Construction safety control system had improved constantly but the severity rate of injury don't reduced, safety level of construction don't progressed as usual. In order to reduce of the severity rate of injury safety control in site is important but it needs to improve form of system that introduce obligation of safety design and design safety appraisement, an effect use method of safety control cost. The safety control cost is problem that reduce than design cost accordance bidding rate and use a little safety facility cost compare with labor cost. This study tried reduce the severity rate of injury by propose effective improvement scheme through relevant problem analysis to the safety control cost and remove caution that the severity rate of injury don't reduced.

고용노동부 이채필 장관이 취임 1년을 맞았다. 이 장관의 취임 후 산업안전보건 분야는 산업재해자의 감소, 산재율 감소 등의 많은 성과를 이루어냈다. 산재감소를 위한 각계의 노력을 한데 모아나갔던 것이 이렇게 큰 성과로 나타난 것이다. 이외에도 이 장관은 근로 시간 줄이기 등 다양한 고용노동정책을 추진하면서 산업현장의 불합리한 짐을 고치려 많이 노력해왔다는 평가를 받고 있다. 이 장관과 우리나라 산업안전 분야의 산적한 문제점들을 해결하기 위한 고용노동부의 계획 등에 관해 이야기를 나눠봤다.

중대재해처벌법 시행에 따른 건설사 안전 관리 시스템 개선 방안을 제시한다. 연구방법: H 건설사에서 이행 중인 중대 재해처벌 법 대응 방안에 대한 안전보건관리체계를 안전보건진단을 통해 실무중심의 재해 예방활동의 효과를 분석하였다. 연구결과: 중대재해처벌법과 안전보건경영시스템의 연계로 재해율 감소 효과 및 안전보건경영 체계의 고도화 등이 분석되었고 중대재해처벌법 시행 전·후의 안전 활동 종합결과 분석을 통한 안전보건경영시스템 개선방안을 제시하였다. 결론: 중대재해처벌법 시행에 따른 사업주의 의식 개선, 재해예방을 위한 투자 확대, 재해예방활동의 정량화 등을 통한 실질적인 성과측정의 효과가 발현되었다.

$\ulcorner$기업활동 규제완화에 관한 특별조치법$\lrcorner$에 의한 산업안전보건 관련 규제의 대폭적인 완화로 인하여 사업장의 안전보건업무의 위축을 가져와 산업재해를 감소시키는데 많은 지장이 초래될 것으로 우려되고 있다. 이에 대한 대책을 마련하기 위한 일환으로 본 연구에서는 안전보건관련 당사자들을 대상으로 집중면담(Focus Group Interview; FGI) 및 이를 바탕으로 개발한 설문조사를 통하여 이들의 기업 활동 규제완화에 대한 의식을 심층적으로 분석하였다. 대체적으로 규제완화사항에 대해 안전관리자나 보건관리자들이 잘 인지하고 있었으며 이러한 규제완화가 산업재해 감소에 부정적인 영향을 미칠 것으로 생각하고 있었다. 특히 안전 및 보건관리자의 겸직허용이 현장의 안전보건관리에 미치는 영향이 매우 높은 것으로 파악되었다.

Local governments are required to take measures to prevent occupational accidents under Articles 4(2) and 4(3) of the Occupational Safety and Health Act, and this study suggested the necessity of establishing an IT-based integrated safety and health information sharing system for serious accident reduction and safety and health management through the case of Incheon Metropolitan City. Recently, as local governments have established labor and health ordinances and basic plans, the need for an independent integrated safety and health management system based on local industrial characteristics has increased. It is necessary to establish a cooperation and support system with basic local governments and hub institutions, share integrated safety and health information with related institutions and organizations, and play a pivotal role in regional safety and health management by managing occupational accident statistics and implementing basic policies. The system through local governments' safety and health management will reduce serious accidents in the region, and the comprehensive safety and health management system for small businesses and projects ordered by local governments will strengthen the operability of the site, which will be effective in preventing critical accidents and industrial accidents.

IMF이후 건설 물량은 감소하고 있는 경향이나 재해율은 그다지 감소하지 않고 있고 여전히 중대재해는 계속 발생하고 있는 추세이며, 건설업체에서는 안전관리에 대한 비용을 더욱 아끼려 하고 있어 비용절감을 위해 재해예방을 위한 안전시설 비용이나 안전활동 비용을 투자하지 않고 있다. 따라서, 본 연구는 노동부에서 현재 시행하고 있는 건설현상 페트롤점검의 실태를 조사ㆍ분석하여 문제점을 도출하고 효율적 운영방안을 제시하는 것으로 하였다. 현행 페트롤점검의 실태조사를 위하여 페트롤점검의 관계담당자인 전국의 노동부 지방노동관서 근로감독관, 한국산업안전의 각 지역본부 및 지도원 기술직원, 페트롤점검 대상 건설현장 관계자에게 각각 설문조사지를 배부하여 실태를 조사하고 분석하였으며, 또한 노동부의 최근년도인 1999년, 2000년도의 재해발생통계 및 페트롤점검 실적자료, 대한건설협회의 최근 년도별 건설공사 수주금액, 공사규모별 현황 및 외곽의 건설현장 페트롤점검사례를 수집하고 분석하였다. 이러한 실태조사 등 수집된 자료분석 및 각종 참고문헌 연구를 통하여 4가지 문제점을 도출하였으며 각 도출된 문제점에 대하여 효율적인 개선대책을 제시하였다.

Despite the trend of decreasing accidents, falling accidents in the construction industry have not decreased and are even rising. Most major accidents are falling accidents caused by hanging scaffolding and are mostly serious. We conducted a review of the literature, institutions, and regulations, which showed that domestic standards are not unified because they are drawn up by referring to overseas standards for hanging scaffolding. New regulations or standards should be established, which should reflect the safety plans for equipment, work advance plans, education, and management. If facility improvement plan for Hanging Scaffolding and implementation of revision of the current work use, regulations and guides are implemented, it will be recognized in advance of the causes of the accident statistics and the classification system and will be the basis for the implementation of joint efforts by workers, managers, supervisors and owners to reduce accidents.
