This study reviewed critically the music regulations of broadcasting advertising and analyzed the post reviews of Korea Communications Standards Commission(KCSC) to find their problems and suggest alternatives for their improvements. As general core regulations, lyrics changes of children's song is banned except in non-commercial public advertising and lyrics changes to folk songs are permitted unless it includes the product related expressions, such as brand name; both of their arrangements are permitted. According to the items, the lyrics of the CM song of drug advertising should not include its brand name; alcoholic beverage advertising is banned if the lyrics of the CM song include product-related brand name or an expression encouraging drinking. The rationales of these regulations of restrictions or prohibitions of music in broadcasting advertising are unclear and are insufficient. Therefore, it will be necessary to improve them based on the evidence or knowledge by more valid research in the future.

거래당사자간 상품과 대금의 지급을 보장하는 에스크로 서비스는 전자상거래 소비자피해를 예방하고 사후적 피해를 실질적으로 구제할 수 있는 효과적인 안전장치이다. 하지만 소비자보호 측면뿐만 아니라 전자상거래의 지속적인 발전을 위해서는 관련된 제도의 도입 및 보완이 필요하다. 우선 소비자피해보상보험, 사법적 구제 등과 같은 현행 소비자피해보상시스템과 상호 보완적으로 기능 할 수 있는 사전적 안전장치(Ex Ante Safeguard)인 에스크로 서비스의 법제화가 요구된다. 그 형태로는 전자상거래 사업자들이 자체 혹은 별도의 에스크로 업체와의 계약을 통해 에스크로를 제공토록 하되, 그 이용 여부를 소비자가 선택할 수 있도록 시스템을 마련해야 한다. 또한 안전한 대금지급을 위한 정보제공의 차원에서 에스크로 서비스의 이용에 관한 사항을 의무적으로 표시토록 하여 소비자가 쉽게 알 수 있도록 해야 한다. 끝으로, 에스크로 서비스의 공신력을 확보하기 위한 방안으로 에스크로 사업자의 자격기준을 마련하여 규제하는 것이 바람직하다.

The present paper analyzes performance of a variant of rate-of-return regulation called the ex-post adjustment regulation put in effect in the Korean petroleum refinery sector. Unlike the traditional rate-of-return regulation on a monopoly, the regulation is first for the oligopolistic industry as a whole and second of the ex post nature. Under the regulation, at the end of each year, each firm is responsible to pay a certain portion of the excess of the total realized profits in the industry over the allowed profits. It is shown that if the excess profits are completely collected(including the interests), the social optimum can be realized. When only a portion of the excess profits can be collected, the regulation generally increases consumer surplus by making the firms more competitive. Each individual firm's production under the regulation depends on whether the firm's output is regarded as a strategic substitute or complement of other firms'output.

우리나라의 산업안전 ·보건 수준은 ＇81년 산업안전보건법이 제정됨으로써 획기적으로 발전하여, 80년대부터 산업재해 발생율이 감소추세를 보여왔다. 정부정책 측면에서 보면, '80년 이전까지는 주로 사후 보상문제에 치중하였고 산업안전보건법이 제정된 이후부터 본격적인 재해예방 정책이 수립 ·추진되기 시작하였다. 그러나, 이러한 변화 속에서 사업장 안전 ·보건관리 체계는 규제완화에 따른 안전보건관리체계 약화, 안전보건관리체계의 중복, 법집행의 실효성 미약, 공공-민간의 효율적인 역할 수행체계 미흡, 근로자의 참여부족 등 많은 문제점들을 안고 있다. 따라서 본 논문에서는 미국, 영국, 독일, 일본 등 우리보다 앞서있는 선진국의 산업안전보건체계를 재해통계제도, 안전보건 관련법, 재해예방기관의 활동 등의 측면에서 살펴보고 우리나라의 관리체계와 비교하여 개선 및 발전 방향을 모색하고자 하였다.

최근 가장 유망한 산업 분야를 꼽으라면 단연 환경산업이라고 할 수 있을 것이다. 과거의 경우, 환경산업은 환경오염 유발물질을 처리하기 위한 '사후처리산업'으로 인식되었고, 환경정책은 기업 활동을 규제하는 정책으로 '경제성장과 상충되는 개념'으로 인식되었던 것이 사실이다. 하지만 최근 들어 '삶의 질'에 대한 관심이 커지고, 기후 변화 대응 및 수자원관리의 중요성이 커짐에 따라 환경산업은 친환경 제품생산, 신 재생에너지 개발, IT/BT 등 첨단기술과의 융합사업 등 그 분야를 점차 확대해 가고 있는 추세이다. 환경부도 환경산업을 정책적으로 육성하기 위하여 환경과 경제의 상생을 목표로 하여, 유망 환경기술에 대한 R&D 투자 확대, 환경전문인력 양성 프로그램 운영, 환경산업 비즈니스 상담회 개최, 수출지원 상담센터 운영 등 다양한 지원프로그램을 마련하고 있다.

최근 급증하고 있는 전자상거래에서의 소비자피해를 줄이고 거래의 신뢰성을 높이기 위한 수단으로 온라인 에스크로 서비스가 이용되고 있으며, 관련 법제의 개정을 통한 제도 도입이 추진되고 있다. 매매당사자간 물품과 대금의 지급을 보장하는 에스크로 서비스는 전자상거래 소비자피해를 예방하고 사후적 피해를 실질적으로 구제할 수 있는 효과적인 거래안전장치임에 틀림없다. 하지만 소비자보호 측면뿐만 아니라 전자상거래의 지속적인 발전을 위해서는 관련된 제도적 보완이 필요하다. 우선, 현재 추진 중에 있는 전자상거래소보법의 개정 또는 기타 법률의 형태로 에스크로 서비스의 제도적 가이드라인을 제시하기 위한 입법화가 요구되며, 둘째, 온라인 거래의 당사자들이 누구라도 언제든지 에스크로 서비스를 이용할 수 있도록 에스크로 제도의 도입을 강제하되 그 이용 여부는 거래당사자간 교섭에 의해 결정토록 하는 방안을 고려해 볼 수 있다. 셋째, 안전한 대금지급을 위한 정보제공의 차원에서 에스크로 서비스의 이용에 관한 사항을 소비자가 알기 쉽도록 의무적으로 표시토록 하고, 넷째, 에스크로 서비스의 공신력 제고를 위해 에스크로 사업자의 자격에 관한 별도의 기준을 마련하여 규제하는 것이 바람직하다.

The adjustment in guidelines for quality certification of recycled aggregate permitted the Quality Control Manager of a company specializing in recycled aggregate quality certification to concurrently assume the role of Environmental Management Manager. Analysis of the outcomes from the 2023 recycled aggregate quality certification follow-up management audit conducted by the certification agency revealed that in 95 out of 242 cases, constituting approximately 39% of the total cases, individuals held concurrent positions. Following the regulatory revision, there has been a notable proliferation of concurrent roles across various enterprises. Concerns arose regarding the potential neglect of quality control for certified recycled aggregates in comparison to scenarios where individuals are solely responsible for specific duties related to quality and environmental management. Audit results encompassing six aspects, including waste management, were evaluated on a scale of 6 points. A comparative analysis was conducted between the outcomes of 147 cases managed by dedicated personnel, as previously practiced, and 95 cases managed by individuals with concurrent roles. Although the average score of the latter group was marginally lower, no statistically significant disparity was observed between the two groups. Consequently, apprehensions regarding the oversight of quality control stemming from the allowance of concurrent roles appear unfounded. Within the context of recent regulatory revisions, permitting concurrent roles in managerial capacities is deemed an appropriate relaxation of regulations.

Traffic accidents on freeway are occurred by various factors, and driver inattention is one of the most important factors causing traffic accidents. To warn drivers about unexpected dangerous events and diminish driver inattention problems, traffic safety facilities including warning and regulatory traffic signs; delineators; rumble strips are installed. In this study, the traffic safety effect of shoulder rumble sips were investigated using "Comparison Croup (C-G)" method developed by Hauer. Through the analyses, it was found that numbers of run-off-the road crashes were reduced as 2.43 crashes per year after the installation of shoulder rumble strips on the freeway. Based on the analysis results in this study, it was concluded that shoulder rumble strips on the freeway contribute to reduce traffic accidents, especially run-off-the road crashes.

Environmental impact assessment is a regulation that is implemented to reduce harmful environmental impacts of development projects. However, The environmental value is difficult to quantify and the uncertainty, There is a problem of objectivity and reliability of the system is consistently pointed out. Therefore, the necessity of the data-based environmental impact assessment system is gradually increasing. Especially, environmental impact assessment is highly applicable to environmental spatial information because it contains about the development of a particular area. Also with the introduction of EIA Follow-up management system, there is a demand for a system for providing and utilizing environmental information in a time series. This study derives the necessity of information provision system and analyz existing environmental information utilization system based on the institutional characteristics of environmental impact assessment. And suggest ways to provide environmental spatial information to find policy implications for improving the limit of environmental impact assessment system.

In order to prevent interference and interference of the frequency, it is required to convert the regulatory standard into the center of the radiation power radiated to the actual public. Since the radiation power regulation is related to general radio management such as technical standards, permits, and inspections, it is gradually introduced in consideration of applicability and urgency, and the radiation power related laws of major countries And a method of controlling the output of the radio equipment such as measurement, inspection, and authentication. In Korea, the proportion of antenna power supply is high, and in Europe, radiation power is high. Since the number of radio stations will increase and diversify in the future, institutional improvement should be made so that it can be measured in parallel with the radiocommunication infrastructure of the space manager. In order to convert to the radiative power management system, the system for the related radio system needs(Technical standards, certification, inspection of radio stations, post-management, etc.) to be improved.
