  • This paper analyzed the relative efficiency of industrial complexes by type based on the DEA Model. In this analysis, the output and exports of 287 industrial complexes in 2017 were used as output variables, while the industrial land area and the number of employees in the same year were used as input variables. The results of the relative efficiency of industrial complexes by type were as follows: The relative efficiency of industrial complexes was affected mainly by type and the operating period of industrial complexes. In the types of industrial complexes, the most efficient industrial complex was the Urban, high-tech industrial complex, followed by the National industrial complex and the General industrial complex. Therefore, high-tech innovation and government support for industrial complexes would be necessary to increase the efficiency of industrial complexes. In the operation period of industrial complexes, relative efficiencies increased with longer operation periods. To maximize the regeneration effect of the old industrial complex, efficiency must be kept as a priority item of the old industrial complex regeneration project.

  • Ministry of Land, Infrastructure and Transport established a comprehensive plan for 83 old industrial complexes over 20-year. They implemented the competitiveness of industrial complex in September 2013, and revitalizing and remodelling comprehensive plan in December 2014. With significant influences of old industrial complex in September 2009, Ministry of Land, Infrastructure and Transport chose the 4 districts for the first pilot project. In December 2014, the second pilot project districts were established. In addition, there were 10 districts in April 2016 and 5 districts in April 2016 as the third pilot project and 5 distiricts in March 2017 as the fourth piolt project. Ministry of Land, Infrastructure and Transport currently suggests 23 districts to regenerate among 83 old industrial complex districts over 20 years. Even though the government suggests the certain 23 districts, this research selects the bottom 23 districts (30%) represented through the Focus Group Interview and compare them with the list government-suggested. As a result, there were some unlisted industrial complex districts. This research suggests the unlisted industrial complex districts which need to be regenerated and their problems, therefore this could be used as a guide for feasibility of old industrial complex regeneration implement.

  • This study investigates the way in which to what extent the creation of industrial park effects on regional economy, particularly in terms of employment. We carry out empirical research with the case of industrial parks being under construction in Gimhae, Yangsan, Haman and Geochang in Gyeongnam. First of all we analyze the number of jobs and the existing location of firms, which are currently confirmed to move to industrial parks. Then we attempt to evaluate employment effects given to its focus on the relevancy of employment, the possibility of employment retention and the quality of jobs. The findings are as follows. It is estimated that the relevancy of employment is higher in Haman and Geochang than in Gimhae and Yangsan. On the contrary, when it comes to the possibility of employment retention, it seems to be that Gimhae and Yangsan are more favourable than Haman and Gimhae. Regarding the quality of jobs, jobs created in the period of constructing industrial park tend to be by and large temporary, but regular jobs tend to be more and more increased during the period that full-scale production activities are operated.

  • This paper aims at analyzing the economic effect of the public financial expenditure on the national industrial complexes. Since public finance support is indirectly supplied to the national industrial complexes, the economic effect of the public financial expenditure on the national industrial complexes may be analyzed indirectly and circuitously In this contort, this paper uses 3 stage analysis method. In the first stage, the economic effect that the public financial expenditure influence the allotment, production and employment of companies residing in the national industrial complexes is analyzed by multiple regression analysis. In the second stage, the economic effect that the investment on the national industrial complexes influence the national and regional economies is analyzed by multiple regression analysis. In the third stage, the economic effect of the public financial expenditure on the national industrial complexes is analyzed through the compromising the results of the first and second stage. The main results of this paper are as follows. Firstly, public financial expenditure on the infrastructure of national industrial complexes leaded to positive growth of the allotment of companies residing in the national industrial complexes. Additionally, growth of the allotment of companies leaded to the positive effect on the production and employment of companies. And secondly, growth of the allotment of companies leaded to the positive effect on the gross regional domestic production. Finally, financial expenditure on the infrastructure of national industrial complexes leaded to positive effect on the national and regional economic growth through the compromising the results of the first and second stage.

  • Industrial complexes have have been played an important role in various aspects such as national industrial development, economic growth. However, it is a cluster of manufacturing facilities which has a great impact on the surrounding area and the overall domestic environment during the operation of the facility. In this study, environmental influences and siting characteristics of industrial complexes were investigated based on the environmental impact assessment report from 2009 to 2019. The development tendency of industrial complexes is continuous decline, and major development areas are Gyeonggi, Gyeongsang and Chungcheong areas. We also confirmed that the average area of defenestration due to industrial complex is on the decline. Furthermore, the residential area and educational facilities, and the exposed population affected by industrial complex is constantly increased.

  • The phenomenon that young people avoid employment in industrial complexes, which is one of the biggest issues at social and economic dimension, is getting more important. The purpose of this study is to analyze the characteristics of youth attraction types by industrial complexes by making Youth Attraction Index. First, as the correlation between youth distribution of each industrial complex and youth attraction index of each industrial complex is analyzed, it shows a high level of correlation coefficient. There is also positive correlation between youth distribution of industrial complexes and other specific sectors except for accessibility. In addition, industrial complexes with superior working environment, innovation environment and amenities of surrounded areas are included in type I(type with superior youth attraction) and different characteristics are shown by each type. In consideration of these, policy priorities of each type are suggested. Based on these results, customized package programs need to be established for each type of youth attraction.

  • This paper aims to evaluate the Industrial Complex Campus Program and to provide policy recommendations for promoting effectiveness of industrial complex campuses through the in-depth case study on the Changwon Industrial Complex Campus Program. The survey shows that the program contributes to not only strengthening the R&D capacities of SMEs within the cluster, but also promoting the interactions between local companies and local universities. But it claims that the industrial complex campus program reveals some limitations to supporting effectively local enterprises. First, It is necessary to maintain regional balance in terms of the sites of the implementation of the program. Second, the policy management plan and the monitoring system of the program should be established for the purpose of the self-reliance of industrial complex campuses, regardless of the government financial support.
