Variability and Changes of Wildfire Potential over East Asia from 1981 to 2020 (1981-2020년 기간 동아시아 지역 산불 발생 위험도의 변동성 및 변화 특성)

  • Wildfires, which occur sporadically and irregularly worldwide, are distinct natural disturbances in combustible vegetation areas, important parts of the global carbon cycle, and natural disasters that cause severe public emergencies. While many previous studies have investigated the variability and changes in wildfires globally based on fire emissions, burned areas, and fire weather indices, studies on East Asia are still limited. Here, we explore the characteristics of variability and changes in wildfire danger over East Asia by analyzing the fire weather index for the 40 years-1981-2020. The first empirical orthogonal function (EOF) mode of fire weather index variability represents an increasing trend in wildfire danger over most parts of East Asia over the last 40 years, accounting for 29% of the total variance. The major contributor is an increase in the surface temperature in East Asia associated with global warming and multidecadal ocean variations. The effect of temperature was slightly offset by the increase in soil moisture. The second EOF mode exhibits considerable interannual variability associated with the El Nino-Southern Oscillation, accounting for 17% of the total variance. The increase (decrease) in precipitation in East Asia during El Nino (La Nina) increases (decreases) soil moisture, which in turn reduces (increases) wildfire danger. This dominant soil moisture effect was slightly offset by the temperature increase (decrease) during El Nino (La Nina). Improving the understanding of variability and changes in wildfire danger will have important implications for reducing social, economic, and ecological losses associated with wildfire occurrences.

  • Megacities of the Repulic of Korea(ROK) will have increased by urbanization and the fourth industrial revolution. Mgacities are absolutely the opportunity factor to make human life enriched. Simultaneously, those are the challenge foctor considering the crucial conventional threat such as massive artillery and multiple rocket launcher from the North Korea. Israel that has faced the geopolitical situation of ROK developed the Multi-layer air defense system to offset the low altitude threat from the neighboring nations. As a result, Israel substantially removed plenty of Hamas' rockes and suicidal drones in 2021. Applying Israel's concept, North Korea's low altitude threat toward the ROK's megacities can effectively be eliminated. Furthermore, this Multi-layer air defense system can be a game-changer that gets rid of the low and high altitude threat from North Korea and neighboring nations with both hyperconnected sensor-C2-shooter and artificial intelligence. Through this approach, the ROK will be able to achieve the prosperity and prowth of nation at the center of Megacities concentrated on PMESII(Politics, Military, Economy, Society, Information, and Infrastructure) factors.

Authentic Leadership and Job Satisfaction of Employees: Moderating Effect of Co-worker's Undermining (진성 리더십과 구성원의 직무만족 간의 관계: 동료훼방의 조절효과)

  • The aim of this article is to examine the relationships between authentic leadership and job satisfaction and to test the moderating effects of co-workers undermining on that relationship. Data were collected from 24th companies in Korea. The sample included 490 employees chosen randomly. Moderated hierarchical regression was used to examine the moderating role of co-workers undermining on the authentic leadership and job satisfaction relationship. The results show that authentic leadership is positively and significantly correlated with job satisfaction. In addition, the results of the hierarchical multiple regression analyses support the moderating effects of perceived employee co-workers undermining with regard to the relationship between authentic leadership and job satisfaction. This study contributes to suggesting the role of co-worker's undermining as a key moderator of their relationship. The theoretical as well as practical implications of the results were discussed with the suggestion for future research.

The Spillover Effect of Public Hosing Policy on Rental Housing Market: The Case of Seoul, Korea (공공임대주택이 주변 전세시장에 미치는 효과: 서울시 장기전세주택(SHIFT)의 경우)

  • SHIFT is public rental housing policy introduced by Seoul Metropolitan in 2007, which works as Chonsei(korean unique deposit rental system). This paper examines the effect of SHIFT on Chonsei prices of neighborhood apartments. To estimate the change in prices of Chonsei after the provision of SHIFT, I collect data on Chonsei prices of apartments within a 5km radius from the SHIFT housings. Summary of main results are following. Chonsei prices of the apartments within a 2-3km radius decreased by 4.4% after the provision of SHIFT housings. In contrast, when it comes to apartments within a 1-2km radius, I can't find the stochastic relationship between the provision of SHIFT hosing and price changes. This results can be explained by "Offset effects" caused by real estate development. Provision of SHIFT can sequentially induce nearby area's development, which plays a factor in the effect of price increases. And this offset effects varies in each apartment complex depending on demand for Chonsei and supply of the SHIFT.

  • Structural loading on a wind turbine is due to cyclic loads acting on the blades under turbulence and periodic wind field. The structural loading generates fatigue damage and fatigue failure of the wind turbine. The individual pitch control(IPC) is an efficient control method for reducing structural loading. In this paper, we present an IPC design method using Decentralized LQR(DLQR) and Disturbance accommodating control(DAC). DLQR is used for regulating rotor speed and DAC is used for canceling out disturbances. The performance of the proposed IPC is compared with CPC, which was designed with a gain-scheduled PI controller. We confirm the effect of fatigue load reduction with the use of damage equivalent load(DEL).

  • In this paper, we conducted a comparative study on the methodology for impact analysis as the economic grounds for formulating policy and investment plan concerned with utilizing spectrum resource. In order to provide numerical results for objective comparison and selection among policy and investment planning, methods to be analyzed are focused on quantitative methodology based on mathematical models, consequently the utility and limits of econometric model, input-output analysis, computable general equilibrium and system dynamics are compared from various viewpoints including analysis cost. Besides, we compared the methodologies in the standpoint of utilizing spectrum and discussed the recent findings of mixed models combining multiple methodologies to exploit the advantages of each methodology and to offset the limit. Results of the research can be used as reference indicators to select the method that conforms to the purpose and priority of analysis verifying the efficiency of execution of policies and investment plans.

Effects of Non-aeronautical Revenue on Airport Charges: Moderation of Private Ownership (비항공수익이 공항사용료에 미치는 영향: 민간지분의 조절효과를 중심으로)

  • This study started with the question of whether the percentage of non-aeronautical revenues at Incheon airport was extremely high when compared with other international airports. Although aeronautical revenues for the airport based on the traditional business model have the limits to grow due to various regulations, stakeholders concerned about improving the competitiveness recently have been interested in increasing non-aeronautical revenues. This study deals with the effect of non-aeronautical revenues at international airports on airport charges as the extent of airport privatization get stronger. To examine hypotheses, we collected international data from trustful sources. Finally, we conducted an empirical analysis of 178 airports worldwide. As a result, the higher the percentage of non-aeronautical revenues at international airports, the lower the airport charges were. Besides, the private equity ratio positively moderated the relationship between the percentage of non-aeronautical revenues and airport charges. Privatization of airports may offset the effects of reduced airport charges through increased commercial activity. Graphical display for moderation effect is offered to facilitate comprehension.

  • This paper attempts to explore the impact of technological regulation on technological innovation and performance of Small and Medium Enterprises(SMEs) by analysing a survey data of 286 Korean SMEs. The 3-step mediated regression analysis results reveal that the perceived regulatory burden is negatively associated with SMEs' R&D investment and innovation of product and process. Moreover, the level of regulatory burden may affect the objective and subjective performance of SMEs. The results suggest that regulatory policies for reducing regulatory burden need to be designed and implemented in order to enhance technological innovation and performance of SMEs.

  • This paper analyzes the effect of profit incentives within the setting of bounty open source project. A simple decision-making model based on classical utility maximization is presented for open source developers that includes income effects from the bounty prize. We then simulate the decisions of multiple developers to assess the effect from the bounty prize. Our result shows that learning costs can greatly reduce the software quality improvement benefit from bounty project. It also suggests that open source projects can benefit more when they have multiple small bounty projects than a single large bounty project since it reduces the learning cost and the opportunity cost for the open source developers.

A Study on Reducing Method for Stack Effect in High-rise Building (고층 건축물 연돌효과 저감 방법에 대한 연구)

  • 중위도 이북의 건물에서 고층건물의 혹한기 연돌효과는 건물의 여러 가지 기능에 큰 영향을 미치며, 승강기 승강로는 화재시 차압 때문에 연기의 주된 전파통로가 된다. 외피의 밀폐성능을 높여 건물 내부의 연도효과를 줄일 수 있으나, 외피의 밀폐기능은 비상시 피난을 위해 피난경로를 개방하는 순간 일시에 무력화된다. 또한 건물 외피의 밀폐성능이 우수할수록 연돌효과 그 자체로써 건물외피에 미치는 구조적 영향이 커진다. 고층부의 연돌효과는 외피를 밖으로 밀어내는 작용이므로 풍하측에서는 마이너스 풍압에 더하여 건물 외피에 부담을 증가시킨다. 그러므로 고층건물에 발생하는 혹한기 연돌효과의 영향을 정리하자면 다음과 같다. ${\bullet}$ 건물 외벽 및 창문에 미치는 구조적 영향 ${\bullet}$ 제연 시스템의 기능 저해 ${\bullet}$ 승강기 문 개폐 장애와 소음 등 설비 기능의 부정적 영향 ${\bullet}$ 공조기능 장애 ${\bullet}$ 화재시 승강기 승강로 등 수직 샤프트를 통한 연기 전파 혹한기 건물 안팎의 온도차가 40K일 때 높이 600m인 초고층 건물 최상층에 발생하는 연돌효과에 의한 차압은 풍속으로 환산할 때 32m/s에 달한다. 그러므로 초고층 건물 설계시에는 최상층의 풍하측에 설계상의 예상 최대풍속에다 이러한 환산풍속을 더한 고속 풍력이 창문을 밖으로 밀어내는 것으로 보아야 한다. 또한 공조 및 환기시스템에서는 이러한 차압을 고려하지 않으면 고층부에서 환기 성능이 무력화될 수 있다. 다음과 같은 방법들을 이용하여 고층건물의 연돌효과를 효과적으로 줄일 수 있다. 1) 계단실의 연돌효과 저감 방법 계단실에 발생하는 연돌효과에 의한 차압은 계단실에 상승기류를 발생시킨다. 이러한 차압과 상승기류는 계단실 상하부를 개방하면 자연적으로 평형을 이루게 되므로 별도의 제어가 필요 없게 된다. 또한 화재감지기와 연동하여 상하부 외벽의 개구부를 열어두게 되면 피난상황에 따라 문이 여닫힘으로써 발생하는 압력상태의 변화를 고려할 필요가 없게 된다. 2) 승강기 승강로의 연돌효과 승강로의 상하부에 대규모 개구를 두면 대규모의 외기가 도입되어 상승 유동 후 배출되므로 승강로 내부 온도 저하로 연돌효과가 저감되고, 승강로로 유입된 연기는 대규모의 외기에 희석되어 농도가 낮아지고 대부분 외부로 배출된다. 3) 샤프트 복합효과를 이용하는 방법 거실 평면적에 비해 승강기나 계단이 아주 많고 누설틈새 등 개구의 면적 합계가 크면 샤프트들이 서로 복합효과를 이루어 연돌효과에 의한 차압이 줄어든다. 연돌효과 제어용 샤프트를 하나 더 보조적으로 설치함으로써, 보조샤프트에 의해 발생하는 차압으로 거실을 가압 혹은 감압하여 문제가 되는 차압을 어느 정도 상쇄할 수 있다.
