R&D Service Industry Innovation Plan to Improve R&D Productivity and Vitalize Technology Innovation Ecosystem (R&D 생산성 제고와 기술 혁신 생태계 활성화를 위한 연구 서비스산업 혁신 방안)

  • R&D (Research and Development) investment by companies and the government continues to increase, and the total R&D expenditure of public and private sectors in 2021 reached KRW 102 trillion, and the ratio of R&D investment to GDP was 4.96%. It ranks second in the world after Israel. This study analyzes the current status of the domestic R&D service industry and the research and development (R&D) innovation ecosystem based on the business activity survey data of the National Statistical Office in terms of improving R&D productivity of domestic R&D investment that has exceeded 100 trillion won, and analyzes the global R&D service industry and analyzes the global research service industry and R&D service Industry support government policy As a result of the analysis, in the domestic R&D ecosystem, the R&D outsourcing demand of service companies is rapidly increasing, compared to the stagnant R&D outsourcing demand of traditional manufacturing companies. In order to respond to these changing demands for technological innovation, this study suggests balanced support for R&D outsourcing for manufacturing and service companies, expansion of domestic R&D outsourcing, establishment of R&D outsourcing strategies specialized for the service industry, establishment of an open R&D ecosystem, and innovation in connection with materials/parts/equipment strategies.

Service R&D Strategies in the Era of Boundless Industries (산업간 경계해체 시대의 서비스R&D 전략)

  • The current research investigates the service R&D strategies from the service's nature perspectives. In the current economy, manufacturing and service industries are becoming boundless, and thus, they are competing with each other in a customer-centric environment. Because customers' needs and wants are realized through services, service industry has become one of the most important industries in the world. However, there have been conflicting opinions about service R&D policies due to different definitions of services. The current research specifically focuses on the nature of services to discuss strategies for service R&D. Service R&D strategies are suggested considering the nature of the current economy where industries are becoming boundless. In addition, the current research considers the service's relational, bidirectional, horizontality, and harmonization nature of services, and also, intangibility, inseparability, heterogeneity, perishability were considered in suggesting strategies for service R&D. For manufacturing industries, strategies to strengthen servitization R&D were proposed, and for service industries, strategies to strengthen manufacturization R&D were proposed. The results from the current research can be used for developing corporate service R&D strategies, and developing policies for developing both service and manufacturing industries in the current economy.

  • 본 연구는 R&D 정보 시각화를 위한 네비게이션 선행연구이다. 지금까지 R&D서비스에서는 연구 기획 단계에서부터 사업화에 이르기까지 기존의 연구 성과에 대한 조사 분석을 포함해서 해당 연구 주제에 대하여 기술동향, 시장분석, R&D정책 등 다양한 정보를 종합적이고 전략적으로 활용할 수 있는 정보 서비스가 부족하거나 제한적이었다. 이런 문제를 해결하기 위하여 본 논문에서는 서비스 디자인 방법론에 입각하여 R&D정보서비스의 서비스 디자인 프로세스를 사용하여 R&D 담당자와 UX 디자이너가 참여하는 사용성 평가와 서비스 디자인 방법론 수행 후 사용자 니즈를 분석해 보았다. 국가R&D정보와 관련된 정보처리기술 및 정보자원에 대해서는 기존 KISTI에 가지고 있는 국가R&D정보와 NDSL를 연계하고 이를 활용하여 연구자의 R&D활동에 관련된 문제해결을 지원하는 서비스 체제를 구축하고자 한다. 본 논문에서는 국가R&D정보 서비스 체제 구축을 위해 서비스 디자인 방법론과 사용자 분석을 통해 R&D정보 서비스의 개선 방향을 알아본다.

  • 본 논문에서는 다양한 과학기술 분야의 연구자들이 R&D 수행에 있어서 필요한 인프라로서 클라우드 서비스를 활발히 이용하도록 하기 위해서 요구되는 정책적 기술적 개선 방안을 도출하였다. 이를 위해서 R&D를 위한 클라우드 서비스의 해외 사례를 조사하고, 국내 출연(연) 대학 등 연구현장의 다양한 분야의 연구자들로부터 클라우드 서비스에 대한 인식 조사 및 수요 분석을 실시하였다. 이러한 조사 분석 결과 과학기술 및 공학 ICT 등 다양한 분야의 연구에서 요구되는 수요를 충족할 수 있는 클라우드 서비스의 필요성을 도출하였으며, 보안 및 행정제도 등에 있어서도 개선점을 도출할 수 있었다. 연구를 통하여 우리는 국가 R&D를 수행하는 연구자들이 기존 클라우드 서비스에 대한 제약을 해소하고 더 나은 연구환경을 지원받도록 하기 위한 R&D 사이버인프라스트럭쳐로서의 클라우드 서비스를 제안하였다.

IT Service Strategy for e-R&D (연구개발 분야의 IT 서비스 전략: e-R&D를 중심으로)

  • e-R&D means conducting research and development with network or computer software in cyber space. Given the rapid technology paradigm shift and diversified customer needs, companies face the problem of new product and service innovation. This paper introduces the strategic view for e-R&D status, case examples, and e-R&D service. We state e-R&D adoption stages for strengthening the industry competitiveness and IT service utilization.

Service Plan of National R&D Report System Using KANO Model (KANO모형을 이용한 국가R&D보고서 시스템의 서비스 방안)

  • The relationship between a service provided via the information system and user satisfaction has been thought of as an important factor for the development of a new service for the information system. In this study, the twelve new key services that are applicable to national R&D report system were derived by web environment changes in step with IT technology developments in order to support the new service for the user. The twelve new key services are as follows; semantic search service for national R&D report, associated report service, RSS service, mesh-up service, topic-map service, open API service, personalized service, collective intelligence service, SNS service, unstructured data service, detailed search service, mailing service. To assess the quality attribute of the twelve new key services in the national R&D report system, a survey was performed. In conclusion, a stepwise service plan for the national R&D report system was proposed which would use the satisfaction coefficient and the results of the service classification. The following step-by-step service should be developed by in this way. The unstructured data service, personalized service, associated report service, topic-map service, open API service, and the collective intelligence service are needed to develop the first step and RSS service, mesh-up service, semantic search service for the national R&D report, mailing service, detailed search service, and SNS service are needed to develop the second step.

  • 본 연구는 국내외를 막론하고 SI 기업의 R&D에 대한 학문적 연구가 거의 이루어지지 않은 상태에서, 국내 대형 SI 기업들이 World Class SI로 성장하는데 견인차가 되도록 최초로 SI 기업의 R&D 모델을 제시하고 있다. 현재 날로 치열해 지는 SI 시장환경에 비추어 볼 때 향후 국내 대형 SI 기업들간의 보다 치열한 경쟁은 물론이고 국내외에서 선진 IT 서비스 기업들과 경쟁이 예상된다. 본 연구에서는 국내 대형 SI 기업들이 선진 IT 서비스 기업과의 경쟁에서 살아 남으려면 핵심 경쟁력을 확보해야만 하며, 이에 대한 방안으로 연구개발의 강화를 제시한다. 즉, SI 기업은 R&D를 통해 빠르고 복잡하게 변화하는 IT 기술을 적시에 도입하여 실제 프로젝트에 적용하고, 기존의 기술 및 프로세스의 개선을 통해 생산성을 향상시키며, 궁극적으로는 새로운 서비스 모델 개발을 통해 가치를 창출하는 목적을 달성할 수 있다. 이를 위해 R&D는 부가가치 창출, 미래혁신 주도, 신기술의 검증/평가/확산 담당, 응용기술의 표준획득 및 특허취득, 프로세스와 품질의 일관성과 효율성을 확보하는 역할을 해야 한다. 이러한 R&D 역할을 효율적, 효과적으로 수행하기 위해서는 중앙 R&D와 사업부 R&D를 동시에 운영하는 Hybrid Organization을 제안하고 있다. 또한 국내 대형 SI 기업의 R&D 담당자들과 설문, 인터뷰를 통해 본 연구에서 제시한 모델의 현실 적용성을 살펴보고, 바람직한 R&D 방향성을 제시하고 있다.

  • The purpose of this research is to find a better knowledge service R&D management process. There are four basic characteristics in service : intangibility, inseparability, inconsistency, and no inventory. These intrinsic characteristics require us to change the traditional manufacturing sector based R&D management process. It is necessary to develop an effective knowledge service R&D management model to improve the competitiveness of the service industry and Korean economy. A model case knowledge service R&D has been performed to find a better R&D management model. The whole cycle of R&D process, such as planning, selection, performing, and evaluation has been reviewed by real experience. Several important aspects of R&D process are compared between manufacturing R&D and service R&D. A knowledge service R&D management framework has been suggested. The results of this research can be used for building a better service R&D management process.

Curation Service to Improve User's Access to National R & D Information : Focusing on Issues R&D Service (사용자의 국가 R&D 정보 이용 접근성 향상을 위한 큐레이션 서비스 : 이슈로 보는 R&D 사례를 중심으로)

  • National R & D data covers information in all fields from basic science research to industrialization, but it is expressed in technical terms, which make it difficult for the public to use. Accordingly, NTIS developed and launched the data curation service 'R&D issue service', which selects national R&D information on national and social issues and provides them to the public. Therefore, this study aims to analyze the effect of a data curation service on NTIS users' access to R&D data and suggest how to develop the curation service. The R&D issue service extracts issue from the news article and provide related national R&D projects, achievements and major research institute. All raw data used for the service are open to the public, organized in a report format and provided as PDF files. In addition, automative process is developed for all NTIS users to make individual issue packaging like administrator. The results show that 'R&D issue service' launching increases users' access and convenience to R&D data related to major issues, and the number of page views of users increased after the service was opened.

A Study on Service R&D Needs Analysis in Korea (서비스 R&D 수요분석 연구)

  • The purpose of this research is to develop a service R&D concept definition and finding service R&D demand in Korea. It is necessary to develop an effective service R&D model to improve the competitiveness of the service industry. A survey model for finding service R&D demands has been developed through extensive discussions with experts. A demand survey for 91 experts in service industry and academia has been conducted to find relative weights of each service R&D category. Several other aspects on service R&D has beed investigated to analyze the relative importance of service R&D subjects. And a benchmarking on previous service R&D research investment has been performed. Past and present service R&D topics are compared as a whole and by each individual domain. A service R&D framework and important funding areas has been suggested. The results of this research can be used for research fund allocation decisions for strengthening service industry competitiveness.
