Study on the Attitudinal changes of the Korea Forest Service Employees toward New Forest Resource Management Paradigm : 1993-2006 (신 산림자원관리 패러다임에 대한 태도변화 연구 - 한국 산림청 공무원을 대상으로 -)

  • Recently the social movement which emphasizes the new balanced relationships between human and its environment has been arisen. In the field of forestry also the new paradigm which requires to manage forest resources in a sustainable way has been issued. Furthermore forest policy environment in Korea has been rapidly changed. The Forest Law era lasted over 40 and more years was ended and the new Forest Basic Law era which emphasizes the sustainable forest management just started in 2006. Under these circumstances this study explored the attitudinal changes of the Korea Forest Service employees, who have strong influence in forest policy making and implementing, on the multiple use issues of national forests, the new environmental paradigm and resources management paradigm between 1993 and 2006. The study results indicate that there are no significant differences on attitudes and beliefs between the staff and line employee groups. But there are attitudinal changes between 1993 and 2006 groups. Generally the KFS employees favored using national forest lands for the timber production and recreational uses, but they did not favor the livestock forage and mineral development. The KFS employees have pro-environmental attitudes and beliefs. On the other hand they perceive the KFS policy position is more toward commodity production or neutral.

  • 제주는 면적에 비해 생물종다양성이 높은 지역으로 평가된다. 한반도 자생 관속식물은 4,500여종으로 이 중 50%에 달하는 2,200종이 제주에 분포하고 있으며 최근 30년간 80여종의 미기록 식물이 출현하였다. 이러한 특성은 선태식물과 산림버섯 분야에서도 유사하게 나타나는 것으로 지리적 위치, 기후적 조건, 한라산으로 인한 수직 식생 분포, 특이산림생태계로 인한 입지 환경의 다양성과 관련이 있다. 동시에 제주는 희귀 및 유용 산림생명자원의 보고이다. 제주에서 수집하여 종의 실체를 확인한 2,167종을 대상으로 희귀성과 유용성을 평가한 결과 제주고사리삼, 구상나무, 갯취 등의 희귀·특산 식물이 400종, 흑오미자, 제주백서향, 황칠나무 등의 유용식물이 781종에 달하였다. 또한 제주는 우리나라에서 기후변화에 가장 민감한 지역으로 동북아시아 기후변화의 요충지로 전망되고 있다. 한라산의 구상나무가 쇠퇴하는 등 이상 징후가 지속적으로 증가하고 있으며 동북아시아 아열대 최북한계지로서 한반도 생물지리의 징검다리 역할을 하기 때문이다. 따라서 나고야의정서 발효와 기후위기로 산림생명자원의 보존과 활용의 중요성이 더욱 강조되고 있는 현재의 시점에서 제주는 우선 연구 대상지라 해도 과언이 아니다. 이에 국립산림과학원 난대·아열대산림연구소는 절멸 위기에 처한 종의 보존과 유용 산림생명자원의 활용 기반 마련을 위해 수집 및 탐색-빅데이터 기반 구축-증식기술 개발-현지내·외보존원 조성 및 관리 기술 개발 등의 일련의 연구를 20년 이상 수행해 왔다. 여기에서는 제주지역 산림생명자원의 가치와 함께 보존과 활용 연구 성과를 소개하고 향후 연구 방향을 제안함으로써 산림 바이오 소재 산업화와 관련된 학계와 임업인 및 기업에 도움이 되고자 한다.

A Basic Study for Forest Landscape Fragmentation Monitoring (산지경관 파편화 모니터링을 위한 기초연구)

  • This study proposed a forest landscape (patch) fragmentation monitoring framework using a cadastral forest land dataset and validated the feasibility of such monitoring. The following results were found. First, the forest landscape has fragmented too quickly. Hence, immediate national monitoring and management are required. Second, forest landscape monitoring should be linked to other survey frameworks. Horizontal fragmentation monitoring based on the forest landscape (geographic information system [GIS] polygons) is insufficient to determine ecological processes. Third, precautionary principle regulation to link forest landscape fragmentation monitoring to assessment systems such as environmental impact analysis or disaster impact analysis should follow.

Ecological Characteristics of Forest Community by Distance from Camellia japonica Stand (동백나무림으로부터 거리별 산림군집의 생태적 특성)

  • This study was carried out to offer the basic information on ecological succession of evergreen broad-leaved forest through understanding of ecological characteristics of forest community by distance from Camellia japonica stand. Importance value of C. japonica at tree layer was highest in site I and those of Pinus densiflora and P. thunbergii were highest in site II, III and IV. At subtree layer, the importance value of C. japonica was highest in site I while Neolitsea sericea and Styrax japonica had the highest importance value in site II, III, and IV. In all sites, species diversity ranged from 0.121 to 0.515 and 1.112 to 1.589 at tree layer and subtree layer respectively. Evenness ranged from 0.811 to 0.930 at subtree layer, 0.796 to 0.913 at shrub layer and 0.155 to 0.727 at tree layer, this indicates that distribution pattern by species is more uniform at subtree and shrub layer than at tree layer. Soil pH was highest as 5.72 at site I. Contents of total N, organic matter and available P were higher at site I than other sites.

Categorization of Citiesin Gyeonggi-do Using Ecosystem Service Bundles (생태계서비스 번들을 이용한 경기도 도시의 유형화)

  • The concept of ecosystem services is important for the effective management of regional ecological resources. Multiple ecosystem services provided by regional ecosystems are represented as ecosystem service bundles, which define the co-occurrent ecosystem services in a specific region. Bundles provide useful information to identify regional characteristics of ecosystem services and categorize sub-regions with similar patterns of ecosystem service provision. We assessed eleven ecosystem services using modeling approaches and statistical data and produced bundles of cities in Gyeonggi-do.We also conducted principal component analysis and cluster analysis to categorize these cities according to the characteristics of ecosystem services. The results indicated that the cities in Gyeonggi-do were categorized into three groups depending on the types of provision,regulation, and cultural services, and were designated as urbanized, urban-forest, agriculture, or forest cities. These groups were influenced by land use patterns reflecting regional social-environmental features. The results provide useful information for identifying regional ecosystem services and facilitate decision-making in regional ecosystem service management.

Community Structure Comparison of Fagaceae Forest Vegetation in Namsan, Odaesan, and Ulleungdo (남산, 오대산, 울릉도 지역의 주요 참나무과 산림식생에 대한 군락구조 비교)

  • The forest vegetation of the Korean Peninsula is dominated by deciduous Fagaceae forests. The study aimed to comparethe correlation between species composition and environmental factors in Namsan, Odaesan, and Ulleungdo. A vegetation survey of 75 sites was conducted from May to August 2018. Seven vegetation types were classified. The inland representative vegetation was classified as a Quercus mongolica community, and the island representative vegetation was classified as a Fagus multinervis community. The Quercus mongolica community was subdivided into the Aria alnifolia group, representative of cities, and the Tilia amurensis group, representative of mountainous regions. Analysis of important values and indicator species to examine the succession trends according to regional types showed that urban and island forestswere maintained as Fagaceae communities, and that mountainous region foreststransitioned to broadleaf species, such as Tilia amurensis and Carpinus cordata. A CCA analysis of vegetation type and site environmental factors showed that altitude had the biggest effect on species composition at the same latitude. The study results should contribute to a better understanding of the Korean Peninsula forest ecosystem characteristics and provide basic data for establishing a systematic conservation and restoration plan.

Analysis on the Area by Forest Function and the Reflection of Ecosystem Service Concepts in Korea's National Forest Management Plans (최근 국유림경영계획에서 산림기능별 면적구분과 생태계서비스 개념의 반영에 관한 분석)

  • This study tried to find out whether there is a change over time in the functional classification of forests in relation to human demand for forests. The level in which the concept of ecosystem services has been considered in national forest management plans was also examined. A total of 98 current and previous national forest management plans were available for this study. The composition ratios of the six functions of forests in both the current and previous national forest management plans were surveyed. We used a parametric t-test when the mean values of two (current and previous) groups were normally distributed and used nonparametric Wilcoxon code rank test when the assumption of normality was not met. Timber production forests were shown to follow a normal distribution, while five others, including water regeneration forests, disaster prevention forests, natural environment conservation forests, recreation forests, and living environment conservation forests were not shown to follow a normal distribution. Timber production forests and natural environment forests showed significant changes in the proportion of forest area between previous and current forest management plans. The concept of 'ecosystem services' began to actively appear in the 6th Basic Forest Plan, which started in 2018. However, the level of frequency of the ecosystem services mentioned varied by Regional Forest Services.

The 1:5,000 Forest Soil Map: Current Status and Future Directions (1:5,000 산림입지토양도의 제작과 활용 및 향후 발전 방향)

  • To improve on the efficient management of forest resources, it is necessary to create a forest soil map, which represents a comprehensive database of forest lands. Although a 1:25,000 scale forest site map has been used in Korea, the need for a large-scale forest soil map with high precision and information on forest lands that is specialized for individual purposes has been identified. Moreover, to keep pace with the advancement in forest management and transition to a digital society, it is essential to develop a method for constructing new forest soil maps that can diversify its use. Therefore, this paper presented a developmental process and used a 1:5,000 scale forest soil map to propose future directions. National maps showing the soil type, depth, and texture were produced based on the survey and analysis of forest soils, followed by the Forest Land Soil Map (1:5,000) Production Standard Manual. Alternatively, forest soil map data were the basis on which various other maps that can be used to prevent and predict forest disasters and evaluate environmental capacities were developed. Accordingly, ways to provide appropriate information to achieve the national forest plan, secure forestry big data, and accomplish sustainable forest management that corresponds to the national development plan are proposed based on results from the current study.

The Evaluation of Socio-Psychological Carrying Capacity based on Marginal Utility Theory Model : The Case Study of Bukhansan National Park (한계효용이론 모델을 이용한 북한산국립공원 사회.심리적 수용력 평가)

  • Bukhansan National Park is facing dramatic increase of visitors since no entrance fee charge effected in January of 2007. This study was carried out to estimate socio-psychological carrying capacity of Bukhansan National Park based on marginal utility theory model, provide management tactics by stages. 512 visitors to Bukhansan National Park were surveyed during the October of 2008. The data analysis indicated that sociopsychological carrying capacity was estimated as approximately 65,000 people per day for Bukhansan National Park.

The Vegetation and Soil Characteristics of Urban Forest as Geological Location in Daejeon, Korea (대전시 도시숲의 입지에 따른 식생 및 토양특성)

  • This study was carried out for the purpose of understanding the situation of the urban forest and presenting basic data bases for a proper management plan through the analysis of forest vegetation and soil characteristics. In three representative urban forests of Deajeon, we analyzed the differences of vegetation and soil properties in each geological location. The indices of ecological health such as Species Diversity and Maximum Species Diversity are increasing in the order of Namseon Park, Wolpyung Park and Mt. Bomun; the first is in the center of the city, the second is well-conserved inner-city park and the third is in the border of the city. In the soil analysis of Namseon Park where human disturbance is strong, the surface fuel bed was very thin just 0.5cm and the soil was harder than the other two urban forests, the soil hardness was $0.5{\sim}3.7kg/cm^2$. All three urban forests showed low $pH_{1:5}$ under 5.0 except Robinia pseudo-acasia association of Wolpyung and low exchangeable cation level. These results say that the urban forests of Deajeon have been being acidified severely and the eluviation of exchangeable cation is proceeding. The organic matter and the available phosphate level was lower than the average level of Korean forest. It means that nutrition supply is not sufficient. In Daejeon urban forests, the management plan of urban forest is necessary according to the analysis result of vegetation and soil.
