FirstNet는 2012년에 출범하여 미 전역에 단일의 공공안전용 브로드밴드 네트워크 (NPSBN) 구축을 추진하고 있다. 출범과 동시에 700 MHz 대역에 20 MHz 대역폭이 할당되고 미화 70억불의 예산이 책정되었다. 그리고 망구축을 PS-LTE를 기반으로 하되, 추진 일정상 공공안전의 요구사항을 모두 만족하지는 못 하기 때문에 미션크리티컬 음성을 제외하고 미션크리티컬 데이터를 위주로 하는 기능을 정의하였다. 망 구조는 네트워크 코어가 중앙에 위치하며, 지역에 RAN 위주의 장비들이 배치되게 된다. 지방정부가 지역에 배치될 장비와 시설을 구축할 것이며 이를 위하여 FirstNet는 지방정부와 긴밀하게 협의를 추진하고 있다. 현재 RFP 에 앞서 RFI를 진행하고 있다. 2015년에 RFP를 완성하고 2016년에 네트워크 코어를 구축할 예정이다. 그리고 이전에 BTOP PSBN 프로그램으로 추진되고 있던 일곱 개의 프로젝트에 대하여 FirstNet 의 PS-LTE 망과의 호환성과 협조를 보장하는 조건으로 주파수 사용 협상을 추진하여 다섯 개의 프로젝트와 협상을 완료했으며, 두 개의 프로젝트는 중지시켰다. 이중 가장 규모가 큰 프로젝트는 LA-RICS PSBN으로서 231 국의 eNodeB가 시설되며 2015년 2사분기에 개통될 예정이다. 이 시설을 활용하여 2차 재난대응기관의 이용, QoS (서비스 품질), 우선순위/선취에 대하여 분석될 예정이다.

가입자선로는 통신망 이용자가 단말장치를 이용하여 통신서비스를 제공받는 부분으로 통신시설투자의 상당한 비를 차지하고 있다. 그러나 가입자선로는 그 규모의 방대함과 구조의 복잡성 및 다양성 동으로 신기술의 도입이 늦으며 변화의 정도가 매운 느린 분야로, 멀티미디어 서비스 및 인터넷 등 신규 서비스의 태동과 치열해지는 통신시장의 경쟁 상황에서 전체 네트워크의 병목이 되고 있어, 기술 및 운용상의 측면에서 뒤늦게 주목 받는 분야가 되었다. 본 고에서는 통신망의 근간이 되는 가입자선로의 구성 및 역할에 대하여 살펴보고 급변하는 정보통신 환경 속에서의 가입자선로의 위치를 신규서비스 및 가입자선로 기술 발달의 측면에서 서술하고, 초고속통신망 구추계획의 핵심이 되고 있는 광가입자선로 배선기법을 중심으로 한 가입자선로망 설계 및 추후 연구방향에 대하여 논하고자 한다.

The issues of developing the value added services for public transport connectivity and transfer with information and communication technologies has been discussed in terms of incorporating system facilities with public transit modes to increase the ridership of public transit. This paper demonstrates a conceptual model for providing the location based public transit transfer information service on demand with respect to system requirements, subsystems, and logical architecture based on the national ITS architecture. The subsystems in this study which include transfer information center, parking concierge, user route guidance and information provision system are also investigated in detail in order for information service and/or contents provider to develop business models on public transit connectivity and transfer. This model is expected to be utilized in providing the variety of service models with the different types of public transit connectivity and transfer systems according to the system scale and the public transit modes.

This study aims to understand the community sense and need for community programs for large scale cooperative rental housing residents, and to set the direction of the construction plan. To this end, a survey was conducted on visitors and contractors of the model house in Westaybyeolnae. As a result of the analysis, the most visitors to the model house were in their 20s and 30s, while the number of contractors in their 30s was the most. Most of the model house visitors currently do not participate in community activities, but the contractors wanted to interact with neighbors about once a week. The contractors had high demands for sports facilities and child-rearing facilities, and the most demanded for living cooperatives and child care services. However, the range of neighbors required by age, the degree of meeting, common facilities and programs required were different.

2020년은 급격한 인구감소, 고령화, 대도시 인구집중 등 우리나라의 인구구조변화가 급격하게 진행되는 것을 보여주는 해였다. 2020년 주민등록인구수가 처음으로 감소하였으며, 2020년을 기점으로 수도권 인구가 비수도권 인구를 추월할 것으로 전망되었다(통계청, 2020.6). 인구감소, 도시인구 집중화 외에도 1-2인의 소규모 가구 증가 등의 인구구조변화도 진행되고 있다. 이러한 인구구조 변화는 우리나라의 잠재적 경제성장률 등 국가경제뿐만 아니라, 지역별 물이용 변화 등 다양한 공공서비스 수요패턴 및 관련 재정 등에도 영향을 미친다. 이는 공공서비스 공급 및 관련 인프라 유지·관리에도 영향을 미치게 된다. 특히 중소지역의 공공서비스 사업의 경우, 인구감소로 인한 공공서비스 수요 및 관련 재정수입의 감소로 사업의 지속가능성이 크게 약화 될 수 있다. 따라서 인구구조변화가 공공서비스 수요에 미치는 영향을 분석하여, 관련 인프라시설의 유지·관리에 미칠 영향을 진단해 볼 필요가 있다. 이에 본 연구에서는 인구구조 변화가 공공서비스 중 물관리에 어떠한 영향을 미치는지 정량적으로 분석해보고자 하였다. 이를 위해 160개 지방자치단체의 2006~2018년까지의 패널 자료를 구성하여 인구구조 변화 특성 중 인구 규모 변화, 소규모 가구 수의 변화, 인구 연령대 변화(고령화)가 물이용 변화에 미치는 영향을 회귀분석을 통해 중점적으로 분석해보았다. 본 연구의 인구구조 변화에 따른 공공서비스 이용변화에 대한 정량적 분석결과는 공공서비스 운영·관리 시 참고할 수 있을 것이다.

The purpose of this study is to compare care unit cost among large institutions, small group homes and independent living homes for disabled people. For this purpose, our study adopted cost-analysis method widely being used in the field of accounting. By the analysis on per-person and per-year unit care cost comparison, care cost of large institutions is estimated 15,000 - 20,000 thousands won, small group homes 10,000 - 11,000 thousands won and independent living homes 4,025 thousands won. By this study, discourse of 'larger size means economic efficiency' which is widely supported by politicians and bureaucrats has no grounds in the practice of Korean residential care services. This study is suggesting two folds. Firstly, small and community based homes should be preferred in the future provision policy of residential care homes for disabled people. Secondly, government grants for small community based homes should be increased to the level of amount provided on large institutions.

ESCO란 에너지 절약회사(Energy Saving Company) 또는 에너지 서비스 회사(Energy Service Company)를 뜻하는 용어로 지난 1992년 정부에서 에너지 절약을 촉진하기 위해 정책자금을 도입하면서 등장했다. 이들 기업은 정부에서 정책자금을 빌려 공장이나 아파트 등 에너지 사용자에게 에너지 절약시설을 지어주고 에너지를 줄인양만큼 투자비를 회수해 간다. 고유가가 계속되면서 에너지절약 전문기업인 ESCO 단위 사업규모가 점차 대형화되고 있다. ESCO 투자실적은 1998년 이후 에너지절약 시설 개체 사업의 급속한 증가에 힘입어 매년 급격히 성장하고 있다. 최근에는 2천억원대의 시장규모를 가지고 2005년에는 건당 평균 9.1억원이 지원된 것으로 나타났다. 에너지관리공단 자금지원팀의 자료에 의하면 ESCO투자사업 자금지원은 1993~1998년 197건에 480억원이 지원됐으나 2005년에는 202건에 1,829억원이 지원된 것으로 나타났다. 지난 2006년 9월 말 현재 ESCO투자사업 자금지원은 106건에 1,020억원이 대출 은행에 추천된 것으로 알려졌다. 또한 에스코 사업분야가 조명기기·보일러 등 단순설비 교체에서 열병합발전소·냉난방설비, 공정개선 및 폐열회수 등 복합설비 쪽으로 확대되고 있는 것으로 나타났다. 따라서 에너지 소비가 큰 화학 철강 제지 등 산업체, 대형병원, 산업단지 등이 새 에너지 절감 시스템을 도입하면 에너지 효율성 개선에 효과적인 사업이다. 본지는 지난호에 ESCO사업 현황과 투자사례를 게재하고, 이번호에는 ESCO사업 지원시책과 외국의 ESCO활동 현황 및 국내의 ESCO 투자사례를 게재할 계획이다.

This research studies the adequate size standard of Seogwipo cruise terminal CIQ facility that is scheduled to be built around Gangjeong harbor area in Seogwipo-city. In order to respond to the highly increasing number of passenger cruise ships compared to Seogwipo cruise terminal design in 2010, the adequate size standard of Seogwipo cruise terminal CIQ facility was examined for passenger service level grade. Based on size computation elements such as the number of passengers of cruise ships with the largest size of port entry, ship landing rate, passenger processing ratio, and surge factor, the CIQ facility size for each service level grade was reviewed. As a result, the area of 2,971m2 (A grade), 2,409 m2 (B grade), and 2,088 m2 (C grade) were computed. This showed that the area of B grade was about 82% and C grade 70% compared to the area of A grade. The CIQ facility size computed for each service level grade in this research was analyzed that its area needed to be increased by 322% at least and 458% at most, compared to the CIQ facility area of 649m2 of the existing design (2010). In order to respond to the increasing number of cruise passengers, provide high-level passenger service, and improve the international image of Jeju, Seogwipo cruise terminal should secure the size that is equal to or higher than the B grade of service level.

This study is to grasp its characteristics by typing a subjective perception of directors on a private childcare center(PCC)' financial management. This study is used the selected 25 statements and 27 directors performed the Q sort. As this result, the three types were derived. Financial Independence Type perceived that a finance accounting rules for PCC has to revised, and it is in need of guarantee of PCC' independency. Public Childcare Type is a type that a government support on PCC is aided as much as support of a National/Public childcare center. Project Support Type is the type that a rule enactment and support is correspond to a scale and characteristics of PCC. Based on the result of research, I presented a implications and suggestions on a childcare policy.
