A Study on the Library Policies & Services for the Type of Information Inequality in Korea (정보불평등 대상별 도서관서비스 정책과 서비스 현황 진단)

  • Information inequality has been differently conceptualized and defined in national laws. While the information inequality increases, library policy and informational service has lagged behind in meeting the needs of the society and the state. This paper aims to provide a preliminary research on information inequality, in terms of conceptualization, the legal base, terminology, index development based on the level of digital information. The paper also highlights cases on library services for solution of the difference. It compares library services designed for the disabled, ethnic minorities and the aged. The paper reviews the existing literature and project data. As a result, there are a number of processes and tasks that needs to be developed, including policy development, supporting organization, human capital, cooperating network, supporting facilities and service, and data.

Qualitative Study on the Social Value of Self-Support Enterprise (자활기업의 사회적 가치에 대한 질적 연구)

  • The purpose of this study is to determine social values of self-support enterprises, known as the origin of social economy by using a qualitative research method. Main themes representing social values of self-support enterprises were developed through four sessions of FGI and thematic analysis. First, self-support enterprises embody the value of 'social safety net' by providing workfare for disadvantaged people as well as by operating market-oriented business. Additionally, 'communal spirit', for which self-support enterprises strive, is social value that enables the entirety of self-support enterprises and participants to fulfill non-profit values, reciprocity, and sharing. Lastly, ontological, diachronic, and ecological 'sustainability' of self-support enterprises is a foundational element which creates continuous positive impact on our society. Findings of this study are significant to provide theoretical and empirical evidence for preservation and development of the social economy ecosystem. Based on this, further researches on comprehensive social economy are suggested.

Development of Contents to Improve the Web Accessibility for People with Visual Impairments (시각장애인의 웹 접근성 향상을 위한 콘텐츠개발)

  • Since people with visual impairments are mostly hard to access the Internet they have been neglected from the information-oriented society. Therefore, the contents which consider the web accessibility to readily access to the web by people with visual impairments are an essential component. In this paper, we developed the contents to improve the web accessibility for people with visual impairments. To provide easy access to the web by people with visual impairments, we analyzed the existing web sites for blind people and considered a concise design, and hierarchical structure. Using the PHP, CSS, and Javascript, the necessary functions for the visually handicapped such as focusing, shortcut key, and text equivalent are implemented. The results which are tested by blind users prove the efficiency of the proposed contents.

  • Social and economic polarization such as the collapse of self-employed people and job losses are becoming social problems due to the COVICD-19 crisis, and the role of social enterprises in providing social services to vulnerable people in various business sectors is very important. Social enterprises are complaining of difficulties in sustainability due to the hybrid nature of creating social value and economic value. Support for professionals matching the business sector of social enterprises is urgently needed for sustainability, but support for professionals is very insufficient due to insufficient budget. This study studied how specialized personnel affect the sustainability of social enterprises through the medium of social enterprise characteristics, indicating that specialized personnel affect the expansion and sustainability of the corporate main business sector. Based on the above findings, practical implications of social enterprise financial support projects were presented.

  • Social enterprises are companies that provide jobs to the vulnerable and provide social services. However, sustainable management of social enterprises is very difficult in a rapidly changing market environment. Therefore, for the sustainable management of social enterprise, it is assumed that the duty efficiency of the members of the social enterprise is most important in the limited resource environment, and that the social entrepreneur can increase the efficiency of the work by giving delegation to the members. Therefore, this study investigates how social entrepreneurs influence on the job efficiency of members when giving psychological empowerment to members of social enterprise based on social entrepreneurship. When giving empowerment leadership to members, And it has a significant effect on job efficiency.

How Much should the Poor Pay for their Health Care Services under the National Health Insurance System? (계층간 진료비 본인부담의 형평성에 관한 연구)

  • Although National Health Insurance(NHI) in the South Korea has guaranteed access to health insurance coverage to virtually all the people, a significant portion of out-of-pocket spending can create substantial financial burdens for some beneficiaries, particularly those with low incomes. Previous studies have estimated the magnitude of out-of-pocket spending by types of chronic illness or in- and out-patients. Prior estimates, however, have not given a complete picture of the impact of health care costs on lower-income populations. The result from this study shows that 20 percent of beneficiaries in the lowest-income quintile spent more than twelve percent of their household equivalent income out-of-pocket health services, whether they were enrolled in a Health care services or not. In comparison, the beneficiaries in the highest-income quintile level spent only 2 percent of their income out-of-pocket on health care. Also, the regression analysis suggests that age, household income, number of chronic illness, type of hospital in addition to the number of usage may affect the size of out-of-pocket spending.

Age Differences in Safety Perception: A Comparison of Babyboomer, Pre-elderly, and the Elderly (연령별 안전에 대한 인식 차이: 베이비부머, 예비노인, 현재노인의 비교)

  • The purpose of this study is to observe the age differences in safety perception among babyboomer, pre-elderly, and the elderly and to seek for countermeasures to overcome the risk. The data used for this study were from the 2008 Social Survey conducted by Administration on Statistics, Korea. The data were divided into three different age groups such as babyboomer, pre-elderly, and the elderly. Results showed that overall safety level of the society, safety perception of others and oneself, current social safety level compared to 10 years ago, social safety level after 10years, awareness of safety among different social fields, and the rank among the list of factors that lead to social insecurity appeared to differ according to the three different age groups. The awareness of safety for the elderly group was not higher than babyboomer and pre-elderly groups. Age differences in safety perception reflected the times and experiences the same age cohort went through. Countermeasures for security should be developed by considering the characteristics of the generations and different age groups.

Implementation of a Personalized Restaurant Recommendation System for The Mobility Handicapped (교통약자를 위한 맞춤형 식당 추천시스템 구현)

  • The mobility handicapped are representative socially vulnerable people who account for a high percentage of our society. Due to the recent development of technology, personalized welfare technologies for the socially vulnerable are being studied, but it is relatively insufficient compared to the general people. In this study, we intend to implement a personalized restaurant recommendation system for the mobility handicapped. To this end, a hybrid recommendation system was implemented by combining the data of special transportation boarding and alighting history (7,153 cases) and information of Daegu Food restaurants (955 cases). In order to evaluate the effectiveness of the implemented recommendation system, we conducted performance comparisons with existing recommendation systems by prediction error rate and recommendation coverage. As a result of the analysis, the performance was higher than that of the existing recommendation system, and the possibility of a personalized restaurant recommendation system for the mobility handicapped was confirmed. In addition, we also confirmed the correlation in which similar restaurants are recommended in some types of the mobility handicapped. As a result of this study, it is judged that it will contribute to the use of restaurants with high satisfaction for the mobility handicapped, and the limitations of the study are also presented.

  • According to change of business environment, the company has required not only profit but also social responsibility for profitable growth. However, these changes are not only applies to the company. Company's internal stakeholders and social systems sub-elements of the union was forced to respond to these changes, too. However, research has not focused yet USR until now, It's very rare USR and introduction of USR and Case of USR. But The union must meet a the stakeholders such as nonunionist, county, as well as union members. This study looked at the USR Case of LG Electronics Union which is a leader in this filed. LG Electronics Union had accepted the USR in 2010, LG Electronics Union led innovation and change of labor movement and pushed ahead with USR such as service to community and vulnerable, refrain from strike, environmental protection. and LG Electronics Union spread the USR to overseas and domestic. Through the LG Electronics Union's USR Case, this study seek the new labor movement.

  • The article aims to discuss ethical issues of social welfare informationisation, focusing on dataveillance through social welfare information system in South Korea. The Korean government plans to upgrade social welfare information system, by strengthening welfare fraud tracking and adding blind spot discovering functions. However, surveillance over poor population's data is inevitable when conducting such investigations. This article reviews current debates on dataveillance. It then conducts a case study on social welfare dataveillance in South Korea, asking what ethical problems lie in the dataveillance in terms of privacy, accuracy, property, and accessibility issues. Subsequently, this paper identifies three fundamental ethical dilemmas of social welfare in the informational age. Finally, it suggests policy alternatives to tackle the ethical problems and dilemmas of social welfare informationisation.
