Analysis of Applicability of the Detention in Trunk Sewer for Reducing Urban Inundation (도시 내수침수 저감을 위한 간선저류지 적용성 분석)

  • The flood prevention capacity of drainage facilities in urban areas has weakened because of the increase in impervious surface areas downtown owing to rapid urbanization as well as localized heavy rains caused by climate change. Detention can be installed in trunk sewers and linked to existing drainage facilities for the efficient drainage of runoff in various urban areas with increasing stormwater discharge and changing runoff patterns. In this study, the concept of detention in trunk sewers, which are storage facilities linked to existing sewer pipes, was applied. By selecting a virtual watershed with a different watershed shape, the relationship between the characteristic factors of detention in the trunk sewer and the design parameters was analyzed. The effect of reducing stormwater runoff according to the installation location and capacity of the reservoir was examined. The relationship between the installation location and the capacity of the detention trunk sewer in the Dowon district of the city of Yeosu, South Korea was verified. The effects of the existing water runoff reduction facility and the detention trunk sewer were also compared and analyzed. As a result of analyzing the effects of reducing internal inundation, it was found that the inundation area decreased by approximately 66.5% depending on the installation location of the detention trunk sewer. The detention trunk sewer proposed in this paper could effectively reduce internal inundation in urban areas.

A Study on the Expanding Protected Areas through Identifying Potential Protected Areas - focusing on the experts' recognition with regard to protected area - (잠재 보호지역 발굴을 통한 국가 보호지역 확대 방안 - 보호지역 부합성에 대한 전문가 인식을 중심으로 -)

  • This study was carried out to identify the potential protected areas recognized by experts to conform to the international definition of protected areas for effective implementation of CBD Aichi Target-11. A policy forum of 13 experts on the protected area was formed and conducted four forums, two surveys, and examination in the context of international perspective to identify four potential protected areas including the water source protection area, riparian buffer zone, fishery resources protected area, and urban natural park area. Excluding the existing protected areas, the total size of the potential protected areas was about $5,643.9km^2$ composed of the terrestrial areas of $3,117.9km^2$ and the marine areas of $2,526km^2$. As such, we can expect the expansion of coverage of national protected areas by up to 3.11% of the terrestrial land and up to 0.67% of the terrestrial marine area. This study is meaningful in that it provides the fundamental information to achieve the national target of protected areas in response to CBD Aichi Target-11. Further research on improving the protected areas qualitatively and quantitatively and identifying and linking with other effective regional OECM are required to enhance the national protected area system.

Assessment of the environmental flow and habitat of the river ecosystem through ecosystem function model (생태계 기능모의를 통한 하천의 환경유량 및 서식처 평가)

  • Rivers have been damaged due to rapid urbanization, and river management has been carried out focusing on flow and flood control functions. Recently, interest in river restoration, emphasizing the environmental aspects of rivers, is increasing, but the beginning of river restoration requires an appropriate evaluation of the environmental flow required for the ecosystem. This study analyzed the effects on the habitat of the river ecosystem by estimating the changes in flow regime and environmental flow following the construction of the Buhang dam in Gamcheon, the first tributary of the Nakdong River. To evaluate the environmental flow, the dominant species of Gamcheon, Zacco Platypus, and the protected species Squalidus gracilis majime, and riparian vegetation were selected, and the environmental flow was calculated using the HEC-EFM (Ecosystem Function Model). The evaluated environmental flow was linked with hydraulic analysis and GIS platform, and habitat area change and habitat connectivity analysis before and after dam construction were performed by spatial habitat analysis in the river. Based on the results of this study, it can be used as a river restoration project and a dam operation plan considering the river environment through the calculation of environmental flow and habitat connectivity analysis to improve the habitat of the river ecosystem.

Evaluation of applicability of linkage modeling using PHABSIM and SWAT (PHABSIM과 SWAT을 이용한 연계모델링 적용성 평가)

  • This study is to evaluate applicability of linkage modeling using PHABSIM (Physical Habitat Simulation System) and SWAT (Soil and Water Assessment Tool) and to estimate ecological flow for target fishes of Andong downstream (4,565.7 km2). The SWAT was established considering 2 multi purpose dam (ADD, IHD) and 1 streamflow gauging station (GD). The SWAT was calibrated and validated with 9 years (2012 ~ 2020) data of 1 stream (GD) and 2 multi-purpose dam (ADD, IHD). For streamflow and dam inflows (GD, ADD and IHD), R2, NSE and RMSE were 0.52 ~ 0.74, 0.48 ~ 0.71, and 0.92 ~ 2.51 mm/day respectively. As a result of flow duration analysis for 9 years (2012 ~ 2020) using calibrated streamflow, the average Q185 and Q275 were 36.5 m3/sec (-1.4%) and 23.8 m3/sec (0%) respectively compared with the observed flow duration and were applied to flow boundary condition of PHABSIM. The target stream was selected as the 410 m section where GD is located, and stream cross-section and hydraulic factors were constructed based on Nakdong River Basic Plan Report and HEC-RAS. The dominant species of the target stream was Zacco platypus and the sub-dominant species was Puntungia herzi Herzenstein, and the HSI (Habitat Suitability Index) of target species was collected through references research. As the result of PHABSIM water level and velocity simulation, error of Q185 and Q275 were analyzed -0.12 m, +0.00 m and +0.06 m/s, +0.09 m/s respectively. The average WUA (Weighted Usable Area) and ecological flow of Zacco platypus and Puntungia herzi Herzenstein were evaluated 76,817.0 m2/1000m, 20.0 m3/sec and 46,628.6 m2/1000m, 9.0 m3/sec. This results indicated Zacco platypus is more adaptable to target stream than Puntungia herzi Herzenstein.

Review on the Protected Areas Issues within Mid-Long Term National Plans for Territory and Environment of Korea; Focus on the "Biodiversity 2011-2020 Strategic Targets" and "Protected Areas Decision" (우리나라 국토 및 환경 분야 중장기 국가계획의 보호지역 관련 내용 고찰 - "생물다양성협약 2011~2020 전략목표" 및 "보호지역 결정문" 내용을 중심으로-)

  • In perspective of biodiversity conservation and protected areas (PAs), the aims of the study are to review the mid-long term national plans, which deal with national territory and environment in Korea, and to find out the way to improve this issue. Key issues were drawn by referring "Biodiversity 2011-2020 Strategic Targets" and "Protected Area Decision" in CBD CoP-10 and 7 National comprehensive or basic Plans were reviewed. Quoting Biodiversity 2011-2020 Strategic Target 5, "By 2020, the rate of loss of all natural habitats, including forests, is at least halved and where feasible brought close to zero, and degradation and fragmentation is significantly reduced", most of national plans included various methods such as "No Net Loss of Green", "No Net Loss of Wetlands", and so on. Regarding the target 11, "By 2020, at least 17% of terrestrial and inland water, and 10% of coastal and marine areas, ecologically representative and well connected systems of PAs and other effective area-based conservation measures, and integrated into the wider landscape and seascapes", 15% by 2015 was set up as a target of total PAs in Korea and 13% by 2015 or 2020 was set up as a target of coastal and marine PAs. CBD CoP-10 Decision X/31 (Protected Areas) invites parties to develop a national long-term action plan for the implementation of PoWPA and describes 10 issues that need greater attention. National action plan for the implementation of PoWPA doesn't be mentioned at any national plans even PoWPA. Regarding the 10 issues, most of issues were well reflected within various national plans, however there is still a need to improve the details and corelation between plans. Particularly, in terms of management effectiveness evaluation (MEE), there was no national plan to directly deal with MEE even though CBD invites parties to work towards assessing 60% of the total PAs by 2015. Based on the review results, below 4 items were suggested; (1)"The Comprehensive Plan of the National Territory" needs more attention on the Biodiversity Conservation and PAs, (2)Consider to establish "National PA System Plan" embedded into "the Comprehensive Plan of National Environment", (3)Establish a "National Action Plan for the implementation of PoWPA", (4)Improve the National Plans through linking with Biodiversity 2011-2020 Strategic Targets and relevant PA key issues.

  • 최근 국내에서는 저탄소 녹색도시 조성의 일환으로 도시의 환경오염과 기후변화의 문제의 원인이 되고 있는 탄소 배출을 억제하고 고유가 시대에 에너지저감을 동시에 고려하는 저탄소 도시 조성을 통해 기후변화 시대에 대응을 추진하고 있다(국토해양부, 2009). 이러한 결과로 최근 도시내 물순환시스템(urban water circulating system or blue-network)의 구축이 요구되며 이는 자연의 생태 기능을 복원하고 오염부하를 저감하여 도시 환경의 건강성과 지속성 향상에 기여한다. 이러한 도시물순환시스템은 시민의 휴식 및 문화 공간, 도심열섬현상 완화, 재해방지, 생물서식공간(biotope) 제공 등의 기본적인 기능 이외에도 탄소배출 감소, 우수 저류공간 확보, 지하수위 유지, 비상용수 확보, 대기오염물질의 집진제거, 습지보전 및 생물종 다양성 확보 등의 주요 기능을 수행할 수 있기 때문에 구도심의 재개발 또는 신도시 개발 시 도시 어메니티(amenity) 증진에 널리 적용되고 있다(서울시정개발연구원 2003; 한국토지공사 2003). 남한산성을 포함하는 청량산 계곡수를 발원지로서, 공간적 범위는 장지천과 창곡천을 따라 약 3.5 km 서쪽으로 흘러 탄천에 이르기까지의 물길축(blue-network)를 기반으로 하며 총면적은 $6.8km^2$ 으로 서울, 성남, 하남의 3개 행정구역에 걸쳐있다. 내용적 범위는 현황조사(개발 컨셉, 하천분포현황, 인접지역 연계, 수질), 수량 및 수질 확보방안(물수지분석, 다중 수원 확보방안, 목표수질 설정, 부영양화 가능성 평가), 물순환시스템 구축(소하천 등과 연계 방안), 유지관리 방안의 순서로 진행하여 기본계획을 도출하였다. 현황조사 결과 본 사업대상지는 장지천, 창곡천, 학암천 등 3개 소하천이 서쪽의 탄천과 연결되어 있으며 동쪽은 산지로 청량산이 인접하기에, 주변 자연지형을 최대한 고려하여 물순환시스템을 계획하였다. 하천 유량은 기존 환경영향평가서, 하천 연계방안, 신도시 조성 관련기준 등을 종합적으로 고려하여 하류에서 각각 장지천 $10,087m^3/d$, 창곡천 $7,103m^3/d$, 복우천 $5,530m^3/d$ 의 유지용수량을 산정하였다. 도시 친수공간 확보와 어메니티 향상을 위해 지구내 수로(휴먼링)을 조성하여 장지천, 창곡천과 연계하였으며 주요 유지용수는 저탄소 녹색도시 건설에 부합하도록 우수을 활용한 함양지 및 계곡수로 조성 계획하였다. 또한, 인접한 장지천 및 창곡천 등 소하천은 지속적인 유량공급 및 양질의 수질을 확보하기 위해서 하상여과수를 검토 후 제안하였다.

The study on solar policy analysis and implications of leading countries. (선도국가의 수상태양광 정책 분석 및 시사점 도출)

  • 전 세계 태양광 발전용량은 2010년 초 25GW에서 2019년 말 617.9GW로, 지난 10년 동안 25배 이상 증가하였다(2019년 전세계 태양광 발전(PV)의 추가량은 거의 133GW 추정). 2020년에도 세계 태양광시장은 120~150GW를 형성해 전년대비 10% 내외의 성장세를 이어갈 것으로 전망되며, 향후에도 성장률은 다소 낮아지겠지만 2030년 태양광 수요피크 200GW까지 지속적인 성장이 기대된다. 한편 우리나라 수상태양광은 높은 잠재력(저수면적의 7%를 활용할 경우 5,304MW 규모의 수상태양광 개발이 가능)을 가지고 있는 것으로 평가된다. 신(新)정부 국정과제 3020 신재생 확산정책에 따라 신재생에너지 보급률 확산이 전망되는 가운데, K-water의 중장기('17~'26) 전략경영계획에 따르면 수상태양광은 2026년까지 2,758MW 개발을 목표로 하고 있다. 하지만, 수상태양광은 경제성과 환경적 측면에서의 불확실성을 포함하여 시설물의 안정성 검증, 사회적 수용성 등 극복해야 할 정책과제들을 안고 있다. ① REC 가격의 안정화, 경제성 제고 문제(높은 운영 및 관리 비용), ② 난개발, 환경·경관·안전 문제에 대한 주민들의 우려 : 주민 수용성 제고, ③ 투자 사기와 유착·비리, 편법개발, 난개발에 대한 규제방안, ④ 지역사회와의 거버넌스 및 갈등관리 문제, 공용 전력망 부족과 계통연계 문제 등. 이에 본 연구는 태양광 선도국가의 정책 사례 분석을 통해 수상태양광 관련 명확한 규제 및 지원정책을 제언하고자 한다. 분석방법으로는 첫째, 주요 국가에서 시행 중인 수상태양광에 대한 금융지원 및 정책 지원을 국내 사례와 비교·분석하였으며 둘째, 경제적·생태적 관점에서 수상태양광 모델을 개발하고, 이를 지역사회가 수용할 수 있도록 정책적 대안을 제시하였다.

Site Selection Model for Wetland Restoration and Creation for the Circulation of Water in a Newly-built Community (신도시 물순환체계 구축을 위한 습지조성 입지선정에 관한 연구)

  • This study attempted to develop a model for selecting sites for ecologically effective, multi-functional wetlands during the environmental and ecological planning stage, prior to land use Planning. This model was developed with an emphasis upon the creation of a water circulation system for a newly-created city, dispersing and retaining the run-off that is increased due to urbanization and securing spaces to create wetlands that can promote urban biodiversity. A series of Precesses for selecting sites for wetland restoration and creation - watershed analysis, selection of evaluation items, calculation of weights, reparation of thematic maps and synthesis - were incorporated into the model. Its potentials and limitations were examined by applying it to the recently-planned WiRae New Community Development Area, which is located in the Seoul metropolitan region. At the watershed analysis stage, the site was divided into 13 sub-catchment areas. Inflow to watersheds including the area was $3,020,765m^3$ Run-off before and after development is estimated as $1,901,969m^3$ and $1,970,735{\sim}2,039,502m^3$, respectively. The total storage capacity required in the development area amounts to $68,766{\sim}137,533m^3$. When thematic maps were overlapped during the selection stage for wetland sites, 13 sub-catchment areas were prioritized for wetland restoration and creation. The locations and areas for retaining run-off showed that various types of wetlands, including retaining wetlands (area wetlands), riverine wetlands (linear wetlands) and pond wetlands (point wetlands), can be created and that they can be systematically connected. By providing a basic framework for the water circulation system plan of an entire city, it may be used effectively in the space planning stage, such as planning an urban eco-network through integration with greet areas. In order to estimate reasonable run-off and create an adequate water circulation system however, a feedback process following land use planning is required. This study strived to promote urban changes in a positive direction while minimizing urban changes in negative forms.

Univariate Analysis of Soil Moisture Time Series for a Hillslope Located in the KoFlux Gwangneung Supersite (광릉수목원 내 산지사면에서의 토양수분 시계열 자료의 단변량 분석)

  • Soil moisture is one of the essential components in determining surface hydrological processes such as infiltration, surface runoff as well as meteorological, ecological and water quality responses at watershed scale. This paper discusses soil moisture transfer processes measured at hillslope scale in the Gwangneung forest catchment to understand and provide the basis of stochastic structures of soil moisture variation. Measured soil moisture series were modelled based upon the developed univariate model platform. The modeling consists of a series of procedures: pre-treatment of data, model structure investigation, selection of candidate models, parameter estimation and diagnostic checking. The spatial distribution of model is associated with topographic characteristics of the hillslope. The upslope area computed by the multiple flow direction algorithm and the local slope are found to be effective parameters to explain the distribution of the model structure. This study enables us to identify the key factors affecting the soil moisture distribution and to ultimately construct a realistic soil moisture map in a complex landscape such as the Gwangneung Supersite.

A Review on the International Trends for Establishing Post-2020 National Targets Relevant to Protected Areas - Focused on the CBD Decisions and Aichi target-11 Achievement Status - (Post-2020 국가 보호지역 목표 설정을 위한 국제동향 고찰 - 생물다양성협약 결정문 및 글로벌 목표 성취현황 분석을 중심으로 -)

  • This study aims to draw suggestions for establishing the Post-2020 national policy direction and goals related to protected areas in Korea by analyzing the trends of major discussion issues on protected areas in the Convention on Biological Diversity (CBD) and reviewing the achievement progress of the Aichi target-11. Regarding the CBD decisions on protected areas, two decisions (Decisions II/7 and II/8) were adopted in 1995, and then the Program of Work on Protected Areas (PoWPA), which presented an ideal blueprint for protected areas, was adopted at the 7th Conference of the Parties (COP) in 2004. At the 10th COP in 2010, the "Strategic Plan for Biodiversity 2011-2020 and the Aichi Biodiversity Target" (Decision X/2) was adopted along with the Decision X/31, which presented ten key issues related to protected areas. The global outcomes of the Aichi Target-11 include 15% of the earth's land area and 7.4% of the ocean being designated as protected areas. In Korea, 16.63% of the land and 2.12% of the ocean have been designated as protected areas. However, the outcomes of the effective and equitable management, protection of areas important to biodiversity and ecosystem services, and identifying "Other effective area-based conservation measures" (OECMs) and linking them with protected areas have been found to be significantly short of global goals. The first draft of the Post-2020 Global Biodiversity Framework (Post-2020 GBF) prepared in January 2020 presented multi-step objectives. They included protecting at least 60% of particularly important sites for biodiversity through protected areas and other effective area-based conservation measures, at least 30% of the entire land and sea areas, and at least 10% of them under strict protection by 2030. The Updated Zero drafted in August 2020 concisely set out one quantitative goal of at least 30% of the globe by 2030, adding qualitative goals that these areas should be protected and conserved through "well connected and effective system of protected areas and OECMs at least 30 % of the planet with the focus on areas particularly important for biodiversity." Based on the draft Post-2020 GBF's targets related to protected areas and Korea's national targets reflecting the current state of Korea and established national plans, we suggest the national targets "to protect and conserve at least 30% of the land area and 10% of the marine area and to strengthen the means of qualitative achievement by establishing sub-targets through an effective system of protected areas and OECMs by 2030.".
