Status, problems and improvement plan of water resources analysis in Jeju Island (제주도 수자원분석의 현황, 문제점 및 개선방안)

  • 제주도는 화산섬의 지질특성상 지표수의 개발이용여건이 취약한 관계로 용수의 대부분을 지하수에 의존하고 있다. 따라서 제주도는 정책 및 연구적으로 오랜 기간 동안 지하수의 보전관리에 많은 노력을 기울여 오고 있다. 하지만 최근 기후변화로 인한 지하수위의 하강 및 해수면 상승으로 인한 해수침투의 문제가 꾸준히 제기되고 있으며, 제주도 일부지역에서는 축산폐수 등으로 인해 지하수의 수질오염문제가 발생하고 있다. 따라서 제주도 지하수의 수량 및 수질에 대한 체계적인 관리의 필요성이 증대되고 있다. 지하수에 절대적으로 의존하고 있는 제주도의 수자원의 개발 및 이용 여건을 고려할 때, 지하수의 수량 및 수질에 대한 학술적 토대가 확고히 구축되어야 할 뿐만 아니라 기후변화에 대응한 최적 물관리기법의 개발이 필요한 실정이다. 하지만 제주도의 수자원에 대한 기존의 연구들은 제주도 전역에 대해 최신의 분석방법을 사용한 종합적인 연구가 아닌 일부지역을 대상으로 한 지하지질분석, 지구물리탐사 및 대수성시험 위주의 단편적 분석, 개념적 수문모델의 적용에 의한 대략적인 분석, 또는 일부지역을 대상으로 한 지하수 흐름분석 및 해수침투 분석 위주로 수행되었다. 이러한 기존의 연구들은 여러 가지 문제점을 내포하고 있는데 첫째, 일부지역의 지하지질이 제주도의 복잡한 지하지질특성을 대표할 수 없다는 점과 둘째, 개념적 수문모델은 제주도와 같이 강우의 큰 시공간적 변동성을 고려할 수 없으며 지하지질 특성의 공간적 변동성 또한 적절히 반영할 수 없다는 점 및 셋째, 지하수의 이동은 유역경계와 일치하지 않으므로 독립된 소유역을 대상으로 산정한 지하수 부존량은 소유역내 실제 지하수 부존량과 다를 수 있다는 점 그리고 마지막으로 개별적으로 수행된 지표수, 지하수 및 수질 분석들은 서로 연결성이 없어 이들 간의 상호작용을 고려하지 않아 그 결과의 신뢰성이 떨어진다는 점 등이다. 이러한 제주도에 대한 기존 연구들의 한계점을 극복하기 위해서는 제주도 전역에 대한 종합적인 연구가 필요하다. 이를 위한 방안으로서 제주도 전체를 대상으로 한 최신의 분포형 수문모델의 구축이 필요하며 이 수문모델은 지표수 및 지하수의 상호작용과 해수침투 및 수질 또한 모의할 수 있어야 할 것이다. 그리고 이 개발된 모형과 기후변화 시나리오를 사용하여 미래 수자원변화에 대한 대응이 필요하다. 이에 대한 해외연구사례로서 미국지질조사국이 하와이 섬들 및 괌 등에 대해 수행했던 연구들을 참고할 수 있다. 제주도 전체에 대한 신뢰할만한 종합적인 분석결과는 제주도 수자원의 정책수립에 기초로 활용할 수 있을 것이다.

Determination of Equivalent Hydraulic Conductivity of Rock Mass Using Three-Dimensional Discontinuity Network (삼차원 불연속면 연결망을 이용한 암반의 등가수리전도도 결정에 대한 연구)

  • Discontinuities such as faults, fractures and joints in rock mass play the dominant role in the mechanical and hydraulic properties of the rock mass. The key factors that influence on the flow of groundwater are hydraulic and geometric characteristics of discontinuities and their connectivity. In this study, a program that analyzes groundwater flow in the 3D discontinuity network was developed on the assumption that the discontinuity characteristics such as density, trace length, orientation and aperture have particular distribution functions. This program generates discontinuities in a three-dimensional space and analyzes their connectivity and groundwater flow. Due to the limited computing capacity In this study, REV was not exactly determined, but it was inferred to be greater than 25$\times$25$\times$25 ㎥. By calculating the extent of aperture that influences on the groundwater flow, it was found that the discontinuities with the aperture smaller than 30% of the mean aperture had little influence on the groundwater flow. In addition, there was little difference in the equivalent hydraulic conductivity for the the two cases when considering and not considering the boundary effect. It was because the groundwater flow was mostly influenced by the discontinuities with large aperture. Among the parameters considered in this study, the length, aperture, and orientation of discontinuities had the greatest influence on the equivalent hydraulic conductivity of rock mass in their order. In case of existence of a fault in rock mass, elements of the equivalent hydraulic conductivity tensor parallel to the fault fairly increased in their magnitude but those perpendicular to the fault were increased in a very small amount at the first stage and then converged.

On the Source Identification by Using the Sound Intensity Technique in the Radiated Acoustic Field from Complicated Vibro-acoustic Sources (음향 인텐시티 기법을 이용한 복잡한 진동-음향계의 방사 음장에 대한 음원 탐색에 관하여)

  • In this paper, the problems in identifying the noise sources by using the sound intensity technique are dealt with for the general radiated near-field from vibro-acoustic sources. For this purpose, a three-dimensional model structure resembling the engine room of a car or heavy equipment is considered. Similar to the practical situations, the model contains many mutually coherent and incoherent noise sources distributed on the complicated surfaces. The sources are located on the narrow, connected, reflecting planes constructed with rigid boxes, of which a small clearance exists between the whole box structure and the reflecting bottom. The acoustic boundary element method is employed to calculate the acoustic intensity at the near-field surfaces and interior spaces. The effects of relative source phases, frequencies, and locations are investigated, from which the results are illustrated by the contour map, vector plot, and energy streamlines. It is clearly observed that the application of sound intensity technique to the reactive or reverberant field, e.g., scanning over the upper engine room as is usually practiced, can yield the detection of fake sources. For the precise result for such a field, the field reactivity should be checked a priori and the proper effort should be directed to reduce or improve the reactivity of sound field.

A Study on the Negative Skin Friction based on Measurements from Existing Works Analysed by 3D Finite Element Analyses (기발표 실측치 분석을 기반으로 한 3차원 유한요소해석 수행을 통한 부마찰에 관한 연구)

  • In the current paper, a series of advanced 3D finite element analyses have been performed on existing pieces of work of negative skin friction from a geotechnical centrifuge test and full-scale field measurements. From these analyses, key features of pile behaviour under the influence of negative skin friction which, previously, were not fully understood in existing studies, have been meticulously discussed. As such, it has been possible to successfully address several numerical modelling issues such as negative skin friction induced pile settlements and group effects (the shielding effect), the effect of sacrificial piles in groups and the interaction between the pile head and the cap, the effect of interface elements at the pile-soil interface and the time-dependent pile behaviour. During a geotechnical centrifuge test, substantial amounts of negative skin frictions were mobilised when centrifugal acceleration increased from 1g to a certain g-level due to an increase in the self-weight of soil. The behaviour of piles inside a group were heavily affected by the sacrificial piles and the connectivity between the pile head and the pile cap. In particular, as negative skin friction has time dependent qualities associated with consolidation, it was logical to perform coupled analyses when analysing piles in consolidating grounds. From the current work, several insufficiencies of previous researches have been addressed, and the engineering pile behaviour subjected to negative skin friction has been clarified.

Retheorising Civil Society in State-Civil Society Partnership in Welfare : A Critical Review of the Partnership Literature (국가-시민사회 복지파트너십에서 시민사회단체의 역할 : 세 가지 이론적 관점을 중심으로)

  • In recent years, partnership has become a central strategy for welfare provision worldwide. Particularly, civil society organisations have obtained considerable attention as the most accountable and democratic partner for public welfare delivery. Yet the mainstreaming of civil society into welfare policies challenges the conventional nature of civil society as an independent sector, and brings into critical question, how the political position of the civil society sector could be redefined in the new era of multi-sectoral partnership. The purpose of this study is to explore the current debates of state-civil society partnership and to propose three theoretical viewpoints (i.e. the mainstream, critical and alternative perspectives) regarding the role of the civil society sector in partnership. In doing so, this article introduces the key literature and scholars in partnership debates and provides analytical frameworks that researchers can use in examining state-civil society partnership cases.

Existent, but Non-existent Spaces for Others Focusing on Discourse-spaces of a Korean Movie (2016) (존재하지만 존재 않는 타자들의 공간 영화 <죽여주는 여자>의 담론 공간을 중심으로)

  • We analyzed the movie (2016/ directed by J-yong E), which is entangled in politics of gender, age, class, or sexuality, naming as "spaces of Others", using the concepts of heterotopia of Foucault. Foucault addressed three types of spaces: the realistic space where we currently live, the unrealistic and non-existent utopia, and heterotopia, which functions antithetically to reality. Thus, Foucault's heterotopia can be considered to indicate "heterogeneous spaces" in reality. The Bacchus Lady revolves a 65-year old prostitute So-Young, sells her body to old men at the parks in downtown of Seoul. Old prostitute on streets are often referred as "Bacchus Ladies", because suggest the popular energy drink a bottle of Bacchus while selling sex. The movie represents some minorities such as transgender, Tina and madam of the club, G-spot, migrant women like Camila and Aindu, and a amputee, Dohoon. Through these people's bodies, the problems such as imperials, nations, ethnics, gender, age, class are entangled in the movie. The politics of these points work and construct heterotopias in four spaces of Others. First, the spaces which ageing and death are intersected. Second, the spaces of So-Young for prostitutes, Third, the spaces of So-Young's mothering: she adopted her baby to American when he was a infant, so she have felt guilty. Fourth, the spaces for So-young's quasi-family with Minho, a Kopian boy who was abandoned by Korean father, Dohoon, who is a poor amputee, and Tina, who is a transgender singer. Fifth, the spaces of speech of So-Young as the subaltern: the subaltern does not have the language to express its own experiences. In order to listen to the words of subaltern, we must do the task of measuring the silence. This cinematic representation of So-young as the subaltern makes her speak about her situation. Finally, the spaces constructed by the movie can be connected 'heterotopia of crisis', 'heterotopia of deviation' and 'heterotopia of fantasy'. The spaces of the movie represents lives of Others, nevertheless, So-Young's Otherness through spaces of heterotopia was transformed to an absolute Other by patriarchal traits of cinematic narrative.

Teleseismic Travel Time Tomography for the Mantle Velocity Structure Beneath the Melanesian Region (원거리 지진 주시 토모그래피를 이용한 멜라네시아 지역의 맨틀 속도 구조 연구)

  • The Melanesian region in the western Pacific is dominated by complex plate tectonics, with the largest oceanic plateau, the OntongJava plateau, and a hotspot, the Caroline Islands. To better understand the complex geodynamics of the region, we estimate P- and S-velocity models and 𝛿 (VP/VS) model by using relative teleseismic travel times measured at seismometers on land and the seafloor. Our results show high-velocity anomalies in the subduction zones of the Melanesian region to a depth of about 400 km, which is thought to be subducting Solomon Sea, Bismarck, and Australian plates along plate boundaries. Along subduction zones, positive 𝛿 (VP/VS) anomalies are found, which may be caused by partial melting due to dehydration. A broad high-velocity anomaly is observed at 600 km depth below the Ontong-Java plateau, with a negative 𝛿 (VP/VS) anomaly. This is thought to be a viscous and dry remnant of the Pacific plate that subducted at 45-25 Ma, with a low volume of fluids due to dehydration for a long period in the mantle transition zone. Beneath the Caroline Islands, a strong low-velocity anomaly is obseved to a depth of 800 km and appears to be connected to the underside of the remnant Pacific plate in the mantle transition zone. This suggests that the mantle plume originating in the lower mantle has been redirected due to the interaction with the remnant Pacific plate and has reached its current location. The mantle plume also has a positive 𝛿 (VP/VS) anomaly, which is thought to be due to the influence of embedded fluids or partial melting. A high-velocity anomaly, interpreted as an effect of the thick lithosphere beneath the Ontong-Java plateau, is observed down to 300 km depth with a negative 𝛿 (VP/VS) anomaly, which likely indicate that little fluid remains in the melt residue accumulated in the lithosphere.
