환경부에서는 1990년대 말경 대기오염 문제를 해결하기 위한 방안으로서 디젤 버스를 CNG 버스로 대체하고자 CNG 탱크 추가 등으로 가격이 비싼 CNG 버스에 대하여 보조금을 지급하고 CNG 충전 인프라를 구축하는 등의 지원정책을 실시하여, 현재 국내에서 운행하는 버스는 일부 소도시를 제외하면 대부분 CNG 버스로 대체되었다. 이러한 CNG 버스 정책으로 인하여 당시만 해도 매연 배출이 심하던 디젤 버스로 인한 공해물질이 줄어들고 대기질이 어느 정도 개선된 효과를 거두었다. 최근들어 환경에 대한 중요 이슈의 개념이 변화하고 있으며 자동차 기술도 새로운 변모를 보여주고 있는 것이 현실이기 때문에 CNG 버스만으로 운영되는 정책이 향후에도 계속 유지가 되어야 할지 다시 한번 생각해보아야 할 필요가 있다.

세계 최대 LPG수출국 사우디는 동경도 내에서 열린 "LP가스국제세미나2006"(주최:LP가스진흥센터)에 국영석유회사 사우디 아람코사 일본법인대포 등이 참석하여 일본 측의 CP방식 재고요구에 대해 당분간은 이 방식을 유지할 방침이라고 답했다. 현재 CP는 높은 가격대에서 형성되어 있고, 앞으로도 일본 LPG업계는 CP의 급등락에 휘둘려야만 하는 것인가. 동 세미나에서 일본LP가스협회 수입협의회 대표간사로서 강연한 중야맹 삼정액화가스집행 공무원(공급.수급담당)에게 향후 전망 및 타개책을 들어본다.

Recently, we have been witnessing new records of crude oil price hikes. One question which naturally arises would be the possibility and accuracy of forecasting crude oil prices. This study tries to answer the relative predictability of futures prices compared to the forecasts based on experts system. Using WTI crude oil spot and futures prices, this study performs simple statistical comparisons in forecasting accuracy and a formal test of differences in forecasting errors. According to statistical results, WTI crude oil futures market turns out to be equally efficient relative to EIA experts system. Consequently, WTI crude oil futures market could be utilized as a market-based tool for price forecasting and/or resource allocation for both of petroleum producers and consumers.

Offshore oil production faces several difficulties caused by oil price decline and unexpected changes in the global petroleum logistics. This paper suggests a stochastic model for optimizing the offshore oil production under uncertainty. The proposed model incorporates robust optimization and restricted recourse framework, and uses the lower partial mean as the measure of variability of the recourse profit. Some computational experiments and results based on the proposed model using scenario-based data on the crude oil price and demand under uncertainty are examined and presented. This study would be meaningful in decision-making for the offshore oil production problem considering risks under uncertainty.

올해들어 원유가격 및 국제금리의 하락과 수출호조에 힘입어 경상수지가 큰 폭으로 개선됨으로써 종전에 거액의 통화를 환수해 온 해외부문이 금년에는 통화철조부문으로 전환될 전망이며, 앞으로 해외부문에서의 통화증발압력이 가중될 것으로 예상됨에 따라 통화당국은 지난 7월중 무역금융 융자단가를 인하하고, 통자안정증권발행을 확대하는 등 금융면에서 통화환수노력을 경주하는 한편, 외환부문에서도 단기자본도입억제를 위하여 연지급수입기간을 단축한 바 있다. 이에 이어 지난 8월 21일에는 최근증가추세에 있는 외자대출을 억제하기 휘하여 융자대상 및 융자기간의 축소와 함께 융자비율을 인하하였으면 연지급수입대상품목을 축소하였다. 또한 외국은행 국내지점의 양도성예금증서(CD)업무 취급허용과 함께 외국은행 국내지점 스와프 한도를 축소하고 외국환은행의 수입보증금 징수대상을 기한부수입에도 확대 적용하는 등 일련의 외환부문 통화대책을 추가적으로 실시하였다.

This paper is concerned with the effect of an increase in the import price of LNG on the Korean economy and industries. A computable general equilibrium analysis is applied to compute the comparative-statical effect of 10% rise of LNG price. The price increase places relatively heavy burden on the city gas, oil products and thermal power, decreasing their outputs and domestic sales by relatively larger percentages than other industries. The 10% increase in the LNG price reduces GDP by 0.4% and raises the general price level by 0.08%. The increase in oil price resulting in the same decreasing rate of GDP caused by the 10% LNG price rise turns out to raise the general price level and reduce the consumer's welfare in terms of equivalent variation by less percentage than the increase in LNG price.
