  • 정부 3.0의 패러다임에 맞추어 사회복지서비스의 복지정책과 수요는 폭발적으로 증가할 것이다. 이에 반해 현장에서 정책을 실질적으로 집행 할 수 있는 인력인 사회복지사 등의 부족으로 실제 국민들에게 혜택이 제대로 돌아가지 못하고 있는 실정이다. 이러한 문제점을 최소화하기 위해서 복지정책의 수정과 함께 사회복지전달체계의 시스템화는 필수적이라고 할 수 있다. 민 관의 복지서비스 지원 시스템과 흩어져 있던 복지자원을 통합하고 시민과 이웃이 모두 참여 할 수 있는 복지서비스 지워 시스템의 구축은 미래 복지서비스의 새로운 방향을 제시할 것이다. 본 논문은 사각지대에 놓인 복지수요자의 발굴이 용이하고 민 관 복지서비스를 통합해서 제공할 수 있는 새로운 사회복지전달체계 시스템을 설계하고 구현하였다.

Public Perceptions of Public Social Workers in Comments of the Internet Media Discussion Rooms after Welfare Embezzlement Cases in 2008 (인터넷 토론방 댓글에 나타난 사회복지전담공무원에 대한 대중의 인식 -2008년에 발생한 복지지원금 횡령사건 이후를 중심으로-)

  • Recently, there were some welfare embezzlement cases of public social workers. The purpose of this study is to explore public perceptions of public social workers by analysing the comments named "datgeul" in the internet media discussion rooms("toronbang") about welfare embezzlement cases of public social workers. The results show that the main discourse about public social workers to perform a dual role as the public servants and social workers on the front line of public social welfare is that they are the victims of both a public official system and welfare administration system. In addition, social workers in public sphere are still recognized as service personnels with sacrifice and commitment rather than as professionals. Finally, the implications of this study were discussed to improve public perceptions of social welfare professionals.

The Relationship of a Social Workers's Professionalism and User Advocacy - Focusing on the Mediating Effects of a Social Worker's Right Perception and Performance at Service Processes- (사회복지사의 전문성과 이용자 옹호의 관계 -서비스과정에서의 이용자 권리에 대한 사회복지사의 인식 및 실행의 이중매개효과-)

  • This research purports to examine the mediating effects of right perception and performance at service processes in relationship to the social worker's professionalism and user advocacy. As the research method, 198 social workers were surveyed, and structural equation was used for analysis. The research findings showed that the professionalism of social workers had a direct influence on right perception, right performances at service processes and user-advocacy. However, right perception at service processes do not have a direct influence on user advocacy. In addition to this right perception and performances at service processes was proven to be an important mediator between a social worker's professionalism and user advocacy. As a result, this research has implied the necessity for social work practice to promote user-advocacy.

  • The social welfare facilities are trusted by the government for the development of appropriate welfare services and their delivery systems. They aim to provide people with professional social welfare services and, for this purpose, they develop ways to effectively operate facilities and to deliver the services efficiently. So far, the five consecutive evaluations based on the Social Services Act have suggested the effective and systematic ways of operating social welfare facilities. Through these efforts, they established an important basis for the balanced development and further advancement of social welfare facilities. Nevertheless, people have continually pointed out problems concerning the evaluation system of social welfare facilities. Accordingly, these problems have the necessity of investigation for reformed directions by means of effective control and evaluation system for the operation of social welfare facilities. Therefore, this study aims to suggest convergence models for improving the social welfare facilities evaluation system.

Job Satisfaction of Social Workers from the Dimensions of Hedonia & Eudaimonia (헤도니아와 유데모니아 차원에서 분석한 사회복지사의 직무만족)

  • The happiness of social worker's role in promoting the happiness of the people has been relatively overlooked. Despite the importance of the ultimate value and meaning of eudaimonic happiness felt by social workers as a value-oriented profession, negative aspects such as work-related burn-out or hedonic happiness such as pleasure has been mainly focused so far. Happiness is a concept that must be met with both hedonia and eudaimonia, and it is necessary to understand both two dimensions of job satisfaction experienced by social workers. The purpose of this study is to investigate 376 social worker's hedonic and eudaimonic job satisfaction and factors associated with them by analyzing "Social Worker's Eudaimonia" dataset in which the Korean Version of Global Hedonic & Eudaimonic Job Satisfaction(K-GHEJS) scale was used. The results showed that the factors affecting hedonia and eudaimonia were different so that hedonia was statistically significantly associated with the levels of education, income and workload while eudaimonia was not. Based on these results, how to improve the hedonic and eudaimonic job satisfaction among social workers was discussed.

The relationship of Codependency and Mental Health in Social Worker (사회복지사의 공동의존과 정신건강과의 관계)

  • This study was aimed to investigate the relation between codependency and mental health and to get a idea dealing with social worker's codependency for their healthy and professional caring, which is an important factor between social worker and client in social work practice. The subjects of this study consisted of 290 social workers working in social welfare facilities of Gangwon-do. The data were collected through self-reported questionnaires from Jun. to Oct., 2013. Results indicated that codependency showed over 50% of social workers were moderate-severe level and there were the significant correlation between codependency and mental health. Implications of findings of this study were discussed.

  • The purpose of this study was to introduce Self-Empowerment Program focusing on empowering social workers in individual level and to evaluate effectiveness of the program through practicing it. For the purpose, this study reviewed the concept of self-empowerment, theoretical background and content of the program. It examined effects of the program on mental health social workers' self concepts and clients' evaluation of the social workers, also. Through applying the program and analysing it, some significant differences were found in total positive self, self identity, self satisfaction, self behavior, moral ethical self, personal self, and family self score between intervention group and control group after the program. In evaluation of the social workers by the clients, the score of social workers in intervention group was increased after the program than control group's. These findings suggested that this program be helpful for social workers' self-empowerment and relationship with clients. It is meaningful to prove utility of the program in our social work situation with limited training or growing opportunities for social workers.

  • 2005년은 다른 어느 해보다도 굵직굵직한 사회복지 이슈들이 부각되고 논의되었던 한 해였다. 새로운 변화와 도약에 대한 사회복지계의 열망에 부응하여 사회복지 각계가 나름대로 노력해왔다. 그러한 수고와 노력으로 가시적인 열매를 맺는 성과도 있었고, 노력에 비해 결과가 기대에 못 미치는 경우도 있었다. 한해가 저물어가는 이때, 지나간 2005년을 알차게 마감하고 다가오는 2006년을 새롭게 준비하는 마음으로, 이번 12월호에서는 올 한해동안 ‘Social Worker'에서 깊이 있게 다루었던 내용을 중심으로 우리 사회복지계가 앞으로 풀어나가야 할 현안 문제가 무엇인지 되짚어보고, 이런 다양한 사회복지적 도전들에 어떻게 대응해 나가야할지 살펴보고자 한다.
