A Study on International Trend and Korean Measures regarding Ship Recycling (선박 재활용에 관한 국제동향 및 우리나라의 대응방안 연구)

  • Guidelines on ship recycling are adopted internationally. UNEP adopted 'Basel Convention', providing Environmentally Sound Management(ESM) of facilities and recommendations. IMO adopted 'Guidelines on Ship Recycling', providing measures for worker's safety, how to control pollutant materials and the meaning of 'Green Passport'. IMO Convention (draft) is in progress. ILO adopted ILO Guideline', providing how to make sure safety and health for workers in shipbreaking. But Republic of Korea goes against the stream and there is much to be desired. At this point of time, we carried out a study on international trend regarding ship recycling, a plan to cope with international trend, and it is considered to be necessary to establish a special law on ship recycling.

  • Traditionally, UNCLOS stipulates that States have the obligation and responsibility to protect and preserve the marine environment and exercise their rights in Principle of Non-Discrimination with respect to foreign ships visiting to port states. UNFCCC and Kyoto protocol established Common but Differentiated Responsibility as the basis which is established on the historic responsibility. The principle in which IMO is presently developing the regulations of Green House Gas emitted from ships is contradict with the principle of UNFCCC regime. In this paper, the development and the principle of UNFCCC and Kyoto protocol is surveyed and it provides the tendency of the IMO activities regarding GHG emission from ships. Also, through consideration of the problems and restrictions drawn from comparison between two principles, the conclusion suggests the fundamental theory and implementation means in order to carry out the purpose of IMO regulations in accordance with the principles of UNCLOS and IMO Convention.

Prediction of Oil Outflows from Damaged Ships using CFD Simulations (손상 선박의 기름 유출량 예측을 위한 CFD 시뮬레이션)

  • This paper presents the numerical estimation results of oil outflows from damaged single-hull and double-hull ships by using computational fluid dynamics (CFD) simulations. A CFD method for multi-phase flow analysis was used, and the effects of numerical parameters on oil flows was investigated. Numerical simulations were conducted to predict the changes in oil outflows under various damage conditions owing to grounding or collision accidents and verified through available experimental results. The present numerical results showed a good agreement with the experimental results according to the geometrical characteristics of single and double hulls. In particular, the oil outflows from double hulls accompanying complex interactions between water and oil were reasonably predicted a shown in the experiment. This study established a reliable CFD technique necessary for estimating the oil outflows of damaged ships.

  • In accordance with global decarbonization, optimization and productivity improvement using digital twin are being sought, and software development for optimizing ship and marine energy operation is accelerating by selecting digital twin as a future core technology. In order to reduce the operating cost of ships and strengthen the competitiveness of the shipbuilding industry due to the international strengthening of regulations on carbon emissions, it is necessary to predict the carbon emission of ships in advance and provide a carbon reduction operation solution. A plan was carried out for the development of open digital platform technology and the establishment of an environment to support the securing of carbon transparency of the ship and offshore system.

  • This study has investigated shipping finance systems in Korea and China, and extracted negative factors based on it to propose a way to develop the shipping financial system in Korea for shipbuilding industry and marine transportation. From after the global financial crisis in 2008 to right before the Lehman Brothers Holdings bankruptcy, shipping finance has been dominated by the major industrialized countries in Europe. However, the weight point is moving to the countries in Asia region such as Korea, Japan, and China based on relatively strong banking system and low interests rate. This study focused on the alternatives the current situation that the starter of shipping finance among three countries in Northeast Asia, South Korea is facing China's challenges. In the paper, shipping finance in Korea presented its defectives such as the limits of ship financing, lack of professional workforces, ever-present foreign exchange risks, and lack of understandings of the parties. As the countermeasures of them, it proposed establishing professional institute for ship financing, training professionals in financial industry, raising foreign credentials of won, and continuing associations between the parties. Even though we are the first Asian country introduced ship funds, the ship funds growth in China shall be under our eyes while we keep systemic networks between shipping, ship building, and ship financing.

  • This paper proposes an opportunistic subchannel allocation (OSA) scheme for relay-based marine communication networks to improve a sum-rate capacity. In most previous works for relay-based networks, each RS delivers the data received from the BS immediately to the corresponding ships in each frame. The achievable data-rate of the two-hop transmission (BS-RS and RS-ship links) is thus limited by the channel quality between BS-RS and RS-ship links. Hence, the radio resources can be wasted according to the difference in the channel quality between the BS-RS link and the RS-ship link. The proposed OSA scheme reduces the waste of radio resources by efficiently and independently allocating the radio resources at the BS-RS link and at the RS-ship link according to the channel quality of each link. The proposed OSA scheme, however, increases the computational complexity, because the BS finds the optimal OFDMA resource by checking the channel quality of all BS-RS links and RS-ship links. The simulation results show that the sum-rate capacity of the proposed OSA scheme improves maximum 14.0% compared with the conventional scheme.

  • Fishing boats more than 5 tons is obliged to VHF DSC by Fishing Vessels Act and Vessel Safety Act. The owner of the fishing vessel is equipped to the automatic position reporting device in accordance with the Notice of the Minister of Land, Transport and Maritime Affairs to regulations, shall be ensure to navigations safety and in order to respond quickly in the event of maritime accidents on fishing vessels. East sea set up to start in 2012, which is now underway the annual install plain to the yellow sea and the south sea for VHF coast stations. It is web-based remote operation of DSC on the remote control and monitoring in Fishery Information Communication Station for the coastal VMS construction project. All fishing vessels is VHF DSC in conjunction with the GPS that location information transmitted to the coast station. automatically by the DSC call. This paper has been studied on the communications coverage set up and traffic operation for realization a roaming service by navigation route tracking and RSSI techniques in parallel algorithm refer to VHF DSC coast stations in east sea.

  • In this paper, we have designed microstrip antenna if 800[MHz] band It will be able to integrate TRS(Trunked Radio System), GSM(Global System for Mobile telecommunication) band including the CDMA(Code Division Multiple Access) band we designed repeater and a base station antenna which is possible at the ship and marine of safety. It is improves a narrow bandwidth problem of microstrip antenna. It had U-shaped feeding structure at a rectangular patch And ground or feeding structure used between dielectric constant(${\varepsilon}_T$ = 2.1), patch or feeding structure used between dielectric constant(${\varepsilon}_T$ =1). So it used a duplex resonance effect Designed frequency bandwith(V5WR 2:1) if the antenna showed good characteristic of $780[MHz]{\sim}1.83[GHz]$ to 2.61[GHz]. Also the E-plan and H-plan all profit 9.4[dBi] above, the 3[dB] beam width showed the characteristic over the E-plan and H-plan $60^{\circ}$ to be improved.

  • In this paper, we have designed microstrip antenna of 800[MHz] band. It will be able to integrate TRS(Trunked Radio System), GSM(Global System for Mobile telecommunication) band including the CDMA(Code Division Multiple Access) band. we designed repeater and a base station antenna which is possible at the ship and marine of safety. It is improves a narrow bandwidth problem of microstrip antenna. It had L-shaped feeding structure at a rectangular patch and added the parallel L-slot that used a duplex resonance effect. Also for the improvement of profit the stack with the perpendicular. Designed frequency bandwith(VSWR 2:1) of the antenna showed good characteristic of 789${\sim}$1046[MHz] to 292[MHz](36%). Also the E-plan and H-plan all profit 6.4[dBi] above, the 3[dB] beam width showed the characteristic over the E-plan $44.7^{\circ} and H-plan $61.8^{\circ} to be improved.

  • Collection and management of various information related to the ballast water are the essential components for the efficient implementation of the IMO Ballast Water Management Convention. Based upon the ballast water risk assessment and information system developed by other states, regions or even at global level, an integrated information system has been established to be applied to our domestic ports. The integrated information system is composed of four DataBases (DB) which are the Shipping DB, Ballast water DB, Port Environment DB and Species DB. The Shipping DB has been established based on the data collected from the Port Management Information System (Port-MIS). For the Ballast water DB, Ballast water has only been estimated by the loading/unloading of the cargoes as the convention has not come into effect yet. The Port Environment DB and Species DB are being established based on the reference documents and existing and newly collected monitoring data. From these DB, the integrated information system will be able to provide a base for the information search, statistic analysis and risk assessment of ballast water. Once the convention comes into effect, this integrated information system will be applied to manage the domestic ballast water discharge and also the port management.
