사회복지분야 투명사회협약체결을 위한 기관단체들의 성과를 공론화하고 의제를 심화시켜 현실성있고 효과적인 협약의제를 이끌어내기 위한 토론회가 지난 8월17일 사회복지회관 대강당에서 열렸다. 사회복지분야 투명사회협약 추진위원회가 주최하고, 투명사회협약실천협의회가 주관한 이번 토론회는 사회복지시설 운영의 투명성강화, 사회복지시설 이용자 인권 및 서비스 질제고, 사회복지단체 사회공헌활동 활성화 등의 주제로 진행되었다.

The General Conference of International Labour Organization adopted the Maritime Labour Convention, 2006 which created a single, coherent instrument embodying as far as possible all up-to-date standards of existing international maritime Conventions and Recommendations in its Ninety-fourth session on 23 February 2006. This Convention prescribes the social security for seafarers in the Regulation 4.5 in the Title 4. Regulation 4.1-Medical care on board ship and ashore and Regulation 4.2-Shipowner's liability are related to social security for seafarers. For the purpose of ratifying this Convention in our country, first of all, it is necessary to review the domestic laws and regulations concerned whether they fulfill or not the requirements of the Convention and have to make preparation insufficient sections. Therefore, this paper aims to find out different regulations between the domestic law and the Convention, as to be able to accept the requirements regarding the social security of the Convention, also suggest the solution on problems derived in this process.

The International Labour Organization adopted the Maritime Labour Convention, 2006 on 23 February 2006. This convention contains the regulation about social security for seafarers in the Tittle 4. For the purpose of ratifying this Convention in our country, it is necessary to examine the domestic law and regulation concerned whether it fulfills or not the required conditions of the Convention Therefore, this paper aims to find the difference between the domestic law and the convention, also suggest the way to solve the problems.

Crisis of trust in Korean society, especially south-south conflicts among Korean political circle, civil society and peoples on the issue of the Korean peninsula policy driven by south Korean government, have weakened the sustainable and consistent energy of the policy for peace and unification of Korea peninsula. At the moment of drastic change of south-north relation in Korean peninsula, National agreement as a foundation of sustainable peace and unification policy has very important meaning. Because of this, national contract of unification as a kind of social concertation, has been demanded. National contract for peace and unification is an unprecedented process for making unofficial legal norm because it authorize quasi-legislative binding force on the agreement which is concluded by the Korean political circle, civil society and peoples for the peace and unification of Korean peninsula. National contract for peace and unification includes 'agreed aim and principles' for peace, prosperity and unification as well as process and result. And National contract for peace and unification, also is characterized long duration of aim achievement and openness of participating subjects. In terms of law, it will be legitimate source for comprehensive modification of international and internal law. In addition, The nature of National contract for peace and unification, as a people's law, should be considered as soft law which has the power to realize its contents through the enactment of legislation and policy. In order to guarantee the establishment and effectiveness of National contract for peace and unification, the setting of organization is need to determine the range of representatives, who participate in the process of contract making, procedure of contract and to carry out the contract after the conclusion of National contract for peace and unification. For the reason, the Council of National Contract for Peace and Unification as a independent administrative government committee and 'Act on National Contract for Peace and Unification' is needed.

UN아동권리에 관한 협약에 가입했으나 여전히 등한시되고 있는 것이 현실이다. 아동협약에서는 아동의 권리에 대해 폭넓게 규정하고 있다. 장애아동도 존엄성이 보장되며 자립을 촉진하고 적극적 사회참여가 조장되는 여건속에서 생활할 권리를 부여하고 있다.

대한출판문화협회(회장 윤형두)와 한국출판인회의(회장 박은주)는 유통 작가 소비자 단체 대표 등과 함께 지난 10월 29일 오후 2시 대한출판문화협회 4층 강당에서 '책 읽는 사회 조성 및 출판 유통질서 확럽 자율 협약식'을 개최했다. 이번 자율 협약식은 올해 사재기를 통한 베스트셀러 조작 파문으로 홍역을 치른 출판계가 자율협약을 통해 자정기능을 강화하기로 한 데 따라 추진됐다.

최근 글로벌화의 시대의 도래로 인하여 과거와는 달리 사람들의 국제적 이동이 빈번하게 발생하고 있다. 과거보다 잦은 국제 인구이동으로 인하여 각 국가 간 조세협약이 매우 중요해졌으며, 이제는 과세측면도 양국가간의 조세협약에 따라 과세를 하여야 한다. 본 연구는 이러한 상황 하에서 연금수령 시 국가 간 조세측면을 고려하였을 때 과세형평의 문제점을 살펴보고 이에 대한 개선방안을 제시하고자 한다. 과거에 비하여 최근의 연금세제 또한 많은 변화를 가져오고 있어 이제는 한 국가 내에서 만의 연금세제를 고려할 것이 아니라 글로벌화 시대에 부응하는 연금세제로의 변화가 필요하다. 이러한 주된 이유로는 국제이동 인력의 증가로 거주지국 과세원칙과 원천지국 과세원칙의 혼용뿐만 아니라 전세계소득(world-wide income)에 대하여 과세가 되므로 국제적인 이중과세의 위험에도 직면하게 되기 때문이다. 본 연구는 이러한 상황을 감안하여 최근 급증하고 있는 해외 이민지들에 대한 국제적 연금조세 측면을 살펴보고자 하였다. 해외에 거주하는 사학연금 가입자에게 발생하는 과세상의 문제점을 구체적으로 살펴보고 이에 대한 개선책을 살펴보고자 하였다. 해외거주 연금수령자는 국내에서 지급하는 연금에 대하여도 전세계소득으로 해외 세무당국에 보고를 하도록 하고 있는데, 국민연금은 각 국 간의 사회보장협약의 체결로 인하여 과세를 하지 않는 반면, 특수직역연금 수령에 대하여는 거주지국의 전세계소득에 포함되어 국외 거주지국 과세대상에 포함되는 문제점이 있다. 특히 캐나다에서 연금을 수령하는 경우에는 더욱 확연한 차이가 나타나게 된다. 본 연구에서는 다음과 같이 주장하고자 한다. 첫째, 한국·캐나다 조세협약 제18조의 수정을 통해 현행 사학연금 수급자의 연금소득에 대하여 비과세할 필요가 있다. 사회보장법률에 따라 지급하는 연금에 대하여 비과세하는 현행 문구를 한국의 공적연금으로부터 지급하는 연금으로 지급하는 급부로 수정할 필요가 있다. 둘째로 사회보장법률에 의해 지급하는 연금을 별도로 언급할 필요가 있다. 이를 통해 국민연금 가입자와 특수직역연금 가입자 간의 과세 형평성을 달성할 필요가 있다. 본 연구는 기존연구에서 간과되었던 연금세제의 국제적인 측면을 중심으로 국제적 인력의 이동에 따른 연금세제의 변화를 살펴보고자 하였다. 특히 최근에 우리나라 사람들이 가장 많이 이민을 가고 있는 캐나다를 중심으로 연금세제 측면을 살펴보고자 하였다는 측면에서 연구의 의의가 있다고 할 수 있다. 본 연구에서 제시된 정책적인 제안은 과세당국과 해외 연금수급자에게 편익을 제공할 것으로 본다.

There have been many critical point of view on the Korean industrial relations arguing that its conflictual nature and combative unions, and too much protective labor laws make the foreign investors to avoid Korea as an investment location. This argument has been raised since IMF' financial bail-out when Korea needed badly foreign FDI. Since then, however, any significant improvement in industrial relations field has not been made. In this kind of dead-lock situation, the Ireland' success story give us an important lesson, in which the strong economic growth had been made through the massive FDI, stimulated by the social partnership between government, unions and employers. Our study has an aim to examine the several success factors for Ireland's economic success, and to take a deep look into the context and characteristics of the Ireland' social partnership, and its outcome. We also try to draw some lessons to Korean economy, in particular, in its economic policy and industrial relations.

요즘 현대사회는 주거생활을 윤택하게 하기 위해 많은 노력을 기울이고 있다. 특히, 런던협약에 의해 음식물 쓰레기에 대한 대안은 분명히 필요한 부분이다. 런던 협약은 세계 각국의 폐기물 투기로 오염이 심각해짐에 따라 1972년 2월 유럽국가들이 모여 체결한 협약으로, 런던 협약에 가입한 국가는 매년 자국이 해양에 버리고 있는 폐기물 현황을 협약사무국에 보고할 의무가 있고 해양투기 금지를 저준위 방사성 물질을 포함한 모든 방사성 폐기물과 산업폐기물의 해양투기를 금지하기로 결의한 협약이다. 본 논문에서는 태양열 집열판을 이용해 자체적인 전원사용이 가능하도록 하여 음식물처리기 제어를 :LCD를 통한 GUI(Graphic User Interface)시스템으로 접근성이 쉽게 조작하도록 하여 사용자 편의에 중점을 두어 설계하였다.

사회복지법인 연꽃마을의 대표이사님의 소개로 사업을 기획하게 되면서 국제협력사업의 일환으로 베트남 쾅남성 인민의료청과의 결핵예방과 퇴치사업을 위한 업무협약 차 2박 4일의 베트남출장이 이루어졌다. 이번 출장에는 우리협회 이준근 사무총장님과 쾅남성 성도 탐키시와 업무협약식이 있는 사회복지법인 연꽃마을관계자들이 동행하게 되었는데 첫 출장에 많은 도움을 주신 연꽃마을관계자분들께 지면을 통해 다시 한번 감사의 말씀을 전한다.
