본 도서관법 개정안은 문교부에서 위촉한 개정심의위원회에서 심의(3차 회의)를 거쳐 작성한 개정초안을 중심으로 87.7.5~9.19사이 문교부의 국.실 의견접수, 당정협의(민정당 문공위 1회, 법사위 2회, 국립중앙도서관과 국회도서관과의 협의)와 법제처의 축조심의를 거쳐 확정된 민정당의 도서관법개정 법률안이다. 동 법률안은 국회로 이송되어 해당 상임위원회의 심의를 거쳐 10월 정기국회에서 통과될 것으로 전망된다.

일본전기협회의 초청을 받아 일본국 북해도 찰모(Sapporo)시에서 개최된 제47회 통상총회에 박영준 회장, 성찬용 상임이사, 홍종익 이사국장 세분을 모시고 참석할 기회를 가졌다. 1921년 10월에 상시 동경, 대판, 복강에 존재하던 3개의 전기협회가 합병되어 전국적 단일조직으로서 설립된 것이 오늘의 일본전기협회인데 동협회의 총회는 정관상 통상총회 (년1회)와 임시총회의 두가지가 있음은 우리와 같다. 일본전기협회의 총회 47회의 역사를 훑어보면 전전에는 대개 동경과 대판에서 많이 개최되었고 전후에도 제33회가 대판에서, 제35회가 명고야에서 개최된 것을 제외하고는 제38회까지 계속 동경에서만 개최되어 왔다(임시총회 도합 14회는 모두 동경 개최). 1959년의 제38회 총회에서 앞으로는 격년으로 지방에서 통산총회를 개최하기로 결의되어 이후 황도(제39회), 선대(제41회), 금택(제43회), 고송(제45회)를 거쳐 금년에는 제47회 통상총회가 북해도의 도도인 찰모시에서 개최되기에 이르른 것이다.

IFLA(국제도서관협회연맹)의 어린이/청소년 도서관분과(Libraries for Children and Young Adults Section)는 전세계의 어린이 및 청소년을 위한 도서관 발전에 초점을 맞추고 있다. 뿐만 아니라 평생학습의 중요성, 어린이의 독서, 그들의 정보를 제공받을 권리에 대한 인식을 고양시키고 있다. IFLA의 어린이/청소년 분과에서는 『어린이 도서관봉사를 위한 가이드라인』과 『청소년을 위한 도서관봉사의 지침』을 마련하여 각 국의 언어로 번역되기를 원하고 있다. 이에 우리 협회는 어린이를 위한 도서관봉사에 도움이 되기를 바라며, 우리 협회 송영숙 어린이ㆍ청소년 봉사위원회 위원장(IFLA 어린이ㆍ청소년 도서관분과 상임위원, 서울독서교육연구회 회장)의 번역문을 수록한다. 본 번역문의 원문은 http://www.ifla.org/Vll/s10/pubs/ChildrensGuidelines.pdf을 참조하기 바라며, 『청소년을 위한 도서관봉사의 지침』의 한국어 번역문은 본지 2003년 7ㆍ8월호 96쪽~102쪽에 게재된 바 있다.

We have studied the chemisorption of oxygen at room temperature on Fe layers deposited on Pt(111) substrates by using core-level X-ray photoelectron spectroscopy. It was found that the oxygen atoms are chemisorbed when the thickness of the Fe layers is not larger than 6 monolayers. Upon post-annealing, it was found that part of the chemisorbed atoms are desorbed at a temperature range 600 - 700 K, after which the intermixing between Fe and Pt atoms occurs. The overall trend of this intermixing was very similar to the Fe/Pt(111) surface without oxygen exposure. The remaining oxygen adatoms, the amount of which is about a half of the total, were found to be eventually desorbed from the surface upon post-annealing at 1000 K. The binding energy of this phase was higher than that of the oxygen atoms desorbed at lower temperatures by 1.3 eV.

It is an undeniable that cultural landscape of Korea is centered in Seoul, where all the cultural powers are oriented. From this aspect, a municipal theatre of Daegu (Daegu Municipal Theatre), where is considered an area somewhat isolated from the perspective of culture, has managed to develop theoretical programs serving public purposes through efforts on the diversification of performance programs, development of creative plays, acceptance of open direction, classic, modern and experimental plays, foreign exchange, musicals and non-verbal, development of modern and post-modern history of the region, aggressive exploration of subjects, and characterization of the theater through citizen-participated programs and communication with citizens. With such efforts on diversification of public benefits and communality conforming to its purpose, it has been recognized for its contribution to the recovery of popularity of performance art and plays in Daegu. The Daegu Municipal Theatre, celebrating the 20th anniversary of establishment this year and having Choi Ju-Hwan as its fifth art director, has managed to conduct various experimental attempts to gain popularity and these include the exploration of the region and its historical figures, development and promotion of creative musicals, and promotion of communication between citizens and performance culture and of participation of audiences, in turn having a stabilized operation system. Such changes are seemed to be attributable to the maturity of performance production and roles of senior members. From this aspect, this study aims at investigating the changes in the Daegu Municipal Theatre and 'roles and popularity of national/public theatre companies.
