경제위기(經濟危機) 이후(以後) 노동시장(勞動市場) 정책방향(政策方向)

  • 1997년 말 외환위기 이후 한국의 노동시장은 빠르게 변화하고 있다. 외환위기에서 2년이 경과한 현재 실업률이 빠르게 하락하고 임금수준은 위기 이전으로 회복되었으나, 고용수준은 아직 회복되지 않은 상황이다. 현재의 상황에서 우려되는 것은 1970년대 이후 유럽에서 발생한 것처럼 고실업이 지속되는 현상이다. 본고에서는 여러 가지 분석을 통하여 이러한 우려가 현실로 나타날 수 있는 가능성에 대하여 경고하고 있다. 향후 고용 및 실업정책의 최우선 목표는 본원적인 일자리 창출을 통해 구조적 실업률을 저하시키기 위한 종합적인 정책의 시행에 두어져야 한다고 판단된다. 이는 실업과 분배문제를 동시에 해결할 수 있는 기초라 여겨지기 때문이다. 이를 위해서는 일자리의 창출을 위하여 수십년 동안 경험을 축적한 OECD국가의 경험을 참고할 필요가 있을 것이다. 현재 OECD국가에서는 일자리의 창출을 위하여 개별기업의 상황에 맞게 임금결정구조의 분권화를 지속적으로 추구하고 있으며, 임금상승률의 결정은 과거의 물가상승률이나 생산성 증가 등의 지수화에 의존하던 정책을 포기하고 미래지향적으로 물가상승의 예측치만큼 설정한 후 그 변동분은 사후적으로 고려하는 소득정책협약(income policy agreements)을 추구하고 있다. 이는 일자리 창출을 통해 경제의 성과를 기존의 취업자 외에 실업자와 신규근로자에게 분배하기 위한 수단으로 사용하고 있음을 의미한다. 한편 노동시장 유연성 제고를 통한 일자리의 창출은 소득분배를 악화시키는 경향이었다는 점이 유럽과 미국에서 발견된 경험 중의 하나이다. 따라서 일자리의 창출과 분배의 상충관계(trade-off)를 염두에 둘 필요는 있으나, 일자리의 창출은 일자리를 가짐으로써 불평등도를 개선하는 고용효과(employment effect)가 임금격차의 발생으로 불평등도를 확대시키는 임금효과(income effect)를 상쇄할 경우 오히려 분배구조를 개선시킬 수도 있다.

Effects of Polyamines on Adventitious Shoot Regeneration from Populus Leaf Segments (포플라 잎절편의 부정아 분화에 미치는 Polyamine의 영향)

  • Effects of polyamines and their biosynthetic inhibitors on adventitions shoot regeneration of Populus leaf segments were investigated. Polyamine inhibitors such as difluoromethyl arginine (DFMA), difluoromethyl ornithine (DFMO), and dicyclohexylamine (DCHA) decreased the fresh weight of cultured leaf segment and the rate of adventitious shoot regeneration. The inhibitory effects of DCHA were stronger than any other oplyamine inhibitors, and the rest were in the order of DFMO and DFMA. The inhibitory effects of these inhibitors were lessened or disappeared by the addition of polyamines, among which spermidine was the highest in its effect. Therefore, it is suggested that the spermidine may be related to the adventitious shoot regeneration of Populus leaf segments.gments.

  • RFID(Radio Frequency IDentification) is now being applied in the lots of fields as an alternative of barcode system. However, it is restricted within product manufacturing, sales, and delivery parts. In this paper, research results regarding an actual progress of an RFID-based system and its effect are described. In addition, this paper confirms that the RFID-based process of manufacture gives much better return of investment than the barcode-based one. Therefore, the results of this paper are highly expected to contribute to make many people, who might hesitate to replace the barcode and apply RFID system to the process of manufacture, a positive decision.

  • The present study analyzes the social equilibrium of wireless internet platform market before and after the adoption of WIPI(Wireless Internet Platform for Interoperability). When market prevails operator ownership, as opposed to manufacturer ownership, with heterogenous platforms becomes a more likely and desirable solution. After the adoption of WIPI, social equilibrium is achieved only if operators perceive that the cost reduction and the interoperability effects from investing in WIPI fully offset the appropriation effect from investing in heterogenous platforms.

  • Technology innovation activity plays an important role in increasing a sales by bringing on the improvement of product's performance and a profitability by reducing the cost of production. Thus, technology innovation activity can reduce the default risk of firms. However, in spite of these effects of technology innovation activity, this activity can make the default risk of firm because it induce a firm to much investment of resources. This study examines the effect of technology innovation activity on the sales, profitability, and default risk of firms. This study's sample consists of manufacturing firms listed on the Korea Stock Exchange from January 1, 2000 to December 31, 2008. The results show that technology innovation activity has a positive effect on the sales (profitability) but a negative effect on the default risk of firms. Also there is the significant mediation effect of sales and profitability.

Carbon Reduction and Enhancement for Greenspace in Institutional Lands (공공용지 녹지의 탄소저감과 증진방안)

  • This study quantified annual uptake and storage of carbon by urban greenspace in institutional lands and suggested improvement of greenspace structures to enhance carbon reduction effects. The study selected a total of five study cities including Seoul, Daejeon, Daegu, Chuncheon, and Suncheon, based on areal size and nationwide distribution. Horizontal and vertical greenspace structures were field-surveyed, after institutional greenspace lots were selected using a systematic random sampling method on aerial photographs of the study cities. Annual uptake and storage of carbon by woody plants were computed applying quantitative models of each species developed for urban landscape trees and shrubs. Tree density and stem diameter (at breast height) in institutional lands averaged 1.4±0.1 trees/100 ㎡ and 14.9±0.2 cm across the study cities, respectively. Of the total planted area, the ratio of single-layered planting only with trees, shrubs, or grass was higher than that of multi-layered structures. Annual uptake and storage of carbon per unit area by woody plants averaged 0.65±0.04 t/ha/yr and 7.37±0.47 t/ha, which were lower than those for other greenspace types at home and abroad. This lower carbon reduction was attributed to lower density and smaller size of trees planted in institutional lands studied. Nevertheless, the greenspace in institutional lands annually offset carbon emissions from institutional electricity use by 0.6 (Seoul)~1.9% (Chuncheon). Tree planting in potential planting spaces was estimated to sequester additionally about 18% of the existing annual carbon uptake. Enhancing carbon reduction effects requires active tree planting in the potential spaces, multi-layered/clustered planting composed of the upper trees, middle trees and lower shrubs, planting of tree species with greater carbon uptake capacity, and avoidance of the topiary tree maintenance. This study was focused on finding out greenspace structures and carbon offset levels in institutional lands on which little had been known.

In fluency on Refraction and Phase Cancellation Effect in Ultrasonic CT and its Correction (초음파 CT에서의 굴절 및 위상 상쇄 효과의 영향과 그 보정법)

  • Although ultrasonic CT is one of the useful techniques for tissue characterization, the reconstructed images, such as the velocity distribution and attenuation constant distribution, are degraded by reflection and refraction of ultrasonic beam. This paper studied the degradation effects on attenuation images using agar gel phantoms which were developed to evaluate ultrasonic CT. We found that the reconstructed attenuation constants at the center of the phantoms were less than the actual values by 0.6 dB/cm when phantom velocity differs by 25 m/s from surrounding saline. We also studied a correction method for refraction and phase cancellation effects, where the correction was made using the maximum value in the received subdata, as obtained by sub-arraying microprobes located at each sampling point. Using this method, we could obtain an improvement in the reconstructed image by the correction on the attenuation effect.

Effects of Chrysanthemum indicum L. Extract on the Growth and Differentiation of Osteoblastic MC3T3-E1 Cells (감국(Chrysanthemum indicum L.) 추출물이 MC3T3-E1 조골세포의 증식 및 분화에 미치는 영향)

  • Chrysanthemum indicum L. (Asteraceae) is a common traditional herbal medicine used for the treatment of inflammation, hypertension, and respiratory diseases due to its strong antagonistic function against inflammatory cytokines. In this study, the effects of Chrysanthemum indicum L. extract (CIE) on the function of osteoblastic MC3T3-E1 cells and the production of local factors in osteoblasts were investigated. CIE (100 ${\mu}g/mL$) significantly increased the growth of MC3T3-E1 cells and caused a significant elevation of alkaline phosphatase (ALP) activity, and the deposition of collagen and calcium in the cells (p<0.05). The effect of CIE in increasing cell growth, ALP activity, and collagen content was completely prevented by the presence of 1 ${\mu}M$ tamoxifen, suggesting that CIE's effect might be partly involved in estrogen-related activities. These results indicate that the enhancement of osteoblast functionality by CIE may prevent osteoporosis and inflammatory bone diseases.

Intertidal DEM Generation Using Satellite Radar Interferometry (인공위성 레이더 간섭기술을 이용한 조간대 지형도 작성에 관한 연구)

  • High resolution intertidal DEM is a basic material for science research like sedimentation/erosion by ocean current, and is invaluable in a monitoring of environmental changes and practical management of coastal wetland. Since the intertidal zone changes rapidly by the inflow of fluvial debris and tide condition, remote sensing is an effective tool for observing large areas in short time. Although radar interferometry is one of the well-known techniques for generating high resolution DEM, conventional repeat-pass interferometry has difficulty on acquiring enough coherence over tidal flat due to the limited exposure time and the rapid changes in surface condition. In order to overcome these constraints, we tested the feasibility of radar interferometry using Cosmo-SkyMed tandem-like one-day data and ERS-ENVISAT cross tandem data with very short revisit period compared to the conventional repeat pass data. Small temporal baseline combined with long perpendicular baseline allowed high coherence over most of the exposed tidal flat surface in both observations. However the interferometric phases acquired from Cosmo-SkyMed data suffer from atmospheric delay and changes in soil moisture contents. The ERS-ENVISAT pair, on the other hand, provides nice phase which agree well with the real topography, because the atmospheric effect in 30-minute gap is almost same to both images so that they are cancelled out in the interferometric process. Thus, the cross interferometry with very small temporal baseline and large perpendicular baseline is one of the most reliable solutions for the intertidal DEM construction which requires very accurate mapping of the elevation.

Numerical Comparisons of Flow Properties Between Indivisual and Comprehensive Consideration of River Inundation and Inland Flooding (하천범람과 내수침수의 개별적·복합적 고려에 따른 흐름 특성의 수치적 비교)

  • Due to the climate change, torrential rain downpours unprecedentedly, and urban areas repeatedly suffer from the inundation damages, which cause miserable loss of property and life by flooding. Two major reasons of urban flooding are river inundation and inland submergence. However, most of previous studies ignored the comprehensive mechanism of those two factors, and showed discrepancy and inadequacy due to the linear summation of each analysis result. In this study, river inundation and inland flooding were analyzed at the same time. Petrov-stabilizing scheme was adopted to capture the shock wave accurately by which river inundation can be modularized. In addition, flux-blocking alrotithm was introduced to handle the wet and dry phenomena. Sink/source terms with EGR (Exponentially Growth Rate) concept were incorporated to the shallow water equations to consider inland flooding. Comprehensive simulation implementing inland flooding and river inundation at the same time produced satisfactory results because it can reflect the counterbalancing and superposition effects, which provided accurate prediction in flooding analysis.
