/F 도료의 종류 별 방오성능을 평가하고자 한다.

  • IMO(International Maritime Organization) is existed the movement for revising ISM Code so that the maintenance history and the trouble information given trading in a ship can be transferred. An empirical analysis was made on the influence that will have upon shipping industry through surveying on the recognition on ISM Code revision in employees of the relevant field and on the expected problems given being amended ISM Code as the above. In conclusion, the positive effect is judged to be more in the aspect of ship safety, which is the aim of ISM Code, rather than the negative effect, which may take place given being revised ISM Code. In other words, the clean market can be formed through this because fairness is maintained on both sides given trading in a ship by which opening the maintenance record and the trouble history is applied equally to a buyer and a seller. Ships can be reduced a loss of time and cost in preventing similar problems and seeking solution that may appear in important equipments, through this maintenance record. Also, based on these materials, it comes to be available for analyzing a risk of ship and preventing and managing a risk, thereby being increased ability of maintenance and repair in a ship, resulting in being judged to likely contributing to ship safety and environmental-pollution prevention.

  • Delay in the process of Information Extraction, IE, is largely due to inability to correctly recognize the user's information requirement of particular search factors. Especially if the wrapper rules are used in a search engine, the search generally fails to classify internet documents properly and efficiently since the application of the same wrapper rules lacks extensibility throughout various types of existing internet document. In case of buying or selling a ship, if the price range, type. place of delivery, inspection site and other information relevant to the sales would be available through the internet for proper retrieval the sales could more readily succeed by using Ontology relating to sales or purchase information and by selectively searching for the desired information through the content based retrieval system. This system proposes to improve various wrapper systems existing throughout different internet sites and to eliminate unnecessary information tagged on the existing internet documents in order to create a more advanced information retrieval system.

Alcohol Drinking Status of Officers on a Ship and Drunk-navigation Experiments Using Ship Handling Simulator

  • Based on the previous studies on alcohol effects on human behaviour and performance in transportation system such as air-plane and car driving, the alcohol exposure before and on watch of a ship has a great influence on subsequent behaviour. In this paper, to examine the drinking status of officers on board multiple choice questionnaires are circularized under instruction and surveyed for 118 officers. According to the results of the questionnaire survey on alcohol dependency (Alcoholism) that was invented by WHO, over 27 % of those surveyed represented alcohol abuse symptoms. In addition to that, the existing state and awareness for on-board-drinking was summarized to make a scenario of drink-operation with a ship handling simulator to investigate the effect of alcohol (0.08 g% blood alcohol concentrations) on ship operational performance. A main effect for alcohol was found indicating that ship operational performance was comparatively impaired by this alcohol relative to performance in the non-alcohol condition The results of this research can be applied to minimize marine accidents as basic data.

  • Research has been ongoing to detect ships from offshore photographs for a variety of reasons, including maritime security, identifying international trends, and social scientific research. Due to the development of artificial intelligence, R-CNN models for object detection in photographs and images have emerged, and the performance of object detection has risen dramatically. Ship detection in offshore photographs using the R-CNN model has also begun to apply to satellite photography. However, satellite images project large areas, so various objects such as vehicles, landforms, and buildings are sometimes recognized as ships. In this paper, we propose a novel methodology to improve the performance of ship detection in satellite photographs using R-CNN series models. We separate land and sea via marker-based watershed algorithm and perform morphology operations to specify RoI one more time, then detect vessels using R-CNN family models on specific RoI to reduce typology. Using this method, we could reduce the misdetection rate by 80% compared to using only the Fast R-CNN.

  • Marine accidents continue to occur every year due to human errors. The purpose of this study is to promote navigational safety by preventing ship collision accidents caused by human errors of behavior of navigators. There are two ways to manage human error caused by navigator's behavior. It is divided in individual approach and system approach, which is applied to situational awareness theory and Rasmussen's behavioral theory. This study investigated past marine accidents caused by human error and conducted experiments using ship handling simulators to identify these two behavioral characteristics. After analyzing two human error characteristics, we will propose a countermeasure in next study.

사용자 인식도 조사 분석을 통한 전자해도시스템 개선에 관한 연구

  • 전자해도시스템은 2012년 7월 1일 부로 국제항해에 종사하는 선박에 단계별로 설치가 강제화 되었다. 전자해도시스템은 백업장치를 갖춘다면 종이해도를 대체하여 사용할 수 있는 설비로 선교에서 사용의존도가 높은 핵심항해설비라고 할 수 있다. 현재 전자해도 시스템 이용 시 전 세계적으로 다양한 오류가 발생하고 있으며, 국제해사기구에서도 문제를 인식하고 오류해결을 위한 방안을 모색하고 있는 중이다. 본 논문에서는 사용자들을 대상으로 전자해도시스템의 기능 이용 시의 오류 및 문제점에 대한 사항을 설문을 통해 조사 분석하고 기능에 대한 개선사항에 대하여 연구하였다.
