A Study of Explosion Risk Assessment for Designation of Dangerous Goods Transshipment Pier at Ulsan Port (울산항 위험물 환적부두 지정을 위한 폭발 위험성 평가에 관한 연구)

  • The explosion of a chemical tanker ship during cargo transshipment via double-banking at Ulsan Port, resulted in major damage including fires involving nearby ships. As a follow-up measure to prevent the recurrence of similar accidents, the 'Safety Management of Dangerous Goods in Port' was established, and the designation of a transshipment pier for dangerous goods is required given the risk of explosion and the impact on major facilities in the port. This study evaluated the Fire & Explosion Index of major transshipment cargoes in Ulsan Port to design a transshipment pier based on the Explosion Risk Assessment. Based on the results of Fire & Explosion Index evaluation of styrene monomer and benzene, severe explosion risk was confirmed, and the exposure radius was calculated. Based on the results of the exposure radius, the risk range for each major pier was calculated, and 12 terminals were proposed as transshipment pier candidates considering port facilities, surrounding dangerous facilities, and residential aspects. Since the results of the study suggest transshipment piers based on the risk radius alone, maritime traffic safety, pier and mooring facilities, safety facilities and accessibility for emergency response should be considered comprehensively to designate actual transshipment piers.

Study on the Stability Estimation Method of Small Fishing Vessels at the Initial Design Step (초기설계 단계에서 소형 어선의 복원성 추정 방안에 관한 연구)

  • Ship capsize accidents are common in coastal waters, particularly involving small fishing boats. To prevent there overturing accidents in small fishing boats, their stabilities must be assessed at the initial design step. However, the available information during the initial design step is limited, posing challenges in performing a reliable stability evaluation. Therefore, this study presents a plan to estimate the transverse metacenter (GM) of small fishing boats using parameters such as KM, KG, and TRIM that can be determined at the initial design step. Stability was evaluated by comparing GM with the minimum transverse metacenter (GMmin) specified in the standard safety evaluation criteria for fishing boats. To calculate the required trim value for hydrostatic characteristics using K-SHIP, a stability assessment program provided by the Korea Maritime Safety and Transportation Corporation, the initial trim state is estimated based on the ship lines using the commercial CFD program STAR-CCM+. GM is then calculated by assessing the hydrostatic characteristics in relation to the boat lines using K-SHIP. Furthermore, the stability of the fully loaded state is compared by subtrcating GM from GMmin. One constructed ship is designated as the standard ship, and the stability assessment method proposed in this study is applied to evaluate stability and validate its effectiveness. Consequently, the representative line of a 4.99-ton fishing boat and nine modular lines models derived from it were evaluated, ultimately identifying a relatively superior stability.

Feature Extraction for Bearing Prognostics based on Frequency Energy (베어링 잔존 수명 예측을 위한 주파수 에너지 기반 특징신호 추출)

  • Railway is one of the public transportation systems along with shipping and aviation. With the recent introduction of high speed train, its proportion is increasing rapidly, which results in the higher risk of catastrophic failures. The wheel bearing to support the train is one of the important components requiring higher reliability and safety in this aspect. Recently, many studies have been made under the name of prognostics and health management (PHM), for the purpose of fault diagnosis and failure prognosis of the bearing under operation. Among them, the most important step is to extract a feature that represents the fault status properly and is useful for accurate remaining life prediction. However, the conventional features have shown some limitations that make them less useful since they fluctuate over time even after the signal de-noising or do not show a distinct pattern of degradation which lack the monotonic trend over the cycles. In this study, a new method for feature extraction is proposed based on the observation of relative frequency energy shifting over the cycles, which is then converted into the feature using the information entropy. In order to demonstrate the method, traditional and new features are generated and compared using the bearing data named FEMTO which was provided by the FEMTO-ST institute for IEEE 2012 PHM Data Challenge competition.
