  • Digital transformation refers to the economic and social effects of digitisation and digitalisation. Although digital transformation acts as a useful tool for economic/social development and enhancing the convenience of life, it can have negative effects (misuse of personal information, ethical problems, deepening social gaps, etc.). The government is actively establishing policies to promote digital transformation to secure competitiveness and technological hegemony, however, understanding of digital transformation-related risk issues and implementing policies to prevent them are relatively slow. Thus, this study systematically identifies risk issues of the future society that can be caused by digital transformation based on quantitative analysis of media articles big data through the Embedded Topic Modeling method. Specifically, first, detailed issues of negative effects of digital transformation in major countries were identified. Then detailed issues of negative effects of artificial intelligence in major countries and Korea were identified. Further, by synthesizing the results, future direction of the government's digital transformation policies for responding the negative effects was proposed. The policy implications are as follows. First, since the negative effects of digital transformation does not only affect technological fields but also affect the overall society, such as national security, social issues, and fairness issues. Therefore, the government should not only promote the positive functions of digital transformation, but also prepare policies to counter the negative functions of digital transformation. Second, the detailed issues of future social risks of digital transformation appear differently depending on contexts, so the government should establish a policy to respond to the negative effects of digital transformation in consideration of the national and social context. Third, the government should set a major direction for responding negative effects of digital transformation to minimize confusion among stakeholders, and prepare effective policy measures.

  • The structural and sustainable implementation of the microfinance policy is required to be successful. To this end, the government should focus on availability and accessibility of the public microfinance, away from providing the beneficial financing (financial benefits)featured by the combination of the welfare and finance in the past. In addition, the government-sponsored microfinance needs to aim for performance-oriented evaluation that leads to stabilization of financial life of ordinary people or increase of income, moving away from conventional funding based on the scale and the quantity for the poor. It is necessary to implement the following policies in order for the Moon's administration to take the government-sponsored microfinance to the next level. The government-sponsored microfinance must be in the market failure domain, but nonetheless, it is required to be managed by structural and sustainable ways so that it complies with the market principles and does not crowd out the private microfinance. Last but not least, making the best use of the capital market function can be a way to fund social enterprises or social economy enterprises. This aims to enable catalyst capital in the capital market to play a prime role for the inflow of private capital for the purpose of creating the social value.

  • The study is to grope for the unified device of the women's welfare policy in the United Korea by considering and comparing with the women's welfare in South Korea and North Korea centering on the women's welfare law and system among the social security laws and systems in the present both countries. The both Koreas have enforced the different women's welfare policies according to the different ideologies and constitutions. But in the welfare policy women are in the secondary stage by means of the ideology of sexual devision. It, therefore, is clear that the position of the North Korean woman goes in advance of the South Korean woman in the law and system. However, they are similar to the North Korean women in the aspects of the application of law and system. That is, both of them are discriminated not only in home and labor participation, but also in social welfare. There are the patriarchal family system and sexual devision of labor under the discrimination against woman. As though the both sexes are equal in law, the welfare law and system are applicated unequally to woman because of the ideology of sexual devision and familism which family should take the primary responsibility of welfare. From this perspective the women's welfare policy of the United Korea is not just to unify both laws and systems related women's welfare, but to search for the convergence on the higher level of quality and to make the real gender-equal society. The study suggests as the women's welfare the spread of the application of social welfare system, and social security network constructed through the mother protection policy, women's poverty and social security on basis of the primary principles such as the gender equal right as civil right, benefits of social welfare as social right, escape from the patriarchal familism, strengthening of resposibility of state and the principle of women participation in process of social welfare management. The device of women's welfare means building the social welfare system based on the real gender equality, so the unification will be the important turning point for the gender-equal society to the South-North Korean women.
