A Study on A Proper Application for The Navigational Rules in The Public Order in Open Port Act (개항질서법상 항법적용)

  • When sea going vessel approaches her destination port, marine traffic density is increased, especially, the marine traffic is concentrated in the entrance channel and the fairway in the inner harbour is more narrow. Therefore, special navigational rules for preventing collision at sea is needed in the inner harbour. Hence there are the rules in The Public Order in Open Port Act in Korea But, in the case of conflict of navigational rule concerned, it is possible to be raised a question that which rule shall be applied preferentially. Also, it is necessary to understand the exact meaning of the navigational rules in The Public Order in Open Port Act. Because the misunderstanding of the rule is caused the collision Therefore, this paper aims to discuss the exact meaning of the navigational rule concerned in the view of legal basis and suggest the principles for a proper application of it.

  • 2005년 9월 26일 컨테이너선 Cast Prosperity 호와 탱커선 Hyde Park은 Quebec 주 Trois-Riveres 로부터 남서쪽으로 12마일 떨어진 Lac Saint-Pierre 의 Channel 을 통과하던 중 충돌한다. Cast Prosperity 호는 VDR(Vessel Data Recorder)를 탑재하고 있었고 이 VDR의 기록과 양 선박의 AIS 기록을 토대로 사고를 재현하게 된다. 또한, 선주사로부터 제공된 자료를 바탕으로 사고 선박의 Database 및 사고 해역의 Database를 제작하여 ECS 의 항해 기록 및 각종 기상 Data 를 활용하여 사고 당시 선박의 항해과정을 3차원 영상으로 재현하여 사고의 원인을 규명한 사건이다.

Collision Analysis between FRP Fishing Boats According to Various Configurations (여러 가지 충돌 상황에 따른 FRP 어선 간의 충돌 해석)

  • In this paper, collision analysis is carried out between two FRP fishing boats. A computer simulation with finite element method is used to accomplish this objective. At first, a detailed geometric model of the boat is constructed using 3-D CAD program. The formation of a finite element from a geometric data of the boats is carried out using HYPERMESH that is the commercial software for mesh generation and post processing. Twelve collision configurations are established by combining two kinds of contact angle($90^{\circ},\;135^{\circ}$) and three different speed(5, 10, 15knot) for small and large boats. Collision analysis is accomplished using DYNA3D. Stress distribution and deformation shape are investigated for each collision condition. In general, $90^{\circ}$ collision angle generate larger stress than $135^{\circ}$ case and the collision for two moving boats showed larger maximum stress than the case that one is moving and the other is stationary. When analysis is carried out until 150ms contact parts of two boats are broken for 10 and 15knot collision speed, in which maximum stress is larger than ultimate strength of the material.

  • In the marine accidents judgment, investigation of truth of matters is one of important process to find out the reason of ship collision accidents. In this paper, reproduce system of ship collision accidents using ship manoeuvirng simulator technique will be introduced with which marine accidents can be easily reproduced in visual display at the case of marine accidents trial. In this system if the users select the type of ship and location of accidents, the process of ship collision will be provided in 2D and 3D display. The system also provides environmental visualizationdisplay such as fog whether and day-night view including various view angle that can be helpful to find out the reason of accidents.

야간에 등부표의 시인성을 높이는 윤곽표시조명의 개발

  • 등부표는 소형 어선을 포함한 선박의 항로표지에 중요한 역할을 한다. 그러나 야간에 어두워지면 해상에 설치된 등부표의 위치나 번호판 식별이 어려워 소형 어선이나 선박이 등부표에 가까이 접근하는 경우 등부표를 미처 발견하지 못하고 충돌하여 선박이 파손되거나 인명사고가 발생한다. 이 연구에서는 소형 어선이나 선박이 야간에도 등부표의 위치와 번호판을 쉽게 식별할 수 있도록 등부표에 조명장치를 구비하여 충돌사고의 예방과 항로표지서비스를 향상시키는 방법을 분석하고 고안하여 태양광전원을 이용한 방수형 LED조명과 통신모듈IoT를 결합하여 원격디밍 RGB제어 및 조명자가진단기능을 갖추어 야간에 시인성을 높이는 등부표의 윤곽표시조명을 개발하였다.

  • The prevention of marine accidents has been a important topic in marine society for long time, and various safety policies and countermeasures have been developed and applied to prevent those accidents. In spite of these efforts, however, significant marine accidents have taken place intermittently. Ship is being operated under a highly dynamic environments, and many factors are related with ship's collision, whose factors are interacting. So, the analysis on ship's collision causes are very important to prepare countermeasures which will ensure the safe navigation. This study analysed the ship's collision data over the past 10 years(1991-2000), which is compiled by Korea Marine Accidents Inquiry Agency. The analysis confirmed that‘ship's collision’is occurred most frequently and the cause is closely related with human factor. The main purpose of this study is to analyse human factor. For this, the structure of human factor is analysed by the questionnaire methodology. Marine experts were surveyed based on major elements that were extracted from the human factor affecting to ship's collision. FSM has been widely adopted in modeling a dynamic system which is composed of human factors. Then, the structure analysis on the causes of ship's collision using FSM are performed. This structure model could be used in understanding and verifying the procedure of real ship's collision. Furthermore it could be used as the model to prevent ship's collision and reduce marine accidents.

자율운항선박의 정박지 내 항행 지원을 위한 운항 패턴 및 규정에 관한 기초 연구

  • 본 연구는 울산항 인근 정박지 내 선박의 운항 패턴을 파악하고, 관련 법규 및 준수 실태를 대조하여 자율운항선박의 실제 운항 시에 부차적인 운항 수칙을 수립하는 데 목적을 두고 있다. 일반적으로 항행하는 선박의 해양사고 중 높은 비중을 차지하는 조우 상황에서의 운항 규칙과 관련된 법률이 정박지 내에도 적용되고 있다. 이러한 관점에서 관련 법규들을 토대로, 실제 정박지에서 항행하는 선박들의 운항 패턴들을 관측하였으며, 대부분 정박지 내에서 출항하는 선박들은 항로의 우측에 근접하여 운항하는 양상을 보이며 우측 항행을 준수하고 있음을 확인하였다. 또한, 정박지 및 항내에서 충돌과 같은 예치기 못한 사고가 발생하는 대표적인 운항 패턴들은 정면 조우 상황, 방파제 내 출항 선박 회피, 우측 항행 등으로 분류되며, 정면 조우 상황과 방파제 출항 선박 회피의 경우에는 관련 법규를 준수하며 항행하는 것을 확인하였으나, 우측 항행 상황에서는 조우 상황에 따라 부득이하게 이행할 수 없는 경우가 발생함을 확인하였다. 본 기초 연구를 통하여 정박지 및 항내에서의 항행하는 선박의 운항 패턴을 자율운항선박에 적용 가능성을 타진하고, 항해 지원이 가능한 운항 수칙을 새로 정립하는 데 활용하고자 한다.

A Study on the Requirement to the Fishing Vessel for Reducing the Collision Accidents (충돌사고 감축을 위한 어선의 대응 방안에 관한 연구)

  • In spite of being reduced the numbers of vessel registered, there are increasing the numbers of total marine accidents and collision accidents. For recent 5 years from 2008 to 2012, it was analyzed that the collision accident is highest rank by 37 % among the marine accidents and the fishing vessel is highest by 58 % in these collision accidents and also the small fishing boat under 20tons is highest by 26 % on them. Over the half of the collision accidents by 56 %, they couldn't find each other to just before the collision situation. In this result, it was known that collision accidents almost to be occurred by the poor look-out in each other. Therefore, it was suggested the requirements to the fishing vessels in a side of crew, education and exercise, and navigation equipments to reduce the collision accidents by examining the navigation patterns and concerning laws of them.

A Study on Playback of Ship Collision Accident Using Free Running Model Test (자유항주 모형시험을 활용한 선박 충돌사고 재현에 관한 연구)

  • According to Korea Maritime Safety Tribunal, there have been 14,100 maritime accidents from 2017 to 2021. Among those accidents, ship collision accidents have been up to 1,275 cases. But in the accidents relating to small ships like a fishing vessel, analyzing the causes of the accidents would depend on statements of the persons related because there is often no navigational data. But those statements can be incorrect and give rise to disagreements between them so that it causes conflicts with each other during the trial. So a replay system of ship collision accident (RESCA) has been developed in order to reproduce the ship collision accident by using AIS, V-PASS or radar data. But the reproduced trajectory of ship collision accident is needed to be verified because it can be unreasonable physically. So a method to verify the reproduced trajectory and collect the physical data on ship collision accident is newly designed by using free running test. In the RESCA, the accident is reproduced using the navigational data from the trajectory for a ship and measured from free running model test for the other ship at the same time. Through free running test, the behavior of the model ship is transformed from model scale into real scale. In order to check into the accuracy of the new method, free running model tests by using RESCA are carried out on the actual ship collision accidents.
