Plans for Improvement of the Airspace Structure (공역체제 개선계획)

  • Our nation have several procedures and law for national airspace management, however those procedures and law not enough to manage airspace. Therefore, I have studied this paper for improving flight safety and for providing economics flight of civcil aircraft and military aircraft, also, for increasing efficiency of airspace through systematic airspace management, additionally, for improving nation defense ability and for preventation our nation damage when occuring airspace problem. Nowaday. in using airspace. two theory which freely use theory and use theory under jurisdiction is opposed by every nation in worldwide. Consequently. we can realize every nation endeavour to increase their jurisdiction airspace. However. our nation is not still prepared to cope with other nation when occuring airspace trouble. because airspace definition is not prescribed on our aviation law. Therefore. several problems which are improved in our airspace management are presented on this paper. The presented matters are as follows. First, The airspace definition is not prescribed on aviation law and responsibility limit of airspace management is ambugious. Second. problem on structure of approach control area and special airspace, Third. problem on airway system. Fourth. civil agency and military agency apply respectively different regulation in establishment of aircraft flight route, To grasp these problems, considered the airspace conception, airspace classfication. legal character of airspace. our nation airspace state and management together with other nation airspace state and management. also compared our nation airspace management with other nation airspace management. And. improvement methods to solve problems which was appeared by comparing and analysis are presented on this paper.

Technology trend of Smart-home Security System (스마트 홈 시큐리티 기술 동향)

  • To cope with rapidly increasing crimes, the Smart-home system has become common to minimize and prevent crimes in the residential space. Accordingly, the interest on the security-related Smart-home system is also increasing. First is the establishment of Smart-home security standard. At present, the Smart-home security systems are implemented by individual policies of construction companies or by the requirement of residents. Each construction company has their own characteristics in the Smart-home security system; while there is no standardized system. Second is the introduction of Smart-home security certificate system. Like people have certificates, now the residential spaces may also need certificates. A certificate system that represents the performance of residential spaces cannot be an absolute criterion in the evaluation of apartment quality, however, it can be a basic requirement for the convenient residential environment and policies being implemented by the government. If a certificate system would be introduced, construction companies will compete with each other to provide with better security system and apartment operation companies will hire more specialized security personnel in order to get higher certificates. Consequently, better security of residential space will be secured. It is also required to develop and establish response measures by studying the key changes and trends of Smart-home security system. The advance in mechanical security devices will bring about more changes in the future. Therefore, more various in-depth studies are required on the basic specifications of security system in the residential spaces.

Relationship between Pedestrian Network and Pedestrian Volume Using Connectivity (연결도를 이용한 보행네트워크와 보행통행량의 상호관련성 연구)

  • It is important to know pedestrian volume to carry out pedestrian safety analysis and pedestrian friendly design. However, it is too difficult to come across research work related to pedestrian volume analysis in the field of transport, due to lack of interests on pedestrian movement. Most transport research has been focused on vehicles and highways rather than pedestrian. On the other hand, in the field of urban studies, there comes an effective tool to estimate pedestrian volumes using Space Syntax theory. This theory twins out to be effective and economic because it only requires network information, which is easy to acquire from maps and field survey. However, this method is different in the way representing networks from the way that is common in the field of transport. To make up for this point, this paper develops a novel measure for estimating pedestrian volume using Dial's algorithm, and applies the model in the two test networks; Insadong and Soongryemoon networks. The application results reveals that developed measure is an effective tool to explain pedestrian volume; a correlation coefficient between the measure and pedestrian volume is 0.713 in Insadong and 0.492 in Soongryemoon, and the goodness of fit($R^2$) of regression models are 0.893 in Insadong and 0.671 in Soongryemoon. This estimation method is significantly less complicated to estimate the effect of a pedestrian network change than Space Syntax theory, which requires special softwares not readily available.

A Study on Institutional Foundation on the Korea Counter-Terrorism System (한국 테러대응 시스템의 제도적 구축방안)

  • This study looks at plans for the efficient functions of the current terror response system in Korea. The results are derived from by comparing and analyzing American, British, German, Japanese, and Korean terror response systems. It focuses especially on addressing some problems with Korea's terror response system and how to operate it effectively. The study will systematically compare and analyze each nation's terror countermeasure studying organizational, functional, and legal aspects as standards. This study shows that there is not an exclusive terror response center in Korea compared with other nations such as America, the United Kingdom, Germany, and Japan. Also it is difficult to expect effective and vigorous operations due to weak cooperation across the relevant organizations. The presidential directive of the state's anti-terrorism action guidelines is legally ineffective. This means that on legal grounds, it is difficult to take actions to prevent the terrorism. Therefore, keys to counteracting terrorism derived from this study are summarized below. In the first place, an integrated terror response system should be set up for expansion of information sharing which leads to emergence effect. In the second place, the superior legislative systems should be made for the cleardefinition and extent of what the terror is, rigid enforcement of investigation, immigration, and keeping an eye on the funds raised by terrorists and tracking down the terrorists, the plan for eco-terrorism. In the third place, to augment security of vital facilities and peoples' awareness of terrorism safety should be emphasized and a cooperative system between civil and government organizations need to be built. In the fourth place, system for crisis management must be provided in an effort to maximize management system of terrorism and unify a decentralized emergency countermeasures effectively.

  • The purpose of this study is to develop a pedestrian multi-agent model and simulation system using multi-agent theory, which may be utilized as a planning support system for building a comfort and safe environment of pedestrian street. Differing from existing pedestrian models, however, every single pedestrian was regarded as an individual agent in the model. Multiple agents like multiple pedestrians in the street then maintain their own characteristics and respond to surrounding environment. In addition their moving behavior are made by their own decision rules that they have or had acquired through the interactive communications or learning between agents like real world. After verifying the model validation, as the $R^2$ between the predicted value and observed value was up to 0.781, the developed model was applied to Gazwa district within Gyeongsang university village. The simulation system was developed by Flash MX action scripts and the physical environment of the streets was configured with the digital map and ArcGis within computer virtual space. The attribute data of buildings such as type and size of commercial business were collected through the field survey and combined with physical features. Then the effect of the variation of building attractiveness and the occurrence of street events to pedestrian environment were simulated. Through the experiments this study could make suggestions to improve pedestrian environment.

A Case Study on the Use of Coteaching in Science Instruction for Science-Gifted Elementary Students (초등 과학영재수업에서 코티칭의 활용에 대한 사례 연구)

  • As a case study on the use of coteaching in science instruction for science-gifted elementary students, this paper analyzed the characteristics of coteaching science instruction for science-gifted elementary students by plan, performance, and reflection-evaluation stages of the classes. To do this, we observed two teachers' coteaching science instruction for science-gifted elementary students during twelve classes and analyzed the taped videos, their journals, and the transcripts for in-depth interviews with them. The results indicated that the characteristics of the coteaching science instruction, in the planning stage of the classes, showed improvement in the quality of the sciencegifted education programs, the reduction of the psychological burdens of developing the programs, and some efficiency loss due to the joint preparation of the classes. The characteristics in the performance stage of the classes include the seamless progression of the classes through the division of roles, the increase of the students' opportunity to explore, the supplement of the teachers' inadequate descriptions and the overlooked contents, the increase of the interaction between teachers and students and/or the interaction among students, the reduction of the risk of accidents in experiments, and the reduction of the responsibility for teaching. Finally, the characteristics in the reflectionevaluation stage of the classes could be attributed to the diversity of the evaluation viewpoints, the increase of the learning opportunities to develop the teaching professionalism, and the increase of the fear for assessing my own classes.

The Study on the Situation and Development of High Speed Rail in Each Countries (각국의 고속철도 현황과 발전에 관한 연구)

  • 우리나라는 2004년 4월 경부고속철도개통을 앞두고 마지막 준비를 하고 있다. 1964년10월 고속철도를 가장 먼저 개통한 일본을 비롯한 프랑스, 독일 등은 이미 고속철도가 철도교통의 중심은 물론 각국의 교통수송에 높은 비중을 차지하고 있다. 2001년에 일본이 경우 1일 773,951명을 수송하고 있으며, 프랑스는 228,714명을 수송하고 있다. 세계적으로도 고속철도는 2000년 현재 유럽이 15,350km, 아시아는 2,152,9km를 운영 중에 있는데 이는 2010년에는 유럽은 41,350km, 아시아는 4,755.7km로 증가될 전망이다. 특히 아시아는 2005년 10월 개통예정인 대만의 타이페이와 카오슝의 345km를 비롯하여, 중국은 상해~북경의 1,330km를 2008년 ㅂ구경올림픽에 맞추어 개통을 준비하고 있다. 일본, 프랑스, 독일 등 고속철도의 운영국가들은 고속철도수송의 수송량이 급격하게 증가하고 있다. 프랑스는 인기준으로 1996년에 비해 2001년에 49.3%, 독인은 1996년에 비해 2001년에 70.1%의 증가치를 보이고 있다. 철도수송에서의 고속철도의 비중도 높아 인${\cdot}$km기준으로 일본은 29%, 프랑스는 48.3%, 독일은 15.9%를 차지하고 있다. 이러한 고속철도가 발전한 요인은 항공기와도 경쟁이 될 정도의 빠른 속도와 안전, 높은 사회경제적 효과에 기인하고 있다. 고속철도의 비중이 높은 일본의 경우는 개통 이래 현재까지 약 62억명을 수송하고 있는데 사망사고는 한건도 없었다. 또한 1개 열차의 정시도착 오차는 24초에 불과하고, 항공기와도 경쟁력이 될 정도의 속도와 수송능력을 보유하고 있다. 실제로 500~700km구간에서 항공기와 고속철도이 경쟁이 치열한데 고속철도의 분담율이 67%를 차지하고 있다. 이러한 고속철도 발전으로 철도수송의 증가율에도 큰 영향을 미치고 있다. 프랑스와 독일의 경우는 자동차수송보다 철도수송이 최근 4년간 약 10%이상 증가하고 있는 것도 고속철도의 영향에 기인하고 있다. 고속철도의 또 다른 특징으로는 높은 유발수요효과로 일본의 신간선개통전후를 비교해 보면 예상치보다 약 6%~23%의 높은 수요유발효과를 보이고 있다. 이 결과 각궁의 고속철도는 매우 높은 수익성을 기록하고 있는데 일본은 개통 후 3년째 흑자를 기록하였고, 중국도 개통 후 7년에 단년도 흑자를 예상하고 있다. 이러한 고속철도의 발전에 기초해 유럽을 비롯하여, 아시아 등에서 고속철도의 건설이 더욱 가속화 될 것으로 예상되는데, 이러한 새로운 변화의 고속철도시대에 대비하여 우리나라도 장차 건설계획수립, 해외수출, 고속철도의 상호운영 등을 지금부터 계획을 수립하여 집행해야 할 것이다.

The Devices for Improvement against the Precedents about unfair Transactions in the Security Industries (경비업계에 있어서의 불공정거래의 사례 개선방안)

  • The area of security service has been maintaining the high growth curve annually by improving security consciousness from increase of the income and the progress of public services's level by the accomplishment in the info-communication field, recently the demand for unmanned security system is extended form commercial purposes into public offices and individual's houses. In addition to, the possible distance of offering services is scheduled to magnify. At the period when security company's influence has been becoming significant, the injustice transaction is the serious factor which obstructs the development of security companies. Therefore, it is urgent thing to devise counterplans to extirpate injustice transactions. There are the legalistic approaches of the breakthroughs against injustice transactions. One thing is settling the standard of the judgment and the other is renovating the provision of injustice transactions. Utilizing the principles of the fair competitions and importing self-obedience programs within the range of trade actions which is permitted by law, acted as the system approach. Moreover, there are such three things which can achieve mutual balances as establishing the range of the permitted action toward business corporations, applying spontaneously the fair competition principles and introducing the system of standard agreements. Gong further, this can establish order of security service areas and control them. Besides, it is possible for every organizations to make and operate the system appropriately by importing the self-observance system.

Comparison of Cross-contamination of Salmonella spp. on Pork Meat and Workers' Hands during Pork Cutting Processing (돈육 가공공정에서 돈육과 작업자 손 간의 Salmonella spp.의 교차오염 비교)

  • This study describes cross-contamination events that occur in animal food processing. We analyzed the number of Salmonella spp. contamination transferred from pork meat to workers' hands (wearing polyethylene gloves; PG, cotton gloves; CG, and bare hands), cutting boards and knives, and vice versa. Transfer rate of CG 38.80% was higher than that of PG 3.11% and bare hands 1.35%. In particular, when wearing CG, the transfer rate from the CG to bare hands with CG was 0.07%. Also, the range of transfer rates from the contaminated pork meat to cutting board and knife was 0.20-1.99%. In contrast, the transfer rates from the worker's hands (with PG/CG and bare hands) to cutting board, knife, and pork meat ranged from 0.0015-0.21%. There was a lower transfer rate from workers' hands than from pork meat. These findings indicate that the use of PG compared with CG could effectively reduce or prevent the cross-contamination and provide important information concerning the consecutive transfer of Salmonella spp. during food processing.

Effect of PLGA/Silk Fibroin Hybrid Film on Attachment and Proliferation of Schwann Cells (실크피브로인을 함유한 PLGA 하이브리드 필름이 슈반세포의 부착과 증식에 미치는 영향)

  • Poly(lactic-co-glycolic acid) (PLGA) is a biodegradable synthetic polymer with acceptable mechanical strength and well-controlled degradation rate. Also, it can be easily fabricated into many shapes. Silk fibroin contains powerful bioactive molecules. We fabricated natural/synthetic hybrid films using 0, 10, 20, 40 and 80 wt% of silk fibroin. Schwann cells (SCs) were seeded on PLGA/silk fibroin hybrid films and confirmed the effects of adhesion and proliferation on SCs according to the content of silk fibroin. In this study, we confirmed PLGA/silk fibroin hybrid film containing 40% and 80% of silk fibroin interrupted adhesion and proliferation of SCs. Films containing 10% and 20% of silk, however, provided suitable environment for growth and proliferation of SCs. These results suggest that silk fibroin provides suitables surface to neural cells and its proper content provides proper culture conditions to improve cell adhesion and proliferation.
