스마트 항로표지 활용·확산을 위한 법·제도 개선 방안

  • 항로표지법은 항로표지를 설치하고 합리적이고 효율적으로 관리하여 해상교통의 안전을 도모하고, 선박 운항의 능률을 향상시키는데 이바지하는 것을 목적하며, 항로표지의 정의와 설치·관리 및 보호, 장비·용품 등의 연구·개발 및 검사 등을 법으로 규정하고 있다. 항로표지는 해상교통의 중요한 인프라로 미래 해상환경 패러다임(MASS, AI Port, Digiral twin 등)에 대응이 가능한 스마트 항로표지로 전향하는 길목에 있다. 스마트 항로표지는 자가 고장진단 및 전원유지, 다중통신 기술 인터페이스를 제공하는 등 다목적 해양플랫폼, 전원관리시스템, 해양용다중통신 플랫폼 등을 국가 R&D를 통해 개발하고 있으며, 국내 해상 실증을 통한 글로벌 표준 제정 등의 과정을 거쳐 최종적으로는 기술이전을 통한 국내 관련 업체들의 해외진출까지를 목표로 하고 있어 기존 항로표지법을 개발될 스마트 항로표지 적용 및 활용·확산을 위한 개선 방안 마련이 필요하다.

  • 수송용 섬유소재는 자동차, 항공기 또는 선박 등의 교통 및 운송 분야에 기여하는 사용되는 섬유소재를 말하며, 내장재, 각종 호스류, 벨트류, 타이어, 안전용품, 필터류 등을 포함하고 일반적으로 섬유, 발포체, 고무, 플라스틱, 접착제 등 유기소재가 결합된 복합체이다. 기존 섬유기술의 혁신과 더불어 IT, NT, BT, ET 등 첨단 기술과의 융합에 의한 고성능 극한 슈퍼섬유, 나노 복합섬유 등의 신소재를 개발하여 산업 전반에서 플라스틱의 금속소재 대체수요를 증가시키고 산업자재의 고성능화, 고기능화, 다양화를 이루기 위해 다양한 노력이 진행하고 있다. 현재 수송용 섬유소재 산업은 기술의 연결고리가 부족하며, 선도기업 및 원천기술이 부족하며, 자동차용 섬유부품소재 관련 기업의 역량도 부족한 실정이다. 이에 광역경제권 연계협력사업을 통해 생산기반의 대경권(대구경북)과 수요중심의 동남권(부산경남)의 네트워크를 강화하여 완성품 업체 및 수요기업과의 네트워킹을 강화하고자 한다. 따라서 본 연구에서 수송용 섬유소재개발, 수송용 친환경 oam-skin 일체형 표피재 개발, 고속성형 복합소재 및 수송용 경량부품 개발, 초경량 고내열 고강도 섬유활용 하이브리드 wire & cable 개발 등 수송용 섬유소재를 개발하고, 또한 수송용 섬유소재의 생산-수요 연계를 통한 투자활성화, 기술개발, 소재 산업 육성을 강화하여, 산학연네트워크구축, 지역 간 협력 및 국제적 협력, 생산-수요기반의 연계협력시스템을 활용한 자립형 수송용 소재 공급기지 완비하는 데 목적이 있다.

  • The current AIS network and. system are run on a full scale with 22 ground stations and. 11 operational systems, completing a nation-wide, integrated network However, currently it needs to manage sea traffic by linking AIS to VIS which 1vs a limited service area due to restricted radar detection zones in harbors or coastal areas. Accordingly this study analyzes the current status of the AIS system and. proposes technological and. operational improvement plan of the current AIS system through investigating the actual conditions of the AIS system and. its operations.

  • As digital communication technology evolves, the diversity of maritime communication methods has benn increasing due to the emergence of new maritime communication technologies such as digital very high frequency (VHF) communication systems and LTE-M as well as traditional conventional maritime communication systems. At sea, all maritime communication methods may be available, but only some communication methods may be available depending on the location. In this paper, we propose a multi-band network selection (MNS) system that can provide seamless maritime communication service by switching to an optimal communication band among available communication systems, depending on network environment and user requirements. The proposed MNS system in the middleware layer is designed to be able to interface with two types of digital VHF communication systems that satisfy Annex 1 and Annex 4 of ITU-R M. 1842-1, LTE, and high frequency (HF) communication systems. We assign priority to each communication band, and design an optimal communication band determination algorithm based on this priority.

  • In terrestrial communications, high data rate transmission can be achieved by splitting the coverage area into small cells through base stations and reusing the resource efficiently. However, the geographical features of maritime communications require the long transmission range, and it is not practical to install base station on the sea to set up the similar deployment as the terrestrial communications, so MF/HF band modem with low data rate are currently utilized for maritime communications. And the expensive satellite communication via Inmarsat is the conventional solution for the high data rate transmission on the sea. To reduce the cost, Ad-hoc network is proposed to apply on the sea, which requires no base station for the peer-to-peer communications. In this paper, we denominate this maritime environment specific Ad-hoc network as Nautical Ad-hoc Network (NANET). Furthermore, the deployment scenario for the NANET, and the analysis on multiple access and duplexing schemes for the NANET are discussed in this paper, which serves as the cornerstone for the further NANET research and development.

  • As an NMEA 2000 is a standard for communicate to other electronic equipment, it implemented a Universal gateway based on this ship's network. To implement a NMEA 2000 based Universal gateway, it is porting a NMEA 2000 stack source and CAN device driver source to board, and then it connected a board that equip with various communication protocol(CAN, RS232, USB, Ethernet port). To verify converted ship's data to a developed gateway, it connected pc based simulater program and monitoring program to a developed board. so we can see a ship's data through NEMA 2000 network. We verified a gateway performance and analyzed a generated ship's data from simulator program through a monitoring program that was connected a gateway and NMEA 2000 network. so it was designed, implemented to allow monitoring through utilizing a communication method that user wants.

  • Sharing both locations and positions of ships makes it possible to utilize critical item for their safe and efficient navigation in such diversifying meantime environments. AIS is the representative technology for the sharing solutions. The AIS is even used in airspace and ground stations, so that AIS could facilitate the ships' safety navigation and their prevention/rescue from endangers. Due to AIS's many advantages, IMO(International Maritime Organization) made adapting the AIS mandatory for international passenger ships and the ships that are over than 300 tons. AIS uses VHF band areas for transmitting information and the information can be propagated to several hundreds km in range. Due to the large range, AIS monitoring system can acquire huge number of ships, which makes system performance lower and busier. In this paper, we propose the strategy of AIS information extraction for efficient monitoring system. Thus, the monitoring system has higher processing performance and lower network usage. As well as, the proposal affects the monitoring system has more capacity to include other systems' targets, in result.

  • Unlike general ships, offshore plants require high reliability due to their long operating time at fixed positions when they are operated. Sensor-based status information is required for user and maintenance worker to ensure safety. In this paper, we propose a monitoring system for safety diagnosis and inspection of cargo lift for offshore plant. It consists of a sensor unit mounted on the cargo Lift, an embedded system measurement unit, and a monitoring unit for real-time data verification. It is based on the ship standard network IEC 61162-450 for the exchange of operating information and sensor measurement information in accordance with the upgrading and integration of equipment in maritime.

  • This paper implements a long-term monitoring system (LMS) for ship's engine performance analysis (SEPA) based on the web, for the purpose of the communication speed and engine maintenance. This system is composed of a simulator, monitoring module with a multi channel A/D converter, monitoring computer, network attached storage (NAS), RS485 serial and wireless internet communication system. The existing products monitor the information transmitted from pressure sensors installed in the upper parts of each of engines in the local or web computer, but have a delay in the communication speed and errors in long-term monitoring due to the large volume of sampling pressure data. To improve these problems, the monitoring computer saves the sampling pressure data received from the pressure sensors in NAS, monitors the long-term sampling data generated by the sectional down sampling method on a local computer, and transmits them to the web for long-term monitoring. Because this method has one tenth of the original sampling data, it will use memory with small capacity, save communication cost, monitor the long-term sampling data for 30 days, and as a result, make a great contribution to engine maintenance.

A Studying on Gap Sensing using Fuzzy Filter and ART2 (퍼지필터와 ART2를 이용한 선박용 용접기술개발)

  • Welding is essential for the manufacture of a range of engineering components which may vary from very large structures such as ships and bridges to very complex structures such as aircraft engines, or miniature components for microelectronic applications. Especially, a domestic situation of the welding automation is still depend on the arc sensing system in comparison to the vision sensing system. Specially, the gap-detecting of workpiece using conventional arc sensor is proposed in this study. As a same principle, a welding current varies with the size of a welding gap. This study introduce to the fuzzy membership filter to cancel a high frequency noise of welding current, and ART2 which has the competitive learning network classifies the signal patterns the filtered welding signal. A welding current possesses a specific pattern according to the existence or the size of a welding gap. These specific patterns result in different classification in comparison with an occasion for no welding gap. The patterns in each case of 1mm, 2mm, 3mm and no welding gap are identified by the artificial neural network.
