이슈 & 이슈 - 건설부문 서비스품질 인증제도

  • 제조업과 유통업 등을 대상으로 했던 '한국서비스품질우수기업 인증'이 건설업 부문으로 확대되면서 건설업계의 관심이 커지고 있다. 서비스품질우수기업 인증제도는 기업 및 국가 경쟁력 제고와 소비자의 삶의 질 향상 및 권익보호를 위해 서비스 품질에 대해 이뤄지는 유일한 정부 인증으로 재단법인 키캄연구소(KICAM : 한국건설경영연구소)가 절차를 진행하고 지식경제부 기술표준원이 인증서를 발급해 준다. 2001년 시행된 이래 현재까지 800여 개 제조 유통업체 및 공공기업이 인증을 획득했고, 지난 9월부터는 고객서비스를 중시하는 건설산업 구조변화를 반영해 건설부문에도 시행됐다. 건설업 서비스품질 인증은 아파트 분양에서부터 입주, 사후관리까지 모든 단계의 사전 사후서비스 프로세스는 물론 서비스 품질문화 달성을 위한 리더십 등 추진력 부문, 고객만족 추진체계 등 시스템 부문, 서비스 경영성과 부문 등을 평가지표에 따라 종합 심사하게 된다. 특히 현장평가와 고객평가, 그리고 암행평가를 토대로 기술표준원 인증심사위원회에서 1000점 만점에 800점(중소기업은 700점) 이상을 획득한 기업에 한해 우수기업으로 인정해 준다. 건설업 서비스품질 인증제도에 대해 살펴본다.

  • 대학도서관 웹사이트는 도서관의 이용을 원활하게 하고 정보자료에의 접근을 용이하게 하기 위해서 구성된다. 따라서, 웹사이트를 통해 도서관 서비스에 대한 안내, 이용자의 편의를 위한 온라인 참고봉사 서비스, 과거 수동적인 자세가 아닌 능동적인 정보제공서비스 뿐만 아니라 다양한 이용자의 사용행태를 파악하여 이를 통해서 서비스의 질을 높이고, 이용자의 요구사항을 파악하여 도서관 서비스를 개선해나가는 것이 중요한 화두가 되고 있다. 본 연구에서는 충남대학교 도서관 웹사이트를 대상으로 설문조사(Questionnaire)와 발견적 평가(Heuristic Evaluation)를 통해서 대학도서관 웹사이트의 사용성에 있어서의 문제점을 발견하고 개선점을 제시한다.

  • 모바일 기기의 대중화 및 위치 인식 기술의 발달로 다양한 위치 기반 서비스가 제공되고 있다. 많은 위치 기반 서비스에서는 현재 위치에서 가장 가까운 k개의 아이템을 찾는 k-최근접 질의가 빈번하게 활용되고 있다. 본 논문에서는 효율적인 k-최근접 분산 질의 처리를 질의 할당 기법을 제안한다. 질의 처리 할당을 위해 질의 통계 값을 활용한 질의 모형을 정의하고 규칙 기반의 질의 할당을 수행한다. 성능 평가를 통해 제안하는 기법의 우수성을 보인다.

  • This study has been undertaken to empirically test how the level of information Home Helpers have about their client and the hypothesis that home-helpers' expertise about their service provided to their clients is expected to positively affect their assessment of service provided to clients. Main results of this study are as follows : First, home-helpers' knowledge, skill, and information about clients is positively related to their assessment of service provided to clients. Home-helpers' information about clients plays a more important role than knowledge and skills in the process of assessing the services provided to clients. After maintaining that the hypothesis is empirically confirmed, the author discusses the implications of empirical findings.

Impact of Emotional Labor on Quality of Service by Social Workers in Public Sector (사회복지전담공무원의 감정노동이 서비스 질에 미치는 영향)

  • Recently, social welfare officers are suffering from a lot of job stress due to increasing work and are carrying out emotional labor. This study assessed the effect of emotional labor on the quality of welfare service through a questionnaire survey on 937 civil servants in Sejong city and Chungcheongnam-do provinces. First, social welfare officers experienced more than average level of emotional labor, and they performed more internal behavior than surface behavior. Second, the services provided by the social welfare officers were higher than usual, followed by tangibility, assurance, reliability, empathy, and responsiveness. Third, deeping acting had a positive (+) influence on service quality among the sub-factors of emotional labor. In other words, the quality of service increases as the emotional state itself changes, On the other hand, deeping acting did not affect service quality. In the future, policy responses to excessive work burden of social welfare officers should be needed and a manual for responding to emotional labor should be provided.

The Effects of Communication Satisfaction of the Case Managers on Service Quality in the Long-term Care Institutions (노인요양시설 사례관리자가 인지하는 조직 내 의사소통이 서비스 질에 미치는 영향)

  • The purpose of this study is to explore the relationship between communications satisfaction and service quality perceived by the case managers in the long-term care institutions. For this, multiple regression analysis was conducted for the 104 case managers who were selected from the 48 long-term care institutions in Seoul metropolitan city and Kyungki province. The results showed that the communication satisfaction of care mangers was statistically significant variable in predicting the level of service quality. Based on the results, several practical implications were provided.

Effects of Working Competency of Local Child Centers on the Quality of Service for Children: The Mediation Effect of Self-Efficiency (지역아동센터 종사자의 업무 역량이 아동서비스의 질에 미치는 영향: 자기효능감의 매개효과)

  • This study was originated from the idea that it would be important for caring service of community children center to be positioned as the institution to strengthen the public nature and provide quality care services to children. In particular, competencies of the employees in community children centers play an important role and the quality of children care services is the crucial evaluation parameter for those institutions. The objectives of this study are to investigate the effects of the competency levels of the employees in community children centers on the service quality to children and to verify the mediated effect of self-efficacy on their service quality to children. With respect to the data analysis methods, hierarchical regression analysis was performed. Barron & Kenny's method was used to understand the mediated effect of self-efficacy. Also, Sobel test was performed to investigate the significance of mediated effect of self-efficacy. The study results are, first, the service quality to children might be differed by the level of competencies of the employees in community children centers; and second, partial mediated effect of self-efficacy was found between their competencies and service quality to children. These results implicate that service quality to children can be improved by strengthening competencies of the employees in community children centers and enhancing their self-efficacy. It is necessary to try to improve the service quality by enhancing competencies and self-efficacy of the employees in community children centers, which will lead those institutions to play a crucial role in the caring services.

A Nearest Neighbor Query Processing Algorithm Supporting K-anonymity Based on Weighted Adjacency Graph in LBS (위치 기반 서비스에서 K-anonymity를 보장하는 가중치 근접성 그래프 기반 최근접 질의처리 알고리즘)

  • Location-based services (LBS) are increasingly popular due to the improvement of geo-positioning capabilities and wireless communication technology. However, in order to enjoy LBS services, a user requesting a query must send his/her exact location to the LBS provider. Therefore, it is a key challenge to preserve user's privacy while providing LBS. To solve this problem, the existing method employs a 2PASS cloaking framework that not only hides the actual user location but also reduces bandwidth consumption. However, 2PASS does not fully guarantee the actual user privacy because it does not take the real user distribution into account. Hence, in this paper, we propose a nearest neighbor query processing algorithm that supports K-anonymity property based on the weighted adjacency graph(WAG). Our algorithm not only preserves the location of a user by guaranteeing k-anonymity in a query region, but also improves a bandwidth usage by reducing unnecessary search for a query result. We demonstrate from experimental results that our algorithm outperforms the existing one in terms of query processing time and bandwidth usage.

The Working Conditions for Care Workers and Care Quality in Long-Term Care Services (노인장기요양보험제도에서 요양보호사의 근로조건이 서비스 질에 미치는 효과에 관한 연구)

  • This study examines the effect of working conditions for care workers on the care quality in long-term care facilities, particularly the coexisting perspective on publicness and the marketization of Long-term care services in South Korea brings about. Prior studies have not identified a causal relationship between working conditions and the care quality, only explained cause of a low-wage labor market and low productivity of social services. Theoretical relevance of working conditions and service quality on Long-term care in Korea is to view from a integrated care model by Daly and Lewis(2002). A nonproportional stratified sampling procedure was used to consider Long-term care facility's ownership. A merged dataset combining surveys from 248 Long-Term Care facilities and online resources from NHIC administrative was used and analyzed by multiple regression. The analysis results is showed as follows. Overall, organizations with better working conditions, having higher wage, having greater a fringe benefit, being skills development and training are likely to have good care quality in each area. This research shows that the working conditions, rewards and support to care workers of organizational culture in the normative dimension beyond the minimum standard on labor market policy and evaluation system by government regulations have a positive impact on Long-term care quality.
