  • 지구의 환경 문제는 국제적으로 점차 그 중요성이 증대되고 있다. 지구에 인류가 존재하는 한 환경은 오염될 수밖에 없으며 그 결과 지구 생태계의 커다란 변화가 다가올 것이라는 것은 주지의 사실이다. 따라서 지구 환경의 보존을 위해 에너지 이용 효율성을 제고해야 하며, 청정 에너지의 개발, 사용으로 온실 효과의 주범인 $CO_2$ 발생량을 줄이기 위해 화석 연료의 사용을 억제할 수 있는 대책과 화석 연소로부터 발생되는 NO$_{x}$ 나 SO$_{x}$ 등에 의한 산성비로 생태계의 파괴를 막을 수 있는 청정 에너지의 개발을 위한 사회, 환경적인 정책적 제도 도입이 활발히 진행되고 있다. Concept and Policy Developments on Eco-welfare of National Parks based on Ecosystem Service (생태계서비스 기반 국립공원 생태복지 개념정립 및 정책방향 설정)

  • The concept of Eco-welfare emerged in the process of discovering the relationship between a healthy ecosystem and human wellbeing. The objective of this study is to offer basic data for eco-welfare policy realization by conceptualizing the 'National Park Eco-welfare' since national parks are appropriate places for eco-welfare to be optimally implemented. A pre-workshop and two rounds of Delphi surveys were conducted to determine the concept of the 'National Park Eco-welfare ' and the main elements to be included in ecosystem service. Through this study, the concept of 'National Park Eco-welfare' was defined as efforts to conserve the biodiversity and sustainability of the ecosystem and create harmony between 'National Park Ecosystem Welfare' and 'National Park Human Welfare'. To establish the direction of the National Park Eco-welfare policy, we identified the main elements of ecosystem services which are appropriate for the National Park. These are comprised of 3 elements (food, fresh water and genetic resources) from supply service, all elements from regulating service and supporting/habitat service and 4 elements (aesthetic information, recreation-based ecotourism, healing, and knowledge systems with educational values) from culture service. In this study, the concept of National Park Eco-welfare was established, and its policy objectives and scope were suggested. However, further studies are necessary to develop action plans areand thereby realize the policy.

The Value of Ecosystem Services based on Land Use in Shinangun, Jeonnam, Korea (전남 신안군의 토지이용에 따른 생태계서비스 가치와 지속가능한 활용방안)

  • More than half of all the tidal flats and islands in South Korea are located in Jeonnam. Shinangun accounts for a large amount of these tidal flats and island. This study assessed the value of ecosystem services for 14 administrative units (2 'eup' and 12 'myeon') that have around 1,000 islands in Shinangun, using the method described by Costanza et al. (1997). The assessment involved examining the land use types in Shinangun in relation to ecosystem services value. The finding showed that the tidal flat areas had the highest value of ecosystem services in most of the islands of Shinangun, in particular in Aphae-eup and Jido-eup. The study illustrates how quantitative analysis of land use patterns can help local governments like Shinangun to formulate policy for conservation and sustainaable use of ecosystem services. Especially, tidal flat areas are unique and fragile ecosystem, so it is very importat to make strategies for sustainable development in bioculturally diverse areas. Some suggestions regarding landscape planning in Shinangun are provided.

A Study on Business Ecosystem Model for Technology Commercialization: Focused on Its Application to Public R&D Commercialization (기술사업화의 비즈니스 생태계 모형에 관한 연구: 공공 연구개발성과 사업화에의 적용을 중심으로)

  • Emphasizing the importance of R&D as a source of open innovation, Korean government is developing various programs focused on technology commercialization and is expanding investment on it. In spite of those efforts, technology commercialization is not vitalized yet due to the lack of demand for technology transfer, R&D planning scheme without considering market, immaturity of technology market, and so on. This study aims to suggest the business ecosystem model so that technology commercialization could be facilitated based on business ecosystem perspective. We set the framework for modeling a business ecosystem through reviewing the previous works, and draw several problems to be solved regarding public R&D commercialization in Korea from the perspective of ecosystem. Considering those, this research proposes the business ecosystem model for public R&D commercialization as a reference model for describing, discussing, and developing the technology commercialization strategy. The proposed model consists of 4 domains as follows: R&D, technology market, information distribution channels, and customers. The business ecosystem model shows that technology commercialization could be facilitated to create the market value through close relationship and organic cooperation among its members that form the ecosystem. Public research institutes as a keystone player could control the fate of the ecosystem. In this regard, this paper suggests roles of public research institutes for evolving the business ecosystem.

융합시대의 정보통신산업 정책방향

  • 본고에서는 정보통신산업의 미래, 즉 융합 생태계가 활성화되는 시대를 맞이하여 앞으로 우리나라가 전개하여 나아할 향후 정보통신 산업의 정책방향을 제시하고자 한다. 이를 위해 우선 우리나라의 정보통신정책 변화과정을 살펴보았으며, 현 정부가 추진하고자 했던 융합 초기 시대의 정책과 그 성과를 다각적으로 살펴보고자 한다. 또한 미래의 정보통신 환경이 변화되는 모습을 예측하고 이를 종합하여 향후 정보통신산업의 향후 융합 정책방향을 제안하였다.

  • 현대사회가 당면한 다양한 문제를 해결하는 주체로 '제4섹터(the fourth sector)'가 주목받고 있다. 제4섹터는 사회적경제 기업으로 대표되는 제3섹터의 지나친 정부 의존도와 서비스 모델 동형화의 문제점을 해결하고자 등장하였다(Meadows, 1972; Howaldt and Schwarz, 2010). 이러한 제4섹터의 핵심 주체로서 소셜벤처가 언급되고 있다(경기연구원, 2018). 그러나 아직까지 소셜벤처에 대한 학술적 및 정책적 개념이 모호한 실정이다. 따라서 본 연구에서는 사회의 포용적 성장을 도모하기 위해 제4섹터로서의 소셜벤처 정의와 특성을 명확히 하고, 소셜벤처 생태계 활성화를 위한 발전전략을 연구하고자 한다.

  • Awareness of Korean VR/AR industry has been spread via the success of PokemonGo syndrome. In accordance with the increase in interest VR/AR ecosystem in the domestic VR/AR industry is to equip the global competitiveness of C-P-N-D aspect is essential. This paper analyzes the state VR/AR industrial ecosystem status in the C-P-N-D perspective and examines the government and the local governments of VR / AR content policy in supporting ecological point of view. Especially, the importance of the platform and IP has been noted based on VR/AR industry.

Conflicts between Preference and Value in Establishing Ecological Management Policy through Public Participation - A Case of National Park Management Issues - (대중 참여를 통한 생태계 관리 정책 수립과정에 있어 선호와 가치의 갈등-국립공원 관리 쟁점을 사례로-)

  • Lately a few of new ecological management policies have been developed and implemented to need objectives of national parks in effective ways. Examples include trail closing for preserving bears, no pets allowance for possible diesease expansion, and no fire in national parks. Such new policies can cause visitors and local residents inconvenience and dissatisfaction. Decision-making processes based on public participation became more important as a primary mean to decrease such undesirable reactions. This study examined conflicts between collective value and individual preference in process building an ecological management policy by analysis of questionnaire survey results. The subjects of the present study were 242 university students. The majority(93.%) accepted the need of public participation in decision-making processes, and the most important reason was that such processes can properly help decison makers understand what the public and local residents want(51.7%). They also answered that individual property right can be limited for preserving species but the limited right should be compensated by the government(93.0%). The great majority(97.1%) of respondents supported the trail closing policy designed to protect bears(Urus thibetanus) from being captured no matter what their personal preference is. On the contrary, more than half of the respondents answered that local residents should be allowed to gather herbs and plants even within national park area since they have been doing for a long time. The results of the present study seem to support major findings of some previous studies that it is critical for policy makers to encourage the public to consider issues under debate from the perspective of collective value rather than individual preference and provide them with necessary information and chances to discuss to each other in public participation processes.

대.중소기업 동반성장 - 상생 파트너 형성이 동반성장 이끈다

  • 정부가 국정 하반기 정책기조를 대기업 중심에서 중소기업 중심으로 변경하면서 원칙을 강조하는 수준을 넘어 실질적인 상생 규제 정책을 내놓고 있어 주목되고 있다. 정부는 지난 9월 29일 정부와 대 중소기업계가 모인 '대 중소기업 동반성장 전략회의'(제72차 국민경제대책회의)에서 지속가능한 성장동력과 경쟁력을 확보하기 위한 '대 중소기업 동반성장 추진대책'을 수립, 발표했다. 사회 윤리적인 수준을 넘어 각종 규제와 혜택으로써 기업문화의 풍토를 바꾸려는 시도를 하고 있는 것이다. 최근들어 정부는 각종 상생관련 정책을 내놓으면서'상생'이라는 말 대신 '동반성장'이라는 표현을 쓰고 있다. 일방적 시혜 혹은 분배에 초점을 맞춘 것이 아니라 거시적인 의미의 '성장'에 초점을 맞춰 기업 생태계의 변화를 촉구하고 있는 것이다. 즉, 생태계가 커질수록 일부 요소의 투입보다는 각종 요소들이 다양하게 공존함으로써 발생되는 시너지 효과에 미래의 성장동력이 있다고 판단하고 있다. 본지는 정부의 동반성장 정책과 업계의 반응, 설비업계를 대변하여 대한설비건설협회가 건의한 '건설산업 상생을 위한 제도 개선', 그리고 대기업의 동반성장 추진 현황에 대해 알아본다.
