The interface among psychology, technology, and environment: Indigenous and cultural analysis of the probabilistic versus deterministic view of accident and safety (인간, 과학기술과 환경의 대한 이해: 사고와 안전에 대한 확률론적 시각과 결정론적 시각의 토착 문화적 분석)

  • This paper provides a comparative analysis of the probabilistic versus deterministic view of accident and safety using the indigenous and cultural perspectives. Death and injury due to accidents is the leading cause of preventable death in most countries, including Korea. The first part of this paper delineates the limitation of the linear, deterministic model that has been adopted in social and applied sciences. The transactional model, advocated by indigenous psychology, is provided to understand the probabilistic nature of accident and safety at home, in the workplace and in society. Second, factors related to accidents and safety are reviewed. Third, application of the probabilistic model for preventing accidents and promoting safety in Korea is outlined.

Collision between Technology and Politics in Korea's Nuclear Policy (한국의 원자력정책을 둘러싼 기술과 정치의 충돌)

  • The view of technology is largely divided into 2 theories: (1) the theory of autonomous technology that claims technology's own development logic and momentum, (2) the theory of social determinism that regards technology as reflection of political choices. Autonomous technologists read our society in the language of technology and social determinists read our technology in the language of society. This paper tries to analyze that conflicts between government and environmental group in nuclear policy, especially radioactive waste disposition policy reflect collisions between autonomous technologists and social determinists representing technology and politics, respectively. On the surface, such collisions are occurred in rational, ethical and economical aspects. It maintains, however, in depth, they are about solution means to problems from which technologies derived. Also, it suggests that one of the alternatives to avoid inevitable collision may be interaction approach based on intertwining technology with society. More understanding of political natures and control possibilities for technology is needed because interaction approach is founded on this understanding. Finally, to help forming the Korea's nuclear utilization policy from now on, it gives 2 case studies compared France with Germany where expanding and contracting nuclear utilization policy, respectively.

  • 국가기술개발사업으로서 원자력연구개발중장기계획사업을 성공적으로 수행하며 동시에 기술사회상호결정론 관점에서 원자력기술 개발, 이용에 따른 사회적 영향을 체계적으로 분석함으로써 원자력기술의 개발 이용의 국가 사회발전에 공헌도를 높일 수 있는 원자력 기술평가 접근방법을 제시하였다. 기술평가의 개념과 방법론의 발전과정을 분석하여 국내원자력 기술개발에 적합한 기술평가 방법론을 제시함으로써, 향후 예상되는 원자력기술평가에 대응하며 원자력사업의 당위성과 추진의 효율성을 높이는데 기여하고자 하였다.

  • The fourth industrial revolution, which is all the rage in recent years in South Korea, comes from Klaus Schwab's book. Schwab claims that recent rapid technological innovation has inevitably determined the future of our society, and regulations on related policies need to be relaxed. The debate on the Fourth Industrial Revolution in the Korean society is also centered on deregulation policies. In particular, it is strongly argued that personal data protection regulation should be relaxed in a big data environments. The Science and technology studies has long criticized technological determinism. The future of technology can be changed by the will of regulatory authorities and the intervention of civil society. In this article, the author examines various discussions at home and abroad around the deregulation of data protection, including de-identification of personal data. Through this, the author criticizes the way of accepting the fourth industrial revolution theory, and draw its implications for the Korean society.

A Study on the Social Informatics in Digital Library Studies (디지털도서관 연구를 위한 사회정보학)

  • Through analyzing papers on digital libraries and the contexts of usage of the term, ‘digital library’, this study investigates that the professional discourses about digital libraries regard them digital technologies. But digital libraries need to be recognized as socio-technical networks which are constructed by social interaction between heterogeneous elements. The study suggested that Social Informatics and a STIN(Socio-Technical Interaction Network) model should be applied to understand and analyze digital libraries as socio-technical networks.

  • The modern contains many problems that cannot be solved by the reductionism based on western natual science. Up until now, it has been formed determinism over the basis of empiricism or rationalism, this can be called a mechanical view of the world. In the field of natural science since 20C, however, raised the standard of revolt in traditional determinism, plural theory headed up. Consequently, in the name of post modernity, western reason became to deconstruct, further, new theory came to need. This new paradigm also affected design, and was studied to overcome the limitation of modern design.

  • 고령화사회(aging society)에 접어 들자 마자, 세계적으로 유례없이 빠른 속도로 고령사회(aged society)에 우리나라가 다가가고 있다. 이러한 과정에서 과거 노인에 대한 개념을 재정비하고 새로운 고령사회에 대비한 장수문화 창출이 시급하다. 노화란 개념에 대해서도 불가피하고 비가역적인 생체의 변화를 거쳐서 죽음에 이르는 도정이라는 피동적이고 자포자기적인 결정론적 시각을 불식하고, 노화가 생명체의 생존을 위한 적응적 반응성 변화이며, 그러한 변화의 요인이 충분히 제어가 가능한 생체의 변화임을 분명하게 인지하여야 할 것이다. 따라서 기능적 장수(Functional Longevity)라는 새로운 개념을 제안하고, 이러한 기능적 장수를 추구함에 있어서 장수문화와 장수과학의 정립이 시급함을 강조하였다.

On the Epistemology of the National Informatization Policy - A Critical Review of the $5^{th}$ National Informatization Policy Plan (2013-2017) - (국가정보화 정책 인식구조에 대한 고찰 - 박근혜 정부 제 5차 국가정보화 기본계획 (2013-2017) 중심으로 -)

  • The Government Informatization Policy Plan represents the government's technology policy vision and a set of ICT policy agenda and initiatives for the tenure of the government. The Policy Plan, however, normally produces an excess of disconcerted and superfluous ICT policy proposals from various policy units in the government. To cope with the superficiality of the ICT policy set in the Policy Plan, this paper proposes an analysis of the epistemology of the policy set. A policy is constructed as an argument and the structure of the policy argument is analysed using a model of argumentation. The findings show that the present informatization policy is driven by three epistemological motives - the production, consumption, and performance of the ICT Technology. The various assumptions and premises that underlie and direct the generation of ICT policy arguments with different motives are idenfied and then are exposed to strong rebuttal arguments to evaluate their epistemological tenability. The policy implications of the epistemological analysis are discussed in the end.
